Per reports, the government is also mulling raising the threshold of standard deduction under income tax regimes from the present Rs 50,000 to Rs 1 lakh. Additionally, to boost healthcare accessibility for the underserved in the country, the government is also contemplating to double the annual coverage offered under the <keyword id="20097876" type="General" weightage="20" keywordseo="Ayushman-Bharat-health-insurance-scheme" source="keywords">Ayushman Bharat health insurance scheme</keyword> from the present Rs 5 lakh to Rs 10 lakh over the next 3 years, along with also covering individuals aged over 70. Mr. Tashwinder Singh, CEO &amp; MD, Niyogin Fintech Limited, which offers credit to MSMEs, noted that upcoming regulatory changes should focus on simplifying compliance, taxation policies that encourage entrepreneurship, and incentivise innovations that drive R&amp;D investments. "We hope that the government takes measures to support the lending industry through access to capital and affordable interest rates, enabling entrepreneurs to realize their vision. Furthermore, we look forward to relaxed norms for NBFCs, allowing them to contribute more substantially to the economy. These measures will collectively propel India's economic growth, boost job creation, and position the Indian fintech industry as a strong contender in innovation and entrepreneurship", he continues. As for bolstering green infrastructure and clean energy production, Ms Aditi Balbir, Co-founder, EcoRatings notes that the 2024 union budget should prioritize investments in sustainable infrastructure projects and clean energy solutions, as 70% of greenhouse gas emissions stem from energy, industry, and buildings. "This will create a future-proof foundation for economic growth and help in achieving net-zero targets. Infrastructure is crucial in addressing climate change and meeting diverse societal needs. A transformative overhaul of our current and future infrastructure assets is essential. The budget should introduce financial incentives, such as lower interest rates on loans and dedicated grants, for companies committed to ESG compliance. This will create a clear link between sustainability efforts and economic benefits", she continued. <h2>Focus on Agri-credit, Real Estate in Budget 2024</h2>The government could also raise the target for agricultural loans disbursed during the year by up to 25%, setting the target at Rs 25 lakh crore. The government will also have to revamp the MSP (minimum support price) system in this space, focusing on challenges such as narrow coverage, dipping export competitiveness, discouraging private investment in this space and more. Another area that demands significant attention is real estate. Shubhi Jain, Principal Partner &amp; Head of CRM, Square Yards anticipates significant reforms in the upcoming budget under the new government. Securing industry status will unlock a plethora of legal and administrative benefits, along with much-needed tax incentives. "Also, while government’s focus on affordable housing under PMAY is commendable, recalibrating strategies in light of escalating construction costs is imperative for sustained inclusiveness and effectiveness. Ambee Ambee, an environmental intelligence startup gives accurate hyperlocal air quality data to developers, consumers, health researchers and media companies. Blue Sky Analytics Another startup that offers real time data is Blue Sky Analytics. The startup uses satellite imagery to monitor air pollution in real time. Along with an app called BreeZo that offers data and creates awareness, they also have a product called Zuri which is a tool to measure and monitor farm fires and stubble burning across India. Nanoclean Nanoclean is another startup which promises to turn your air conditioner into an air purifier. The startup born out of IIT Delhi was also awarded National Startup Award by former President Pranab Mukherjee for its ₹10 nasofilters to deal with Delhi’s air pollution. They also sell anti-pollution masks. Kaiterra Kaiterra is a global company which is working on air pollution. It produces hardware products like air quality monitors. The Beijing-based company finds clients in India with corporations and factories that want to monitor the air around them. AirOK AirOk is an IIT Madras incubated startup that offers <keyword id="297063" type="ORGANIZATION" weightage="20" keywordseo="Air-Purifiers">air purifiers</keyword> for commercial purposes. The startup has a variety of products – air purifiers, filters, masks, purifying bags etc. It even has a unique patented filter technology.

