After the sporting extravaganza that was the Paris Olympics, the sporting action will continue with the Paris <keyword id="20396851" type="General" weightage="100" keywordseo="Paralympics" source="keywords">Paralympics</keyword> from August 28 onwards. PCI on Tuesday announced the appointment of Satya Prakash as the Chef de Mission for the Indian Paralympic team for the competition. He brings with him over a decade of dedicated service and experience within the Paralympic movement. Speaking to ANI, Satya Prakash said, "This day is a historic one for me. I have been chosen as the Chef-De-Mission for the Indian contingent at the Paris Paralympics. I will fulfil this duty with great responsibility. I am thankful to PCI and the central government for considering me capable for this job." Noting the progress India has made over the years in the Paralympics, including four medals in 2016 and a massive 19 medals at the 2020 <keyword id="20830393" type="General" weightage="20" keywordseo="Tokyo-Paralympics" source="keywords">Tokyo Paralympics</keyword>, Satya Prakash said, "We are expecting at least 25-30 medals this time. We are expecting at least eight to ten gold medals. As Chef de Mission, Sangwan will lead India's largest-ever contingent of 84 para-athletes competing across 12 sports disciplines. His role will be pivotal in ensuring that the Indian team has the support and guidance they need to excel on the global stage. The position of Chef de Mission is a multifaceted role that requires leadership, mentorship, and strategic planning. Sangwan will be responsible for overseeing the seamless operation of the national delegation, fostering a positive and supportive environment, and inspiring the athletes to perform at their best. At 2020 Tokyo Paralympics, India won five gold medals, eight silver and six bronze medals, bringing home a record-total of 19 medals.

India expecting 25-30 medals, at least 8-10 gold in Paralympics: PCI Vice-President

<keyword id="150205" type="General" weightage="100" keywordseo="amartya" source="Orion">Amartya</keyword> Chakraborty, a 19-year-old three-time former national para-swimming champion, passed away at the GB Pant Hospital here on Wednesday due to "sudden cardio-respiratory arrest". Amartya, who hailed from <keyword id="314667" type="General" weightage="50" keywordseo="salkia" source="Orion">Salkia</keyword> in Howrah district in West Bengal, was undergoing treatment at the hospital for a spinal cord disorder, which had left his lower body almost paralysed. The champion swimmer, who won around 30 medals at the national level, made his mark in the sub-junior and junior levels between 2015 and 2017 after he was classified under temporary disability category. But he was not allowed to compete in the Asian Youth Para Games in Dubai in December 2017 following a protest over his disability. He was disqualified soon after and declared "ineligible" by the <keyword id="381222" type="General" weightage="50" keywordseo="international-paralympic-committee" source="Orion">International Paralympic Committee</keyword> (IPC). A report in saachibaat.com had said days before the champion swimmer's death that Amartya's condition was serious and his father wasn't able to afford his treatment in a private hospital. The report said that, Amartya's spinal cord had become "completely unbalanced" and the lower part of the body had stopped working. "In medical terms, this is called arteriovenous malformation (AVM). As a result, he is lying on the bed," the report had said. His father, Amitosh, had been quoted as saying that the treatment of his son was only possible at AIIMS (Delhi) or in hospitals in England and the US, and it would cost around Rs 50 lakh to treat him abroad. The report also said that renowned <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> swimmer <keyword id="13668138" type="General" weightage="50" keywordseo="meenakshi-pahuja" source="Orion">Meenakshi Pahuja</keyword> was "doing everything possible" to get Amartya back on his feet, adding that the swimmer's parents had knocked on every door, including the Sports Ministry, Sports Authority of India, <keyword id="170191" type="General" weightage="50" keywordseo="paralympic-committee-of-india" source="Orion">Paralympic Committee of India</keyword> for help. Russian Olympic Committee's Sergey Malyshev took home the bronze with an effort of 196.8. Earlier in the qualifying round, Adana progressed to the medal round in fourth place with a total of 536 while Narwal shot 533 to qualify at seventh at the Asaka Shooting Range. The other Indian in the fray, Akash failed to make the final, finishing 27th in the qualifying round. In the first game, Zhou broke off from 3-3 to move ahead. Patel tried to keep herself within touching distance with a superb serve at 5-7 and