A parliamentary committee has recommended setting up population-based cancer registries in rural areas to help data-driven and evidence-based policy formulation. It has also suggested raising taxes on tobacco products citing that increasing their market price would make them less affordable. This will result in lower consumption and decrease the risk of tobacco-related diseases, including cancer, the panel said. The <keyword id="46535" type="General" weightage="80" keywordseo="health-ministry" source="Orion">health ministry</keyword> must pursue with the Department of Revenue to expedite the decision on raising taxes on tobacco products, the Department-related Parliamentary Standing Committee on Health and Family Welfare said in its 147th report. It was presented in <keyword id="48510" type="General" weightage="80" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword> on Friday. It said for better policy formulation on cancer treatment and uniform distribution of cancer care, there is an urgent need to have realistic information about the incidence and type of cancers across the country. The committee said that the health ministry should take appropriate steps to persuade state governments to participate in the formulation of the cancer atlas so that the entire Indian population is covered under Population Based Cancer Registries (PBCRs). This will help in data-driven and evidence-based policy formulation, it said. It suggested that PBCRs can be linked to the Ayushman Bharat Digital Mission to record data of cancer patients to get real-time information on cancer-related illnesses. "The committee has taken note that currently PBCRs cover 16 per cent of the Indian population only. Therefore, it is quite necessary that the National Cancer Registry Programme cover the population of India extensively, in order to have a unified national database for scientific understanding of epidemiology of cancer," the report said. Stressing a robust screening mechanism for cancer, the committee suggested that one day in a month can be fixed for cancer screening. While appreciating the government's impetus on an institutional framework for cancer care and management and financial support for combating cancer, the committee said cancer must be dealt with separately instead of being a part of other lifestyle and non-communicable diseases. It recommended the demerger of the National Cancer Control Programme (NCCP) from the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular diseases and Stroke (NPCDCS) to have a better focus on screening, early diagnosis and management of cancer. In its report, the committee said that in all the leftover districts Non-Communicable Diseases (<keyword id="131571" type="General" weightage="50" keywordseo="ncd" source="Orion">NCD</keyword>) clinics should be set up at the earliest and more healthcare professionals be trained for screening of common cancer. The panel highlighted that adequate human resource in cancer centres is crucial for their complete operationalisation and recommended setting up subsidised or free accommodation for patients and their relatives near cancer hospitals. The National Health Authority (<keyword id="672062" type="General" weightage="80" keywordseo="nha" source="Orion">NHA</keyword>) should consider including all types of cancer diagnostic tests under the Ayushman Bharat <keyword id="6524177" type="General" weightage="50" keywordseo="pradhan-mantri" source="Orion">Pradhan Mantri</keyword> Jan Arogya Yojana (AB-PMJAY), it said. It appreciated that in compliance with the committee's recommendations, the NHA has approved the inclusion of diagnostic tests under the AB-PMJAY with respect to breast, cervical and oral cancer. The committee noted that the health ministry has set up the e-Sanjivini Ayushman Bharat-Health Wellness Centre (AB-HWC), where doctor-to-doctor telemedicine services can be delivered through the hub and spoke model. It recommended that this model should be strengthened so that the opinions of experts can be provided to cancer patients in isolated and backward areas. The ministry should instruct National Cancer Grid (<keyword id="1502308" type="General" weightage="50" keywordseo="ncg" source="Orion">NCG</keyword>) officials to explore group negotiation of commonly used high-value cancer drugs with pharmaceutical companies through a transparent central tendering platform to have substantial discounts on cancer drugs. Since the mandate of the National Pharmaceuticals Pricing Authority is to ensure the availability of drugs at affordable prices, the committee reiterated that the pricing of cancer drugs should not be guided by profit as in the case of the other businesses. If it is not possible to reduce the profit margin of such drugs, the government may subsidise it, it said in its report. "The committee feels that the submission made by the Secretary, Department of Pharmaceutical, before the committee that over a period of about eight years or so the actual price increase in the drugs had been only between two to four per cent, does not mean that each manufacturer keeps the price of the drug below 10 per cent, as the mechanism permits them to make the hike up to 10 per cent," the report said. The committee said the government should rationalise the annual price hike limit of cancer drugs from 10 to five per cent in order to rescue poor cancer patients. It also suggested the ministry look at subsidising the healthcare cost for cancer patients and declare radiotherapy service as an essential commodity. The ministry should take the matter on board immediately and declare radiotherapy service as an essential commodity so that patients can get some relief from bearing the high cost of the service, it said. The Committee also pointed out the wrong information published by the private airlines on their websites, regarding the number of seats left in the flight and the prices of the tickets. "The level of misinformation can be gauged from the fact that even after the last tickets have been sold, the same number of seats show on the website, as indicated before the tickets sale. This indicates that airline operators are misguiding the public and forcing passengers to pay more," the panel said in the Demand for Grants (2023-24) report of the <keyword id="58151" type="General" weightage="50" keywordseo="civil-aviation-ministry" source="Orion">Civil Aviation Ministry</keyword>. In view of the above, it recommended that the Ministry should formulate appropriate guidelines regarding rationalisation of fares and publishing the correct information on the website of the airlines. It also pointed out that 'Predatory Pricing' is being restored to by the domestic airlines sector. "A particular airline may sell its air tickets at such a low level, that other competitors cannot compete and are forced to exit the market. A company that does this will see initial losses, but eventually it benefits by driving competition out of the market and raising its prices again," said the report. The Committee desired to know whether aviation regulator, the <keyword id="6354787" type="General" weightage="50" keywordseo="dgca" source="Orion">DGCA</keyword> had at any point of time intervened to check the fares of air tickets. It also expressed concern at the fact that in the domestic sector, private airlines are charging different fares for the same sector, route and same direction of flights. This is specifically so for the northeastern region and hilly areas including Jammu &amp; Kashmir and Ladakh, where the prices of domestic sector tickets are, sometimes, even more than the international airline sector prices. The Committee took note of the fact that after the repeal of the Air Corporations Act, 1953, the airfare is market driven and depends on market fares, and is neither established nor regulated by the government. "It notes the DGCA's comments that the airfares were regulated for a fixed period during the Covid pandemic in compliance with <keyword id="1773277" type="General" weightage="50" keywordseo="aircraft-act" source="Orion">Aircraft Act</keyword>, 1934 and the regulation was withdrawn as the Covid pandemic abated and that airlines are free to fix reasonable tariffs under the Aircraft Rules, 1937, with regard to cost of operation, services, reasonable profit and generally prevailing tariff," said the report. Airlines misguiding people, forcing passengers to pay more, says Parl Panel

