Passengers might soon be flying on foreign-registered aircraft operated by Indian firms with the government planning to do away with certain decades-old requirements to further improve the ease of doing business, as per a news report by agency. 
 
The proposal, once implemented, would bring cheer to aircraft lessors by reducing the compliance requirements as well as make the process easier in case they want to re-take the leased planes. 
 
Against the backdrop of the government making efforts to boost regional air connectivity, doing away with India-registration norm would provide more leeway for local operators planning to expand their fleet, sources said. 
 "We have started discussions and we are exploring the possibility of allowing foreign aircraft without Indian registration to operate in India," a senior <keyword id="58151" type="ORGANIZATION" weightage="20" keywordseo="civil-aviation-ministry">Civil Aviation Ministry</keyword> official told <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. 
 
Sources also said that such a move would help in further improving the ease of doing business for the operators and the lessors, among others. 
 Presently, Indian operators planning to fly foreign aircraft in the country have to first gthem registered with the <keyword id="6354705" type="UNKNOWN" weightage="20" keywordseo="Directorate-General-of-Civil-Aviation">Directorate General of Civil Aviation</keyword> (<keyword id="6354787" type="ORGANIZATION" weightage="20" keywordseo="DGCA">DGCA</keyword>) and have the national mark 'VT' or 'Viceroy Territory' on the plane. 
 
DGCA is responsible for registration of all civil aircraft in the country. The aircraft is required to bear its nationality and registration markings, among others, as per existing regulations. 
 Last month, Civil Aviation Secretary <keyword id="1419925" type="UNKNOWN" weightage="20" keywordseo="R-N-Choubey">R N Choubey</keyword> said the <keyword id="48413" type="COMPANY" weightage="20" keywordseo="Ministry">Ministry</keyword> would amend rules to "make sure lessors can take back aircraft in case of default in line with Cape Town Convention. It provides the protocol to be followed with regard to leasing of aircraft equipment, including the aircraft. 
 Lessors have faced problems in re-taking aircraft leased to Indian carriers in the past, especially with regard to shuttered <keyword id="6373962" type="CITY" weightage="20" keywordseo="Kingfisher-Airlines">Kingfisher Airlines</keyword>. Recently, regional carrier <keyword id="3816110" type="UNKNOWN" weightage="20" keywordseo="Air-Pegasus">Air Pegasus</keyword>' three planes were de-registered by DGCA. 
 
On October 13, the Ministry held discussions with various stakeholders, including lessors, on ways to boost regional air connectivity. 
 
With domestic passenger traffic growth remaining at more than 20 per cent in the past many months, India is also one of the fastest growing aviation markets in the world and various initiatives are being taken to capitalise on this growth. 
 
As per global rules set by UN body International Civil Aviation Organisation, each aircraft has to be registered in a country where it is allotted a registration number which has two letters as the country code, followed by three letters of owners or the carriers choice, like VT-123 in case of an Indian aircraft.

<keyword id="58151" type="ORGANIZATION" weightage="100" keywordseo="civil-aviation-ministry">Civil Aviation Ministry</keyword> has decided to limit the surge pricing that air companies charge during peak travel times or in times of calamities, both natural and man-made. 
 Aviation secretary <keyword id="1419925" type="UNKNOWN" weightage="100" keywordseo="R-N-Choubey">R N Choubey</keyword> told TOI that the government is currently examining ways to put "limited restrictions on domestic fares that can be charged under some circumstances". 
 
Even though he declined to elaborate on the 'circumstances', he said that the motive is to provide relief to domestic air travellers. 
 
It’s usual for airlines to hike fares during peak demand seasons, like festivals and holidays, but they have also started to adopt these policies in case some areas are cut off due to man-made problems or natural calamities. The recent case of Chennai floods and increased airfares to and from Chennai is an example of such practices. 
 
Other than asking the airlines to keep the surge prices in check, some other "consumer-friendly" moves are also in the works. 
 
"Airlines allow domestic flyers to take up to 15kg of check-in baggage without any extra charge, beyond which they charge for excess baggage. Now people don't exactly weight their bags and we are working on a system where one or two extra kg (beyond the 15-kg limit) will invite a lower than usual charge," Choubey added. 
 
If the luggage weighs more than what’s permitted, airlines usually charge about Rs 300 per extra kg, while also offering 'packages' so that passengers can pre-buy excess baggage at slightly lower rates. Talking of the maximum weight allowed for cabin bags, laptop bags or ladies purse, bags weighing up to 7kg are allowed inside the aircraft. 
 
