<p>BAGHDAD (AP) - The spiritual leader of Iraq's Shiite majority has called for the creation of a new, "effective" government, increasing pressure on the country's premier as an offensive by Sunni militants rages on.</p>
<p>The call Friday by Gran Ayatollah Ali al-Sistani contained thinly veiled criticism that Shiite Prime Minister Nouri al-Maliki, in office since 2006, was to blame for the nation's crisis over the blitz by the al-Qaida-inspired Islamic State of Iraq and the Levant.</p>
<p>Al-Sistani's message was delivered by his representative Ahmed al-Safi in the holy city of Karbala.</p>
<p>He said the future government "should open new horizons toward a better future for all Iraqis."</p>
<p>Al-Maliki's Shiite-led government long has faced criticism of discriminating against Iraq's Sunni and Kurdish populations.</p>

<p><span>Baghdad (AFP) - I</span>raqi premier Nuri al-Maliki, accused by domestic opponents and, increasingly, by once firm American allies of "sectarianism" that has fuelled a Sunni insurgent onslaught, is a political survivor whose time may be up.</p>
<p>Though lauded early on in the job for pragmatically cracking down on Shiite militias and reaching out to Sunni leaders, the 63-year-old Shiite now faces the toughest test of his leadership.</p>
<p>Washington favoured Maliki when he became prime minister in 2006, but US officials have criticized him over the offensive that has overrun large swathes of northern and central Iraq, demanding he embrace the Sunni Arab and Kurdish minorities.</p>
<p>US President Barack Obama warned Thursday that only non-sectarian leadership could rescue Iraq from its current plight, an apparent rebuke of Maliki in what has been a "definite uptick" in Washington's criticism of the Iraqi leader, according to former US ambassador to Baghdad James Jeffrey.</p>
<p>"There is a real concern," Jeffrey, who left the post in mid-2012, told AFP.</p>
<p>"Everybody is a bit at fault in Iraq on the sectarian thing, but Maliki over time did become more" sectarian.</p>
<p>Now a visiting fellow at the Washington Institute for Near East Policy, Jeffrey continued: "If they (Iraq's Shiites) want to stand by him, and the other political leaders stand by him, then he's certainly not dead weight."</p>
<p>"He just isn't the solution to a unified Iraq."</p>
<p>US Vice President Joe Biden, Defence Secretary Chuck Hagel, Chairman of the Joint Chiefs General Martin Dempsey and David Petraeus, the former top American commander in Iraq, have all either called for Maliki to be more inclusive, or even outright criticized him.</p>
<p>The increasingly open frustration with the dour bespectacled politician marks a transformation for someone who was once seen as a rarity -- agreeable to both the United States, Iraq's former occupier, and Iran, its powerful Shiite-majority neighbor.</p>
<p>It would not be the first transformation in Maliki's image since he took the premiership.</p>
<p>He already went from being a compromise candidate to a nationalist who battled militias within his own Shiite community and presided over a sharp decline in violence, to being accused of amassing power and sidelining partners.</p>
<p>Critics accuse the premier of micromanaging the security forces, reneging on deals with Sunnis and Kurds to devolve power and, in some cases, targeting political opponents.</p>
<p>Born in a predominantly Shiite town south of Baghdad, he joined the Islamic Dawa party -- the oldest movement to oppose the dictatorship of Saddam Hussein -- while at university.</p>
<p>He fled in 1979 and was sentenced to death while in exile.</p>
<p>Living in Iran and Syria, he coordinated cross-border raids into Iraq from Iran, and only returned home after Saddam's ouster in the 2003 US-led invasion.</p>
<p>Three years later, he was thrust to power.</p>
<p>Though initially seen as weak, he carried out a successful offensive in 2008 against the militia of powerful Shiite cleric Moqtada al-Sadr, with US military support.</p>
<p>That won him plaudits across the communal spectrum, and he staked his reputation as a nationalist leader who had brought Iraq's raging violence under some semblance of control.</p>
<p>But since he was returned to the job in 2010 as the head of a national unity government, Maliki has faced near-constant political crises and a push for a vote of no confidence.</p>
<p>Yet Maliki is unfazed.</p>
<p>He blames the year-long surge in unrest that preceded the recent offensive on spillover from neighboring Syria's civil war, and says a lack of political progress is down to an unruly coalition that snipes at him in public and blocks his legislation.</p>
<p>Whether or not he will compromise -- and analysts question whether he will -- the new realities created by the chaos engulfing Iraq could have a greater effect on communal relations than any single person, including the premier, can control.</p>
<p>"Rather than compromise, Maliki is likely to exploit the Sunni offensive to cement his political position," Ayham Kamel, Middle East and North Africa Director for Eurasia Group, wrote in a note to clients.</p>
<p>"The shape of the new political map is unclear but Maliki or any other leader will struggle to define and accept the new boundaries of Sunni-Shiite-Kurdish relations."</p>