Amid a tussle between the <keyword id="6362177" type="UNKNOWN" weightage="20" keywordseo="Union-government">Union government</keyword> and <keyword id="6354616" type="UNKNOWN" weightage="20" keywordseo="Twitter">Twitter</keyword> over the new IT rules, members of a <keyword id="85516" type="PERSON" weightage="20" keywordseo="Parliamentary-panel">parliamentary panel</keyword> on Friday strongly objected to Twitter India officials' observations that they abide by their policy and categorically told them that the rule of land is supreme. According to sources, members of the Parliamentary Panel on <keyword id="6363148" type="UNKNOWN" weightage="20" keywordseo="information-technology">Information Technology</keyword> also asked Twitter why it should not be fined as it has been found "violating" rules of the country. Earlier this month, the Centre issued a notice to Twitter giving it one last chance to "immediately" comply with the new IT rules and warned that failure to adhere to the norms will lead to the platform losing exemption from liability under the IT Act. The Parliamentary <keyword id="6355940" type="UNKNOWN" weightage="20" keywordseo="standing-committee">Standing Committee</keyword> on Information and Technology, chaired by Congress leader <keyword id="42749" type="PERSON" weightage="20" keywordseo="Shashi-Tharoor">Shashi Tharoor</keyword>, had last week summoned Twitter over issues related to misuse of the platform and protection of citizens' rights. Twitter and the Centre have been at loggerheads over several issues for the last few months. The microblogging site had faced backlash when it briefly removed the 'blue tick' verification badge from the personal account of Vice-President M Venkaiah Naidu and of several senior RSS functionaries, including its chief Mohan Bhagwat. Earlier, Delhi Police had sent a notice to Twitter, seeking an explanation of how it described an alleged "Congress toolkit" against the Central government as manipulated media. The police reportedly had also questioned Twitter India MD Manish Maheshwari on May 31 and visited the Twitter India offices in Delhi and Gurgaon on May 24 over the toolkit issue. Rule of land supreme, not your policy: Parliamentary panel on information technology to Twitter