a forehand flick but the Chinese managed to earn the bragging right with a deep push at the baseline. The second game was a one-way traffic as Zhou jumped to a 7-1 lead early on. Patel narrowed it down to 4-7 but the Chinese soon grabbed a 2-0 lead. Pushed to the brink, Patel tried to script a recovery as she moved neck and neck with her opponent till 5-5 in the third game. But Zhou once again moved ahead and sealed the contest with a backhand shot. Patel started playing the sport 13 years ago at the Blind People's Association at Vastrapur area of Ahmedabad where she was a student of ITI for people with disabilities. There, she saw visually impaired children playing table tennis and decided to take up the sport. She won her first medal in a competition while representing Rotary Club in Ahmedabad, where she is settled now after her marriage to Nikunj Patel, who has played junior cricket for Gujarat. Tokyo Paralympics: Paddler Bhavinaben Patel wins historic silver in women's singles table tennis

By Philem Dipak Singh New Delhi, Apr 26 () Not all of them are impacted as they depend solely on the government to run the show, but some National Sports Federations have begun to feel the pinch of reduced corporate funding due to the COVID-19 pandemic. Except for the BCCI, all national sports bodies get funds from the ministry under the Scheme of Assistance to National Sports Federations. The budge set aside for them this year is an accumulated Rs 245 crore. It covers almost everything -- athletes' training and equipment needs, participation in international tournaments, exposure trips abroad, and hosting of national and international events in the country. Every year, the NSFs have to submit their Annual Calendar for Training and Competitions (ACTC) proposals to get their share from this fund. But, a lot of NSFs are not solely relying on the government. To host additional events and organise tournaments on a bigger scale or to spend on other heads, they are open to private sector funding. The government has even made provisions to enable corporate houses to spend money from their Corporate Social Responsibility (CSR) funds for sports activities. Cycling Federation of India (CFI) and Paralympic Committee of India (PCI) are among the sports bodies which are expecting reduction in assistance from the CSR funds. The Athletics Federation of India and the Indian Weightlifting Federation, however, said they will not be impacted at all. "Certainly, there is going to be reduction in CSR fund component which we get from the private sector due to this coronavirus outbreak. The private sector is hit hard and it will have an impact on corporate funding in sports," CFI Chairman Onkar Singh told . He said the CFI has been receiving funds from Honda Motors in the last few years, which add up to more than Rs 1 crore annually. "We submitted project proposal for this year in February but they (Honda Motors) are yet to approve it," Singh said. The COVID-19 pandemic has forced postponement of sports events scheduled in the next few months but international federations are hoping to restart sometime in the second half of the year. CFI's most prestigious international event is the Track Asia Cup -- approved by world body UCI -- which usually happens in New Delhi in September-October, and Singh said the continental tournament is still on at this moment. "...we will know more about this event depending on how this pandemic unfolds. All the international events have been postponed as of now and UCI will take a decision in June on the future course of action," Singh said. PCI Secretary General Gursharan Singh also said the COVID-19 pandemic will have impact on its financial well being. "Yes, there will definitely be reduction of CSR funding to PCI in current financial year due to severe economic slowdown. As most of the corporate houses have already exhausted their CSR funds due to their generous contribution to the PM CARES fund, the contribution to sports bodies will not be a priority," he said. "PCI has already chalked out its financial plan for the year 2020-21 very meticulously since Tokyo Paralympic Games are now to be held in 2021 and therefore we hope to sail through," he added. PCI gets funds from Citibank Global (through a tripartite arrangement with world body IPC) and Hero Motors. Gursharan said CSR funding from State bank of India faced problems last year. IWLF, however, does not expect any difference as far as its financial situation is concerned. "We don't get corporate funding, all our activities and events are conducted from the funds we get from the sports ministry," IWLF Secretary General Sahdev Yadav said. Treasurer Josh Frydenberg is seeking new powers that would allow Canberra to dictate terms to companies like Apple and Google over how they operate their