"We are examining whether within this weight limit we need to restrict passengers to one bag or we could be flexible with that like allowing a grandparent to take a stuffed toy along with his cabin bag and laptop/purse within the limit of 7kg," Choubey further added. 
 
It would take around two weeks for these passenger-friendly initiatives to be made public, after which public comments will be invited on the same so that the final call can be taken. 
 
However, there is another issue that needs immediate action from the ministry. Over the last two years, domestic airlines have been constantly increasing the cancellation charges on air travel, something which has been under 'study' for many months now.

Centre plans to plug surge in air fares during peak seasons, calamities

New Delhi, Jun 9 () India is better positioned in the fight against COVID-19 compared to other countries but there is no space for complacency, Union Health Minister Harsh Vardhan said on Tuesday as the death toll due to coronavirus infection rose to 7,466 and the cases mounted to 2,66,598 in the country.Vardhan chaired the 16th meeting of the high-level group of ministers on COVID-19 which reviewed the containment strategies pertaining to the pandemic via video-conferencing here, the heath ministry said. The GOM was briefed about the latest status, response and management of COVID-19 in the country. A brief snapshot was presented to the GOM highlighting the comparative position of India vis-a-vis other countries in similar stage of easing lockdown, underscoring the benefits that have accrued from the lockdown and how this can be leveraged in management of disease, the ministry said. As the country entered the "Unlock 1.0 phase" when restrictions have been eased and curbs lifted, Vardhan stressed that people need to be more disciplined and adopt appropriate behaviour to ensure norms of physical distancing, use of face covers, hand hygiene and respiratory etiquette are followed. India is better positioned in fight against COVID-19 compared to other nations, "but there is no space for complacency," Vardhan strongly reiterated. He also reminded everybody to download Aarogya Setu app which will help in self risk assessment and in protection against COVID-19. More than 12.55 crore people in the country have downloaded the app, as on date, the ministry said in its statement. In the wake of all government offices opening now, Vardhan appealed to the heads of departments, "Let us also not forget the 'social vaccine' against COVID-19 through strict adherence of norms of physical distancing, hand hygiene and mask/face covers." The GoM was informed that as on June 9, COVID-related health infrastructure in the country has been strengthened with the availability of 958 dedicated COVID hospitals with 1,67,883 isolation beds, 21,614 ICU and 73,469 oxygen supported beds. Also, 2,313 dedicated COVID health centres with 1,33,037 isolation beds, 10,748 ICU beds and 46,635 oxygen supported beds have also been operationalised. Moreover, 7,525 COVID care centres with 7,10,642 beds are now available to combat COVID-19 in the country. The ventilators available for COVID beds are 21,494, the ministry said. The Centre has further placed an order of 60,848 ventilators, it added. The Centre has also provided 128.48 lakh N95 masks and 104.74 lakh personal protective equipment (PPEs) to the states, union territories and central institutions. ICMR's testing capacity has increased through 553 government and 231 private laboratories (total of 784 labs). More than 49 lakh cumulative tests have been conducted in the country so far with 1,41,682 samples been tested in the last 24 hours till 9 AM. Minister of External Affairs S Jaishankar, Civil Aviation Minister Hardeep Singh Puri, Minister of State for Home Affairs Nityananda Rai, Minister of State for Shipping and Chemical and Fertilizers Mansukh Lal Mandaviya and Minister of State for Health Ashwini Kumar Choubey along with other senior officials took part in the meeting which was held following norms of physical distancing, the ministry said. Parameswaran Iyer, Chairman of Empowered Group-5, presented the critical strategies adopted by the EG to ease the burden of lockdown while enabling supply of critical items for the country to fight the pandemic. Head of Epidemiology and Communicable Diseases at ICMR, Dr Raman R Gangakhedkar presented details on the status of testing labs, augmented capacities for testing across the country, and also enlightened the GoM on various issues related to hydroxychloroquine, remdesivir, and sero-surveillance studies. The number of active novel coronavirus cases stands at 1,29,917 till Tuesday 8 AM. So far, a total of 1,29,214 people have recovered with 4,785 patients having been cured in the last 24 hours. After a long delay, finally India is unveiling its first <a href="http://www.businessinsider.in/searchresult.cms?query=heliport&amp;sortorder=effectivedate">heliport</a> in Rohini area of New Delhi. 
 