The government is expected to propose amendments to the competition law after taking into consideration various suggestions of a Parliamentary panel, in the upcoming <keyword id="105431" type="General" weightage="100" keywordseo="Budget-session" source="Orion">Budget session</keyword> of <keyword id="6354721" type="General" weightage="80" keywordseo="parliament" source="Orion">Parliament</keyword>, according to a senior official. Besides, discussions are going on with respect to amendments to the <keyword id="6354456" type="General" weightage="50" keywordseo="insolvency-and-bankruptcy-code" source="Orion">Insolvency and Bankruptcy Code</keyword> (<keyword id="192838" type="General" weightage="50" keywordseo="ibc" source="Orion">IBC</keyword>) as well as the Companies Act, 2013. The official also said that the corporate affairs ministry is examining a Parliamentary panel's suggestions for having a new digital competition law. The ministry is implementing the Competition Act, IBC and the Companies Act, and amendments to these laws are expected this year. A bill to amend the competition law was introduced in Parliament on August 5 last year and was later referred to the <keyword id="403206" type="General" weightage="50" keywordseo="parliamentary-standing-committee-on-finance" source="Orion">Parliamentary Standing Committee on Finance</keyword>. The panel tabled its report on December 13 last year and the ministry will now be coming up with an amendment bill after taking into consideration various recommendations of the committee. In its report, the Parliamentary panel recommended various changes to the bill to amend the competition law, including bringing cartels under the scope of settlements as a "pragmatic recourse". Amendments to competition law likely in Budget session

The Parliamentary Panel on IT has summoned representatives of Facebook to appear before the committee on September 2 to discuss the subject of "safeguarding citizens' rights and prevention of misuse of social/online news media platforms including special emphasis on women security in the digital space". Officials of the IT Ministry have also been asked to be present during the meeting, as per an official statement. The development comes amid a full-fledged battle between the BJP and the Congress on the issue of Facebook and a BJP committee member demanding removal of panel Chairman, Congress' <keyword id="42749" type="PERSON" weightage="20" keywordseo="Shashi-Tharoor">Shashi Tharoor</keyword>, from the post. Facebook row escalates as BJP leader asks for Shashi Tharoor's removal from Parliamentary Panel

New Delhi, Mar 12 () A parliamentary panel on Thursday suggested separation of investigation wing of SFIO from the prosecution wing, and also red-flagged staff shortages at the white-collar crime probe agency. The panel also took note of high vacancies at the Competition Commission of India (CCI). In a report tabled in Parliament on Thursday, the Standing Committee on Finance said, "The investigation wing of SFIO should be separated from the prosecution wing. For that purpose it would be prudent to create a separate directorate of prosecution, independent of the investigation wing". It also suggested that the personnel on the investigation and prosecution side should be provided comprehensive training in all relevant areas or methodologies. Also, they should be adequately sensitised to legal jurisprudence. The panel said it finds it alarming that in a key multi-disciplinary statutory investigation body like the Serious Fraud Investigation Office (SFIO), 37 per cent of posts are lying vacant, with only 84 out of the total 133 sanctioned posts in place at present. Given the quantum and complexity of case load and specialised skills required to handle the same, the committee said, "vacancy rate is unacceptably high, with obvious consequences for the efficiency of the organisation". It said that out of the total sanctioned posts of 195, as many as 73 posts are lying vacant in CCI and the mode of recruitment in office of Director General (DG), CCI is only through deputation, where as many as 23 positions are lying vacant out of the 41 sanctioned. The committee noted, "an important office like that of DG, CCI is functioning with less than half of the required staff and even the post of DG is lying vacant". The panel hoped that recommendation of the high level committee on review of Competition Act 2002 for merger of DG office with CCI as per international practice would be implemented soon to get over the vacancy problem and thus improve the overall functioning of the commission in the face of new developments like cross border mergers, sectoral overlaps, new business models and monopolistic business trends, e-commerce models among others. Parliamentary panel suggests separation of SFIO's investigation, prosecution wing

