Chennai, Tamil Nadu's ruling <keyword id="19897149" type="General" weightage="20" keywordseo="dmk" source="keywords">DMK</keyword>, a key constituent of the INDIA bloc, in its manifesto released on Wednesday promised to repeal the Citizenship Amendment Act, 2019 if the opposition alliance wins the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> polls. Restoration of statehood to Jammu and Kashmir and holding polls there, scrapping the New Education Policy 2020, slashing fuel prices, annulling Article 361 of the Constitution that provides protection to governors from legal action and appointment of Governors following consultation with Chief Ministers, were among the key promises made by the DMK. The recommendations of the M S Swaminathan committee will be adopted to ensure that MSP for agricultural products "is set at total production cost plus 50 per cent," the DMK said. Also, it announced that if voted to power, the INDIA bloc will withdraw the Agnipath scheme and reintroduce "permanent recruitment service" in the Indian Armed forces. "From now on, population census, including caste-wise census and census concerning people below the poverty line, will be conducted by the Union government once every five years simultaneously." The DMK will firmly insist on the removal of Article 356, which allows the dismissal of duly elected state governments and imposition of President's rule. The Congress party's ally in Tamil Nadu said that "new constraints" on States' borrowing capacity, imposed by the union government beyond the limits in each state's FRBM-equivalent Act will be eliminated. "A recommendation to share cess revenues with states will be made. It will be proposed that the Finance Commission increase the horizontal devolution of tax revenue (to all States together) from 42 per cent to 50 per cent." The Union government's financial contributions to states will be based on the income tax and GST collected in those states. Thus, financial contributions will be assured based on the taxes collected within each state. The finance provided to states will be permanently determined based on the 1971 population. A 33 per cent reservation for women in Parliament and legislative assemblies will be implemented immediately. "DMK will insist that the Union government enact a law providing menstrual leave to women, emphasizing the journey towards gender equality." Petrol and diesel prices "will be set at Rs 75, Rs 65 (per litre)" and cooking gas cylinders shall be made available at Rs 500 (per cylinder). "The introduction of the Uniform Civil Code will be strictly prevented" to preserve India's secular nature as stated in the Constitution's preamble. "The 2019 CAA law will be repealed, and all minorities will be treated equally without any discrimination. The recommendations of the Sachar Committee for the improvement of the lives of Muslims and other minority communities will be implemented." Facilitation will be provided for <keyword id="21027983" type="General" weightage="20" keywordseo="sri-lankan-tamil" source="keywords">Sri Lankan Tamil</keyword> refugees to get Indian citizenship. Assistance will be provided to those who wish to return to Sri Lanka. Also, the manifesto said efforts will be made to implement reservation for minorities at the all-India level, similar to Tamil Nadu. "The financial assistance previously provided to minority educational institutions has now been stopped. Action will be taken to resume this assistance." For "political" reasons, funding from foreign countries to non-governmental organisations (NGOs) has currently been stopped. "The Foreign Exchange Regulation Act will be properly amended, and measures will be taken to ensure these financial aids continue to reach NGOs without any problems." The proposal of 'One Nation, One Election' will be abandoned, and for the allocation of Lok Sabha seats to states, the current practice, based on the 1971 census will continue. All "people-unfriendly" laws introduced by the BJP government over the last 10 years will be reviewed immediately by the INDIA alliance government. The "labour-hostile laws" introduced by the BJP government will be "reformed." Through the Employees' Provident Fund (EPF), the Union government will ensure a minimum pension of Rs 5,000 per month. The number of working days under the Mahatma Gandhi National Rural Employment Guarantee Act will be increased from 100 to 150 days. "A wage of Rs 400 will be provided across states/ union territories nationwide." Disbanding the current NITI Aayog, set up by the BJP regime and establishing again the Planning Commission to draft plans based on the requests of state governments is another assurance the DMK has made. "Measures will be taken to reclaim Kachchatheevu to ensure India's security and to protect the welfare of the fishermen." A mandatory "cooling-off period" of 2 years will be introduced for retired judges and secretaries before they could join private companies or political parties, the manifesto said. Waiving loans and interests for farmers in nationalised and scheduled banks, waiver of educational loans for students, monthly entitlement of Rs 1,000 for all women in every state and formation of <keyword id="21027984" type="General" weightage="20" keywordseo="state-development-council" source="keywords">State Development Council</keyword> by including Chief Ministers were among the promises made by the DMK. Exemption for Tamil Nadu from the NEET exam and complete removal of toll booths on national highways, forms part of poll promises of the Dravidian party. Further, the DMK said amendments will be made to relevant laws to ensure that state governments, elected by the people, appoint Vice-Chancellors to state-run universities, rather than Governors. Stopping government's divestment from public sector enterprises, implementing the Sethusamudram project, law to ban online gambling, setting up a <keyword id="19895345" type="General" weightage="20" keywordseo="supreme-court" source="keywords">Supreme Court</keyword> branch in Chennai, providing statehood for <keyword id="19901639" type="General" weightage="20" keywordseo="puducherry" source="keywords">Puducherry</keyword>, equal funding for all state languages including Tamil, were among the host of other promises made by the DMK. Establishment of Tamil departments in varsities and stopping construction of <keyword id="19950851" type="General" weightage="20" keywordseo="mekedatu" source="keywords">Mekedatu</keyword> dam were also promised by the DMK. "The <keyword id="19996334" type="General" weightage="20" keywordseo="vishwakarma-scheme" source="keywords">Vishwakarma Scheme</keyword>, introduced by the BJP government to encourage caste-based occupations, will be restructured on the basis of social justice."

