Mukerjee's term as President of India, a post enabled by the Congress, ended in 2017.  Mukherjee, a long-term Congress loyalist, has been among the senior-most ministers in many governments from the one headed by Indira Gandhi to her son Rajiv Gandhi followed by Narasimha Rao and most recently under Manmohan Singh between 2004 and 2014. Known for his ability to strike a deal, Mukherjee played crucial roles in breaking many political deadlocks. President Pranab Mukherjee who returned home after an unconventional visit to Finland has brought a Diwali bonanza. During his visit to the most picturesque nation, President Pranab Mukherjee signed a number of pacts, memorandum of understanding and agreements with the Finnish government. Major highlight of the trip would be the nuclear cooperation agreement the Indian President signed with government of Finland. 
 On the lighter side, Pranab Mukherjee was the first <keyword id="3658" type="COUNTRY" weightage="60" keywordseo="India">India</keyword>n President to visit the long bearded man who wears red and brings cheer during Christmas, to children and elders alike. Pranab Mukherjee met the reindeer-riding ‘ho! Ho! Ho!’ man in person when he went to Santa Claus’ workplace in Finland. This made him the first-ever President of India to cross the Arctic Ocean. However, this ‘fun’ part unraveled at the second leg of his tour. 
 
The first part of the trip was about agreements and pacts along with high-level meetings. The pacts and agreements were about boosting mutual participation to encourage trade, education, energy sector, fishing and allied areas – with the key aspect being agreement on nuclear cooperation. 
 
The first visit to Finland by any Indian President happened over 26 years ago when Mr R Venkataraman visited the country in 1988. 
This visit for Mr Mukherjee is his second one, owing to the fact that he had represented India as a commerce minister in 1993. This is his maiden visit as the President of India. 
 
On this trip, Mr Mukherjee was accompanied by a delegate of high-level dilopmatic experts and officials led by Union Minister P Radhakrishnan, senior officials and senior representatives of educational and academic institutions from across the country. 
 
The two-day visit that started on October 14 had Mr Mukherjee landing back in India on October 17. The visit was completely packed with President’s participation in Finland parliament and meeting business delegations. 
 
As for the nuclear cooperation agreement is concerned, the atomic energy regulatory board of India and the Radiation and Nuclear Safety Authority of Finland will ensure cooperation in the field of nuclear energy between the two countries will stay rooted on several mutually beneficial factors. While cooperation in this field regarding radiation and safety regulation pertaining to exchange of information personnel and peaceful use of nuclear energy was the key objective, technology sharing and responsible use of nuclear energy has been the focus area of both countries. 
 
Finland for its part has been very supportive of India in IAEA on issues relating to the Nuclear Suppliers Group, on a host of things on UN Security Council reforms, and has been the most crucial voice on India’s entry into the Arctic Council. 
 
Another key aspect of his visit though was to attract investment in infrastructure and other areas in India. 
 
Earlier (just before his arrival in Finland) during his visit to Oslo, Norway, a host of pacts were signed about stepping up cooperation in science, technology and defence sectors between the two countries.

President Home For Diwali; Gifts Nuclear Co-op Agreement With Finland

The Indian government has advised President Pranab Mukherjee to reject Mumbai serial blasts convict <keyword id="383370" type="PERSON" weightage="100" keywordseo="Yakub-Memon">Yakub Memon</keyword>’s mercy petition. 
 
Prime Minister Narendra Modi, Home Minister Rajnath Singh, Home Secretary L C Goyal and a few other top official gathered at the PM’s residence, and came to the conclusion that the president should reject Memon’s plea. 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=yakub+memon">Yakub Memon</a>, 1993 Mumbai blasts convict, is set be hanged after the <keyword id="6354977" type="ORGANIZATION" weightage="100" keywordseo="Supreme-Court">Supreme Court</keyword> on Wednesday rejected his curative petition and dismissed all the contention raised by him. 
 Special Public Prosecutor <keyword id="73359" type="PERSON" weightage="100" keywordseo="Ujjwal-Nikam">Ujjwal Nikam</keyword> informed that the apex court said that the curative petition was rightly dismissed. 
 
“SC has clearly held that death warrant issued to Yakub is legal and valid,” said Nikam. 
 
Memon will be hanged on July 30 at 7am at Nagpur jail. He had filed mercy petitions with with Maharashtra Governor and <a href="http://www.businessinsider.in/searchresult.cms?query=pranab+mukherjee">President Pranab Mukherjee</a> also. 
 
However, Maharashtra Governor Vidyasagar Rao also rejected his mercy petition. Now, all eyes are set on Mukherjee, whose final decision would be binding. 
 