New Delhi, Mar 3 () A parliamentary panel on Tuesday suggested lower GST rate for the automobile segment at least till the revival of the sector, and uniform road tax across all states against the backdrop of negative growth in the automobile production since July 2018. A parliamentary panel had examined the Demands for Grants 2020-21 of Department of Heavy Industry (DHI) and tabled its report in Parliament. The automobile industry in India is one of the largest and fastest-growing sector and constitutes 27 per cent of industrial gross domestic product (GDP) and 49 per cent of manufacturing GDP. It provides about 37 million direct and indirect jobs and 15 per cent of total GST collection amounting to Rs 1.5 lakh crore. "But, the committee observes that of late, there is a negative growth in the automobile production since July 2018," said the report. The committee noted that some of the factors that contributed to slowdown are non-availability of credit facility to consumers, stringent rules for loan sanction by banks, rise in price due to the upfront payment of third-party insurance for 5 years, introduction of BS-VI vehicles from April 2020; and higher rate of GST on automobiles and components. Amid slowdown in the sector, the committee, among other things, recommended to either suspend or postpone the upfront payment of insurance for 5 years for the time being and reduction in GST rate to a lower slab "at least till the revival of the auto sector". Further, it made a case for introduction of incentive-based scrappage policy for creating purchase demand for new vehicles, reduction in import duty on lithium-ion cell battery which is used for operating the e-vehicles and levy of uniform road tax across all states. The report said the committee "is pleased to note" that the Delhi-Chandigarh highway has been declared as the first e-vehicle friendly expressway of the country. It desires that other expressways, including Delhi-Jaipur and Mumbai-Pune expressways, may also be made completely e-vehicle friendly soon with charging infrastructure in place at regular and frequent intervals. The Standing Committee on Finance, headed by Jayant Sinha, in a report noted that a scrutiny of the budget of the Ministry of Planning reveals under-utilisation of funds in important areas. The budget estimates (BE) for the ministry for the year 2020-21 stand at Rs 650 crore. According to the report, under the head Development Monitoring and Evaluation Office (DMEO), out of allocated funds of Rs 11 crore for 2019-20, only Rs 6.18 crore was utilised till December 2019, which is 56.18 per cent of the total allocation. Similarly, for Official Development Assistance (ODA) from Japan International Cooperation Agency (JICA) for Sustainable Development Goals (SDGs), out of the allocated funds of Rs 120 crore, only Rs 61 crore was utilised, which is 50.83 per cent of allocation. The committee said it is constrained to note that even after four years of the constitution of DMEO, which comes under the Niti Aayog, more than 100 positions are vacant out of the sanctioned strength of 157. Noting that a large number of private professionals and consultant firms are being engaged by the ministry, especially for evaluation of schemes, the report said "the Committee expect that the qualifications are well laid down and recruitment are done in a transparent manner and open tendering process be followed for engaging the consultant firms." Appreciating Niti Aayog for bringing out SDG India Index 2019 covering all SDGs, the panel said it would like to recommend the ministry to consider options of bringing out a similar index taking districts as the base. Parliamentary panel pulls up planning ministry for under-utilisation of funds

New Delhi, Dec 10 () A parliamentary panel has taken note of "multi-year pattern of high vacancies and lack of human resources" at various entities under the corporate affairs ministry and has called for addressing the issues at the structural level.
 The Serious Fraud Investigation Office (SFIO) and the Competition Commission of India (CCI) are among the institutions under the ministry that are well short of their respective sanctioned strength.
 In a report tabled in Parliament on Tuesday, the Standing Committee on Finance noted that the ministry's various regulatory entities are critically important for a smooth-functioning economy.
 The "multi-year pattern of high vacancies and lack of human resources should be addressed at a structural level so that these gaps are closed as soon as possible... They should be suitably equipped in terms of human capital and systems so that they can provide necessary support to the economy", the panel said.
 Out of the 195 sanctioned posts at the CCI, the panel said 123 positions have been filed and the rest are vacant. The ministry should in all urgency endeavour to fulfil the human resource requirements at the Commission in order to expedite the process of disposing of the huge backlog of cases, it added.
 As on September 30, the fair trade regulator received 1,037 cases related to anti-competitive conduct and that 162 cases were pending with the Commission, as per the report.
 Regarding SFIO, a white-collar crime probe agency, the committee noted that out of 133 sanctioned posts, only 66 posts are filled up by regular incumbents and 6 officers have been posted on a loan basis.
 The report said the ministry has informed that efforts are being made to improve the vacancy situation by expediting the selection process, incentivising posting of officials by special grant of 20 per cent of basic pay and engagement of technical consultants.
 "The committee are of the view that keeping in mind the large number of cases and the rising workload with greater complexity, the ministry should strengthen the workforce in SFIO and equip them with the requisite expertise and motivation to fulfil the mandate.
 "It also needs to be ensured that the cases referred/taken up are investigated thoroughly and in a professional manner with a view to improving their prosecution outcomes," the report said.
 Besides, the panel has called for expeditiously addressing the manpower requirements of the Investor Education and Protection Fund in order to meet the increasing number of claims filed as well as to fulfil its objective of spreading awareness among investors.
 The committee also noted that the National Company Law Tribunal (NCLT) and the National Company Law Appellate Tribunal (NCLAT) are "seriously under-staffed and under-funded" as a result of which there is a massive pendency of critical cases.
 "This has rendered these important tribunals unable to work to their full potential and to meet the demands of laws like the IBC (Insolvency and Bankruptcy Code) which are therefore being rendered ineffectual.
 "The Committee feel that in order to tackle the huge pendency of cases, more benches of NCLT with adequate manpower are required, for which the recruitment rules may be finalised at the earliest and that implementation of version 2 of e-courts should be expedited for faster resolution of cases," the report said.

