Not only did it free up cash they would have otherwise had to send to the IRS in April, but no interest will accrue on their balance and they won't be charged a penalty for waiting until July to pay.By April 1, every state that <keyword id="6368033" type="UNKNOWN" weightage="60" keywordseo="taxes">taxes</keyword> personal income had also <a href="https://www.businessinsider.com/personal-finance/state-income-tax-deadline-2020-new-due-dates-2020-4" target="_blank" rel="noopener">pushed back its deadline</a> to July, June, or May, presumably doubling the incentive for taxpayers to put off filing for now.<h2>At least 21 million taxpayers skipped the former April 15 <keyword id="1747714" type="PERSON" weightage="60" keywordseo="Tax-Deadline">tax deadline</keyword></h2>Millions of Americans took advantage of the tax extension as the coronavirus outbreak continued to wreak havoc on the US economy. <a href="https://www.irs.gov/newsroom/filing-season-statistics-by-year">According to IRS data</a>, the agency received just over 137.2 million individual income tax returns by April 19 last year, the week taxes were due. That includes single and joint filers.This year, the IRS received roughly 116 million tax returns in the week ending April 17. That shakes out to about 21.3 million fewer submissions by Tax Day in 2020 than in 2019 — at least.The IRS had an extra load to carry this year thanks to the <a href="https://www.businessinsider.com/personal-finance/coronavirus-stimulus-check-questions-answers-2020-4" target="_blank" rel="noopener">stimulus checks</a>, or recovery rebates, enacted in the CARES Act. Most people were sent direct cash payments according to the income and banking information reported on their 2019 tax returns, or their 2018 return if they hadn't yet filed this year.But the IRS asked Americans with no tax liability to submit their income information through a <a href="https://www.businessinsider.com/personal-finance/irs-new-tool-for-non-tax-filers-fast-stimulus-payments-2020-4" target="_blank" rel="noopener">non-filers tool</a>, which generated a simple tax return by which the agency could calculate and send their payment as quickly as possible. These simple tax returns are included in the IRS' total returns figure, artificially inflating the number of tax returns filed in comparison to past years. In other words, only 116 million tax returns were filed by mid-April this year, representing a 15% decrease from the same period in 2019. But since non-filers are included in that total, the drop is assumed to be even greater.<h2>It's been 2 months since the deadline was extended, and people are still taking their time</h2>While more than 21 million Americans overlooked the former April tax deadline, plenty are using the additional time at home over the last few weeks to file. Some taxpayers are expectedly grasping for refunds as <a href="https://www.businessinsider.com/personal-finance/unemployment-benefits-insurance-questions-answers-coronavirus-2020-4" target="_blank" rel="noopener">unemployment</a> hits record highs. Roughly 6 million tax returns were filed the week following traditional Tax Day, ending April 24; 3.6 million were filed the next week, ending May 1; and 3.7 million were filed the next week, ending May 8. But again, these figures include Americans who are using the non-filers tool to get their stimulus check.But even despite the drop in returns received, the IRS is behind on processing, likely due to shutdowns related to the coronavirus. A Beaver County appeals court has vacated a ruling in a case against homeowner Eileen Battisti, saying the trial court acted too hastily when it denied Battisti a proper hearing to prevent her home from being sold at auction two years ago. 
“This was particularly inappropriate because the outstanding liability was small and the value of the home was far greater than the amount paid by (the) purchaser,” <a href="http://www.pacourts.us/assets/opinions/Commonwealth/out/1079CD12_8-19-13.pdf?cb=1" target="_blank">Judge Mary Hannah Leavitt wrote</a> for the court.<a href="http://www.pacourts.us/assets/opinions/Commonwealth/out/1079CD12_8-19-13.pdf?cb=1" target="_blank"> </a>
No kidding. Battisti owed just $6.30 in unpaid interest charges on a 2009 tax bill, which by 2011 had grown to $235 with interest. She claimed she didn't know about the past due charge until she was notified that her home was about to be auctioned off by the county. By then it was too late, and the house was sold for $116,000 to S.P. Lewis of Imperial. 
With the court's ruling this week, she's lucky to have another shot at saving her home. 
