"Cheap or free ration is being given out. It is the world's biggest food security system. This will be extended to three months," the Union minister added. He further said that contractual labourers will get wages on time and also announced recapitalization of regional banks. As per announcement, all commercial and private establishments shall be closed down. <ul><li><keyword id="248051" type="PERSON" weightage="20" keywordseo="Ashish-Bhasin">Ashish Bhasin</keyword>, President of AAAI has sent a detailed set of recommendations on behalf of the members of AAAI, to the Union Minister of Information &amp; Broadcasting <keyword id="119642" type="PERSON" weightage="20" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword>. </li><li>AAAI has asked by way of IT &amp; GST refunds from Government &amp; PSUs for their advertising bills to be settled immediately.</li><li>The recommendation has also asked for a direction to banks and the industry's debtors to provide the much needed cashflow to pay salaries and meet other essential expenses.</li></ul>Everyone has been witnessing with growing alarm the spread of the <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> across the globe and in India. Our country has been on a lockdown for a few weeks now and governments, both Central and the States, have taken many effective steps to reduce the impact of this pandemic. But all this is coming at a huge economic cost. The Advertising Agency business, like many other businesses have been seriously affected. The bulk of the agency’s costs are fixed in nature, be it salaries, rent, electricity, communication, upkeep, media audience measurement reports, etc. The income and cash flow has been in serious stress in the last month and unless there is some intervention, many businesses will either file for bankruptcy or will have to undersize considerably. INS and IBF, the media associations representing the interest of Print and TV respectively, have been kind enough to permit AAAI members to pay monies they have collected from their clients and not insist on what is due to them on the due dates. But the continuity of the Agencies business cannot be for long without the help of the Government of India. In this regard, Ashish Bhasin, President of AAAI has sent a detailed set of recommendations on behalf of the members of AAAI, to the Union Minister of Information &amp; Broadcasting Prakash Javadekar. In this he has stressed the importance of advertising industry for the accelerated revival of the economy. “What we have asked the Government is very reasonable. We want principally money that is owed to us by way of IT &amp; GST refunds, and dues from Government &amp; PSUs for our advertising bills to be settled immediately. We have also said that any payment made to us should not suffer any TDS deduction going forward, since there is unlikely to be any significant profit for the year. Further we have sought a direction to banks and our debtors that they provide the much needed cashflow to pay salaries and meet other essential expenses, etc,” said Bhasin. “These do not lead to any revenue loss to the Government. They just need to show a kind heart. The timely help they will provide actually is the help they are providing to the people of India, since advertising is a critical input that can provide a ripple effect in reviving many sectors of the economy,” added Bhasin. One other recommendation made is to treat advertising expenses as an investment and have this cost amortised over the next three years. AAAI believes this will encourage larger advertising outlay which will help revive the economy faster. In the same vein, AAAI also suggested that advertising expenses could be given weighted deduction while computing taxes. The suggestion was that every Rs 100 spent on advertising, should be treated as Rs 200, while computing the taxable income. Here is the complete list of recommendations: 1.0 Advertising is an investment: 1.1 Advertising or brand-building expenses should be treated as an asset and be allowed to be amortized over the next three years. Many companies recognize the enduring benefits of advertising and this will encourage them to invest without fear of considerable decline in profits. This will no doubt spur enhanced consumption thereby accelerating the economic activity. 1.2 The advertisers can also be given an option to account the expenditure on a weighted scale. A Rs 100 expense could be allowed to claim an expenditure of say twice that amount (Rs 200), while computing income tax. This may encourage a higher level of expenditure by profitable companies, which again will accelerate the revival of the economic activity. 2.0 Government dues to be paid 2.1 The TDS on advertising agencies have always been significantly more than the profits they make. Several Crores of Rupees of IT refunds are due to each one of the agencies. Can this be immediately refunded for the past years, including for the Assessment Year 2019-2020? 2.2 Many of the advertising agencies have substantial dues from Government of India, as well as from the Central Government controlled PSUs. Can these be ordered to be released within the next few days? 3.0 Income Tax and GST 3.1 Since profitability and cash flow is going to be poor this financial year, TDS should not be deducted when agencies bills are being paid by advertisers. In any event, Advance Taxes will be payable if applicable as per Income Tax deadlines. 3.2 GST should be allowed to be paid on collection of bills by agencies, as against by 20th after the month of billing. If a firm date is indeed needed, this should be after 60 days from the current due date. 3.3 Government should not block the utilization of GST credit and release all credits blocked so far immediately. 3.4 Government should stall all e-invoicing programs till further notice. This could add to the disruption of the economic revival. 3.5 Transfer of accumulated GST input credit - allow establishments for utilization of accumulated ITC having the same PAN across all the registrations in different States. This will result in free flow of working capital and ease of doing business. 3.6 Speed up all the refund of GST applications within 2-4 weeks. 4.0 Business Credit related 4.1 Our industry is unique in that our credit terms with media owners are pre-fixed, while advertisers are under no legal pressure to pay us on the due date. May we request that the Advertising Service be categorised as an essential service, given the potential it has to revive the economy? And consequently, direct the advertisers to settle agencies’ bill within 45 days of receipt? 4.2 Media houses are much larger entities and therefore there should be a directive to provide additional credit to agencies, should the contra-payment be not available from advertisers. The agency cashflow is fragile and the business could come crumbling down in the absence of such a protection, at this time of economic revival. 4.2 Advertising Agencies, after significant drop in revenue, are struggling to match the cashflows. We would request you to get the banking sector to allow an additional 33% cash credit limit for at least one year, at prime lending rates, without any additional security. The additional cashflow will permit them to steady their business.

