New Delhi, India on Thursday expressed scepticism over the efficacy of the conviction of Hafiz Saeed, the founder and patron of the banned terror outfit <keyword id="53557" type="ORGANIZATION" weightage="20" keywordseo="Lashkar-e-Taiba">Lashkar-e-Taiba</keyword> (LeT), by a Pakistani court ahead of the Financial Action Task Force (FATF) plenary meeting. A Lahore anti-terrorism court on Wednesday sentenced Saeed, the mastermind of the 26/11 Mumbai terror attacks, to five-and-a-half years jail and imposed a fine of Rs 15,000 on him in two cases related to terror funding. However, the combined 11 years of jail term in both the cases will run concurrently, thus reducing the sentence to only five and a half years. Top official sources told IANS on Thursday that the government views the conviction as a "part of a long pending international obligation of Pakistan to put an end to support for terrorism". However, the government has taken note of the fact that the decision has been made on the eve of the FATF plenary meeting. Hence the government is not sure about the "efficacy of this decision," a source said. "The Modi government will also watch whether Pakistan would take action against all other terrorist entities and individuals operating from territories under its control," the sources said. India for long has been asking Pakistan to bring perpetrators of cross-border terrorist attacks, including Mumbai and Pathankot, to justice expeditiously. "That also remains to be seen," sources said.

 Writing for the <keyword id="3001" type="COUNTRY" weightage="20" keywordseo="Pakistan">Pakistan</keyword>i daily Dawn, Khosa said, "Pakistan has to deal with the <a href="http://www.businessinsider.in/searchresult.cms?query=Mumbai+attacks">Mumbai mayhem</a>, planned and launched from its soil. This requires facing the truth and admitting mistakes." 
 
Mentioning the long-stretched case, Khosa mentioned his seven valid points including, "First, the entire state security apparatus must ensure that the perpetrators and masterminds of the ghastly terror attacks are brought to justice." 
 
Elaborating the setbacks for prosecutors he mentioned issues including inattentive plans by the defendants, repeated change of trial judges, assassination of the case prosecutor and also retracting from original testimony by some key witnesses. 
 
Under other major revelations Khosa mentioned, "Second, the training camp was identified and secured by the investigators. The casings of the explosive devices used in Mumbai were recovered from this training camp and duly matched. 
 
"Third, the fishing trawler used by the terrorists for hijacking an Indian trawler in which they sailed to Mumbai was brought back to harbor, then painted and concealed. It was recovered by the investigators and connected to the accused. 
 "Fourth, the engine of the vessel abandoned by the terrorists near Mumbai harbor contained a patent number through which the investigators traced its import from Japan to <keyword id="6580" type="COMPANY" weightage="20" keywordseo="Lahore">Lahore</keyword> and then to a <keyword id="6587" type="COMPANY" weightage="20" keywordseo="karachi">Karachi</keyword> sports shop from where an<a href="http://www.businessinsider.in/searchresult.cms?query=LeT"> LeT-linked militant</a> purchased it along with the dinghy. The money trail was followed and linked to the accused who was arrested. 
 
"Fifth, the ops room in Karachi, from where the operation was directed, was also identified and secured by the investigators. The communications through Voice over Internet Protocol were unearthed. 
 
"Sixth, the alleged commander and his deputies were identified and arrested. Seventh, a couple of foreign-based financiers and facilitators were arrested and brought to face trial," Khosa further added. 
 
The write-up by Khosa read, "The Mumbai case is quite unique: one incident with two jurisdictions and two trials. While the Indians managed to nab Ajmal Kasab and were able to obtain his confession to close the trial, proving conspiracy in a different jurisdiction is more complex and requires a far superior quality of evidence. Therefore, the legal experts from both sides need to sit together rather than sulk and point fingers." 
 
Khosa asked: "Are we as a nation prepared to muster the courage to face uncomfortable truths and combat the demons of militancy that haunt our land?" 
 
In November 2008, ten <a href="http://www.businessinsider.in/Pakistan-faces-another-embarrassing-moment-Read-how/articleshow/48172707.cms">Pakistani terrorists </a>slinked into India’s financial capital Mumbai from the waters of Arabian Sea and butchered 166 citizens including Indians and foreigners. The attacks nearly caused war between the two countries. 
 