"These include identifying and blocking ads from referenced candidates, parties, and other election-related content," the company said in a statement. Twitter gears up for assembly elections in India — announces measures to 'prevent prohibited political advertising'

However, the main opposition, the coalition between the Dravida Munnetra Kazhagam and the <keyword id="190679" type="COMPANY" weightage="20" keywordseo="Indian-National-Congress">Indian National Congress</keyword> aside from other regional parties, is trailing with leads in just nine seats. The election in Puducherry took place on April 6 after the local government in the union territory was expelled in February this year. The NDA vote share in Puducherry has gone up to over 30% this time compared to 2016, when the Congress had won the election 15 out of the 30 assembly seats with a 30% vote share. The decision by the then Lieutenant Governor (LG) Kiran Bedi was the culmination of a long-standing power tussle between the government led by the Indian National Congress' V Narayanaswamy and the Bharatiya Janata Party (BJP) in the centre. "What is happening in Puducherry now is political prostitution. But the truth will prevail," he said in his speech ahead of the floor test accusing BJP of derailing India's democratic system. Following his scathing speech and heated arguments over the voting rights of three nominated MLAs who support the BJP, the Chief Minister and ruling MLAs walked out of the house The numbers were stacked against Congress-DMK The Puducherry Assembly is made up of 33 seats. Of these, 30 are for elected MLAs and three are for MLAs nominated by the central government. During the 2016 Assembly elections, the Congress was able to garner 15 of these seats putting them in the majority. However, one of their MLAs was disqualified by the party last year under the anti-defection law. Another five have since resigned, including one who quit on Sunday, February 21. This meant that the overall strength of the Legislative Assembly was now down to 26 and the Congress alliance was holding on to 12 of those seats — one short of the halfway mark. Puducherry Chief Minister V Narayanasamy resigns after Congress-led govt loses majority

The <keyword id="6355512" type="COMPANY" weightage="20" keywordseo="union-cabinet">Union Cabinet</keyword> on Wednesday approved a proposal to impose President's <keyword id="23207" type="PERSON" weightage="20" keywordseo="rule">Rule</keyword> in <keyword id="6354306" type="LOCATION" weightage="20" keywordseo="Puducherry">Puducherry</keyword>, days after a Congress-led government in the union territory lost power during a vote of confidence. Announcing the Cabinet decision, Union Minister <keyword id="119642" type="PERSON" weightage="20" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword> told reporters that the decision was taken as no party claimed to form a government in Puducherry following the resignation of the chief minister there. Subsequently, the Lieutenant General had recommended President's Rule in Puducherry and the Union Cabinet has approved the same, the minister said. After the President's assent, the assembly will get resolved, Javadekar said, while adding that further necessary steps for administrative work in Puducherry would be taken soon. He also noted that the model code of conduct was expected to come into effect soon after the Election Commission announces the dates for elections there, along with four states. Union Cabinet approves President's Rule in Puducherry

Assembly election results of five Indian states, viz. Assam, West Bengal, Tamil Nadu, Kerala and Puducherry were declared today, and here are the 10 takeaways that came out. 
 
1. Days of Congress look limited 
 
Even though it is back in Uttarakhand, but Congress has lost two more states, Assam and Kerala, which means that its days in the country are limited as of now. Presently, Congress has its government only in 6 out of the 29 Indian states. 
 
2. Only central power doesn’t work 
 
After losing Delhi and Bihar assembly elections, BJP seems to have realized that they can’t win everywhere only because of PM Modi. This is why local leadership is always useful. 
 
3. Rahul Gandhi needs another update, fast 
 
Congress scion Rahul Gandhi is having a tough time in convincing Indians about his caliber. With his return to prominence last year, which was named Rahul 2.0, he seems to have lost the zeal once again, unable to engage himself in politics the way he is supposed to.

