According to the Ministry of Parliamentary Affairs, the <keyword id="662516" type="PERSON" weightage="20" keywordseo="monsoon-session-of-Parliament">Monsoon session of Parliament</keyword> will include 18 sittings spread across 18 days with a total of 47 items on the docket - 45 bills and two financial items. Meanwhile, the opposition plans to bring up India’s border issue with China for debate today. Congress to question Modi’s remarks According to Ramesh, India’s situation concerning China has ‘weakened’ due to some of Prime Minister Narendra Modi’s statements — like the ‘no-intrusion’ remark back in June after the Galwan Valley clash that left 20 Indian soldiers dead and an undisclosed number of casualties on the Chinese side. “The greatest damage to our cause has been done by the Prime Minister’s own statement. He owes an explanation,” said Ramesh. The Prime Minister’s Office later issued a clarification that the media was twisting Modi’s words and putting out a ‘mischievous interpretation’. The statement asserted that Modi does recognise that over 43,000 square kilometers of territory “had been yielded under circumstances with which this country is well aware.” While the India-China border dispute will certainly be on the docket, the question remains on how much time will it take away from bills and ordinances that are up for debate. India-China border tension will be in focus as the Parliament's Monsoon session begins today

Fibre cable trumps radio communication Fibre cable is a more secure form of communication than radio communications, which the Indian Army uses. It would allow frontline troops to communicate with their bases without being heard. The radio communication that the Indian Army uses is encrypted — so not just anyone can tap into what is being said — but it does raise the likelihood of being intercepted. Officials told Reuters that the progress of laying down these fibre cables is happening at ‘breakneck speed’. Rajnath Singh to address Parliament on India-China border row as tensions continue to simmer in Ladakh