The newly elected members of the <keyword id="6355187" type="ORGANIZATION" weightage="100" keywordseo="Lok-Sabha">Lok Sabha</keyword> took oath on the second day of the 16th Lok Sabha on June 5. Senior Congress leader Kamal Nath, who was sworn in by President Pranab Mukherjee as the pro tem Speaker, administered the oath to Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword>. 
 Senior BJP leader LK Advani and Congress president <keyword id="689" type="PERSON" weightage="100" keywordseo="Sonia-Gandhi">Sonia Gandhi</keyword> were the next to take oath. All three leaders took the oath in Hindi. They were followed by Arjun Charan Sethi of the Biju Janata Dal, PA Sangma of the National People’s Party and Biren Singh Engti of Congress. 
Then the Cabinet ministers of the National Democratic Alliance (NDA) government took oath as MPs of the new Lok Sabha. 
 External Affairs Minister <keyword id="6355111" type="PERSON" weightage="100" keywordseo="Sushma-Swaraj">Sushma Swaraj</keyword> took her oath in Sanskrit. She was followed by <keyword id="42642" type="PERSON" weightage="100" keywordseo="Uma-Bharti">Uma Bharti</keyword>, the Minister for Water Resources and Ganga Rejuvenation, who also took her oath in Sanskrit. Even the Union Health Minister, Harsh Vardhan, took oath in Sanskrit. Railway Minister Sadananda Gowda, Chemicals and Fertilisers Minister Ananth Kumar and Minister of State for Civil Aviation, GM Siddeshwara, took oath in Kannada. 
 
However, the BJP MPs were sad and quiet as the sudden and untimely death of the senior party leader Gopinath Munde dampened the mood. The House was adjourned for the day after paying homage to Munde and the oath-taking exercise. 
 
With the Modi wave bringing in many new MPs to the Parliament, the 16th Lok Sabha has a youthful look about it. Despite the sombre atmosphere in the Lower House, three women MPs in the BJP rows were seen clicking pictures on mobiles. It was also the time for warm handshakes as newcomers were welcomed while veterans watched on. 
 
The Congress MPs looked gloomy, though, as they talked about how things went wrong. Some of them believed that the failures of the Manmohan Singh government and the lack of accountability in the party were the main reasons behind the defeat. 
 
The 16th Lok Sabha has 315 first-time MPs, the highest in 30 years, according to data compiled by PRS Legislative, a research group that tracks the working of the Parliament.

Lok Sabha: Modi, Advani and Sonia Among First To Take Oath

NEW DELHI: Prime Minister Narendra Modi-led government, whose agenda was highlighted by <keyword id="2540" type="POSITION" weightage="60" keywordseo="President">President</keyword> Pranab Mukherjee in the Parliament on Monday, has outlined a series of measures and reforms, which it hopes will help the <keyword id="6356076" type="UNKNOWN" weightage="40" keywordseo="indian-economy">Indian economy</keyword> achieve its potential of high growth. 
 India's economy has been stuck in a rut of low sub-5 percent growth levels and a sticky <keyword id="22195" type="COMPANY" weightage="40" keywordseo="Inflation">inflation</keyword>. The President has said that putting the Indian economy back on track is paramount for the Modi government. 
 
"On the economic front, we are passing through an extremely difficult phase. For two consecutive years, our GDP growth has been less than 5 per cent. Tax collection has declined. Inflation continues to be at an unacceptable level. Thus, putting the Indian economy back on track is paramount for my government," he said in his address to a Joint Parliament session. "We will work together to usher our economy into a high growth path, rein in inflation, reignite the investment cycle, accelerate job creation and restore the confidence of the domestic as well as international community in our economy," Mukherjee said. 
 
"My government is committed to nurturing the right environment for actualizing this mandate of the people. For this, it pledges itself to the principle of 'Sabka Saath, Sabka Vikas'; which can be fulfilled only through your active participation," the President said. "We will work together to re-establish the credibility of the institutions of democracy. My government will function on the mantra of 'Minimum Government, Maximum Governance'. In all our actions, we will be guided by the core values of our great civilization," he added. 
 
Mukherjee's address spelt out the government's priorities on various issues ranging from reducing inflation and poverty to rebooting the economy to ensure inclusive growth. We take a look at 10 economic agendas that stood out: 
 
1) Poverty elimination: According to Mukherjee, the government is dedicated towards poverty elimination. "The greatest challenge before us is to end the curse of poverty in India. My government will not be satisfied with mere "poverty alleviation"; and commits itself to the goal of "poverty elimination". With a firm belief that the first claim on development belongs to the poor; the government will focus its attention on those who need the basic necessities of life most urgently. It will take necessary steps to provide security in its entirety to all citizens; through empathy, support and empowerment." 
 