mobile wallets and how they cooperate with local financial institutions, according to <a href="https://www.afr.com/companies/financial-services/treasurer-to-force-apple-into-line-20210829-p58mui">The Australian Financial Review (AFR)</a>. The move would help consolidate power over payments in Canberra, effectively wresting control from the Reserve Bank of Australia (RBA). It would enable Treasury to create new rules and force tech companies to comply with them. “Ultimately, if we do nothing to reform the current framework, it will be Silicon Valley alone that determines the future of our payments system, a critical piece of our economic infrastructure,” Frydenberg told the AFR. It comes as policymakers increasingly scrutinise the outsized influence of tech platforms in Australia which are often subject to different regulations. The campaign is spearheaded by a parliamentary commission into ‘Mobile payment and digital wallet financial services’. Late last month, CBA boss Matt Comyn told the Committee that it was “cause for concern” that Apple controlled 80% of the digital wallet payments market, calling for greater local regulation of the $US2 trillion company. At the heart of the feud is the near-field communication (NFC) chip in Apple phones, the technology that enables iPhone users to ‘tap and go’. Without access to the chip, banks are forced to pay a fee to Apple every time a mobile payment is made via the iPhone’s mobile wallet. As mobile payments represent <a href="https://www.businessinsider.com.au/australia-debit-cards-apple-pay-afterpay-payments-retail-2019-11">a growing piece of the payments market</a>, it is an arrangement that has frustrated banking incumbents. Apple has <a href="https://www.smh.com.au/business/banking-and-finance/misleading-apple-hits-back-at-cba-s-matt-comyn-in-payments-stoush-20210827-p58mh5.html">fired back</a>, claiming in a Committee submission that Comyn’s comments deliberately mischaracterise Apple’s business in a bid to squeeze out competitors. “Central to some banks’ advocacy for open access to NFC is the pursuit of an anti-competitive model that’s detrimental to the customer experience, and an opposition to fair and reasonable fees,” it wrote. Similarly Google wields significant influence in the payments sector via its own eponymous wallet. Further reform will be guided by <a href="https://www.afr.com/companies/financial-services/treasury-scrutiny-on-payments-regulation-welcomed-by-disrupters-20201127-p56ifw">the Payments System Review</a>, which has made 15 recommendations currently being assessed by the Morrison government. Significantly, the Review did not pull any punches when it came to criticising the RBA and other regulators’ lack of intervention in the market, including its hands-off approach to the buy now, pay later (BNPL) space. The conclusions open the doors for a more proactive approach, with Canberra apparently thinking it is best placed to spearhead such an effort. It follows a range of recent battles to curtail the influence of Silicon Valley. The federal government wants to take on Apple and Google’s increasing dominance of Australia’s payments system. Here’s why.

<ul><li>The European Space Agency (ESA) is finally opening its doors to allow more astronauts to join in on its missions after a span of 11 years.</li><li>The apex space agency has launched the <keyword id="10848886" type="UNKNOWN" weightage="20" keywordseo="Parastronaut-Feasibility-Project">Parastronaut Feasibility Project</keyword>, specifically looking to hire astronauts with physical disabilities.</li><li>It is also looking to push women hires in order to address the imbalance in the number of females who have been to outer space. </li></ul>The European Space Agency (ESA) is on a hiring spree after halting recruitments for over 11 years. Looking for people who want to explore the Moon, the stars and everything in between — the agency is putting a special impetus on hiring female astronauts and those with physical disabilities. It plans to accept four to six career astronauts, who will be a part of the permanent staff at the ESA. It also plans to bring on 20 ‘reserve astronauts’ who will be kept on the bench until there are shorter missions of the docket, like a trip to the International Space Station (ISS). A part of this drive is the <a href="https://www.esa.int/About_Us/Careers_at_ESA/ESA_Astronaut_Selection/Parastronaut_feasibility_project">Parastronaut Feasibility Project</a>. According to Europe’s apex space agency, this is the first time that a planetary exploration outfit has opened up the application process to people with disabilities. <div type="image" title="Astronaut_selection_parastronaut_feasibility_project_edited" msid="81271879" hostid="261" caption="&amp;lt;p&amp;gt;ESA&amp;#39;s overview oft he Parastonaut