7. Corruption can still make you win

8. Incumbent or not, who cares?

9. Modi is still to get an arch rival for 2019

The <keyword id="40807" type="COMPANY" weightage="20" keywordseo="Election-Commission">Election Commission</keyword> is confident of holding the five <keyword id="6372725" type="UNKNOWN" weightage="20" keywordseo="assembly-polls">assembly polls</keyword> due early next year, including in <keyword id="6357713" type="COMPANY" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> and <keyword id="6354953" type="PERSON" weightage="20" keywordseo="punjab">Punjab</keyword>, on time as the poll panel has gained a lot of experience from the electoral exercise in Bihar, West Bengal and four other assemblies amid the coronavirus pandemic, Chief Election Commissioner Sushil Chandra has asserted. The terms of the legislative assemblies of Goa, Manipur, Punjab and Uttarakhand are coming to an end in March 2022, while the term of the Uttar Pradesh legislative assembly is scheduled to end in May. "That is the foremost duty of the Election Commission that we should hold the <keyword id="6355644" type="DEFINITION" weightage="20" keywordseo="elections">elections</keyword> and submit the list of the winning candidates (to the governor) before the term of the assembly expires," Chandra told In an interview. He was asked whether the poll panel will be able to hold the assembly polls due in five states on time due to Covid-19 as recently it has deferred some Lok Sabha and assembly bypolls due to the second wave of Covid-19. Some Rajya Sabha bypolls and biennial legislative council elections were also deferred due to the second wave of the pandemic. "As you are aware that the second wave of COVID-19 is also receding and the numbers (of infections) are quite less. We have done elections in Bihar during the pandemic, we have done elections in four states and one UT. We have experience... We have learned various experiences on how to hold polls during the pandemic also," he said. "I am very much sure that with the receding pandemic now, and I wish the pandemic is over soon, we will absolutely be in a position to hold elections next year which are scheduled in five states on time, as per the schedule," Chandra said. While Uttar Pradesh, Uttarakhand, Goa and Manipur have BJP-led governments, Punjab has a Congress government. Uttar Pradesh, the country's most populous state, has approximately 14.66 crore voters, while Punjab has over 2 crore electors, according to January 1, 2021 data of the Election Commission. Uttarakhand has 78.15 lakh voters while Manipur has 19.58 lakh and Goa has 11.45 lakh electors. The five states together have an estimated 17.84 crore voters. Ahead of the Bihar polls held last year, the EC had taken various steps to ensure a "Covid-free" election such as allowing people above 80 years of age and those suffering from COVID-19 to use postal ballot and reducing the number of voters per polling station from 1500 to 1000 to ensure distancing norms. The number of polling stations had increased by nearly 80,000 in the four states and one Union Territory due to the distancing norms as a lesser number of voters were allowed per polling station. The same principles were adopted in elections to West Bengal, <keyword id="6354915" type="PERSON" weightage="20" keywordseo="assam">Assam</keyword>, <keyword id="20154" type="PERSON" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, <keyword id="28504" type="LOCATION" weightage="20" keywordseo="Kerala">Kerala</keyword> and Puducherry. However, after it found that Covid safety norms were being flouted in West Bengal during campaigning, the Election Commission had banned roadshows and vehicle rallies in the state and capped the maximum permissible number of people at public meetings at 500. The decision was taken when the last few phases of polls in West Bengal were still to be held. The EC had said at that time that it was noting "with anguish" that many political parties and candidates were still not adhering to the prescribed safety norms during the public gatherings. The Commission had also banned victory processions during and after counting of votes. India's election commission is confident of holding five state polls in 2022 on time, even as the pandemic continues to spread

The counting of <keyword id="42957" type="PERSON" weightage="20" keywordseo="votes">votes</keyword> for the by-election to the Damoh Assembly constituency of Madhya Pradesh is underway with <keyword id="1575" type="COMPANY" weightage="20" keywordseo="Congress">Congress</keyword> candidate <keyword id="1846485" type="PERSON" weightage="20" keywordseo="Ajay-Tandon">Ajay Tandon</keyword> having a clear lead over the <keyword id="58687" type="COMPANY" weightage="20" keywordseo="Bharatiya-Janata-Party">Bharatiya Janata Party</keyword> (<keyword id="14666" type="COMPANY" weightage="20" keywordseo="BJP">BJP</keyword>) nominee Rahul Lodhi. Voting was held on April 17 for the by-election to the Damoh Assembly constituency and counting is underway at <keyword id="293781" type="COMPANY" weightage="20" keywordseo="Polytechnic-College">Polytechnic College</keyword>. Congress candidate Ajay Tandon is leading by 1,815 votes. The counting is taking place in three rooms with the postal ballots being counted in a separate room. According to the Election Officer, there are five tables each in two rooms and four tables in the third room. The counting of votes is taking place in room numbers seven, five and four of the Polytechnic College and postal ballots are being counted in room number three. The voting percentagreported on April 17 was nearly 60 per cent which was 15 per cent less than in the previous poll for the seat.