The dedicated heliport, owned by<a href="http://www.businessinsider.in/searchresult.cms?query=pawan+hans&amp;sortorder=effectivedate"> Pawan Hans Helicopters Ltd</a> (PHHL), will carry passengers from Delhi to nearby areas. The heliport is a 100-crore project and will be integrated one with a chopper maintenance, repair and overhaul (MRO) unit. 
 
Aviation secretary R N Choubey said the Rs 100-crore project will be inaugurated on February 28 and will be an integrated one with a chopper maintenance, repair and overhaul (MRO) unit part of the complex at Rohini. 
 
The heliport will have parking bays, AC passenger terminal building and car parking area for the flyers. 
 
"Being a busy airport,<a href="http://www.businessinsider.in/searchresult.cms?query=igi+airport&amp;sortorder=effectivedate"> IGI airport</a> does not have much space for helicopter movement. The Rohini one will be a dedicated heliport and will make chopper movement much easier," said Choubey. 
 
"To promote regional air connectivity, Pawan Hans has also prepared a roadmap to connect all the major destinations from this heliport such as Delhi to Shimla, Haridwar, Dehradun, Mathura, Agra, Meerut and industrial hubs such as Manesar, Bahadurgarh etc," Pawan Hans had stated.

High-level central teams have been deployed in 15 states and union territories (UTs) with more than 50 districts or municipal bodies witnessing high case load and high spurt of cases, the Union Health Ministry said. The teams will assist state governments by providing technical support for containment and facilitate management of the COVID-19 outbreak, it said. The death toll due to the coronavirus infection rose to 7,466 and the cases mounted to 2,66,598 in the country. India is the fifth worst-hit nation by the COVID-19 pandemic after the US, Brazil, Russia and the UK, according to Johns Hopkins University data. Several states like Haryana, Jammu and Kashmir, Assam, Haryana, Karnataka, Chhattisgarh and Tripura have been showing a spurt in cases. A total of 266 new COVID-19 fatalities and 9,987 cases were reported in the last 24 hours till Tuesday 8 am, according to Union Health Ministry data. The number of RT-PCR tests for detection of COVID-19 in India crossed the five million mark on Tuesday, ICMR sources said. Till 6.30 PM Tuesday, 50,30,700 samples were tested. With cases multiplying, multi-disciplinary central teams are helping states and UTs address challenges like testing bottlenecks, low tests per million population, high confirmation rates, risk of capacity shortfall over the next two months, potential bed shortage, growing case fatality rate, high doubling rate and sudden spike in active cases, the ministry said. These states and UTs are Maharashtra (seven districts/ municipalities), Telangana (four), Tamil Nadu (seven), Rajasthan (five), Assam (six), Haryana (four), Gujarat (three), Karnataka (four), Uttarakhand (three), Madhya Pradesh (five), West Bengal (three), Delhi (three), Bihar (four), Uttar Pradesh (four), and Odisha (five). According to a report by ET, aviation regulator Directorate General of <keyword id="6368649" type="CITY" weightage="100" keywordseo="Civil-aviation">Civil Aviation</keyword> (DGCA) has directed all airlines to submit their entire data on the charges by Monday. 
	 
	 
	The watchdog issued the directive following numerous complaints that DGCA chief M Sathiyavathy received from passengers. She then asked her deputy, joint DG Lalit Gupta, to look into the matter and take strict action if airlines are found to charge unreasonable fees for cancellations. 
	 
	 "We will analyse this data and then take a call by next week," a <keyword id="322095" type="POSITION" weightage="60" keywordseo="DGCA-official">DGCA official</keyword> was quoted in the report. 
	 
	 
	Following the submission of the detailed data on charges, the ministry will take a decision under its new secretary, R N Choubey. It should be noted that the Prime Minister's Office brought him to the ministry in order to bring it at par with other performing infrastructure ministries. 
	 
	 "While ticket prices have been slashed in lean season, or to improve airline loads... most or all carriers have raised cancellation prices by 50%-100%,” Indiver Rastogi, COO of <keyword id="87184" type="COMPANY" weightage="80" keywordseo="Thomas-Cook">Thomas Cook</keyword> India said in the report. 
	 
	 
	At present, airlines charge anywhere up to Rs 4,000 for cancelling a domestic ticket.
