While presenting the interim <keyword id="6358021" type="ORGANIZATION" weightage="20" keywordseo="budget">Budget</keyword> for 2019-2020, acting Finance Minister <keyword id="6355222" type="PERSON" weightage="20" keywordseo="piyush-goyal">Piyush Goyal</keyword> announced an unprecedented <keyword id="6354432" type="UNKNOWN" weightage="20" keywordseo="Pension">pension</keyword> scheme for workers in the informal economy- which roughly consitute 81% of India's workforce, according to the International Labour Organisation. Workers above the age of 60 will now receive a monthly pension of ₹3000. The government has earmarked an allocation of ₹5 billion for the scheme, which has been called Shram Yogi Mandhan.

Jaitley had a kidney transplant in May last year and then too Goyal was put in charge of Finance and Corporate Affairs. "The President of India, as advised by the Prime Minister, hereby directed that during the period of indisposition of Arun Jaitley, the portfolios of Minister of Finance and Minister of Corporate Affairs held by him, be temporarily assigned to Piyush Goyal, in addition to his existing portfolios. "Further, as advised by the Prime Minister, Arun Jaitley be designated as Minister without portfolio during the period of his indisposition or till such time he is able to resume his work as Minister of Finance and Corporate Affairs," the communique said. Hailing Power Minister <keyword id="6355222" type="PERSON" weightage="100" keywordseo="Piyush-Goyal">Piyush Goyal</keyword>'s move to address issues regarding availability and quality of coal, <keyword id="6355001" type="CITY" weightage="100" keywordseo="FICCI">Ficci</keyword> said steps like reducing coal for e-auction and streamlining environmental clearances with time-bound approvals would help increase supplies. 
 
"While moves like reducing coal for e-auction could ramp up supplies in the short-term, streamlining the processes of environmental and forest clearances with time-bound approvals and ensuring better co-ordination with railways will help in increasing supplies in the medium-term," the industry body said. 
 Piyush Goyal had asked <keyword id="59700" type="CITY" weightage="100" keywordseo="Coal-India-Ltd">Coal India Ltd</keyword> (CIL) to raise production from its mines and reduce the quantity of coal offered in e-auctions. 
“CIL has played a critical role in meeting the growing coal needs of the country. However, the past few years have seen an increasing gap between the demand and supply of fuel leading to the present crisis in the power sector. Capacity building, technology interventions and new investments are required to reverse the current state of coal production," said Ficci. 
 
Power generation has suffered as CIL has not been able to meet production targets due reasons like delay in approvals for new mines.

The concept developed during World War-II to make the military more efficient. Goyal also said that the government is planning to improve the country's railway signalling system and is willing to spend about $15 billion for the same. India will rework Indian Railways timetable— and the Minister has invited private tech players to help with it

New Delhi, India has a strong foreign exchange reserve and the country is in a comfortable position to meet all the requirements even in any worst-case scenario in the next five-six years, Commerce and industry Minister <keyword id="6355222" type="General" weightage="20" keywordseo="piyush-goyal" source="Orion">Piyush Goyal</keyword> said on Wednesday. India's forex kitty jumped USD 3.553 billion to USD 599.529 billion for the week ended May 12, according to the <keyword id="6354335" type="General" weightage="50" keywordseo="reserve-bank-of-india" source="Orion">Reserve Bank of India</keyword>. The minister also said that the government efforts have helped in managing inflation and "I am happy that it has been respected and recognised by the <keyword id="30067" type="General" weightage="20" keywordseo="rbi" source="Orion">RBI</keyword> (as) they have also taken a pause on the interest rates during the last MPC (Monetary Policy Committee) meeting". On <keyword id="138463" type="General" weightage="20" keywordseo="forex-reserves" source="Orion">forex reserves</keyword>, he said: "We have strong foreign exchange reserves... In the worst case with whatever difficulty anybody may have, India is comfortable for the next 5 or 6 years, given our forex reserves today, to be able to meet our forex requirements." The minister was speaking at the annual session of industry body CII here. He added that no other developing country in the world is in such a "sweet spot" and it was the first time in many years that business persons are seeing interest rates almost at par with developed countries. "I believe this is a compelling case for investments, for growth and for expanding our international outreach, for bringing technology, for bringing innovation into the country," he said, suggesting the industry should focus on quality, innovation and skilled manpower. Further he said that India's trading partners want India to fast track negotiations for free trade agreements (FTAs). India is at present negotiating such agreements with nations including Canada, EFTA (<keyword id="601271" type="General" weightage="50" keywordseo="european-free-trade-association" source="Orion">European Free Trade Association</keyword>), the UK, and the European Union (EU). "It shows the increased importance of India in the global order. FTAs are two way traffic... I feel very sad when I am being told sometimes that I (industry) want access to the EU market, but please do not allow them to come into our market. "Those days are gone, this is a new India, this is an India which engages with the world from a position of strength and with full confidence". On exports, the minister exuded confidence to achieve USD 2 trillion worth of goods and services exports by 2030. He suggested the industry expand markets with an open mind, and engage with the world. "Look at our import basket, the basket largely gets affected by oil, which will have its own trajectory, possibly a lowering trajectory or a downward trend in the years to come. Our export basket has all the things that the world wants," he said adding the industry should move forward.