Prime Minister Narendra Modi leaves for the US

<p><span style="line-height: 1.5em;">Granted, this was the sort of cease-fire during which heavy combat was frequent, including fighting that <a href="http://www.businessinsider.com/separatists-fight-in-donetsk-airport-2014-10">destroyed much of the Donetsk airport</a>. But on Monday, DNR leader Aleksandr Zakharchenko admitted what has been obvious for some time, and tweeted the following after a period of particularly heavy fighting in Donetsk:</span></p>

<p>According to a translation <a href="http://www.interpretermag.com/category/blog/#4667">provided</a> by The Interpreter, the first tweet says "after today's shelling of Donetsk with rockets, the ceasefire, even formally, has to be considered abandoned." </p>
<p>In Zakharchenko's second tweet, the prime minister conveyed a more combative message.</p>
<p>He wrote "an hour ago, the [Ukrainians] carried out a strike near the old terminal, after which our artillery carried out a strike on the dillweeds' positions near Peski." </p>
<p>Ukraine and the Russian-backed separatists in the east of the country had <a href="http://www.theguardian.com/world/2014/sep/05/ukraine-ceasefire-east-minsk-peace-talks">reached a ceasefire</a> in September during a round of peace talks in Minsk. The ceasefire, which would last throughout the duration of the still-ongoing peace talks, essentially froze the conflict's front lines - but without providing any actual cessation of hostilities. </p>
<p>Fighting between the Ukrainian government and the separatists has been <a href="http://www.businessinsider.com/separatists-fight-in-donetsk-airport-2014-10">particularly fierce</a> around the city of Donetsk and the often-contested city's airport. Both sides have exchanged artillery fire, leading to civilian deaths and the almost complete destruction of the airport's infrastructure. </p>
<p>On Monday, a huge explosion sent shock waves that rattled significant portions of Donetsk. </p>

<p>DNR separatists <a href="http://www.independent.co.uk/news/world/europe/ukraine-crisis-donetsk-explosion-sends-blast-wave-across-rebelheld-city-amid-claims-kiev-fired-tactical-missile-at-factory-9806207.html">claimed</a> that the explosion was the result of a Ukrainian rocket hitting a rebel stronghold in the city. The Ukrainians have denied that they were responsible for the strike.</p>
<p>Regardless, the DNR has seized on the explosion as reason enough to declare that the barely holding ceasefire has come to an all-too-predictable close. </p>