Project&amp;lt;/p&amp;gt;"></div> Physical disabilities only The Parastronaut Feasibility Project is a signal that the ESA is ready to invest in making the necessary adaptations to space hardware to enable these individuals to head into space. <keyword id="6360409" type="UNKNOWN" weightage="20" keywordseo="Nasa">NASA</keyword>’s European twin has not specified how many people with physical disabilities it plans to hire, but did indicate the opportunity will be open to one or more applicants. “To go farther than we ever have before, we need to look wider than we ever have before,” said the ESA’s Director General Jan Worner <a href="https://www.esa.int/About_Us/Careers_at_ESA/ESA_Astronaut_Selection/Parastronaut_feasibility_project">in a statement.</a> In order to ascertain mission safety, other types of disabilities, like mental disabilities, wouldn’t be eligible to apply. “For the parastronaut feasibility project ESA is looking for individual(s) who are psychologically, cognitively, technically and professionally qualified to be an astronaut,” ESA said in a statement. According to the <a href="https://www.nytimes.com/2021/02/22/world/europe/women-disabled-astronauts.html">New York Times</a>, ESA consulted with the Paralympic Committee to determine exactly which physical disabilities would work consistently with space missions. It is currently accepting applicants with leg amputations, significant differences in leg length or who are very short — typically, space agencies have a minimum height requirement for astronaut candidates. Pushing for diversity with women applicants When it comes to hiring women, ESA is trying to address the imbalance. Globally, only 65 of the 650 people who have been in outer space have been women. And, more than 50 of them were from the United States. Interested candidates will have till May 28 to apply. But, be sure to buckle down for the long haul. There’s a six-stage selection process to determine whether or not an applicant will be accepted. The ESA expects the process to take till October 22 — that’s an 18-month long wait. Europe’s space agency is recruiting astronauts after over a decade — and its looking for women and people with physical disabilities

Mumbai, Dec 30 () No MDR charges on transactions through RuPay cards and UPI payments will kill the digital payments industry, the Payments Council of India stated on Monday while criticising the government's move.
 After a meeting with bankers last Saturday, Finance Minister Nirmala Sitharaman had asked them not to charge MDR on payments via RuPay, UPI from January 1 with a view to driving digital payments.
 The move will apply to all companies with a turnover of Rs 50 crore or more. Merchant Discount Rate is the fee paid by a merchant to a bank for accepting digital payments. The move is part of the budget announcement in July.
 Describing the decision as surprising and will stop investment and innovation, Vishwas Patel, the Payments Council of India Chairman, said, "the zero MDR on RuPay and UPI will kill the industry and make the business model unviable. It's like nationalisation of the payments industry. If the government wants to drive digitization, then it should bear the cost." 
 Stating that there will be significant negative impact on the payment ecosystem -- innovation, job losses and a slowdown in the expansion of the digital payments, he said the move will lead to end of customer incentive spends by participants.
 The PCI, the representative body of merchant acquirers and aggregators, also warned that elimination of MDR will dry out revenue, creating a catastrophic situation for the industry. Additionally, if there is zero revenue to be made from the over 500 million plus active RuPay debit cards, service providers will start withdrawing PoS terminals to cut their losses.
 "If government wants to push digital payments, then making MDR zero is not the solution, but a lower, controlled MDR along with added tax benefits to merchants will go a long way," Patel suggested. 
 Terming the decision with the right intention but a wrong policy, he said the decision is going to impact the whole digital payment industry as well as investments. 
 He also recalled expert panel recommendations by the RBI-appointed Nandan Nilekani panel and the Watal committee of Niti Ayog calling for market-driven pricing. 
 Digital payments had reached 13 per cent during the demonetisation months but has since declined to around 11 per cent now, indicating rising cash in circulation, he said. 
 "It is also irrational to pass on the benefits to large retail merchants for transactions above Rs 2,000," he said, adding the move will deflate the hard work done by the acquiring industry and that if MDR is not to be charged to merchants, it should be borne by the government. BEN MR