Unfortunately, cases like Battisti's are <a href="http://www.businessinsider.com/state-predatory-tax-liens-practices-could-destabilize-entire-communities-2012-7" target="_blank">not uncommon</a>, as state and municipal tax offices scramble to fill budget holes by aggressively pursuing unpaid property <keyword id="6368033" type="UNKNOWN" weightage="60" keywordseo="Taxes">taxes</keyword> — even if it means auctioning off homes over a few bucks. 
As a result, annual <keyword id="1825911" type="UNKNOWN" weightage="60" keywordseo="Tax-Lien">tax lien</keyword> sales have topped $15 billion per year, <a href="http://www.nclc.org/images/pdf/foreclosure_mortgage/tax_issues/tax-lien-sales-report.pdf" target="_blank">according to a report</a> released by the National Consumer Law Center last year.
For investors, tax lien sales are nothing less than a gold mine. Big purchasers — for example, debt collectors or large retail banks — can snap up the properties at deeply discounted rates and then sell them at a ridiculous profit. 
"Homeowners throughout the nation, particularly the elderly and people with cognitive challenges, have lost or stand to lose family homes along with long-term equity which may represent their sole savings and security for retirement,” NCLC Attorney John Rao previously told BI.

How A Pennsylvania Homeowner Nearly Lost Her Home Over A $6 Tax Bill

The simple answer is that it's nothing good. In fact, after doing some digging, we're pretty sure you'd be better off filling out your tax forms in crayon than <a href="http://www.businessinsider.com/where-last-minute-taxpayers-are-most-likely-to-screw-up-this-year-2012-4" target="_blank">sitting on your hands</a> and letting the <keyword id="6359816" type="ORGANIZATION" weightage="60" keywordseo="IRS">IRS</keyword> have at you. 
“There’s simply no hiding from the IRS," says Odysseas Papadimitriou, CEO of Cardhub.com. "Level with yourself as well as the IRS about your ability to pay, pick a payment option that makes the most sense, and make sure to honor the terms of your agreement.”
Just in case you were curious, here's what happens if you don't:
You haven't filed your taxes at all. Skip filing all together and you're already looking at paying a 5 percent monthly fee on however much you owe. It maxes out at 25 percent. If you wait more than 60 days to file, then you'll get hit with a $135 fine, or 100 percent of the taxes you owe (whichever is less).
You've gotten a filing extension but haven't paid your taxes. Even if you've gotten an extension to file your taxes by Oct. 15, that doesn't mean you get six extra months to pay. The IRS levies a 0.5% fee on your unpaid taxes every month until the balance is paid, PLUS at least 3% in interest that is compounded daily. Ouch.
If you have filed an extension to file AND have paid at least 90% of your tax bill by April 15, however, this penalty doesn't apply. But it doubles if the IRS issues a letter demanding immediate payment. 
You haven't filed your taxes OR paid your tax bill. In this case, you have two strikes against you. The IRS will calculate penalties for both and then subtract the late payment fee from your late filing fee. The $135 late charge for filing after 60 days still applies.
You've filed your taxes by April 15 but still haven't paid. First of all, hats off to you for at least filing. The IRS looks kindly on taxpayers who file, even if they can't pay straightaway. On-time filers get a discounted penalty rate of 0.25% per month so long as they have a payment agreement in place.
You've filed your taxes and you want to pay your bill in increments. The IRS does have monthly payment plans for taxpayers who can't fork over funds for their entire bill straightaway. But there are some caveats to consider: An application fee that ranges from $52 to $105, and the late payment and interest charges of 0.05% and 3%, respectively. You can set up a payment plan online <a href="http://www.irs.gov/Individuals/Online-Payment-Agreement-Application" target="_blank">here</a>.
Another option would be to consider paying your bill on a 0% interest credit card –– but only if you plan on paying your bill before the promotional period ends. <a href="http://www.irs.gov/uac/Pay-Taxes-by-Credit-or-Debit-Card" target="_blank">One-time credit/debt card fees apply</a>.
Your only way out: If you want a free pass on paying or filing your taxes on time, you're going to have to come up with a better excuse than a sick day. Per the IRS, you'll need proof of a "reasonable cause" rather than forgetfulness. And don't kid yourself into thinking you're off the hook if a month goes by and no IRS lackeys come calling. It can take anywhere from six months to a year for the agency to catch up to late payers. 