“There is no hurdle in the way of execution now,” said senior lawyer, KTS Tulsi. 
 
Memon had claimed he was suffering from schizophrenia since 1996 and has remained behind bars for nearly 20 years. 
 
He sought commutation of his death sentence to life imprisonment. 
 
A series of blasts had rocked Mumbai on March 12, 1993, leaving 257 dead and over 700 injured.

Government advises President to reject Yakub Memon's plea

Justice <keyword id="1020034" type="PERSON" weightage="100" keywordseo="Jagdish-Singh-Khehar">Jagdish Singh Khehar</keyword> was on Wednesday sworn in as the Chief Justice of India (CJI). 
 Khehar was administered the oath of office by President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> at <keyword id="47718" type="ORGANIZATION" weightage="20" keywordseo="Rashtrapati-Bhavan">Rashtrapati Bhavan</keyword> here. 
 
He succeeded Justice Tirath Singh Thakur. Khehar is the 44th CJI and also the first Sikh to hold the apex office. 
 
He would have a tenure of little over seven months. 
 Khehar was the author of the judgment by a five-judge constitution bench that held "unconstitutional" the Constitution's 99th amendment paving way for the <keyword id="2461697" type="UNKNOWN" weightage="20" keywordseo="National-Judicial-Appointment-Commission">National Judicial Appointment Commission</keyword> and the National Judicial Appointment Commission Act, 2014.

Justice Jagdish Singh Khehar sworn in as  44th Chief Justice of India

NEW DELHI: The Supreme Court on Monday stayed the execution of <keyword id="383370" type="PERSON" weightage="80" keywordseo="Yakub-Memon">Yakub Memon</keyword>, the lone death row convict in the 1993 Mumbai serial blasts case. 
 
Memon’s death sentence was earlier upheld by the apex court. 
 Recently, <keyword id="2540" type="POSITION" weightage="40" keywordseo="President">President</keyword> <keyword id="6359124" type="PERSON" weightage="40" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> had rejected his mercy petition. 
 
Memon had challenged the President’s decision to reject his mercy petition. 
 
He had said that the apex court had commuted the death sentence of similarly placed convicts to life term in other cases. 
 Memon is the younger brother of <keyword id="193423" type="PERSON" weightage="40" keywordseo="Mushtaq">Mushtaq</keyword> alias Tiger Memon, the alleged <keyword id="6428311" type="UNKNOWN" weightage="40" keywordseo="mastermind">mastermind</keyword> and main absconding accused.

1993 Mumbai Seerial Blasts Case: SC Stays Execution Of Convict Yakub Memon

A day before <keyword id="3003094" type="UNKNOWN" weightage="20" keywordseo="Startup-India">Startup India</keyword>, President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> lauded the efforts of Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> for creating a healthy environment for entrepreneurs in the country and pushing innovation. 
 Mukherjee also said he was responsible for the delay in encouraging <keyword id="107737" type="ORGANIZATION" weightage="20" keywordseo="Entrepreneurship">entrepreneurship</keyword> during his regime in the former UPA government, in which he served as the finance minister. 
 
"I cannot pass on the buck to anybody. I will have to take the buck to myself because I was in administration too long." 
 Mukherjee, while interacting with a delegation of CEOs from the <keyword id="6357722" type="COMPANY" weightage="20" keywordseo="silicon-valley">Silicon Valley</keyword> here, said India needs to grow at the rate of 10 per cent over period of next 10-15 years in order to address the issues of poverty and healthcare. 
 
"Some of you have correctly pointed out that they (new entrepreneurs) feel confident, they want to do..It is the job of the government to create the policy environment to encourage entrepreneurship. We have taken too long but nonetheless we have taken that decision. We have woken up," he told the CEOs while referring to the 'Start-Up' campaign which is aimed at boosting entrepreneurship at grassroots level.

President Pranab Mukherjee agrees he didn’t do enough as FM for Startup India

The <keyword id="14666" type="ORGANIZATION" weightage="80" keywordseo="BJP">BJP</keyword> is likely be invited by Lieutenant governor <keyword id="2029087" type="UNKNOWN" weightage="100" keywordseo="Naseeb-Jung">Naseeb Jung</keyword> to form the government in Delhi, which has been under the President's rule since February. Jung has reportedly sought President <keyword id="6359124" type="PERSON" weightage="80" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword>'s nod to invite the single-largest party to form the government. 
 It may be noted that Delhi has been under President's Rule since February when <keyword id="6354944" type="ORGANIZATION" weightage="100" keywordseo="Aam-Aadmi-Party">Aam Aadmi Party</keyword> leader Arvind Kejriwal resigned as the chief minister. The President is believed to have forwarded the Lieutenant Governor's letter to the Union Home Ministry for its opinion. 
 
