<keyword id="6354321" type="CITY" weightage="100" keywordseo="Bengaluru">Bengaluru</keyword>, the IT hub of the country, has seen hundreds of layoffs off lately. This has led to IT employees' unions getting traction in the <keyword id="6354780" type="ENTERTAINMENT" weightage="100" keywordseo="Karnataka">Karnataka</keyword> capital. The state government has exempted the <keyword id="4600246" type="UNKNOWN" weightage="100" keywordseo="information-technology-bio-technology">Information Technology-Bio Technology</keyword> (IT-BT) sector from standing orders of the labour department, which has led to a weak organisational structure for state’s IT employees, say unions working out from Chennai. It was in 2016 that the <keyword id="20154" type="ORGANIZATION" weightage="100" keywordseo="tamil-nadu">Tamil Nadu</keyword> government had legalised and allowed the formation of IT unions, which covered the IT sector under the Industrial Disputes Act of 1947. This year, on Labour Day, the IT-BT minister <keyword id="784770" type="PERSON" weightage="100" keywordseo="Priyank-Kharge">Priyank Kharge</keyword> had said that the state government could allow labour unions ready to work for the welfare of techies in Bengaluru and Karnataka. Kharge told TNN that he has already been approached by as many as three groups claiming to represent IT employees, to discuss about the recent layoffs in the industry. "The government has to ascertain the veracity of these groups and whether they are in fact representatives of IT employees," said Kharge. However, an organisation called Forum for IT employees (<keyword id="4141674" type="UNKNOWN" weightage="100" keywordseo="fite">FITE</keyword>) is terming these layoffs as illegal, and has sought government intervention. "We are trying to organise the IT employees in the city and expect a sizeable number of them to join us. "If you want to promote Kannadigas for jobs, spend more money on higher education. Give training to them. Spend more money on skill development. Spend more money on internships, spend more money on apprenticeship programs. So they all become skilled. Not like this. What are you trying to achieve by this?," Pai said, speaking on Wednesday. People have to take a language test?" he had earlier said in a post on 'X'. <keyword id="19896017" type="General" weightage="100" keywordseo="Karnataka" source="keywords">Karnataka</keyword> minister Priyank Kharge however, assuaged the fears of the industrialists saying that wide consultation will be held before the rules of the bill are formulated. "The bill has been brought in by the labour department. They are yet to consult with the industry, the Minister of Industry and the Department of Information Technology. I am sure that before coming up with the rules of the bill, they will have due consultations with the respective ministries and more importantly, a wider consultation with the industry. So there is no need to panic. We are going to safeguard the jobs for the state as well as encourage investments in the industries with their consultation," Kharge said. <keyword id="20582906" type="General" weightage="20" keywordseo="karnataka-industries" source="keywords">Karnataka Industries</keyword> Minister MB Patil said any apprehensions will be resolved in meetings with the Chief Minister "I have seen that many people have apprehension regarding this. We will resolve this confusion. We will sit with the CM and resolve this so that it does not have any adverse effect," Patil told ANI. On Tuesday, the Karnataka cabinet approved a Bill that seeks to reserve 50% of management jobs and 75% of non-management jobs for locals in the private sector. The bill also seeks 100% reservation for locals in "C&amp;D" grade government jobs. On Wednesday, several industry leaders in the state objected to the move saying that it is "discriminatory" and raised apprehensions that the tech industry may suffer.

Karnataka Chief Minister Basavaraj Bommai reportedly said that the government will deal with gaming operators who run “games of chance” camouflaged as “games of skill”. Even those skill games that involve the risk of the player losing money would invite action under the law, he said. However, there is not enough clarity on which games are considered under “game of skill” and “game of chance”. As the Indian Premier League (IPL) season has kicked in, online gaming firms like Dream11, My11Circle, MPL Pro, Bet365, Gamezy and many others can come under the radar of Karnataka’s ban on online ‘game of chance’. Operating such games, sheltering such operations, and abetting and participating in such online games both cognisable and non-bailable is an offence, according to the bill. The offence will lead to a prison term of up to three years and fine of up to ₹ 1 lakh. So far, Punjab, Haryana, Bombay and Rajasthan High Courts have given <a href="https://economictimes.indiatimes.com/tech/startups/supreme-court-upholds-dream11-fantasy-sports-format-as-game-of-skill/articleshow/85040855.cms">verdict </a>supporting online gaming platforms like Dream11 and considers it as a “game of skill”. The Karnataka government has gone ahead with the ban despite the Supreme Court’s <a href="https://m.economictimes.com/tech/startups/supreme-court-upholds-dream11-fantasy-sports-format-as-game-of-skill/articleshow/85040855.cms">decision </a>that favoured the fantasy gaming industry, calling them skill gaming instead of gambling. Priyank Kharge, former information technology (IT), tourism and social welfare minister of Karnataka, batted against a blanket ban for all online games. “The government should form a committee with industry stakeholders and come out with a law that curbs online betting instead of a bill that won’t stand the test of law,” he said in a tweet. <div type="javascript" title="Custom" contenttype="Text"><cdata><![CDATA[ ]]></cdata></div> Kharge mentioned Karnataka is the gaming hub with investments of ₹4,000 crore employing thousands of people. So I'm saying, gambling betting is one thing, but if you see a serious casino business, you are charging me the royalty, the licence fee to operate the casino, you are charging GST [goods and services tax] on that also, then you are asking for the 20% tax only even if it's a slot machine,” said Rastogi. Experts say Karnataka’s ban on 'games of chance' may face a legal test