And if you've decided to ignore Uncle Sam because you think you won't be able to afford your payment, you're better off at least <a href="http://www.businessinsider.com/spend-save-or-invest-heres-the-best-way-to-spend-your-tax-refund-2012-4" target="_blank">knowing what you're up against</a>. For starters, the endless debates over the Fiscal Cliff stalled tax season by a full eight days. As a result, people who are looking to claim tax credits for things like energy, depreciation of property, and business expenses may have to wait until March to file while new tax laws kick in. 
And, as Buck notes, another factor slowing down returns is the <keyword id="6359816" type="ORGANIZATION" weightage="60" keywordseo="IRS">IRS</keyword> itself. The agency is scrutinizing returns more than ever in order to clamp down on rampant tax fraud. 
Despite all it has working against it, the IRS says it still expects to issue refunds within 21 days of filing for most filers. 
Even so, there are actionable ways consumers can ensure they get their refunds as quickly as possible. 
<h3>How to get your tax refund faster</h3>
Sign up for direct deposit. Tax refunds could show up as soon as a week after filing if you sign up to have them deposited electronically into your bank account. Otherwise, get ready to wait three times longer for a check in the mail. 
File electronically. If you're still writing tax return forms by hand, you're practically begging for either a delayed return, an IRS audit, or any number of human errors that could muck up your refund. There are <a href="http://www.irs.gov/uac/Free-File:-Frequently-Asked-Questions" target="_blank">free tax filing services</a> available for filers earning less than $57,000. 
Vet your tax preparer. Tax fraudsters continue running amok in the U.S., and February and March are high season for those looking to cash in on unsuspecting consumers. If you're using a professional tax preparer this year for the first time, do your due diligence first. <a href="http://www.businessinsider.com/signs-your-tax-preparer-is-incompetent-2013-2#ixzz2M3C3cY6G" target="_blank">True tax preparers</a> should have a Preparer Tax Identification Number, which is issued by the IRS. The IRS keeps <a href="http://www.irs.gov/uac/Authorized-IRS-e-file-Providers-for-Individuals" target="_blank">an approved list</a> of tax preparers available online (just put in your zip code). Otherwise, be sure you know the warning signs of a crook. 
Follow your money online. The IRS has a handy tool taxpayers can use to track their refunds online after their returns have been filed: <a href="http://www.irs.gov/Refunds/Where's-My-Refund-It's-Quick,-Easy,-and-Secure." target="_blank">Where's My Refund?</a> Apparently people love the thing, because so many filers were checking it in mid-February that it crashed, according to Buck. It won't do you any good to check more than once per day, however, since your status is only updated that often. 
Check your numbers –– twice. Simple errors like incorrect Social Security Numbers, mailing addresses, birth dates and bank information can spell trouble for your tax refund. Get them right ... and then check again to be double-sure. 
Don't wait for your W-2 to show up. If you haven't gotten your W-2 form yet, don't sit around and wait for it to show up. Either contact your employer or let the IRS know you need an extra copy (Phone: 1-800-829-1040).