But, there is a peculiar situation in India, where the car makers and the dealers can’t agree whether the sales in the month of November were good or not! The recommendation from the Parliamentary panel has come at a time when car makers like Maruti and Mahindra &amp; Mahindra have already announced discounts⁠— a usual fair at the end of every year⁠— after a losing an entire year to the pandemic and its extended impact. The recovery of this segment of industry is important because it employs a large number of people, many unskilled or less-skilled ones, and as per the panel’s estimate, 345,000 people have already lost their jobs. These are major items recommended by the Parliamentary Standing Committee: <ul><li>Consider wages paid to contract workers as charity: The committee recommended that the expenditure incurred by automakers for making payments to the temporary and contract labour during the lockdown period should be eligible as corporate social responsibility (CSR) expense. This move will help the automaker from tax paid on salaries. </li></ul><ul><li>Give more time to pay suppliers and vendors: It also recommended that the condition to avail ITC (Input Tax Credit) requiring payment of invoice to the supplier within 180 days of invoice to be done away with, till the situation returns to normal. Or at least should be provided with a waiver of interest which is charged from the date of invoice of the supplier, as most payments to the vendors will be deferred in the present scenario. The input credit helps the automaker to reduce the already paid raw material tax at the time of paying tax on output. </li></ul><ul><li>Reduce need for testing and regulatory approvals: A provision should be made for acceptance of self-certification by OEMs, instead of testing and approval by Government agencies for meeting regulatory requirements. Also a prioritised attention should be given to new approvals of alternate materials/parts identified for testing for compliance and validation purposes and fast track approvals by testing agencies. </li></ul><ul><li>Double the waiver on demurrage charge: Instead of 50%, 100% waiver on demurrage charges to be provided at the Airports/Seaports and rail yards until 1 month post resumption of full commercial production. </li></ul><ul><li>Reduce depreciation on value of vehicles: To make up the lost sales in March 2020 vehicles purchased till May 30 be permitted to enjoy 6 months depreciation in FY 2019-2020 — which will help in stimulating sales. </li></ul><ul><li>Discount on research and development: The government should also give a temporary exemption on import/export taxes and a 50% discount in testing prices in National Automotive Testing and R&amp;D Infrastructure Project (NATRIP) facilities.</li></ul><ul><li>More loans for dealers, but with less collateral: The Committee also recommended that the collateral norms for regular loan products for Auto Dealers should be moderate for availing required finance. It addressed that though banks have been facing various challenges because of bad loans, however, they should not look at all financial lendings with the same eye as the recovery rate is very high in the <keyword id="46265" type="PERSON" weightage="20" keywordseo="Auto-sector">auto sector</keyword>.</li></ul><ul><li>Financial incentives in the Scrappage Policy: The committee said that in addition to setting of Automotive Vehicle Scrapping Facility (AVSF) centres across the country, the government should make provisions for upfront financial incentives in the Scrappage Policy to boost demand for purchase of new vehicles. </li></ul><ul><li>GST reduction: To mitigate this cost increase, the Committee said the reduced GST rate to 18% from 28% at the moment. It said it will bring down a sizable amount in vehicle price creating more demand for newer vehicles. India’s auto stocks cheer after Parliamentary Panel agrees that they need more stimulus and the dealers need loans with less collateral

