New <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword>, Seeking to break the deadlock over protests against <keyword id="10002582" type="UNKNOWN" weightage="20" keywordseo="new-farm-laws">new farm laws</keyword>, the government on Saturday told representatives of agitating farmers that they are ready to address all their concerns with an open mind, sources said. At the beginning of the fifth round of talks here at Vigyan Bhawan, Union Agriculture Minister Narendra Singh Tomar told a group of 40 representatives of various farmer unions that the government is committed to cordial talks and welcomed all positive feedback on the new farm laws, sources said. Later, Minister of State for Commerce Som Parkash, an MP from Punjab, addressed the leaders in Punjabi and said the government understands the sentiments of Punjab. "We are ready to address all your concerns with an open mind," a source quoted Parkash as telling the union leaders. The talks between the government and the protesting unions began around 2.30 pm and was also attended by Railway, Commerce and Food Minister Piyush Goyal. In his opening remarks, Tomar, who is leading the talks for the Centre, said the government is committed to "peaceful talks with farmers' leaders and does not intend to hurt farmers' sentiments". The agriculture minister welcomed feedback on the three farm laws, while agriculture secretary Sanjay Agarwal summarised the proceedings of the previous four rounds of talks with farmer unions during the meeting, sources said. The two sides are believed to have discussed contentious issues like provision of dispute resolution and registration of traders in proposed private mandis under the new laws. Ahead of the meeting, Tomar and Goyal, along with senior union ministers Rajnath Singh and Amit Shah, had met Prime Minister Narendra Modi to deliberate over proposals likely to be made to the agitating groups. Modi's decision to hold deliberations with Union ministers, who have so far been the face of the Centre's efforts to end the farmers' agitation, signifies the importance the prime minister has attached to defuse the crisis, sources said. On Thursday, talks between the Union ministers and a representative group of thousands of agitating farmers had failed to yield any resolution, as the union leaders stuck to their demand for the repeal of new farm laws despite the government offering to "discuss and consider with an open mind" some key points of concern raised by farmers in the three new laws. Farmers on Friday announced a 'Bharat Bandh' on December 8 and threatened to intensify their agitation and block more roads leading to the national capital if the government does not accept their demands. Enacted in September, the three farm laws have been presented by the government as major reforms in the agriculture sector that will remove the middlemen and allow farmers to sell anywhere in the country. Farmers' protest: Ready to address all concerns, government tells farmer unions at crucial meeting

'Delhi chalo' protest: Farmer leaders from over 30 unions to meet at Singhu border ahead of talks with Centre

The meeting comes after farmer leaders laid a condition for another central ministerial meeting while calling off their 'rail roko' agitation in Punjab on Monday and lifted the nearly two-month-long blockade, allowing resumption of only goods trains. Speaking to , Food Secretary Sudhanshu Pandey said, "We have called the representatives of over 30 farmer organisations for the second round of discussion on December 3 at Vigyan Bhawan at 11 am". The secretary has sent the invitation to the farmer bodies on behalf of Union Agriculture Minister Narendra Singh Tomar. Food Minister Piyush Goyal is also expected to be present in the meeting. Punjab imposes ₹5,000 fine for home isolation violations

Union Environment Minister <keyword id="119642" type="PERSON" weightage="20" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword> on Thursday flagged off 50 inspection teams of the Central Pollution Control Board (CPCB) for field visits in Delhi-NCR to keep a watch on <keyword id="10111530" type="UNKNOWN" weightage="20" keywordseo="pollution-hot-spots">pollution hot spots</keyword> during the winter season and urged the Punjab government to curb stubble burning. He said stubble burning, however, is not a major factor for <keyword id="55910" type="ORGANIZATION" weightage="20" keywordseo="Air-Pollution">air pollution</keyword> in Delhi-NCR. "Only 4 per cent pollution is due to stubble burning. Ninety-six per cent of it is due to local factors like biomass burning, garbage dumping, unpaved roads, dust, construction and demolition