A tax credit reduces your tax bill on a dollar-for-dollar basis. It is one of the last steps in calculating your annual <a href="https://www.businessinsider.com/personal-finance/what-is-tax-liability" target="_blank" rel="noopener">tax liability</a> and can be claimed regardless of whether you itemize your deductions. Some tax credits, like the <keyword id="1754604" type="PERSON" weightage="60" keywordseo="coronavirus">coronavirus</keyword> recovery rebate, are refundable. Americans who haven't had to file a tax return in recent years but get federal benefits, like <a href="https://www.businessinsider.com/social-security-retirement-age-for-claiming-full-benefits" target="_blank" rel="noopener">Social Security payments</a> for retirement, are getting $1,200 each via the direct deposit or home address provided on their statements.<h2>What to do if your stimulus check is too big or too small</h2>The maximum payment is $1,200 for single filers with an AGI below $75,000 or single parents (heads of household) with an AGI below $112,500. Married couples who <a href="https://www.businessinsider.com/personal-finance/should-i-file-taxes-jointly-or-separately-married" target="_blank" rel="noopener">file jointly</a> and have an AGI below $150,000 will get a total of $2,400.Payments will begin to phase out at a rate of $5 for each $100 over the AGI threshold before ceasing at an AGI of $99,000 for single filers, $136,500 for heads of household, and $198,000 for married filers. There's also an additional $500 allotted to parents who have an AGI within the phaseout range for each child under age 16.These payments are treated differently than your <a href="https://www.businessinsider.com/personal-finance/wheres-my-tax-refund-federal-tax-refund" target="_blank" rel="noopener">tax refund</a>. Typically, you can have your refund seized if you owe back taxes, but that's not the case here. Even people with tax debt should get a stimulus payment if they're under the income thresholds. The only people who could get their check reduced due to debt are parents with outstanding child support.Again, because these payments are based on previous income, you might receive more or less money than is intended on a current needs basis. If you lost your job within the last month, for example, but reported an AGI north of $99,000 on your latest tax return, then you wouldn't be eligible for a relief payment. There aren't any clawback provisions outlined in the current bill, so you <a href="https://twitter.com/NKaeding/status/1242827512742281216?s=20" target="_blank" rel="noopener">wouldn't be expected to repay</a> any of the money if you wind up getting too much.<h2>However, the IRS is asking people to return checks sent in error</h2>The IRS has confirmed that some economic impact payments were <a href="https://www.businessinsider.com/personal-finance/return-stimulus-check-to-irs-sent-by-mistake-2020-5" target="_blank" rel="noopener">sent by mistake</a> to nonresident aliens, incarcerated people, and deceased taxpayers. It's now asking those recipients, or their family members, to return the money.To be clear, the IRS hasn't outlined any consequences for not returning a stimulus check it sent by mistake. Most of the 150 million stimulus payments earmarked for Americans have already been delivered. There's a good chance some people who got <keyword id="9071639" type="UNKNOWN" weightage="60" keywordseo="stimulus-checks">stimulus checks</keyword> in error may have already spent the cash.<a href="https://www.irs.gov/coronavirus/economic-impact-payment-information-center#more" target="_blank" rel="noopener">IRS guidance</a> says you "should" return the money "immediately," but there's no official mandate. What to do if your coronavirus stimulus check is too big or too small

If there are fewer than seven figures on your paycheck, it's time to breathe easy. Research shows the <keyword id="6359816" type="ORGANIZATION" weightage="60" keywordseo="IRS">IRS</keyword> couldn't be bothered by anyone short of <a href="http://www.businessinsider.com/millionaires-the-irs-is-watching-you-2012-1" target="_blank">a millionaire.</a>
Filers earning more than $1 million were eight times as likely to be audited as the rest of taxpayers in 2011 and nearly three times as likely as those earning between $200,000 and $1 million, according to <a href="http://blog.turbotax.intuit.com/2012/03/19/audit-misconceptions/" target="_blank">TurboTax</a>. 
In fact, just over 1 percent of tax returns were audited at all –– that's 1.5 million returns out of 140 million total. 
Another myth that's been debunked is the idea of a knock on the front door by way of an agency representative. The vast majority of individual audits are sent via snail mail rather than in-person visits (78% vs. 22%).