It submitted a 25-page report arguing its stance. However, it held no sway with the committee. The JPC questioned Google over its relationship with China — and the Chinese Navy in particular. It was also asked about its market control when it comes to the smartphone market since more than 90% of smartphones manufactured worldwide use Google’s Android platform as their operating system. Considering the mountain-high revenues the company generates in India, Google was asked if it thought the effective tax rate it paid was ‘absurdly low.’ Google evaded some questions and was unable to answer others. The head of the committee, Meenakshi Lekhi, has instructed the international giant to submit a detailed affidavit in one week. “They themselves are the platforms, sellers, and news agencies. And Google itself has the control button to which information will come first, which will come later or which news will flash and which will be suppressed. However, yesterday, both Amazon India and Amazon Web Services showed up, according to <a href="https://www.cnbctv18.com/technology/amazon-appears-before-joint-parliamentary-committee-following-misunderstanding-7327321.htm">CNBC TV-18.</a> The company claimed that the entire episode was a ‘misunderstanding’ due to international travel restrictions given the coronavirus pandemic. Amazon was questioned over its revenue model and how much tax it pays in India. And, since India is a considerable part of its revenue generation, the committee also questioned the company over how it reinvests back in the country. The committee had earlier asked Twitter to submit a public apology and submit an affidavit regarding the issue. “Leh being shown as a part of China can be construed as an act of treason and is punishable with unto seven years of imprisonment,” Lekhi told <a href="https://www.hindustantimes.com/india-news/act-of-treason-parliament-panel-slams-twitter-on-leh-map-fiasco/story-kBG0bJcSHp2bQQblA1gbCJ.html">Hindustan Times</a>. “The committee was unanimous in flagging the issue and expressed its stern disapproval.” Twitter also came under fire for its practices regarding hate speech and taking down on accounts. Paytm acknowledged that 35% of its investment was Chinese but that investors don’t have any say in how the company is run. They also clarified that while some personal and sensitive data may be transferred outside India for ‘processing,’ this only occurs when there is explicit consent from the user. Google, Amazon, Twitter, and Facebook remain apprehensive about India’s new data laws but Paytm is open to regulation

Several members in a parliamentary panel have pitched for quick implementation of the Centre's proposed move to double salary and allowances of MPs and insisted that report of any government-constituted committee on the matter must be channelled through it. 
 

	At a meeting of the Joint Committee on Salaries and Allowances of Members of Parliament yesterday, a number of MPs favoured routing of report of any independent mechanism, being set up to review salary and allowances of MPs, through the panel, which draws its power from Parliament, sources said. 
 

	They said before the report is handed over to the government it should be vetted by the committee.
 

	The members also insisted their pay and perks should be equal to that of the Cabinet Secretary, they said. 
 

	The Centre had in September last proposed to constitute a three-member Emoluments Commission to determine salary and allowances of Members of Parliament and it was endorsed at the two-day All India Whips Conference on September 29 and 30.
 

	The proposal had come in the backdrop of a controversy over a parliamentary panel's recommendations in June last to double the pay and perks of lawmakers.
 The Joint Committee, headed by BJP MP <keyword id="43254" type="PERSON" weightage="20" keywordseo="Yogi-Adityanath">Yogi Adityanath</keyword>, in its meetings in May and July last year had opined that there was need for an independent system/mechanism for review of salary and allowances of MPs. The committee suggested that while considering enhancement of salary, parameters like <keyword id="22195" type="COMPANY" weightage="20" keywordseo="Inflation">inflation</keyword> and hike in the salary of government officials should be taken into consideration. The panel also asked the <keyword id="1352011" type="ORGANIZATION" weightage="20" keywordseo="Parliamentary-Affairs-Ministry">Parliamentary Affairs Ministry</keyword> to place before it the proposal. 

	The Ministry representatives yesterday told the panel that a cabinet note has been prepared for doubling salary and allowances of MPs.
 To this, the panel members asked them to place the note before the Union Cabinet soon for its early approval so the proposals become a reality in this <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="Union-Budget">Union Budget</keyword>. The Budget session of Parliament begins on February 23 and the Union Budget will be presented on Feb 29. 

	An MP gets a salary of Rs 50,000 per month. In addition, Rs 2,000 per day is paid as daily allowance when an MP signs the register while attending Parliament sessions or House committee meetings. An MP is also entitled to Rs 45,000 constituency allowance every month -- Rs 15,000 for stationery and Rs 30,000 to employ secretarial assistance staff.
 

	In their sitting on October 20 last year, the committee decided to enhance the amount of Constituency Allowance from the present Rs 45,000 to Rs 75,000, which required an amendment in rules.
 

	MPs are also entitled for government accommodation, air travel and train travel facilities, besides three landline telephone connections and two mobile phones. They also get a loan of Rs 4 lakh to buy a vehicle.