One of the ten attackers,<a href="http://www.businessinsider.in/searchresult.cms?query=Kasab+"> Ajmal Amir Kasab</a> was caught and hanged to death on November 21, 2012 in <a href="http://www.businessinsider.in/searchresult.cms?query=Yerwada">Yerwada Central Jail</a>. Other terrorists were killed by the security forces during attacks. 
 
Islamabad, initially, turned down the reports referring to its link with the attackers but later admitted that Kasab and the other leading brains were all Pakistani citizens. 
 Khosa, in his statement has said that Kasab too was a Pakistani national and that all the <keyword id="53557" type="ORGANIZATION" weightage="20" keywordseo="Lashkar-e-Taiba">Lashkar-e-Taiba</keyword> (LeT) terrorists who attacked Mumbai were trained in Sindh’s Thatta town and also that they launched the plan from there itself.

In an unprecedented move in the diplomatic history of the world, eight countries of SAARC held a web-summit to chalk out a joint strategy to contain the coronavirus outbreak that has hit the world. The initiative was taken by Prime Minister Narendra Modi in view of the WHO advisory to avoid public gatherings. The proposal was welcomed and accepted by other members of the SAARC - Afghanistan, Bangladesh, Bhutan, the Maldives, Nepal, Sri Lanka and Pakistan. Prime Minister Modi led the video-conference on Sunday evening by briefing the members on the measures India took to prevent and contain the pandemic since the outbreak of COVID-19, which originated from Wuhan city in China. Afghan President Ashraf Ghani, Bangladesh Prime Minister Sheikh Hasina, Bhutan Prime Minister Lotay Tshering, Maldives President <keyword id="6901395" type="PERSON" weightage="20" keywordseo="ibrahim-mohamed-solih">Ibrahim Mohamed Solih</keyword>, Nepal Prime Minister K.P. Sharma Oli, Sri Lankan President Gotabaya Rajapaksa and Pakistan's Minister of State for Health Zafar Mirza, spoke one after another, giving details about the steps each of them have taken in their respective countries to control the pandemic. Nepal Prime Minister Oli joined the summit even as he had undergone a surgery recently. Prime Minister Modi also offered rapid response medical teams, along with testing kits and other equipment for the SAARC members. "They will be on a standby, at your disposal if required," Modi said, adding that India could also provide online training capsules for medical emergency teams to raise the capacity of emergency staff. Additionally, the Prime Minister suggested that the SAARC members could create an integrated digital database of virus carriers and the people contacted besides using the pre-existing facilities like the SAARC disaster management. Modi also offered to set up a common research platform for the control of epidemics within South Asia for future. Indian Council of Medical Research (ICMR) can coordinate such an exercise, he said. Modi also suggested that all the members should jointly review the economic consequences of COVID-19 and insulate local trade and value chains from its impact. The video-summit is significant because since 2016, SAARC has been mostly inactive. Prime Minister Modi had refused to attend the 2016 SAARC summit which was to be held in Islamabad, following the Uri terror attack perpetrated by Pakistani terrorists. After Bangladesh, Afghanistan and Bhutan also withdrew from the meet, the summit was called off. SAARC summits are held biennially and hosted by member states in alphabetical order. The last summit was held in 2014 in Kathmandu, Nepal.