The BJP, with 29 legislators, is the single-largest party in the Delhi Assembly. It had won 32 seats in the last year elections that gave a fractured verdict, but three of its members later won the Lok Sabha elections. 
 
The Aam Aadmi Party has 28 MLAs and it is the second-largest party.

His name was selected for the prize by an international jury chaired by former president <keyword id="6359124" type="PERSON" weightage="20" keywordseo="pranab-mukherjee">Pranab Mukherjee</keyword>, the <keyword id="6354478" type="PERSON" weightage="20" keywordseo="Indira-Gandhi">Indira Gandhi</keyword> Memorial Trust announced on Tuesday. "Few individuals have come to be as identified with the well being of our planet, of all living creatures, and their relationship with human beings, as Sir David," the Trust said in a statement. The 2019 prize, it added, is awarded to Attenborough for a lifetime of doing more to reveal the wonders of the natural world to us than perhaps any other individual. Suman Dubey, secretary of the trust, said Attenborough had tirelessly worked to "awaken humankind to the need, to preserve and protect the biodiversity on our planet, to live in a sustainable and harmonious way with all life, and to stop being what he has called: 'a plague on earth'."

Earlier, on the first leg of his two-nation tour, Mukherjee had raised the issue of terrorism while speaking at the <keyword id="651255" type="ORGANIZATION" weightage="80" keywordseo="Uppsala-University-in-Sweden">Uppsala University in Sweden</keyword>. "What is happening in West Asia? What is happening in different parts of the world? Whatever be the divergence of views, on the issue of terrorism, I am sure that all will agree that terrorism has no respect for any religion," he had said, adding that it believes in nothing but wanton destruction. 
	 

	"It is important for the international community to face this greatest menace, I would say, not to any country or territory but to entire civilisation. The very existence of human values, the respect for peaceful co-existence, tolerance, pluralism are being dangerously threatened by this," the president said. Meanwhile, Mukherjee was conferred upon the Professor <keyword id="633116" type="UNKNOWN" weightage="80" keywordseo="Honoris-Causa">Honoris Causa</keyword> by the Belarus State University. 
	 

	He said India is strongly interested in further deepening its relationship with Belarus. 
	 

	"I have had excellent discussions with President (Alexander) Lukashenko earlier today. With a view to further energise our co-operation, we have issued a very substantive and focused Roadmap on the India-Belarus partnership. "We are hopeful that we can double our trade to a level of USD 1 billion by the year 2020. India's decision to grant 'Market <keyword id="34412" type="ORGANIZATION" weightage="80" keywordseo="economy">Economy</keyword> Status' to Belarus will also be a significant step to enhance our bilateral trade and to promote greater integration of Belarus in <keyword id="35028" type="ORGANIZATION" weightage="60" keywordseo="international-trade">international trade</keyword> structures," the 79-year-old President said. 
	 

	Maintaining that the two countries have similar approach towards international issues, President Mukherjee exuded confidence that India and Belarus can continue to further their respective regional and global agenda through mutual support and understanding.

President Pranab Mukherjee calls for global co-operation to eliminate terrorism menace

Juveniles aged 16 years and above will now be tried under laws for adults for heinous crimes after <keyword id="48510" type="ORGANIZATION" weightage="100" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> passed the <keyword id="2458616" type="UNKNOWN" weightage="20" keywordseo="Juvenile-Justice-Bill">Juvenile Justice Bill</keyword> on Tuesday. The government sought support of all parties on the legislation to "deter many other boys" from doing such a crime. The bill which seeks to treat juveniles between 16 to 18 years as adults for committing heinous crimes such as rape will become a law after President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> signs the amendments. 

	While the TMC had extended its full support to the bill during the debate, other parties like JD(U) remained divided over the issue and members of the CPI(M) party staged a walkout just before the bill was put to vote.

	Maneka Gandhi who had piloted the bill, had read out a list of gruesome crimes committed by juveniles in the House and asked the House how such cases can be handled.
 The parents of the December 2012 gangrape victim, known as <keyword id="6357643" type="UNKNOWN" weightage="20" keywordseo="Nirbhaya">Nirbhaya</keyword>, watched the proceedings from the visitor's gallery. 

	"Glad that juvenile justice bill has been passed, this will help our future generations and prevent crimes, but at the same time we are pained that our daughter could not get justice." said Asha Devi, Nirbhaya's mother, who was almost in tears when she spoke to the media after the bill's passage.