This is particularly the case on Brexit, <a href="https://www.businessinsider.com/theresa-may-weekend-to-change-her-brexit-backstop-plan-and-avoid-cabinet-resignations-2018-10?r=US&amp;IR=T" target="_blank" rel="noopener">over which she has threatened to resign from the government</a>. She campaigned for Leave and is popular with pro-Brexit Conservative MPs. </p><p><a href="https://www.businessinsider.com/cabinet-brexiteers-fight-to-replace-theresa-may-over-managed-no-deal-plan-2018-12?r=US&amp;IR=T" target="_blank" rel="noopener">As Business Insider reported earlier this month</a>, her Cabinet colleagues believe she is already laying the groundwork for a leadership pitch. <a href="https://www.conservativehome.com/platform/2018/09/penny-mordaunt-the-twelve-new-rules-of-politics.html" target="_blank" rel="noopener">In September</a>, she penned a lengthy article explaining what she believes makes an effective leader. This was seen as a precursor for her inevitable leadership bid. </p><h2>Jeremy Hunt</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Leon Neal/Getty Images</span></p></div><p></p></div></div></p><p>Few names on the list have as much Cabinet experience as Foreign Secretary Jeremy Hunt.</p><p>The ex-health secretary is a seasoned government minister who is generally well-liked across Westminster. He has been particularly well-received by Foreign Office staff who were keen to see the back of his predecessor, Boris Johnson.</p><p>Like Javid, he campaigned for Remain. And like Javid, he has said some Brexit-y stuff recently in what could be interpreted as an early pitch to the Conservative party's pro-Brexit membership.</p><p><a href="https://www.theguardian.com/politics/2018/oct/01/jeremy-hunt-draws-eu-ire-over-soviet-prison-comparison" target="_blank" rel="noopener">In October</a> he raised eyebrows by comparing the EU to the Soviet Union. More recently, he insisted that the UK could "flourish and prosper" under a no deal Brexit. Quite the journey for someone <a href="https://t.co/ydvc6r0rG4" target="_blank" rel="noopener">who called for</a> the UK to have a very close relationship with the EU and a second referendum immediately following the vote in 2016.</p><p><a href="https://www.independent.co.uk/news/uk/politics/jeremy-hunt-prime-minister-theresa-may-brexit-conservatives-leadership-penny-mordaunt-a8685576.html" target="_blank" rel="noopener">Just a few days ago</a>, he said he would like to "have a crack" at being prime minister.</p><h2>Jacob Rees-Mogg</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters / Simon Dawson</span></p><p class="caption">Conservative MP Jacob Rees-Mogg</p></div><p></p></div></div></p><p>Jacob Rees-Mogg's lack of government experience (he has never served as a minister) and general divisiveness make him seem like an unlikely candidate to replace May as prime minister.</p><p>However, perhaps similarly to Jeremy Corbyn's unlikely rise to the top of the Labour party, Rees-Mogg has captured the imagination of his party members. Like them, he is very pro-Brexit. In fact, he is the leader of the European Research Group of vehemently pro-Leave Conservative MPs who tried to oust May a few weeks ago.</p><p>He is also an old-school Conservative who holds "traditional" Tory views, like opposition to abortion and same-sex marriage. This goes down well with a Conservative party membership containing lots of people who think the party went too far to the left under the modernisation project of David Cameron.</p><p>Given the rules of Conservative party leadership contests, in which MPs decide who the final two will be, the odds look to be stacked against Rees-Mogg. However, if the last few years have taught us anything, it is to expect the unexpected.</p><h2>Amber Rudd</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Simon Dawson</span></p></div><p></p></div></div></p><p>If you're a Conservative member and Rees-Mogg really isn't your thing - if you're an avid Remainer Anna Soubry, for example - then Work &amp; Pensions Secretary Amber Rudd might just be your candidate.</p><p>The MP for Hastings and Rye had a torrid summer when she was forced to resign as Home Secretary for misleading MPs after weeks of outrage about the Windrush scandal. However, since then, she has been fiercely loyal to May, and has quickly found her way back into government. She is also very well-respected by her ministerial colleagues.</p><p>Rudd is also one of the few flag-bearers for Remain in Cabinet. Last week she said there was a "plausible" argument for another referendum and has been a staunch opponent of calls to leave the EU without a deal.</p><p>Her very slim majority is an issue. At the last election, she won by just 346 votes, making her incredibly vulnerable the next time Brits go to the polls. Nevertheless, she'd be the first choice of many moderate Conservative MPs.</p><h2>Boris Johnson</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Christopher Furlong/Getty Images</span></p></div><p></p></div></div></p><p>The bookies' favourite to replace May, despite everything, is ex-Foreign Secretary Boris Johnson.</p><p>The last few years of Johnson's career have basically been one big pitch to be prime minister. Ever since his uncanny conversion from a mild Europhile into a staunch Brexiteer, he has had his eyes on 10 Downing Street.</p><p>His performance as Foreign Secretary has hugely damaged his reputation among Conservative MPs who once upon a time would have considered backing him. His role in the <a href="https://www.independent.co.uk/topic/nazanin-zaghari-ratcliffe"></a>Nazanin Zaghari-Ratcliffe saga had MPs on all sides calling for his sacking long before he eventually resigned. His claim that Libyan city of <span>Sirte could be the new Dubai if they "clear the dead bodies away" was just one of many remarks that landed him in hot water. </span></p><p>Nevertheless, he remains incredibly popular with a significant number of Conservative party members. Prime Minister Narendra Modi is asking everyone for budget ideas

Prime Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Narendra+Modi+">Narendra Modi</a> on Saturday visited the strategic <a href="http://www.businessinsider.in/searchresult.cms?query=pathankot">Pathankot Air Force base</a> for a first-hand assessment of the situation in the aftermath of the terror attack last Saturday. <br />

Security forces had yesterday declared the sprawling Air Force station fully sanitised after a massive combing operation spanning over three days.<br />

"The combing operation at the Air Force station is over," a senior IAF official said, adding the entire area has been sanitised. <br />

<br /> Six terrorists, believed to owe allegiance to Pakistan-based <keyword id="119193" type="UNKNOWN" weightage="20" keywordseo="Jaish-e-Mohammed">Jaish-e-Mohammed</keyword> were gunned down by the security forces after a four-day gun battle. Seven security personnel also lost their lives.<br />