He highlighted that the leather and footwear industry has the ability to expand its market domestically and abroad. "We have the world market to capture. We need self-confidence, open mind to accept change" said Goyal. The minister also added that the implementation of Quality Control Orders (QCOs) will help prevent substandard, low-cost leather product imports and help save the Indian Footwear industry from unfair competition. He stated QCOs will help inculcate a spirit of quality among the domestic manufacturers, enabling India to become a world-class manufacturer of quality footwear. On liberalising the QCO guidelines, Goyal said that the Centre will give retailers two years to dispose of the existing footwear stock post application of the order. He also noted that fashion footwear manufacturing up to 72,000 pairs will not have to go through QCOs. Minister Goyal asserted that India is poised to become the market leader in the world. He also expressed hope for the footwear industry to become the world's largest manufacturer. Currently, India is the 2nd largest manufacturer and 9th largest exporter of footwear. The Minister also said that a target of USD 50 billion in exports by 2030 is achievable. He pointed out that QCOs don't apply to exports but the exporters have to meet the quality requirements of their clients. The Minister urged the industry to leverage the Free Trade Agreements (FTAs), especially with ASEAN and European countries and work towards making Indian brands global. Earlier the minister also highlighted that micro and small units under <keyword id="19990810" type="General" weightage="20" keywordseo="MSME" source="keywords">MSME</keyword> would continue to be exempted from the purview of QCOs. Goyal not only took a crack at the American multinationals for whining to their home government, he also warned them in no uncertain terms that regulations will catch up if the companies ever tried to side step, a source privy to the discussion told Business Insider. While companies expressed their concerns regarding the uncertainties in the Indian e-commerce space, participants in the meeting were quite impressed by Goyal’s interest and knowledge of the sector. “The minister was very well briefed and had counter questions on most topics for the e-commerce players present in the room,” said the source. India’s new e-commerce rules had introduced tighter guidelines that barred global players like Amazon and the Walmart-owned Flipkart from selling products from vendor companies where they own a stake. During this meeting, Goyal also told Amazon and Walmart's Flipkart that they must ensure compliance with new foreign investment rules and also steer clear of deep discounts on their platforms, according to a <a href="https://in.reuters.com/article/india-ecommerce/rpt-india-warns-foreign-e-commerce-firms-like-amazon-flipkart-over-discounts-sources-idINL4N23X149">Reuters report</a>. Flipkart had recently run into trouble when Indian startup GoQii had accused the Walmart-owned company for running deep discounts on the latter’s products. The report which quoted three sources present in the meeting also said that the government was committed to protecting small traders in India from “predatory behaviour by foreign-funded companies”. New Delhi, Feb 13 () Commerce and Industry Minister Piyush Goyal on Thursday urged people to gift indigenous products on occasions such as festivals and said promoting of 'swadeshi' goods would be a fitting tribute to Mahatma Gandhi. Addressing the gathering at the inauguration of the 20th Hunar Haat here, Goyal said people should take a vow that they will promote 'swadeshi' (indigenous)goods for the next three years till 2022, when India marks 75 years of its independence. "I request that everyone should spread awareness throughout the country that the gifts that are given on festivals should be indigenous ones made by our craftsmen," he said. It will be the best tribute to Mahatma Gandhi on his 150th birth anniversary to move forward with the slogan of 'swadeshi', Goyal said. The minister said "despite pressure", he restricted import of incense sticks which revived the indigenous manufacture of 'agarbattis'.