<ul><li>Indian Institutes of Information Technology (IIITs) in Surat, Bhopal, Bhagalpur, Agartala, and Raichur may be a step closer to becoming institutes of ‘national importance’ if the IIIT Laws (Amendment) Bill, 2020 is passed in the upcoming Monsoon session. </li><li>It will give the five IIITs the power to give out standardised technology degrees like Bachelors of Technology (B. Tech) and others. </li><li>The move aims at helping the IIITs attract more students and strengthen their research and development base. </li></ul>The fate of five Indian Institutes of Information Technology (IIITs) will be up for debate in parliament’s monsoon session that begins next week. Currently, they don’t have the power to grant degrees or diplomas. However, the Indian Institutes of Information Technology Laws (Amendment) Bill, 2020 — if passed — can change that. The IIIT Laws (Amendment) Bill, 2020: The proposal It proposes to declare IIITs in Surat, Bhopal, Bhagalpur, Agartala, and Raichur as institutes of ‘national importance’. It will give them the power to grant degrees and use the traditional Bachelors in Technology and other nomenclatures for its graduates. Right now, under the Societies Registration Act of 1860, these are the only five IIITs still left out of the loop. 15 others already have the power to grant degrees under the IIIT (Public-Private Partnership) Act, 2017. The significance If the new bill is passed, the central government will cover 50% of the cost under the PPP mode, 35% will be taken care of by the respective states and 15% by the industry stakeholders. The underlying justification for this bill is that the tag of ‘national importance’ and the power to grant standardised degrees will allow these institutions to attract more students and strengthen their research base in the field of technology. The bill was passed by the lower house — the Lok Sabha — earlier this year in March. It will now be up for debate during the Monsoon session of Parliament which is scheduled to kick off September 14. On the first day of the parliamentary session, the lower house will meet from 9:00 am to 1:00 pm, and the upper house will conduct their session from 3:00 pm to 7:00 pm. Following that, the Rajya Sabha will meet in the mornings from 9:00 am to 1:00 pm, and the Lok Sabha will take the afternoon shift between 3:00 pm to 7:00 pm. <ul><li>The amendment to the <keyword id="95281" type="PERSON" weightage="20" keywordseo="Essential-Commodities-Act">Essential Commodities Act</keyword> was introduced as a part of the slew of reforms that Finance Minister Nirmala Sitharaman introduced in May 2020 as relief measures for COVID-19 pandemic.</li><li>Through the amendments, better price realisation will be made possible for <keyword id="45092" type="COMPANY" weightage="20" keywordseo="farmers">farmers</keyword> and cereals, edible oils, oilseeds, pulses, onions and potatoes will be deregulated. </li></ul>The monsoon session of the parliament will begin on September 14, and one of the amendments that will be up for discussion is for the Essential Commodities Act. Introduced as a part of the slew of reforms that Finance Minister Nirmala Sitharaman introduced in May 2020 as relief measures for the COVID-19 pandemic and the ₹20 trillion stimulus package, the government had said it was a landmark decision which would help India’s farmers. The amendment was a step towards creating ‘One India, One <keyword id="6355165" type="UNKNOWN" weightage="20" keywordseo="agriculture">agriculture</keyword> market’. The Essential Commodities Act (ECA) was passed by the Union Cabinet in June and is now an <keyword id="152892" type="PERSON" weightage="20" keywordseo="Ordinance">ordinance</keyword>. The ECA will lapse if it doesn’t get cleared by the Parliament in this session. Amendments to the Essential Commodities Act Through the amendments, better price realisation will be made possible for farmers and cereals, edible oils, oilseeds, pulses, onions, and potatoes will be deregulated. Stock limits will be imposed only under exceptional circumstances like national calamities, famine with a surge in prices. No such stock limit shall apply to processors or value chain participants, or any exporter subject to export demand. According to PRS, a stock limit may only be imposed if there is: (i) a 100% increase in the retail price of horticultural produce; and (ii) a 50% increase in the retail price of non-perishable agricultural food items. What is referred to as Essential Commodity? Currently, essential commodities are defined as per the schedule within the act. The schedule entails drugs (fertilisers – inorganic, organic or mixed), petroleum and petroleum products, food products, raw jute and jute textiles, seeds of food crops, fruits, vegetables, and cattle fodder, jute seed, cottonseed. During this COVID-19 pandemic, face masks and hand sanitizers were added to the list. This was due to the scarcity of the products, and as there were cases of a price increase. However, deeming them essential the government notified that their prices cannot be increased. The notification was in force until June 30, and the two items <a href="https://economictimes.indiatimes.com/news/economy/policy/hc-rejects-plea-seeking-to-classify-masks-sanitisers-as-essential-commodities/articleshow/77611390.cms">aren’t classified</a> as essential anymore, once the availability in the market improved. What is the Essential Commodities Act initially implemented in 1955? The act was brought into place for the control of the production, supply and distribution of, and trade and commerce, in certain commodities. The act then allowed the government of India to control the price of essential commodities, and also decide to increase or decrease the supply of the product in the market. It also gives the government to regulate through licences, permits or otherwise the storage, transport, distribution, disposal, acquisition, use or consumption of any essential commodity. However, in recent years the Essential Commodities Act has come under a lot of debate. The ruling and the opposition acted like they were on a war and now both of them are waiting for the General Budget on February 1st. 
 <keyword id="5268" type="PERSON" weightage="100" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> recently attacked the Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword>, accusing him of personal corruption. This is likely to add fuel to the fire which turned the Winter Session as one of the least productive period in Parliament's recent history. 
 
The working between Modi and the opposition wasn’t ever proper, but demonetisation widened the gap. 
 Continued disruptions saw the Prime Minister not speaking a single word on the issue either in the Lok Sabha or the <keyword id="48510" type="ORGANIZATION" weightage="100" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> amid conflicting claims from rival sides. Modi and BJP time and again complained that the Prime Minister was not being allowed to speak while the Opposition hit back charging him with running away from debate in order to avoid inconvenient questions. 
 
The refrain of the Prime Minister's detractors was that he had all the time to address a pop concert but no time for Parliament. Opposition also alleged that the ruling side deliberately created an uproar on days when Rahul Gandhi planned to target the government, especially Modi. 
 
Now plans are afoot to advance the Budget Session and present the Union Budget 2017-18 on February 1, dispensing with the age-old practice of carrying out the exercise on February 28. 
 