activities, etc.," he told reporters at his residence in Delhi. Javadekar said his throat choked with the smoke from burning of crop residue during a recent visit to Ludhiana. "I appeal to the Punjab government to swing into action and curb stubble burning. I went to attend a programme in Ludhiana last year. On my way back, my throat choked due to the smoke from stubble burning even when I was in an air-conditioned car. It is harmful for everyone, including people living there. The Punjab government should ensure there is not much stubble burning this time," the minister said. Addressing the nodal officers of the CPCB teams, he said, "You will work for next two months and take note of all activities and complaints. You will inspect all factors. You have the right to file a report on your observations and strict action will be taken." He said, "The way corona warriors are appreciated, you (CPCB officials) all are warriors fighting pollution and we highly appreciate you. We will meet after two months." The minister said that while on one hand there is stubble burning, on the other there is garbage being burnt by public and "even by karamchaaris". "We have to keep a watch on that too," he said. Javadekar urged people to avoid congested routes and opt for other routes even if they are longer. "I appeal to people to not go to already congested areas and take longer routes. Use cycles for nearby work," he said. The 50 CPCB teams will make extensive field visits from October 15 to February 28 next year and focus on hot spots where air pollution is aggravated, the environment ministry said. They will visit Delhi and NCR towns Noida, Ghaziabad, Meerut in Uttar Pradesh; Gurugram, Faridabad, Ballabgarh, Jhajjar, Panipat, Sonepat in Haryana; and Bhiwadi, Alwar, Bharatpur in Rajasthan. The minimum temperatures settled below normal at several places in the region. The Met forecasts mild rain and foggy conditions in both the states till Saturday. Dense to very dense fog is likely at many places for the next few days. In the plains of Punjab and Haryana, Bathinda was the coldest place with a low of 1.2 degree Celsius on January 17. Sirsa in Haryana reeled under a low of 2.4 degree Celsius, while Hisar, Karnal and Bhiwani settled at a low of 5.1 degrees, 10 degrees and 6.3 degree Celsius, respectively. In neighbouring Punjab, Ludhiana, Adampur and Patiala had a low of 8.9 degrees, 10.7 degrees and 8.2 degrees Celsius, respectively. The Railways has drawn up a tentative plan to restore 17 mail and express trains for the Punjab region from November 24, the national transporter said on Sunday. "As per information received, the rail agitation is likely to be lifted in the evening of November 23. Accordingly, tentative plan for restoration of <keyword id="91308" type="ORGANIZATION" weightage="20" keywordseo="Train-services">train services</keyword> in Punjab area shall be as below," said the Railways as it provided a list of trains that will be restored. "The plan is subject to track safety, clearance to be received by respective divisions from <keyword id="10316052" type="UNKNOWN" weightage="20" keywordseo="associated-state-government">associated state government</keyword> and security units," the restoration plan prepared by <keyword id="6374726" type="COMPANY" weightage="20" keywordseo="northern-railways">Northern Railways</keyword> said. "A total of 17 trains will be restored, including eight for Punjab area and nine for Jammu and Katra," it said. However, all trains will remain cancelled for Monday. These trains will be the first set to be operated by the Railways after almost a two month suspension due to the farmers protest in the state. The Railways has said that the trains will maintain a maximum speed limit of 60kmph for security reasons. However, 26 special trains scheduled for November 23 and 24 will remain cancelled, the Railways said. On Saturday, the Railways had said that it would resume goods and passenger train services in Punjab following the state government's communication that the tracks were clear for operations hours after the protesting farmers decided to allow the services to operate. The farmers have said that the agitation will be lifted by November 23 for a period of 15 days. Railways draws up a tentative plan to restore 17 mail, express trains for Punjab region from November 24