<br /> As the Narendra Modi-led government completes 100 days in office, it has been characterised by a difference in the functioning of the government. There have been quick decisions and timely clearances of projects. The previous Manmohan Singh-led <keyword id="6355364" type="ORGANIZATION" weightage="100" keywordseo="UPA">UPA</keyword> government had a different style of functioning. Instead of timely clearing the projects, it preferred setting up <keyword id="80657" type="ORGANIZATION" weightage="100" keywordseo="group-of-ministers">Group Of Ministers</keyword> (GOMs) and Empowered Group Of Ministers (EGOMs), which led to much delay. But the Modi government has done away with this time-taking approach.<br />

Modi's ascent to power was a paradigm shift in Indian politics as it was for the first time that a non-Congress party could garner a majority in the Lok Sabha on its own. While 100 days is not enough to evaluate a government, the early signs show that Modi indeed means business.<br />

Working on his mission of “less government and more governance,” Modi scrapped 19 GOMs and eight EGOMs. The logic behind this move was to fast track the decision-making process. Planning Commission, the highest body to decide the distribution of national resources, has also been done away with.<br />
<br />
Modi, in his Independence Day speech, vowed to ensure that every citizen gets a bank account and launched the Pradhan Mantri Jan Dhan Yojana. On its very first day, 1.5 crore bank accounts were opened across the country.<br />
<br />
The Modi government also constituted a special investigation team headed by Justice (retired) MB Shah to look into the issue of black money.<br />
<br /> As far as foreign relations are concerned, Modi visited Bhutan and also became the first Indian <keyword id="71" type="POSITION" weightage="100" keywordseo="Prime-Minister">Prime Minister</keyword> to visit Nepal in 17 years. He is currently on Japan visit to boost business ties.<br />

However, there have also been some not-so-good moves by his government and it has come under fire for the same. Continuing with the Congress’ tradition of changing the governors, the Modi government, too, nudged several UPA-appointed governors to resign and transferred those who did not do so.<br />
<br /> Another reported move of the Modi government to appoint former chief justice of India <keyword id="6389067" type="PERSON" weightage="100" keywordseo="P-Sathasivam">P Sathasivam</keyword> as Governor has come under heavy criticism. Modi needs to guard against these pitfalls.<br />

Modinomics: His Journey So Far As The Prime Minister Of India

When Chinese <keyword id="46159" type="POSITION" weightage="80" keywordseo="Foreign-Minister">foreign minister</keyword> Wang Yi told his counterpart <keyword id="6355111" type="PERSON" weightage="100" keywordseo="Sushma-Swaraj">Sushma Swaraj</keyword> that PM Narendra Modi had injected "a new vitality into an ancient civilization'', he might have been speaking for India's entire neighbourhood.<br />