"We are actually starting to see some evidence of the Chinese implementing something along these lines."China has <a href="https://www.npr.org/2019/12/13/784084567/in-sri-lanka-chinas-building-spree-is-raising-questions-about-sovereignty" target="_top">taken control</a> of a port in Sri Lanka, is <a href="https://www.forbes.com/sites/hisutton/2020/06/02/chinas-new-high-security-compound-in-pakistan-may-indicate-naval-plans/?sh=2180b3d21020" target="_top">building</a> naval facilities in Pakistan, and is pursuing port projects in <a href="https://www.globalconstructionreview.com/news/china-signs-deals-myanmar-create-back-door-indian-/" target="_top">Myanmar</a>, <a href="https://www.orfonline.org/expert-speak/china-bangladesh-strategic-linkages/" target="_top">Bangladesh</a>, and <a href="https://www.orfonline.org/expert-speak/falling-apart-a-story-of-the-tanzanian-bagamoyo-port-project/" target="_top">Tanzania</a>.China already has a <a href="https://asia.nikkei.com/Politics/International-relations/Indo-Pacific/China-adds-carrier-pier-to-Djibouti-base-extending-Indian-Ocean-reach" target="_blank" rel="noopener">military base in Djibouti</a>, but other "pearls" appear to be primarily for civilian use.That doesn't mean those facilities couldn't be used to support PLAN vessels. A number of Chinese ships and submarines have <a href="https://www.reuters.com/article/sri-lanka-china-submarine/chinese-submarine-docks-in-sri-lanka-despite-indian-concerns-idINKBN0IM0LU20141102" target="_top">already docked</a> at Sri Lanka to refuel and resupply. Sri Lanka has since <a href="https://www.reuters.com/article/us-sri-lanka-china-submarine/sri-lanka-rejects-chinese-request-for-submarine-visit-sources-idUSKBN1871P9" target="_top">denied</a> Chinese requests for other warship port visits due to Indian concerns."The Chinese are not interested in building full-fledged bases in the US model," Heath said. "These are facilities that primarily offer refueling, repair, and replenishment to passing warships."<div type="image" title="India Australia US Navy P-8" height="1125" width="2000" msid="83204991" hostid="261"></div>India does have a few advantages over China. As the region is its backyard, it will always be able to bring more to bear against threatening Chinese vessels, such as land-based aircraft and anti-ship missiles.India also has its own overseas outposts. It <a href="https://www.indiatoday.in/india/story/india-sets-up-coastal-radars-in-neighbourhood-to-keep-eye-on-china-1744751-2020-11-27" target="_top">has set up</a> radar stations for maritime surveillance in Sri Lanka, Seychelles, and Mauritius; it's <a href="https://www.lowyinstitute.org/the-interpreter/agalega-glimpse-india-s-remote-island-military-base" target="_top">constructing</a> facilities on the Mauritian island of North Agalega, and <a href="https://asia.nikkei.com/Politics/International-relations/Indo-Pacific/Seychelles-in-crosshairs-of-India-s-maritime-security-axis" target="_top">it's pursuing</a> military facilities elsewhere in the region.India also controls the Andaman and Nicobar Islands, <a href="https://www.businessinsider.com/r-india-navy-set-to-open-third-base-in-strategic-islands-to-counter-china-2019-1" target="_blank" rel="noopener">strategically important islands</a> on the Indian Ocean side of the Malacca Strait. India has beefed up its military presence there, and some <a href="https://www.hindustantimes.com/analysis/militarising-andamans-the-costs-and-the-benefits/story-J3mGWFQS3NgLUiPYwIVb2N.html" target="_top">advocate</a> allowing partner countries to have a presence there as well. (A US Navy patrol plane <a href="https://www.businessinsider.com/us-intelligence-sharing-with-india-helps-monitor-chinese-military-2020-12" target="_blank" rel="noopener">has already refueled</a> there.)Despite the government's renewed attention, India's navy still has a ways to go. Most of its new ships and submarines will not be fully operational until the end of the decade at the earliest, and its budget is still smaller than that of India's army or air force.India's navy will also have to compete with the considerable attention that remains <a href="https://www.businessinsider.com/us-intelligence-sharing-with-india-helps-monitor-chinese-military-2020-12" target="_blank" rel="noopener">focused on India's land borders</a>, where New Delhi also has to worry about Pakistan, the rival it has focused on almost exclusively since independence.But the rivalry with Pakistan also has a naval element. Initially, he said that he was in his early 20s but later claimed that he was only 16. He had been changing his statements. First he identified himself as Kasim and later as Usman.

Captured terrorist says “It’s fun doing this”: Udhampur terror attack

It’s not clear whether they were three or four of them, but a batch of hardcore <keyword id="53557" type="ORGANIZATION" weightage="100" keywordseo="Lashkar-e-Taiba">Lashkar-e-Taiba</keyword> terrorists entered India via its sealed borders last month, as per the latest IB inputs, planning to kill Prime Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Narendra+Modi">Narendra Modi</a>. Two are reportedly now in custody, thanks to the joint efforts by <keyword id="6364687" type="ORGANIZATION" weightage="100" keywordseo="Intelligence-Bureau">Intelligence Bureau</keyword>, special cell of Delhi Police and J&amp;K cops who are on the prowl to nab others suspect. 
 