With the chill setting in government-Opposition ties, the last session of Parliament in the year hardly saw any legislative action except for the passage of the Rights of Persons with Disability Bill by both the Houses. 
 
Significantly, this legislation was cleared after a brief debate with a rare bonhomie, which was missing from the entire Winter Session. 
 
The Budget Session also saw the Opposition and treasury benches giving credit to each other for introducing and piloting the Real Estate Bill. 
 The government changed its chief floor manager by bringing in Ananth Kumar as the Parliamentary Affairs Minister ahead of the Monsoon Session in place of M. <keyword id="74369" type="PERSON" weightage="100" keywordseo="Venkaiah-Naidu">Venkaiah Naidu</keyword>. 
 
2016 was, however, more productive than 2015 which had seen persistent disruptions during two sessions over a host of issues including Lalit Modi and Vyapam scam.

Winter Session was the most disrupted parliament session ever, thanks to demonetisation

At last, our lawmakers are taking their work seriously. As per a data, the <keyword id="83167" type="UNKNOWN" weightage="80" keywordseo="Parliament-session">Parliament session</keyword>, which concluded on Wednesday, was one of the most productive in 15 years. 
 The <keyword id="6355187" type="ORGANIZATION" weightage="80" keywordseo="Lok-Sabha">Lok Sabha</keyword>, or Lower House of the Parliament, worked for 123% of the scheduled time, whereas <keyword id="48510" type="ORGANIZATION" weightage="80" keywordseo="Rajya-Sabha">Rajya Sabha</keyword>, or Upper House, worked for 101%. 
 
Surprisingly, the Question Hour was also attended keenly, giving high number of responses, and money bills were also discussed more than they have been in the last three years. 
 
As per data collated by a think-tank, PRS Legislative Research, in Rajya Sabha, 31% of the scheduled questions were answered orally, the highest ever in the last 10 years, while in Lok Sabha 22% questions were answered orally. 
 
The session had the highest instances of recorded voting in the past 15 years. However in the 16th Lok Sabha, 17% of the bills were passed by recorded vote. 
On an average, in the past 15 years each Lok Sabha session recorded nearly 5% of the bills being passed by recorded voting. 
 
Another highlight was that no private members' bill has been passed in either of the Houses in the last 47 years and in this session, such a bill mooted by Tirucha Siva giving equal rights to transgenders was unanimously passed by the Upper House. 
 
Economic Times reported that in this session, one-third of the bills introduced replaced ordinances. As compared to 39% ordinances replaced by bills in this session, previous session like the 14th Lower House session saw 11% bills replacing ordinances, while in the 15th Lok Sabha, the number was just 8%. 
 
The session also saw passing of important legislations such as the black money bill and constitutional amendment for the Indo-Bangladesh land boundary agreement.