<div class="KonaFilter image-container display-table float_right"><div><div class="image on-image">APTim Cook and Narendra Modi</div></div></div>An assembly plant that Apple's Taiwanese manufacturing partner Wistron is setting up in Bengaluru will focus solely on assembling iPhones, a source familiar with the matter said on Friday.The source, who asked not to be named because he was not cleared to discuss matters publicly, said Apple and the Indian government were, however, still discussing "the repatriation of long-term profits from local sales and exports."The government of the Indian state of Karnataka said on Thursday it welcomed Apple's proposal to begin initial manufacturing operations in tech hub Bengaluru, its state capital, hinting it is moving forward with plans to assemble iPhones in India."Apple's intentions to manufacture in Bengaluru will foster a cutting edge technology ecosystem and supply chain development in the state, which are critical for India to compete globally," the Karnataka government said in a statement.Apple leadership has hinted that India is a major growth market for the company, although estimates suggest it only <a href="http://www.counterpointresearch.com/press_release/indiahandset2016q4analysis/">sold 2.5 million iPhones</a> in the entire country in 2016. That's a small fraction of the 231 million iPhones Apple sold in the company's fiscal 2016.Karnataka IT Minister Priyank Kharge told Reuters on Friday he believes Apple will "tentatively begin manufacturing iPhones in the state by the end of April, or beginning of May."A second source familiar with matters told Reuters, however, that no agreement, or memorandum of understanding has so far been finalized with the Karnataka government.The person, who also asked not to be named, said if Apple did go ahead with plans to begin assembling the iPhone, it was likely to do so initially at the plant being set up by Wistron at Peenya on the outskirts of Bengaluru.Apple was not immediately reachable for comment.Joyce Chou, a spokeswoman for Wistron, said its Bengaluru plant is expected to begin producing smartphones some time in the first half of 2017. This is expected to boost <a href="http://www.businessinsider.in/searchresult.cms?query=startup+ecosystem&amp;sortorder=effectivedate">Bengaluru</a>’s <a href="http://www.businessinsider.in/searchresult.cms?query=startup+ecosystem&amp;sortorder=effectivedate">startup ecosystem</a>, and get it to regain its top spot in the country. The booster kit has facilities like access to mentors, cloud credits and incubators. 
 
The government is looking to help 20,000 startups by 2020. The government has roped in biggies like IBM, Amazon Web Services, Vodafone and Microsoft among others to offer discounted internet services, payment gateways and other tech services startups typically need. 
 
The government has announced a solid Rs 400-crore package that’ll be disbursed through grants and equity through various State government initiatives. The minister said money shouldn’t be an issue, as he expects to raise upto Rs 2,000 Crores. The government also plans a monthly open house for the start-ups, the first event being planned at the at GoK-Nasscom 10,000 startups warehouse on 17 August.

· Over the last year, 725 seats have been created through Government of Karnataka support to incubators. Around 300 seats are currently available at subsidized rate for startups in GOK-<a href="http://www.businessinsider.in/searchresult.cms?query=Bengaluru&amp;sortorder=effectivedate">NASSCOM</a> 10,000 startups warehouse. 
 
· A monthly open house event is planned under the Chairmanship of the Minister for IT and BT to provide an opportunity to registered startups to meet with the Department officers. 
 · The GOK-Startup Cell has put together a <keyword id="3520657" type="UNKNOWN" weightage="80" keywordseo="startup-karnataka-booster">Startup Karnataka Booster</keyword> kit for the benefit of startups registered with it.