Meanwhile, the arrests and IB inputs have led to filing of an FIR on December 1 that reveals chilling details of the widespread Fidayeen and grenade attacks which Dujana, the newly appointed Lashkar commander, was planning on not only the PM, but also several high profile dignitaries were also in the radar. 
 
Here are step-by-step details of what is going on in the ongoing counter-terrorism operation: 
 
-On a tip-off through a credible source, Delhi cops learnt that Lashkar-e-Taiba, a banned Pakistani <a href="http://www.businessinsider.in/searchresult.cms?query=terrorist+">terrorist </a>organization, is mulling sensational <keyword id="26938" type="UNKNOWN" weightage="100" keywordseo="terrorist-attacks">terrorist attacks</keyword> in Delhi and other places in the country. 
 
-It aimed to target high profile personalities in Delhi by carrying out Fidayeen and grenade attacks, stated the FIR, adding that LeT operatives communicated in code words. 
 
-They used the word VIP often, as heard in intercepts. All of them were constantly in touch with their leaders in Pakistan for all kinds of support they needed – from financial, logistics to ground support. 
 
-The mandate was to carry out a ruthless mass shooting in a Paris-like or 26/11 type attack at a gathering attended by Modi. 
 
-The militants were directed to blow themselves off if they failed to penetrate Modi's cordon, or hurl a grenade at the crowd. If they failed at it too, the operatives were asked to eliminate a high- profile target in Delhi or J&amp;K that could instill fear in the minds of Indian government and people. 
 
-It is believed that the strike plan is the brainchild of Dujana to make himself recognized as the new <a href="http://www.businessinsider.in/searchresult.cms?query=Lashkar">Lashkar </a>commander. Reports also suggest that he wants to take revenge for the death of their operational chief and senior-most commander and strategist, <keyword id="203730" type="PERSON" weightage="100" keywordseo="Abdul-Rahman">Abdul Rahman</keyword> alias Qasim. 
 
Notably, on November 24, a suspect was caught from the Kashmir Valley who gave crucial leads to such a plan in the offing. He revealed that he was given Rs 47,000 to conduct a recce and along with the others who infiltrated the borders, carry out a Mumbai or Udhampur-like attack in Delhi or anywhere in the country.

Chilling details of how Lashkar-e-Taiba's operatives were plotting to kill PM Modi, several high dignitaries

Zaki-ur-Rehman Lakhvi, the former head of the Pakistani terrorist group Lashkar-e-Taiba, has been granted a release following his payment of 1 million rupees ($9,950) as a surety bond.
The Mumbai terror attack, which Lakhvi orchestrated, killed 165 people and an additional nine gunmen.&#xa0;
The BBC <a href="http://www.bbc.com/news/world-asia-30529137">reports</a> that it remains "unclear on what grounds the court ordered Mr Lakhvi's bail."&#xa0;
The timing of Lakhvi's release is particularly dubious. The Pakistani Taliban attack on Monday has led to a public outcry over the country's murky relationship with terrorism. Pakistan, or at least the country's secretive security and intelligence apparatus, has cultivated the Afghan Taliban in order to maintain influence in the country's restive western neighbor. At the same time, elements of the government have also <a href="http://www.cfr.org/pakistan/pakistans-new-generation-terrorists/p15422">aided Islamists like Lakhvi</a> for attacks against Indian targets.
On Tuesday, Pakistani Prime Minister Nawaz Sharif <a href="http://www.businessinsider.com/afp-pakistan-to-end-death-penalty-moratorium-in-terror-cases-pms-office-2014-12">pledged</a> to end militancy in the country and said it would reinstate the death penalty in cases tied to terrorism.&#xa0;
Lakhvi has been designated by the UN as a terrorist, and the decision to release him has prompted outrage from neighboring India.
"We cannot accept that LeT's chief operation commander Zakiur Lakhvi, one of the key conspirators of the Mumbai terror attacks in which so many innocent people were slaughtered, a person designated as an international terrorist by the UNSC, is being released on bail," Syed Akbaruddin, India's&#xa0;External Affairs Ministry Spokesperson, has <a href="http://www.firstpost.com/world/bail-lakhvi-unacceptable-demand-pakistan-reverse-decision-mea-1856223.html">said</a>.&#xa0;&#xa0;
Lakhvi had filed his bail applications yesterday, just a day after the Peshawar attacks.&#xa0;

Pakistan Released A Notorious Terrorist From Prison Two Days After Jihadists Massacred Scores Of Children

Fresh firing continued this morning too. A fresh grenade blast claimed the life of an <keyword id="44790" type="ORGANIZATION" weightage="100" keywordseo="NSG">NSG</keyword> commando, as three others succumbed to injuries in a hospital, taking the toll of Indian security personnel to seven since yesterday’s firing. 
 