But the IRS is still trying to reach millions of people who don't earn enough money to file a tax return, but otherwise qualify for a payment.The agency <a href="https://www.businessinsider.com/personal-finance/irs-mailing-letters-non-filers-claim-stimulus-checks-2020-9" target="_blank" rel="noopener">mailed about 9 million notices</a> in September, reminding non-filers to use a free online tool — which is available in English and Spanish and can be <a href="https://www.irs.gov/coronavirus/non-filers-enter-payment-info-here" target="_blank" rel="noopener">found here</a> — to claim their payment. The letter stated that the deadline to register was October 15. It was later pushed back five weeks, to November 21.The <a href="https://www.cbpp.org/research/federal-tax/aggressive-state-outreach-can-help-reach-the-12-million-non-filers-eligible-for" target="_blank" rel="noopener">Center on Budget and Policy Priorities estimates</a> a higher number of eligible non-filers — 12 million — 9 million of whom participate in SNAP or Medicaid. According to the CBPP, the majority of these eligible non-filers are people of color. An estimated 27% of the 9 million individuals are African American, and another 19% are Latino. The CBPP writes that this is because "they are likelier to have lower incomes due to historical racism and ongoing bias and discrimination."Anyone with income below $12,200 as an individual or $24,400 as a married couple has no <a href="https://www.businessinsider.com/personal-finance/what-is-tax-liability" target="_blank" rel="noopener">tax liability</a> and isn't required to file a return. The IRS said someone is "likely eligible" for a stimulus payment if they are a US citizen or resident alien, have a work-eligible Social Security number, and aren't claimed on another person's tax return.The tool asks for payment information, Social Security number, mailing address, date of birth, and number of qualifying children in order to create and submit a simple <a href="https://www.businessinsider.com/personal-finance/how-to-file-taxes-tax-return-instructions">tax return</a> (Form 1040). Back in April, the IRS and Treasury Department released its free online tool to help get <a href="https://www.businessinsider.com/personal-finance/wheres-my-stimulus-check-when-payments-are-coming-2020-4" target="_blank" rel="noopener">stimulus payments</a> to people who don't normally file taxes but have a Social Security number and are not claimed as a dependent by another taxpayer.Stimulus payments are <a href="https://www.businessinsider.com/personal-finance/are-coronavirus-stimulus-checks-taxed" target="_blank" rel="noopener">nontaxable</a> and worth $1,200 for individuals earning less than $75,000 and couples earning less than $150,000, plus an additional $500 per qualifying child.Social Security retirement and disability recipients, railroad retirees, Veterans Affairs beneficiaries, and people on Supplemental Security Income (SSI) automatically had stimulus payments sent to the address or bank account where they receive their benefits, even if they haven't filed a tax return in the last two years. Millions of Americans are still eligible for stimulus checks, and you have until November 21 to claim yours

A country's personal income <keyword id="45031" type="PERSON" weightage="60" keywordseo="Tax">tax</keyword> rate is only one indicator of how much tax an individual actually ends up paying on their income, according to a <a href="http://www.kpmg.com/Global/en/IssuesAndInsights/ArticlesPublications/Documents/individual-income-tax-rate-survey-2012.pdf">report by KPMG</a>.
"Our broader analysis further emphasizes the point that other taxes and the impact of deductions clearly need to be considered...Interestingly, the difference between top tax rates and effective combined tax and employee social security rates shows that neither of the two countries with the largest top marginal tax rates (Aruba and Sweden) feature among the top five countries when we use either USD100,000 or USD300,000 as a basis for comparison," write the authors.
"Whether social security is a true tax is a topic of continued debate, but in terms of cost, it can be material and should not be ignored."
For someone with a gross income of $100,000 a year, these are the forty countries in which they would have to shell out the most for, tax and social security combined. The United States is much further down the list, being the 55th most expensive country on the list.