Advertising Agencies Association of India reaches out to Government for business continuity

New Delhi, Mar 25 () To ensure sufficient supply during the lockdown, the government on Thursday decided to increase monthly quota of subsidized foodgrains by 2 kg to 7kg per person through ration shops for 80 crore beneficiaries.A decision in this regard was taken by the Cabinet Committee on Economic Affairs (CCEA) headed by Prime Minister Narendra Modi."The government has decided to provide 7 kg per person of foodgrains to 80 crore people under the Public Distribution System (PDS), which the world's largest food security system," Information and Broadcasting Minister Prakash Javadekar told media after the meeting.The cost of wheat is Rs 27/kg, which will be provided at a subsidised rate of Rs 2 kg, while the cost of rice is about Rs 32/kg but will be supplied at Rs 3/kg through ration shops, he said.All states have been asked to take foodgrains from the Centre in advance for distribution through the PDS, he added.Under the National Food Security Act (NFSA), the government is supplying 5 kg of foodgrains per month to over 80 crore people at a highly subsidised price.The decision to allocate additional foodgrains through the PDS has been taken as state-run Food Corporation of India (FCI) is saddled with wheat and rice stock. He said e-commerce companies in Delhi could home deliver essential commodities. Speaking to the media, Kejriwal said the Delhi Police has been asked to allow the person carrying essential items to move without an e-pass. Three test positive for coronavirus in Goa Three persons, with a history of international travel, tested positive for COVID-19 in Goa, chief minister Pramod Sawant said early on Thursday (March 26). This is the first instance of positive Coronavirus cases in the state. “I have been informed by the state Directorate of Health Services (DHS) that three individuals have been tested positive for #COVID-19 in Goa. We are providing the best healthcare facility to the diagnosed patients,” Sawant tweeted. In a statement issued by the DHS, the three persons aged between 25 and 55 who tested positive for COVID-19 had travelled back from Spain, Australia and the US.  Three-year-old in Hyderabad tests positive for COVID-19 A three-year-old is among two COVID-19 positive cases reported in Telangana on Wednesday, health officials said. The child has recently returned with his parents from Saudi Arabia and has been admitted to a hospital where his condition is stated to be stable. As many as 50 persons with suspected symptoms were brought to different hospitals on Wednesday, taking the cumulative number to 813. In addition to the total lockdown, the state has strengthened surveillance, contact tracing and containment measures against the possible spread of the dreaded disease. Gujarat’s second Covid-19 victim: an Octogenarian woman Gujarat saw its second death due to Coronavirus on Wednesday, after an 85-year-old woman passed away. The 85-year-old woman from Danilimda, Ahmedabad was admitted in the Ahmedabad Civil hospital on March 22 after returning from abroad. She was a comorbid patient with many complications. Coronavirus in India: 705 infected, 43 recovered and 13 dead on Day2 of lockdown

Mumbai, Mar 4 () Equity indices resumed their downward march on Wednesday as domestic investors were spooked by a sudden spike in coronavirus cases in India. The government on Wednesday said 28 Covid-19 cases have been detected in the country so far, up from six as of Tuesday. This includes a group of 16 Italian tourists and their Indian driver. Meanwhile, Union minister Prakash Javadekar said the government is proactively engaged in dealing with coronavirus, and the Prime Minister is monitoring the situation everyday. After gyrating over 945 points during the day, the 30-share BSE Sensex settled 214.22 points or 0.55 per cent lower at 38,409.48. The broader NSE Nifty closed 52.30 points or 0.46 per cent down at 11,251. Banks were the biggest drag on the Sensex, with IndusInd Bank, HDFC Bank, SBI and ICICI Bank dropping up to 3.85 per cent. Other laggards included Bajaj Finance, ITC, UltraTech Cement and Tata Steel. On the other hand, Sun Pharma was the top gainer, spurting 2.86 per cent, followed by Asian Paints, Tech Mahindra and M&amp;M. "Fresh virus cases reported in India overshadowed monetary easing by Fed. Despite mixed global cues, the domestic market took a hit fuelled by weakness in metals, banks and auto stocks. "Short term tremors due to virus could be felt across the globe including Indian indices but for the long term, the impact looks limited," said Vinod Nair, Head of Research, Geojit Financial Services. BSE bankex, finance, basic materials, realty, FMCG, oil and gas, auto and metal indices ended in the red, while IT, healthcare and teck climbed up to 1.13 per cent. Broader BSE midcap and smallcap indices ended up to 1.61 per cent lower. Sebi is "internally assessing" the potential impact of the coronavirus epidemic on the capital markets, its Whole-Time Member S K Mohanty said. Global stocks rallied after the US central bank cut its benchmark interest rate by a sizable half-percentage point in an effort to support the economy in the face of the spreading coronavirus. Fed Chairman Jerome Powell noted that the coronavirus "poses evolving risks to economic activity". The rate cut, however, failed to cheer Indian investors. There is still a lot of uncertainty on how the major economies will contain the spread of the virus, according to Ashika Institutional Equity Research. "Thus, we remain skeptical that Fed rate cut will stabilise markets sentiments due to coronavirus outbreak," it said. Bourses in Shanghai, Seoul and Tokyo ended on a positive note, while Hong Kong settled with losses. Stock exchanges in Europe opened up to 1 per cent higher.