Lt Col Niranjan, a member of the NSG's Bomb Disposal Squad, was killed while he was defusing the grenade at the scene of the terror attack as part of the combing operations that continued through the night. Four other security men were also injured in the blast. 
 
Defence sources said Niranjan, a resident of Kerala, was killed while trying to retrieve the grenade from the body of a dead terrorist. 
 
Three members of the Defence Security Corps (DSC) succumbed to injuries in the hospital here during the night. Home Minister Rajnath Singh tweeted: "Pained to know about the demise of Lt Col Niranjan of NSG during mopping up operations in <keyword id="6367205" type="CITY" weightage="100" keywordseo="Pathankot">Pathankot</keyword>. The nation salutes his sacrifice." 
 
Four attackers, a Garud commando and three DSC were killed yesterday when heavily-armed Pakistani terrorists had attempted to storm the base, triggering a day-long gunbattle at the airbase, barely 35 kms from the Indo-Pak border. 
 
Among those battling for their lives in the hospital are 8 DSC personnel and a Garud commando. 
 
Meanwhile, the joint combing operation was still underway, a police official said, adding that the NIA had taken over the probe into the terror incident. Some senior officials of the Punjab Police led by DGP Suresh Arora are also present here. The official said the operation will end only after a thorough search, going on inside the <keyword id="6355075" type="ORGANIZATION" weightage="100" keywordseo="IAF">IAF</keyword> base and nearby areas, was completed. 
 
Various security agencies, including the Army, Indian Air Force, Central forces and Punjab Police were involved in the joint operation. 
 
A large cache of arms and ammunition have already been recovered during the sanitisation and search operations. 
 
IAF helicopters were also seen flying over the base and nearby areas to assist the ground forces in the operations. 
 
In the wee hours yesterday, the group of terrorists in army fatigues had attempted to storm the base with the obvious intent of destroying MiG-21 fighter jets and MI-25 attack helicopters housed there. The attackers were believed to have infiltrated from Pakistan and there was speculation that they may belong to Jaish-e-Mohammad headed Maulana Masood Azhar of the Kandahar hijack episode. 
 
The terrorists were carrying Under Barrel Grenade Launchers, 52 mm mortars, AK rifles and GPS machine. 
 
Based on intercepts, security agencies believe that one Nazeer from Bahawalpur in Pakistan was leading the group. 
Defence sources said the terrorists sneaked into the nearly 2000-acre air base through a forested area where they were confronted by the Quick Reaction Team of Garud commandos. They managed to go up to 400 metres but were still 700 metres away from the area where the IAF aircraft fighters were stationed.

What India was able to do in three long days, France managed to do in merely three hours. The response of two nations to terrorist attacks similar in nature reflects the alertness of the French security forces on the one hand and an embarrassing poor counter-<keyword id="6358165" type="COMPANY" weightage="100" keywordseo="terrorism">terrorism</keyword> mechanism of India on the other. 7 years on after the Mumbai carnage saw loss of 166 lives and left a nation in utter shock at the devastation, are we in any better position to deal with terrorism now? 
 “To say that we have a strong security mechanism in place after 26/11 and we are better prepared to face a <keyword id="106" type="COMPANY" weightage="100" keywordseo="Paris">Paris</keyword> or Mumbai-like attack would be an exaggeration,” says strategic analyst and former diplomat Mr Rajiv Dogra. 
 