<ul class="summary-list"><li>Those who qualify for a <keyword id="102735" type="PERSON" weightage="60" keywordseo="Tax-return">tax return</keyword> and received it after April 15 will get a little extra money due to the delayed <keyword id="1659300" type="PERSON" weightage="60" keywordseo="tax-day">tax day</keyword>.</li><li>These interest payments are taxable and will be counted in 2020 tax filings.</li><li>The amount will likely be small and will vary depending on the amount of your refund and when you filed your taxes.</li></ul>You might receive a second, far smaller check or direct deposit payment from the <keyword id="6359816" type="UNKNOWN" weightage="60" keywordseo="irs">IRS</keyword> this year.No, it's not another stimulus check — it's interest owed to you by the US government.Due to the coronavirus pandemic, Tax Day was pushed from April 15 to July 15. In a quirk in the tax code first written about in <a href="https://www.wsj.com/articles/irs-will-pay-interest-on-late-refundseven-for-those-who-havent-filed-yet-11593024177">The Wall Street Journal</a>, this new deadline means tax payers who filed on or before July 15 — and qualified for a refund — will earn interest on their refunds if they received it after April 15.Basically, the IRS is paying a fee for holding on to the money for a longer period of time. And yes, this means there is a small benefit for filing taxes closer to July 15.Normally, there is a 45-day grace period to issue tax refunds, but the deadline extension means that is no longer the case. The IRS has been working at a reduced cap city while also issuing stimulus checks.During routine tax seasons, the IRS issues <a href="https://www.businessinsider.com/personal-finance/irs-will-pay-interest-on-delayed-tax-refunds-2020-6">90% of tax returns</a> in 21 days, meaning interest isn't issued on returns. But, according to a report done by CBS News in June, the IRS has 4.7 million backlogged returns.<h3>How much you'll get</h3>For every $1,000 in a refund, the taxpayer earns 14 cents a day of interest for earlier dates and 8 cents a day for later dates. Breaking that down further, tax refunds dated from April 15 to June 30 wil receive 5% annual interest for every $1,000 refunded, while refunds dated from July 1 to September 30 will have 3% annual interest.The IRS has not announced exactly how this extra money will be given out to taxpayers. You might get a second, far smaller check from the IRS this year — here's why

Direct tax collection, net of refunds, stood at ₹ 7.45 lakh crore, which is 16.3 per cent higher than the net collection for the corresponding period of last year. This collection is 52.46 per cent of the total budget estimates of Direct Taxes for 2022-23. Refunds amounting to ₹ 1.53 lakh crore have been issued between April 1 and October 8, which are 81 per cent higher than refunds issued during the same period in the preceding year. So far as the growth rate for Corporate Income Tax (<keyword id="6678365" type="General" weightage="80" keywordseo="cit" source="Orion">CIT</keyword>) and <keyword id="35542" type="General" weightage="50" keywordseo="personal-income-tax" source="Orion">Personal Income Tax</keyword> (<keyword id="69256" type="General" weightage="80" keywordseo="pit" source="Orion">PIT</keyword>) in terms of gross revenue collections is concerned, the growth rate for CIT is 16.73 per cent, while that for PIT (including STT) is 32.30 per cent. After adjustment of refunds, the net growth in CIT collections is 16.29 per cent and that in PIT collections is 17.35 per cent. Direct tax collection grows 23.8% to  ₹ 8.98 lakh cr till Oct 8

The committee voted 24-16, along party lines, to publicize the tax filings in the coming days. Ways and Means Committee member Rep. Dan Kildee of Michigan told reporters on Capitol Hill Tuesday evening that the panel would be releasing two reports covering the IRS audit program of presidential tax returns, legislative recommendations to strengthen tax transparency, and six years of Trump's tax filings — after all personal identifying information has been redacted.<a href="https://bi.slack.com/archives/C04FNL1C0H5/p1671583415206579"></a>House Ways and Means Committee chairman Richard Neal told congressional reporters that scrubbing all the documents would probably take a few days. The outcome caps a protracted legal battle that involved heated exchanges on Capitol Hill, ping-ponging throughout the court system — culminating in a US Supreme Court stacked with three Trump appointees <a href="https://www.businessinsider.com/supreme-court-rejects-trumps-bid-to-withhold-taxes-from-congress-2022-11">denying his last-ditch appeal for political cover</a> — and lots of "see-they're-out-to-get-me" messaging from the uncooperative Trump White House. The committee opened its hearing publicly for a few minutes on Tuesday afternoon before proceeding with a closed-door meeting that ran more than four-and-a-half hours. Neal said after the evening vote that the redaction process would remove information like social security numbers, street addresses, personal identification numbers, and banking information. "Did we have enough time to conduct the review? Yes we did," Neal told reporters after the meeting, praising Ways and Means staff for combing through the trove of documents in under a month.He also revealed that the non-partisan Joint Committee on Taxation — a scorekeeping agency — <a href="https://www.documentcloud.org/documents/23475958-trump-taxes-jct-report?responsive=1&amp;title=1">assisted with the review</a>, and said its findings would be reflected in one of the two forthcoming reports.Retiring Democratic Rep. Stephanie Murphy of Florida, who also served on the Select Committee investigating the January 6 attack on the US Capitol, was one of the yes votes for releasing Trump's tax filings.The information the committee is releasing may for the first time reveal the exact details of Trump's personal wealth, his tax payments, and his charitable giving — or could contain a summary. Some of this