<keyword id="6360189" type="COMPANY" weightage="100" keywordseo="Union-Budget">Union Budget</keyword> gave priority to farmers and weaker sections, a much needed measure. "The budget is for everybody. Budget has been provided for infrastructure like ports, rail, airports. In the health sector, for poor people, upto Rs 1 lakh cost of hospitalisation will be borne by the government. This is a progressive and visionary budget," Union Environment Minister <keyword id="119642" type="PERSON" weightage="100" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword> told PTI. 

	Similar views were echoed by other ministers of the ruling party with Union minister Mukhtar Abbas Naqvi calling it a "perfect, people-friendly and progressive budget". 
 

	"India is a country where agriculture holds a prime place but it is after years that this has been reflected in a budget which gives priority to farmers as well as weaker sections. This budget is one which will also lead to empowerment of the youth," he said. 
 

	Union Health Minister J P Nadda termed it as a "positive and balanced" budget and said that there were several initiatives for health and other social sectors which reflect Prime Minister Narendra Modi's vision of 'Sabka Saath Sabka Vikas'. 
 

	"My congratulations to the finance minister Arun Jaitley for bringing such a good, positive and balanced budget. There are several initiatives for health and other social sectors which truly reflect PM Narendra Modi 's vision of Sabka Saath,Sabka Vikas. 
 

	"Proposed Health Protection Scheme will greatly benefit the common people of the country. This budget will help India achieve twin objectives of economic growth, equitable distribution of benefits and resources at an accelerated pace," Nadda said in a series of tweets. 
 

	He said that farmers, artisans, women, unorganised workers, people living below the poverty line and the youth of the country will greatly benefit through this budget.

Ministry of Information and Broadcasting releases guidelines for TV and film productions

<ul><li>Following the controversy around the Saif Ali Khan-starrer <keyword id="1299578" type="PERSON" weightage="20" keywordseo="Tandav">Tandav</keyword> when several FIRs were filed against it, Unio Minister <keyword id="119642" type="PERSON" weightage="20" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword> has announced that the <keyword id="82970" type="COMPANY" weightage="20" keywordseo="Ministry-of-Information-and-Broadcasting">Ministry of Information and Broadcasting</keyword> will soon come out with a set of guidelines to regulate it.</li><li>The move is a response to the multiple complaints received against several web series on various platforms.</li></ul>In view of the rising number of complaints received against content on various <keyword id="2354450" type="PERSON" weightage="20" keywordseo="Over-the-top">Over-the-Top</keyword> (<keyword id="1245953" type="COMPANY" weightage="20" keywordseo="OTT">OTT</keyword>) platforms, the Ministry of Information and Broadcasting will soon come out with a set of guidelines to regulate it, Union Minister Prakash Javadekar said. Over the past few weeks, Saif Ali Khan-starrer Tandav on Amazon Prime received a lot of criticism with multiple FIRs being filed against it in several states. The ministry had received several complaints against Tandav for its depiction of Hindu Gods in the show and for hurting religious sentiments of people. The announcement by the Union Minister closely follows the controversy. Films and serials released on OTT platforms and digital newspapers do not come under the purview of the Press Council Act, Cable Television Networks (<keyword id="163506" type="ORGANIZATION" weightage="20" keywordseo="regulation">Regulation</keyword>) Act or Censor Board and therefore there will be some guidelines soon to regulate the content, Javadekar said during a press conference. In November last year, the government brought OTT platforms under Ministry of Information and Broadcasting’s ambit. Previously, these platforms used to come under the <keyword id="3428254" type="COMPANY" weightage="20" keywordseo="ministry-of-electronics-and-information-technology">Ministry of Electronics and Information Technology</keyword>.

President Ram Nath Kovind accepts resignations of 12 union ministers, including Ravi Shankar Prasad, Prakash Javadekar and Harsh Vardhan

Prime Minister Narendra Modi’s working formulae is simple-delivering on promises, pro-activeness and good governance and Prakash Javadekar might have fulfilled many criteria to secure the Cabinet rank. 
 
In Modi’s new Cabinet, Javadekar is the lone junior minister who got promoted to the Cabinet rank. This is despite Javadekar, who was junior Environment Minister, was stripped off two main departments-Information and Broadcasting and Parliamentary Affairs, during the two-year reign of this government. 
 
What really helped Javadekar to get this promotion, was his pro-active role in the climate change talks in Paris. 
 
Under Javadekar: 
 
- India signed the historic Paris climate agreement along with more than 170 nations. India had maintained that the burden of fighting climate change cannot be put on the shoulders of the poor after decades of industrial development by the rich nations. 
 
- Initiatives such as increase in forest cover, better pollution monitoring and control and 2000 approvals unlocking Rs 10 lakh crore of investment were taken up. 
 
-A job potential of 10 lakh was created. Also, project approval period was reduced from 600 to 190 days and policy decisions and protecting India’s interest at COP 21 in Paris, etc worked in his favour. 
 
Some of his schemes for future may have also clicked with Modi such as incentivizing tree cover outside forest, promoting Ease of Doing Responsible Business, etc. 
 