Reacting to the Hindenburg report, Samajwadi Party spokesperson Ghanshyam Tiwari on Sunday lashed out at the Modi government and said that the tenure of PM Modi will be known for 'Adani-waad'. "The whole world witnessed a different session with different ideologies but the term of PM Modi will be known as 'Adani-waad'. In this Adani-waad, they captured the whole economic system of India in such a way that Gautam Ad(<keyword id="19955648" type="General" weightage="20" keywordseo="Adani-Group" source="keywords" meta.keywordsubtype="org" meta.entityname="Adani Group" meta.hostid="83" meta.entityid="Adani Group">Adani Group</keyword>) could benefit, it looks like this is the only motive of PM Modi," he said. Referring to the Hindenburg Report alleging SEBI chief Madhabi Buch and her husband's stakes in "both the obscure offshore entities used in the Adani money siphoning scandal", Tiwari stated, "Hindenburg's report regarding the SEBI chief has triggered the integrity of the market regulator. Hindenburg alleged that SEBI is not investigating properly. Questions are being raised on the Adani Group continuously by the opposition. Anybody with a basic investigation can simply question how the Adani Group with different allegations of corruption, whether it is a coal scam or power, through the medium of offshoring, invested in the share markets. SEBI whose duty was to investigate and find out the criminals was deviating from the core issues." Aam Aadmi Party MP Sanjay Singh alleged that the Modi government is steeped in corruption and is trying to save "their friend Adani". Taking it to a social media post on X, Sanjay Singh wrote, "The Hindenburg revelations were hinted at 3 days before Modi ended the Parliament session. Modi Government is steeped in corruption from head to toe. To save his friend Adani, Modi Ji got the investigation done by the same SEBI Chairman who had committed the scam in connivance with Adani. It would be in the fitness of things if a joint parliamentary committee is constituted to go into all these issues at length," he said. Earlier in the day, shortly after US-based short seller Hindenburg Research on August 10 alleged that SEBI Chairperson Madhabi Buch and her husband had stakes in "both the obscure offshore entities used in the Adani money siphoning scandal," the SEBI Chairperson and her husband issued a joint statement rejecting the allegations. Madhabi Puri Buch and her husband accused Hindenburg Research, against whom SEBI has taken enforcement action, of character assassination. In the joint statement released to the media they said, "Our life and finances are an open book. All disclosures as required have already been furnished to SEBI over the years. We have no hesitation in disclosing any and all financial documents, including those that relate to the period when we were strictly private citizens, to any and every authority that may seek them. It is unfortunate that Hindenburg Research against whom SEBI has taken an Enforcement action and issued a show cause notice has chosen to attempt character assassination in response to the same." Earlier on Saturday, US short seller Hindenburg had alleged, "We had previously noted Adani's total confidence in continuing to operate without the risk of serious regulatory intervention, suggesting that this may be explained through Adani's relationship with SEBI Chairperson, Madhabi Buch." "What we hadn't realized: the current SEBI Chairperson and her husband, Dhaval Buch, had hidden stakes in the exact same obscure offshore Bermuda and Mauritius funds, found in the same complex nested structure, used by Vinod Adani," the report by the US hedge firm said. Hindenburg Research said it has made the new allegations based on documents provided by a whistleblower and investigations carried out by other entities. In January 2023, Hindenburg published a report accusing the Adani Group of financial irregularities, leading to a significant drop in the company's stock price. The group at the time had rubbished these claims. The Hindenburg report alleged stock manipulation and fraud by the conglomerate. The case is related to the allegations (part of a report by Hindenburg Research) that Adani had inflated its share prices. After these allegations were published, there was a sharp fall in the shares of various Adani group companies' stocks. In January 2024, the Supreme Court refused to transfer the probe into the allegations of stock price manipulation by the Adani group to an SIT and had directed market regulator SEBI to complete its probe into two pending cases within three months. Earlier this year, the SC also dismissed a plea seeking to review the verdict that had sought investigation by the market watchdog SEBI in the Adani-Hindenburg case.

"Only the Modi government had the moral courage to fulfil the demand for women's reservation which was proved by the approval of the cabinet. The Cabinet meeting chaired by Prime Minister Narendra Modi went on for over 90 minutes. Cutting across political lines, leaders have demanded the introduction of the women's reservation bill, which guarantees a 33 per cent quota in Lok Sabha and state assemblies. The Women's Reservation Bill passed by the Rajya Sabha in 2010 had provision for 33 per cent reservation for women in Lok Sabha and state assemblies. Earlier addressing the media, the Prime Minister said that "historic decisions" will be taken this Parliament session which may be of short duration but is big on occasion. The cabinet meeting was attended by Union ministers including Rajnath Singh, Amit Shah, Piyush Goyal, Pralhad Joshi, S Jaishankar, Nirmala Sitharaman, Dharmendra Pradhan, Nitin Gadkari and Arjun Ram Meghwal. Ever since it was announced that the Parliament session would be held from September 18-22, there has been speculation on various bills, including the women's reservation bill. In his remarks in Lok Sabha on the discussion on 75 years of Parliament, he asserted that the contribution of women parliamentarians has been on the rise over the years. Congress spokesman Jairam Ramesh welcomed the "reported decision" of the Union Cabinet. "It's been a long-standing demand of the Congress party to implement women's reservation. W "We welcome the reported decision of the Union Cabinet and await the details of the Bill. This could have very well been discussed in the all-party meeting before the Special Session, and consensus could have been built instead of operating under a veil of secrecy," Ramesh said on X.