was already revealed in 2020 when The New York Times <a href="https://www.nytimes.com/interactive/2020/09/27/us/donald-trump-taxes.html" target="_blank" rel="noopener">obtained </a>decades of Trump's tax information. The Times' reporting revealed that Trump reported losing vast sums of money over an extended period and that he paid no federal income tax for years. Trump 2024 campaign spokesman Steven Cheung blasted Democratic lawmakers for the forthcoming release of the highly anticipated tax records."This unprecedented leak by lameduck Democrats is proof they are playing a political game they are losing," he texted Insider, adding that if House lawmakers were truly interested in financial transparency they would release outgoing Speaker Nancy Pelosi's tax filings."Alongside their insider trading and shady stock deals, Congress needs to legitimately investigate their self-enriching financial scams," Cheung wrote. He also echoed House GOP claims that targeting Trump wouldn't be the end of it."If this injustice can happen to President Trump, it can happen to all Americans without cause," Cheung wrote.<div type="image" title="Donald Trump" height="1772" width="2363" msid="96384947" hostid="261"></div><h2>Democrats said Trump didn't get a presidential IRS audit</h2>The unusual use of congressional authority to examine private tax returns came about after <a href="https://www.businessinsider.com/donald-trump-key-cases-civil-criminal-investigations-lawsuits-updates-2022-7">scandal-plagued</a> Trump bucked decades of tradition by refusing to publicly release his filings while running for president in 2016, and throughout his single term in office. Trump's go-to argument had been that he was under audit. In fact, the IRS has a program to automatically audit all US presidents to search for any potential conflicts of interest. But Democrats revealed on Tuesday evening that they found Trump had not been under presidential audit. Neal told reporters the IRS program had been "non-existent," adding that no one at the agency fully reviewed Trump's taxes. Democratic Rep. Lloyd Doggett of Texas told CNN that "the IRS did no audits at all until such time as they received" the document request from Neal. Democratic Rep. Judy Chu also said the only time the mandatory presidential audit program kicked in during the Trump years was when Neal wrote the IRS a letter asking about it."And none of the audits were completed," she said of the lack of follow-through by the federal tax agency.As part of the committee's findings, Neal introduced <a href="https://www.documentcloud.org/documents/23476005-attachment-j-discussion-draft-of-legislation-neal_048_xml?responsive=1&amp;title=1">a bill</a> requiring the IRS to conduct mandatory audits of future presidents within 90 days of them taking office. The bill would have to clear both chambers within the next few days, before the end of this Congress, to become law."We think the mandatory audit program needs to be bolstered and boostered," Neal said.It's still possible that Trump was under audit for an unrelated matter, Kildee said.US Treasury officials <a href="https://www.businessinsider.com/house-committee-donald-trumps-federal-tax-returns-from-irs-2022-11">gave Neal Trump's tax filings</a> for 2015-2020 in late November. He put in for access to the sensitive financial records in April 2019, asking the Internal Revenue Service to share the information so the committee could review the agency's auditing process. "After a long process, this was not about being punitive, it was not about being malicious, and there were no leaks from the committee," Neal said at the conclusion of the vote. "We adhered carefully to the law." Staff counsel told Neal to avoid doing cable TV hits and fundraising off the tax returns to avoid any air of impropriety, he said, adding, "The idea was to prepare the case." The twice-impeached former president<a href="https://www.businessinsider.com/donald-trump-running-for-president-2024-campaign-announcement-2022-11"> recently announced</a> that he's running again in 2024. The House Select Committee investigating the<a href="https://www.businessinsider.com/january-6-oral-history-capitol-attack-insurrection-timeline-investigation-2021-10"> January 6, 2021 siege at the US Capitol</a> pressed the Department of Justice to<a href="https://www.businessinsider.com/january-6-committee-trump-criminal-referral-doj-capitol-riot-2022-3"> criminally prosecute him for inciting the violent riot</a>. The Trump Organization, Trump's family-run business,<a href="https://www.businessinsider.com/trump-organization-found-criminally-liable-in-manhattan-tax-fraud-trial-2022-12"> was found guilty</a> of tax fraud earlier this month. The verdict means Trump's company now risks up to $1.6 million in penalties on its January 13 sentencing date. Neal and other Democratic tax writers have been deliberating about how to handle Trump's tax documents for weeks. Panelists who participated in a December 2 meeting seemed to<a href="https://www.businessinsider.com/house-democrats-wrestle-with-publicizing-donald-trumps-tax-returns-2022-12"> retreat into two camps that afternoon</a>: publish everything and proceed with caution. Retiring House Ways and Means Committee ranking member Rep.