Javadekar, a commerce graduate who is from Pune, rose from RSS ranks and was elected to Maharashtra Legislative Council twice between 1990 and 2002 before being first elected to Rajya Sabha in 2008. 
 
He represents Madhya Pradesh in Rajya Sabha. 
 
He was BJP spokesperson and party's incharge of Andhra Pradesh and also instrumental in striking a deal with Chandrababu Naidu's TDP to bring it into the NDA-fold.​

Here’s what helped Prakash Javadekar to get promoted to Cabinet from a junior minister

Union Minister Environment and Forests Minister <keyword id="119642" type="PERSON" weightage="20" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword> has said that the government will look into cases of ‘extraneous influence’ in approval of projects during <keyword id="47584" type="PERSON" weightage="20" keywordseo="Jayanthi-Natarajan">Jayanthi Natarajan</keyword>'s tenure under the UPA government. Javadekar also accused Congress President <keyword id="689" type="PERSON" weightage="20" keywordseo="Sonia-Gandhi">Sonia Gandhi</keyword> of unduly interfering in the functioning of the Manmohan Singh-led UPA government. 
 
"She (Natarajan) has mentioned certain files and she has not mentioned certain files but she indicated what was happening. But one thing is clear, that the Prime Minister (Manmohan Singh) was in office, but not in power. The power was concentrated in 10, Janpath (residence of Sonia Gandhi). So, we will definitely look into the cases mentioned and hinted at, where some extraneous influence has happened. We will see if there is any trace of such extraneous influence," he said. 
 It is pertinent to mention here that Natarajan had written a letter to Sonia Gandhi, in which she alleged that she had received ‘specific requests’ from <keyword id="5268" type="PERSON" weightage="20" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> on environmental clearances. Accepting those requests, she had denied permission for some big projects. She had also quit Congress last week after attacking both Sonia and Rahul. 
 
Natarajan had claimed that she had followed Rahul’s directions but he later "changed his stand in favour of corporates."

Prakash Javadekar Promises Probe Into 'Extraneous Influence' During Jayanthi's Tenure

The Budget 2016-17 will be a "historical one" with focus on job creation and sustainable development, Union Environment Minister <keyword id="119642" type="PERSON" weightage="80" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword> said today. 
 "The Budget will be essentially a historical one. It will ensure path of job creation and ensure sustainable development. That is the thrust of the <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword> government," Javadekar said while interacting with captains of the industry and farmer representatives here. 
Stating that the focus of the government is on "Jawan, Noujavan, Kisan and Karmachari" (Soldier, Youth, Farmer and Labourer), Javadekar said that different ministries were talking to representatives of various sectors separately to meet their expectations. 
 
For the welfare of labourers, the government increased minimum wages, enhanced the ceiling of bonus and fixed wages for the contract workers, a step which was never taken before, he said. 
 
"We represent the aspirations of poor class," he said adding, in one year, a record 17-crore poor people have opened bank accounts under the Jan Dhan Yojana and 12 crore insured for accident by paying Rs 12. 
 
Responding to various issues raised by various industries such as textile, engineering, manufacturing, processing, pump and motors, Javadekar said that Zero Liquid Discharge was not the policy, but not polluting rivers as the policy, and referred the issue of Ganga, where nearly 550 polluting industries were made to use monitoring device and over 200 units made to close operations. 
 The Minister said that the Centre's main focus is on reforms and through its "<keyword id="2967568" type="UNKNOWN" weightage="80" keywordseo="GiveItUp">GiveItUp</keyword>" LPG subsidy scheme, the government has been able to persuade around 10 lakh people to give up the benefit, benefiting the poor living without a gas connection. 
 
There are 40 per cent households who do not have LPG connection and use firewood, he said, adding the Centre is planning to provide connection to all in next 10 years. 
 
Similarly, the government has brought stability in the sugar industry, which was facing frequent cane pricing issue, and started ethanol blending in petrol, which was blocked by import lobby earlier, Javadekar said.

Budget 2016: Government to focus on sustainable development, jobs, says Prakash Javadekar

According to surveys and scientific studies conducted by scientists and taxonomics of Botanical Survey of India and Zoological Survey of India, 347 and 424 new plant and animal species were discovered during the years 2013- 2014, respectively. 
 <keyword id="2317650" type="UNKNOWN" weightage="20" keywordseo="environment-minister-Prakash-Javadekar">Environment Minister Prakash Javadekar</keyword> divulged these details in Rajya Sabha. 
 
Javadekar added that these new species will be important and open new avenues in the field of ecology. 
 
"There is also economic benefit for discovering new species, as each new organism may prove a valuable source of new medicines or food crops, or inspire new technology," said Javadekar.

"It will change the face of Indian television," he added. 
 
The fourth phase of digitisation is likely to start in 2016. Around 12 to 15 crore of TV sets are expected to be covered under this exercise. 
 
On the question of whether consumers should pay for a channel and still bear with advertisements, Javadekar said: "Why should consumers pay?... This isn't done. We'll resolve this." However, he also added that the free-to-air channels will not have to stick to 12-minute advertisement cap.
