An Integrated <keyword id="15096121" type="General" weightage="20" keywordseo="Cryogenic-Engine-Manufacturing-Facility" source="Orion">Cryogenic Engine Manufacturing Facility</keyword> (ICMF) set up by Hindustan Aeronautics Limited (<keyword id="68124" type="General" weightage="100" keywordseo="hal" source="Orion">HAL</keyword>) that would cater to the entire rocket engine production under one roof for Indian Space Research Organisation (<keyword id="6358064" type="General" weightage="20" keywordseo="ISRO" source="Orion">ISRO</keyword>) was inaugurated by <keyword id="14514529" type="General" weightage="20" keywordseo="President-Droupadi-Murmu" source="Orion">President Droupadi Murmu</keyword> in Bengaluru on Tuesday. The state-of-the-art ICMF, set up over an area of 4,500 square metres houses over 70 hi-tech equipment and testing facilities for manufacturing cryogenic (CE20) and semi-cryogenic (SE2000) engines of Indian rockets. In 2013, an MOU was signed with ISRO for establishing the facility for manufacturing cryogenic engine modules at HAL, Aerospace Division, and it was subsequently amended in 2016 for setting up of ICMF with an investment of Rs 208 crore. Karnataka Governor Thaawarchand Gehlot, Chief Minister Basavaraj Bommai, <keyword id="14657097" type="General" weightage="20" keywordseo="ISRO-Chairman-S-Somanath" source="Orion">ISRO Chairman S Somanath</keyword>, HAL Chairman and Managing Director C B Ananthakrishnan, among others were present at the event. The commissioning of all the critical equipment for the manufacturing and assembly requirement has been completed, Bengaluru-headquartered HAL has said, adding that the pre-production activities which involve preparation of the process and quality plans, and drawings, have also commenced. HAL will start realising the modules by March 2023, it said. HAL Aerospace Division manufactures liquid propellant tanks and launch vehicle structures of Polar Satellite Launch Vehicle (PSLV), Geosynchronous Satellite Launch Vehicle (GSLV MK-II), GSLV Mk-III and also stage integration for GSLV MK-II. "The facility (ICMF) will cater to the entire Rocket Engine Manufacturing under one roof for ISRO. It will boost self-reliance in manufacturing of Hi-thrust Rocket engines," the HAL said. Cryogenic engines are the most widely used engines world over in launch vehicles, the statement said. Due to the complex nature of the cryogenic engine, till date only a few countries -- the USA, France, Japan, China and Russia -- have mastered the cryogenic technology. On January 5, 2014 India successfully flew GSLV-D5 with a cryogenic engine and became the sixth country in developing cryogenic engines (made by ISRO through private industries) and became the sixth country in developing cryogenic engines. Space exploration in the future is mostly dependent upon cryogenic technology. On that occasion, the President also laid the foundation stone for the Zonal Institute of Virology (South Zone) virtually. The Union Cabinet met thereafter to clear the Budget. Finance Minister Nirmala Sitharaman meets President ahead of Budget speech

President Droupadi Murmu on Friday voiced concern over increasing <keyword id="20715750" type="General" weightage="20" keywordseo="space-debris" source="keywords">space debris</keyword> as a result of numerous satellites being placed in orbit and lauded <keyword id="19915124" type="General" weightage="20" keywordseo="ISRO" source="keywords" meta.keywordsubtype="org" meta.entityname="ISRO" meta.hostid="261" meta.entityid="ISRO">ISRO</keyword> for setting itself a target to make future <keyword id="20018231" type="General" weightage="20" keywordseo="space-missions" source="keywords">space missions</keyword> debris free by 2030. Murmu was speaking at the celebration of the maiden <keyword id="22301946" type="General" weightage="20" keywordseo="National-Space-Day" source="keywords">National Space Day</keyword> celebrations to mark the first anniversary of the landing of India's Chandrayaan-3 project. "Space debris can cause problems for space missions," she said during the event at Bharat Mandapam in New Delhi that was attended by Union minister Jitendra Singh, Indian Space Research Organisation (ISRO) Chairman S Somanath, engineers, ISRO scientists and representatives of the country's nascent space industry. The president appreciated the ISRO System for Safe &amp; Sustainable Operations Management facility, which ensures continuous progress of space research activities. "I am also happy to note that India is moving forward to make all its space missions debris free by 2030," Murmu said. The president presented awards to winners of the Robotics Challenge and the Bharatiya Antariksh Hackathon on the occasion. The president said ISRO had made remarkable achievements in the space sector as well as invaluable contributions to the country's social and economic development. She appreciated the dedicated scientists who placed India's space programme among the best in the world by using minimum resources. Murmu also expressed confidence that the country would make continuous progress in space science and continue to set new standards of excellence. The president said the progress of India's space sector was extraordinary. "Be it a successfully completed Mars mission with limited resources or the successful launch of more than a hundred satellites at once, we have made many impressive achievements," Murmu said. The president said space exploration had increased the capabilities of human beings and transformed imagination into reality. "But space exploration is a challenging task. Research conducted to solve the problems during space exploration accelerates the development of science and improves human life," she said. The president said many sectors, including health and medicine, transportation, security, energy, environment and information technology, had benefited from developments in the space sector. The president pointed out that with the opening of the space sector to private entities, the number of start-ups had increased at a very rapid pace. "This has not only brought progress in space research but also given new opportunities to our youth to showcase and hone their talents," Murmu said. The president said she was happy to note that just a few months ago, an Indian company successfully launched a single-piece 3D-printed semi-cryogenic engine-powered rocket, the first such achievement. President Murmu voices concern over increasing space debris