"Had that been the case, we would not have had the Udhampur attack or for that matter the one in Gurdaspur where our cops were fighting with vintage rifles and without wearing bullet-proof vests. When they don’t have proper equipment, how can we expect them to fight off swiftly deadly terror attacks. Remember, they are fighting terrorists who carry sophisticated weapons,” he says. 
 If we go down the memory lane, on Nov 26, 2008, the 10 AK-47 wielding Pakistani terrorists had landed in Mumbai's Badhwar Park in Colaba from the sea and laid siege to several key locations, including Chhatrapati Shivaji Terminus, <keyword id="6355354" type="PERSON" weightage="100" keywordseo="Taj-Mahal">Taj Mahal</keyword> Hotel, Chabad House and Leopold Cafe. It took three days for our men to end the terror assault by killing nine of the gunmen and nabbing Kasab who was later executed. Following the carnage, several security measures were expedited. Coastal patrolling by Navy, Coast Guard and marine police were increased sharply. The entire west coast is even today reportedly under continuous surveillance by ships and aircraft of Navy and Coast Guard, according to a statement by the Ministry of Defence. The Railway Protection Force (RPF) beefed up electronic surveillance at the Chhatrapati Shivaji Terminal. Closed-circuit cameras, heavy-duty X-ray baggage scanners, portable baggage scanners, door-frame metal detectors, hand-held metal detectors, canines (six of them are trackers) were put in place. Futuristic armored vehicles mounted with machine guns patrolled the iconic Gateway of India that was transformed from a bustling tourist hive to a controlled fortress. Hotel security had airport-like scanners, car bomb checks for every vehicle and armed guards. 
 
How many of them are still functional? Were they simply an impulse to public hysteria, media trial and a close scrutiny by the world, nobody really knows. There is no government transparency or accountability on what is being done despite cross-border terrorist infiltration and the ruthless deaths of our soldiers at the borders every passing minute. The question to ask is: Are we doing enough to ensure security of Indians? 
 More efforts are needed to reduce the country's vulnerability to such terror strikes, feel experts. Look at the way UK for instance took learning from the Mumbai attacks. The British PM <keyword id="6430216" type="PERSON" weightage="100" keywordseo="David-Cameron">David Cameron</keyword> recently said:“Ever since the coordinated firearms attacks in Mumbai in 2008 took place, we have all been working together to ensure we could respond to such an attack. With great degree of planning, co-ordination and a great ambition for mass casualty attacks, it is clear that the threat from ISIL (Islamic State) is evolving. And we must recognize that however strong we are, however much we prepare, we in the UK face the same threat.” 
 In view of the increasing terrorism threat that several countries face, Rajiv Dogra echoes similar concerns as the British PM on their rising power: “Look at the <keyword id="174501" type="COMPANY" weightage="100" keywordseo="ISIS">ISIS</keyword>. It’s worrying to see how quickly they were able to mount retaliatory attacks on Russian, Lebanese and French interests. They combine speed, power, terror and indoctrination to cruel effect. All this should be of concern to us. Moreover in India's case the odds are a thousand times greater than those for other countries because there is State support to terrorists acting against India. Add to it the fact that people like Hafiz Saeed and Dawood Ibrahim roam free and the dimension of danger multiplies further.” 
 
Added to this is the incompetence of our intelligence machinery that relies heavily on the internet or telephone intercepts that are now running dry. Terrorists have become way smarter and are maintaining email and telephone secrecy thereby giving the intelligence agencies a run for their money. We keep intercepting cross-border satellite phone conversation between terrorists but are unable to decode their encrypted conversations. This proves to be a major stumble-block in combating infiltration or averting attacks. In the case of Mumbai attacks, this lapse on our part is what largely helped the terrorists in entering Mumbai fearlessly via the coastal route. 
 
In Paris, despite tight security, they were able to enter by intermingling with the locals. By hook or by crook, they have been able to mobilise support for their cause. Modern modes of communication are proving helpful to them owing to its far reach and a tool that guarantees lesser threat of them being tracked by enemies. 
 
“Terrorists are using the cyber space increasingly, a space where keeping tab is extremely difficult. Not even the best security officials in the world can do anything if a person sitting in some corner of the country is influenced by radical ISIS ideology and decides to self-destruct,” says 
Rajiv Dogra. 
 
When such difficulties are also being faced by powerful nations like the France and UK despite having modern technologies, better trained cops, sound intelligence machinery and an already tight security framework in place, it is worrying to see how India, a country that ISIS reportedly plans to take control of in the next five years, has not even begun preparing for such attacks despite being a victim of terrorism for decades. 
 
It's time we buck up because let us face it, the bitter truth is terrorists are already one step ahead of us!