While Modi internally had issues to contend with, not least the criticism over the WTO muddle, he took no time in coming into his own on India's foreign policy, something he followed closely even as Gujarat CM. While the government's erratic handling of Pakistan was called into question, Modi's larger South Asia outreach in the form of invites to all SAARC leaders for his swearing in, followed by a wildly successful visit to Nepal - a country no Indian PM had visited for 17 years for a bilateral meet, reinforced the primacy of neighbours in India's foreign policy like never before in decades, at least not since the days of Gujral Doctrine.<br />
<br />
The results are already showing. A deeply divided country which has struggled to frame a Constitution for years, complaining bitterly in the process about alleged Indian interference, Nepal unanimously endorsed Modi's visit which saw Indian announcing an additional $ 1 billion concessional credit line. Sri Lanka has freed all Indian fishermen from its jails. It is also of significance to the ministry of external affairs (MEA) that almost all SAARC leaders have reassured the government they won't allow their territory to be used against India.<br />
<br />
Like in the case of his predecessor, Modi too was seen as driving foreign policy. The ministry of external affairs (MEA) was not complaining though as the world seemed captivated by the new PM. Rarely, if ever, has it happened that senior emissaries from all P5 countries have visited India within first 3 months of a new government taking over. That India was the chief saboteur of the WTO trade facilitation deal - in the negotiations for which MEA was not involved - took some sheen off the new government but the interest in India under Modi is not waning just yet.<br />
<br /> Even before he formally took over as PM, Modi made the point that India's relations with the US were too important to be led by personal whims. That he meant it became obvious when he quickly accepted President <keyword id="16284" type="PERSON" weightage="60" keywordseo="Obama">Obama</keyword>'s invite for a bilateral meet, saving both State Department and MEA the blushes.<br />
<br />
While MEA may or may not have seen any cultural change under Modi's leadership, it certainly witnessed some out-of-box thinking. As expected, the ministry under Modi was forced to think of ways to forward India's economic agenda. The decision to make states stake holders in India's economic diplomacy emerged from Modi's desire that foreign policy act as a springboard for economic success. This `state focus' was first put to use with Singapore in August with as many as 4 chief ministers visiting the country, soon after a visit by foreign minister Sushma Swaraj, to explore possibilities for more investments in the infrastructure sector.<br />
<br /> MEA's 100-day <keyword id="81267" type="UNKNOWN" weightage="80" keywordseo="report-card">report card</keyword> though is not devoid of blemishes. Modi showed understanding of the geopolitical realities in his handling of <keyword id="6355311" type="COUNTRY" weightage="60" keywordseo="Japan">Japan</keyword> and China (his real test will come in September when he meets <keyword id="590894" type="PERSON" weightage="100" keywordseo="Shinzo-Abe">Shinzo Abe</keyword> and Xi Jinping in a short space of time), but his handling of Pakistan was mercurial. He surprised Pakistan by inviting <keyword id="6576" type="PERSON" weightage="60" keywordseo="Nawaz-Sharif">Nawaz Sharif</keyword> for his oath taking, indulged in saree and letter diplomacy with him after a spunky Sharif accepted the invite, leading to announcement of foreign secretary-level talks, and then snubbed him by calling off talks over what Islamabad thought was a routine meeting with Hurriyat. All within 3 months of becoming <keyword id="71" type="POSITION" weightage="80" keywordseo="Prime-Minister">prime minister</keyword>.<br />
<br />
The risk now is that Modi, by not including ceasefire violations as one of the reasons for cancelling the scheduled talks, may have painted himself so much into a corner that any dialogue resumption exercise in the near future could turn into a zero sum game for the 2 countries. One of the parties may have to concede ground publicly for any such initiative to be successful.<br />

It must be added here though if the current turmoil in Pakistan does end up unsettling Sharif, Modi will be the only man laughing up his sleeve in the end.<br />
<br />
MEA's neighbourhood outreach under Modi will also have no meaning if it doesn't move fast to implement the vision outlined by the PM. The fact that the government has shown no interest in ratification of the land boundary agreement or the Teesta water sharing arrangement doesn't bode well for relations with Bangladesh, a country crucial for India's own security.<br />

<br /> Regretting that <keyword id="6358883" type="PERSON" weightage="80" keywordseo="Politics">politics</keyword> has acquired a bad name and is scaring away good people, <keyword id="71" type="POSITION" weightage="80" keywordseo="Prime-Minister">Prime Minister</keyword> <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword> today asked people from all walks of life to join it and not be apprehensive about it.<br />

In his second interaction with students on Teachers' Day celebration after becoming the PM, Modi gave a pep talk asking students not to get deterred by failure in pursuit of their goals while advising parents to refrain from foisting their own career choices on children. <br />
<br />
Encouraging students to develop leadership qualities, the PM said he has asked the HRD Ministry to award aptitude certificates rather than character certificates, relflecting the overall personality of students when they leave school.<br />
<br />
During a candid interaction with students, Modi lamented, "Politics has acquired a bad name in the country. People fear, they cannot come here and that good people should not join it. This has hurt the country much," he said.<br />

A relaxed Modi responded to a range of questions including on his school days and dress sense during his 105-minute interaction with 800 students and 60 teachers from schools in Delhi who participated in the event at the Manekshaw auditorium here. Students from nine other states joined the programme through video conference.<br />

In democracy, political parties are an important constituent and it is crucial that good, intelligent and talented people from all spheres participate. The more good people join, the better it will be for the nation.<br />
<br /> "When <keyword id="6355532" type="PERSON" weightage="80" keywordseo="Mahatma-Gandhi">Mahatma Gandhi</keyword> spearheaded the freedom movement, people from all walks participated. Therefore, the independence movement was very powerful," he said.<br />
<br />
Modi also called upon the bright minds from various professions to devote at least one hour a week or 100 hours annually to teaching students, infusing a new strength in the area of education.<br />
<br />
However, he in a lighter vein added that politicians should not do so as they would end up "teaching something else".<br />
<br />
When a student from Goa asked him about his favourite sport, Modi quipped, "We all know the games politicians play." He went on to narrate how as a youngster in a family with limited means, he did not pursue any dedicated sport but had learnt how to climb trees.<br />
<br />
He had also learnt swimming while going to the village pond to wash his clothes.<br />