Union Cabinet headed by Prime Minister Narendra Modi met in Parliament on Tuesday to approve the Union Budget ahead of its presentation by <keyword id="19956758" type="General" weightage="20" keywordseo="Finance-Minister" source="keywords">Finance Minister</keyword> <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword>. Prime Minister Narendra Modi arrived in Parliament this morning to attend the cabinet meeting. On Monday, Prime Minister said the Economic Survey highlighted the prevailing strengths of the economy and identifies areas for further growth and progress as the government "moves towards building a Viksit Bharat". Union Ministers Amit Shah, Rajnath Singh and Pralhad Joshi were also seen arriving in the Parliament earlier for the Cabinet meeting today. At 11 am, Finance Minister Nirmala Sitharaman will present the <keyword id="20387181" type="General" weightage="20" keywordseo="Union-Budget-2024-25" source="keywords">Union Budget 2024-25</keyword>. Earlier today, Sitharaman met with President Droupadi Murmu before leaving for Parliament. The budget session of Parliament began on July 22 and, according to schedule, will end on August 12. On Monday, the economic survey presented in Parliament by finance minister Sithraman stated that in the medium term, the Indian economy can grow at a rate of 7 per cent. The economic survey stated, "In the medium term, the Indian economy can grow at a rate of 7 per cent plus on a sustained basis if we build on the structural reforms undertaken over the last decade. This requires a tripartite compact between the Union Government, State Governments and the private sector. "The survey further added that India faces a unique blend of opportunities and challenges amid global trends such as geo-economic fragmentation, a push for self-reliance, looming climate change, the rise of technology, and limited policy space. Union Cabinet meets in Parliament ahead of Budget presentation

The first full budget of the BJP-led NDA government in its third successive term will be presented by <keyword id="19956758" type="General" weightage="20" keywordseo="Finance-Minister" source="keywords">Finance Minister</keyword> <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword> on July 23. The government on Saturday announced the dates of the budget session of Parliament which will start on July 22 and conclude on August 12. Finance Minister Nirmala Sitharaman, who will present the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25, has been holding pre-budget consultations. As part of the deliberations, she has met economists, experts in finance and capital markets, industry representatives and agriculture experts. Industry bodies, including the Confederation of Indian Industry (CII), have urged the government to increase capital expenditure in the upcoming budget. This will be Sitharaman's seventh budget in a row. She will be the first Union Finance Minister to present seven consecutive union budgets. Former Prime Minister Morarji Desai had presented six budgets in a row. Parliamentary Affairs Minister Kiran Rijuju announced the dates of budget session. "Hon'ble President of India, on the recommendation of the Government of India, has approved the proposal for summoning of both the Houses of Parliament for the Budget Session, 2024 from 22nd July 2024 to 12 August 2024 (Subject to exigencies of Parliamentary Business). Union Budget, 2024-25 will be presented in Lok Sabha on 23 July 2024," he posted on X. Sitharaman had announced in the interim budget that the capital expenditure outlay for the next year is being increased by 11.1 per cent to Rs 11,11,111 crore, which would be 3.4 per cent of the GDP. The government had also announced that Rs one lakh crore corpus will be established with five-year interest free loan for youth. Newly-elected Lok Sabha members took oath in the first session of 18th Lok Sabha held from June 24 to July 2 following the results of the general elections. President Droupadi Murmu addressed the joint sitting of two Houses on June 27 and both Lok Sabha and Rajya Sabha adopted a motion of thanks on the President's address. Prime Minister Narendra Modi replied to the debate on the motion of thanks in the two Houses of Parliament. BJP-led National Democratic Alliance returned to power for the third successive term in the general elections.