2) Containing food inflation: Keeping a check on food inflation has been of utmost importance for both the RBI and government. For the same the government has suggested supply-side measures. "Containing food inflation will be the topmost priority for my government. There would be an emphasis on improving the supply side of various agro and agro-based products. My government will take effective steps to prevent hoarding and black marketing," Mukherjee said. 
 
"It will reform the Public Distribution System, incorporating best practices from the States. My government is alert about the possibility of a subnormal monsoon this year and contingency plans are being prepared," he explained. 
 
3) Agriculture: Agriculture is the source of livelihood for majority of people. "The government will increase investment in agriculture, both public and private, especially in Agri-infrastructure. Steps will be taken to convert farming into a profitable venture through scientific practices and Agro-technology," he said. 
 
"My government will address issues pertaining to pricing and procurement of agricultural produce, crop insurance and post-harvest management. Productivity of Animal Husbandry will be increased. My government will incentivize the setting up of food processing industries," Mukherjee said. "Existing cooperative sector laws will be reviewed to remove anomalies and lacunae. My government will adopt a National Land Use Policy which will facilitate scientific identification of non-cultivable land and its strategic development," he added. 
 
4) Federal structure: Greater co-operation between the state and the central governments has always featured in <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword>'s list of measures. His government has stressed on the same in its agenda. "The States and the Centre should function as an organic Team India. In order to actively engage with the States on national issues, my government will reinvigorate fora like the National Development Council and the Inter-State Council. The Centre will be an enabler in the rapid progress of States through Cooperative Federalism," Mukherjee said. 
 
5) Transparent systems and timebound delivery of government services: According to Mukherjee, the government is committed to providing a clean and efficient administration focussed on delivery. "My government will take steps to build the confidence and morale of our bureaucracy; enabling it with the freedom to work, and welcoming innovative ideas. The government will stress on putting in place transparent systems and timebound delivery of government services." 
 
"Government systems and processes will be revisited to make them citizen friendly, corruption free and accountable. Efforts will be made to eliminate obsolete laws, regulations, administrative structures and practices. Rationalization and convergence among Ministries, Departments and other arms of the government will be ensured to have focussed delivery. Digitization of government records will be done for improving accessibility."

6) E-governance: E-governance brings empowerment, equity and efficiency, feels the new government. "The backbone of my government's new ways of working will be a Digital India. The National e-governance plan will be expanded to cover every government office from the centre to the Panchayat; to provide a wide variety of services to citizens. Emerging technologies like Social Media will be used as a tool for; participative governance, directly engaging the people in policy making and administration." 
 
7) Ease of doing business: The government aims to create a policy environment which is predictable, transparent and fair. It will embark on rationalisation and simplification of the tax regime to make it non-adversarial and conducive to investment, enterprise and growth. 
 
"My government will make every effort to introduce the GST while addressing the concerns of States. Reforms will be undertaken to enhance the ease of doing business. My government will follow a policy of encouraging investments, including through FDI; which will be allowed in sectors that help create jobs and assets," the President said. 
 
8) Job creation: In a country favoured by a young population, creating employment opportunities is very important. For the same, the government wants to strategically promote labour-intensive manufacturing. 
 "Employment opportunities will also be expanded by promoting tourism and agro-based industries. My government will transform Employment Exchanges into Career Centres - connecting our youth with job opportunities in a transparent and effective manner through the use of technology as well as through counselling and training," he said. "The government will strengthen the <keyword id="6354432" type="UNKNOWN" weightage="40" keywordseo="pension">pension</keyword> and health insurance safety nets for labour force of all categories and would provide them access to modern financial services," he added. 
 
9) Infrastructure: For any nation, development of infrastructure is essential to ensure growth. India has lagged on this front for some time now and the Modi government plans to give a major push to infrastructure. 
 
"The government will chalk out an ambitious infrastructure development programme to be implemented in the next 10 years. A fast-track, investment friendly and predictable PPP mechanism will be put in place. Modernization and revamping of Railways is on top of the infrastructure agenda. My government will launch a Diamond Quadrilateral project of high speed trains," Mukherjee said. 
 
"The country will have a network of freight corridors with specialised Agri-Rail networks for perishable agricultural products. Investment in railways will be increased using innovative financing methods. Expansion of railways in Hilly States and Northeast region and modernization of rail safety systems will be prime focus areas.