 Prime Minister Narendra Modi will inaugurate the state-of-the-art Passenger Terminal Building (PTB) at Dera Baba Nanak in Punjab on November 9. Both the countries have already signed an agreement for Kartarpur Corridor. The much-awaited corridor will connect the Dera Baba Nanak shrine in Gurdaspur, Punjab, with the gurdwara at Kartarpur. It is four kilometres from the international border, located at Shakargarh in Narowal district of Pakistan's Punjab province. Guru Nanak Dev, the founder of Sikhism, had spent more than 18 years of his life at the Darbar Sahib gurdwara in Kartarpur, Pakistan. It is located on the banks of the river Ravi, making it one of the holiest sites for devotees. Spanning over an area of around 2.5 lakh sq feet, the terminal will have a facilitation centre to host government officials responsible for ensuring hassle-free travel of pilgrims, food kiosks, parking areas and security points. The Indian government had acquired 50 acres land for the project and which can accommodate 5,000 passengers. Persons of Indian origin holding OCI (Overseas Citizenship of India) card too can visit the gurdwara using the Kartarpur Corridor. Both countries had agreed to allow 5,000 pilgrims every day and that additional pilgrims will be allowed on special occasions, subject to capacity expansion by of facilities by Pakistan side. India and Pakistan had earlier decided that the corridor would be operational throughout the year and seven days a week, and that pilgrims would have a choice to visit as individuals or in groups. Aam Aadmi Party (AAP)'s <keyword id="101521" type="General" weightage="20" keywordseo="bhagwant-mann" source="Orion">Bhagwant Mann</keyword>, who on Thursday won the Dhuri seat with a margin of 58,206 votes, is set to become Punjab's next chief minister. AAP is heading to a landslide win in the 117-member legislative Assembly by leading at over 90 seats. In his first public address in his home town Sangrur after winning the seat and seeing the meteoric rise of the party, Mann promised to fix unemployment as his first task in office. "No government office in the state will have the photo of the Punjab CM, but will carry a portrait of B.R. Ambedkar." Mann said he will take oath as the Chief Minister in Bhagat Singh's ancestral village Khatkar Kalan and not in Raj Bhawan. "We will ensure that the youth do not have to go abroad... Within a month, you will observe changes," he added. Taking a dig at the opposition leaders, he said, "The elder Badal has lost...Captain (Amarinder Singh) Sahab has also lost. Majithia is also losing. Channi has also lost from both seats." The AAP is leading in 91 of 117 seats in the Punjab Assembly, as per the Election Commission of India (ECI) website at 1.10 p.m. The Congress was leading in 17 seats so far. For the AAP that was banking on 'Hun ek mauka Kejriwal nu (now one chance to Kejriwal)' -- arguably one of the biggest advertisement blitz campaigns -- two-time MP, Mann, took the lead as the chief minister's face. In the 2017 Assembly elections, the AAP had made inroads among Jat Sikhs by emerging as the second largest party with 20 seats, 18 of them in the Malwa region. However, it failed to make a mark in Majha and Doaba regions. Mann held his fort despite Modi wave across the country in 2019 by retaining the Sangrur Lok Sabha seat for the second time in a row. "The fight is not to save some political families but to save Punjab, the farmers, the agriculture, the industry and the youth. Owing to lack of employment and better education infrastructure, our youth is moving abroad," was the common talk of Mann in his folksy style in his elections campaigns. Formerly a popular comedian-actor, Mann, known for his trademark 'basanti' turban, a colour associated with Shaheed Bhagat Singh, has had his fair share of controversies in recent years, especially linked to his drinking habit. In these polls, AAP's vote share is estimated to be close to 42.45 per cent compared to 22.9 per cent of the Congress and 17.9 per cent of the SAD. The meteoric rise of AAP in the 2014 Parliamentary polls and then in the 2017 Assembly elections in Punjab followed by its nosedive owing to 'mass exodus' of its legislators proved a litmus test for the party in the 2022 Assembly polls in the state. Political observers say AAP was seen as the alternative to the traditional parties that had dominated Punjab's electoral space for decades. Learning a harsh lesson from its mistake during the 2017 Assembly polls of not declaring a chief ministerial candidate, this time AAP's CM face Bhagwant Mann was locked in a multi-cornered contest with Congress' 'Aam Aadmi' Charanjit Singh Channi, Shiromani Akali Dal (SAD) chief Sukhbir Badal, Capt Amarinder Singh, whose new party Punjab Lok Congress is in alliance with the BJP and the Samyukt Samaj Morcha, the fledgling coalition of farm unions. Channi, Sukhbir Badal and Captain Amarinder Singh faced humiliating defeat from their respective seats.