FM Nirmala Sitharaman to present first budget of Modi 3.0 on July 23

"Even as students, doctors and citizens were protesting in Kolkata, criminals remained on the prowl elsewhere. The victims include even kindergarten girls," Murmu said. During the interaction, she recalled her recent meeting with a group of schoolchildren on Raksha Bandhan. "They asked me innocently if they could be assured that there would be no recurrence of the Nirbhaya-type incident in future," the president said, referring to the brutal <keyword id="19907938" type="General" weightage="20" keywordseo="rape" source="keywords">rape</keyword> and murder of a physiotherapy intern in Delhi in December 2012. She noted that an outraged nation then made plans and devised strategies, and the initiatives did make some difference. In the 12 years since, there have been countless tragedies of similar nature though only few drew nationwide attention, Murmu said. "Did we learn our lessons? As <keyword id="22950054" type="General" weightage="20" keywordseo="social-protests" source="keywords">social protests</keyword> petered out, these incidents got buried into a deep and inaccessible recess of social memory, to be recalled only when another heinous crime takes place," she said. Taking a macro view of the rights of women, she said they have had to fight for every inch of ground they have won. Social prejudices as well as some customs and practices have always opposed the expansion of women's rights, Murmu added. "This is a rather deplorable mindset... This mindset sees the female as a lesser human being, less powerful, less capable, less intelligent," she wrote. In her view, it is the objectification of women by a few that is behind the crimes against women. "It is ingrained deeply in the minds of such people," the president said, stressing that countering this mindset is a task for both the State and society. Acknowledging that there have been laws and social campaigns, she said, "Yet, there is something that continues to come in the way and to torment us." History, the president said, "often hurts" and societies scared to face history resort to "collective amnesia" to bury their heads in the sand like the proverbial ostrich. "Now the time has come not only to face history squarely but also to search within our souls and probe the pathology of crimes against women," she said in her impassioned appeal. "Let us deal with this perversion in a comprehensive manner so as to curb it right at the beginning. We can do this only if we honour the memory of the victims by cultivating a social culture of remembering them to remind us of our failures in the past and prepare us to be more vigilant in future," Murmu said. The society needs honest, unbiased self-introspection, and ask itself some difficult questions, the president said. "Where have we erred? And what can we do to remove the errors? Without finding out the answer to that question, the half of our population cannot live as freely as the other half," she said.

'Enough is enough': anguished President Murmu asks nation to wake up, end crimes against women

Union Home Minister <keyword id="19899491" type="General" weightage="20" keywordseo="Amit-Shah" source="keywords">Amit Shah</keyword> on Monday stated that the first case filed under new <keyword id="19917982" type="General" weightage="20" keywordseo="criminal-justice-laws" source="keywords">criminal justice laws</keyword> was about a motorcyle theft registered in <keyword id="20161263" type="General" weightage="20" keywordseo="Gwalior" source="keywords">Gwalior</keyword> in <keyword id="19898705" type="General" weightage="20" keywordseo="Madhya-Pradesh" source="keywords">Madhya Pradesh</keyword> at 10 minutes past midnight. "...The first case (under the new laws) was registered at a Police station in <keyword id="20161263" type="General" weightage="20" keywordseo="Gwalior" source="keywords">Gwalior</keyword>. It was a case of theft, someone's motorcycle was stolen. The case was registered at 12.10 am...As far as the case against a vendor (registered at a Police Station in Delhi) is concerned, there were provisions for the same earlier too and it is not a new provision. Police used the provision to review it and dismissed that case," Shah said while addressing a press conference here. Shah's clarification came in response to a media query about the first first case lodged under the new laws that have come into force beginning from today. Delhi Police had registered a case at Kamla Market Police Station in the national capital against a street vendor under the new laws. "If the date of crime is before July 1, 2024, then it will be tried under old laws, if it is later, it will be tried under new laws," Shah said at the press conference today. The three new criminal laws- the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and the Bharatiya Sakshya Adhiniyam (BSA), came into effect today. Under this the Indian Penal Code (IPC) has been replaced with the Bharatiya Nyaya Sanhita, the CrPC with Nagarik Suraksha Sanhita and the Indian Evidence Act has been replaced with the Bharatiya Sakshya Adhiniyam. These laws had recieved the assent by President Droupadi Murmu on December 25, 2023. Detailing the new laws, the Union Minister said, "...First of all, I would like to congratulate the people of the country that about 77 years after independence, our criminal justice system is becoming completely 'Swadeshi'. This will function on Indian ethos. After 75 years, these laws were contemplated upon and when these laws are in effect from today, colonial laws have been scrapped and laws made in the Indian Parliament are being brought into practice. Instead of 'Dand', it is now 'Nyay'. Instead of delay, there will be speedy trial and speedy justice. Earlier, only the rights of the Police were protected but now, vicitms' and complainants' rights will be protected too."
