As per a TOI report, unexploded bombs scattered across the region continue to pose a significant threat to the local population. In 2023 — 24 years after the tragic war — a total of around 336 such unexploded bombs were reportedly neutralised by the Army. Residents live in constant fear of accidental detonations, especially during construction or excavation work. These incidents have resulted in multiple casualties in the past several years, including the tragic death of a young child. Despite the passage of 25 years, the Army remains actively engaged in defusing these dangerous remnants of war. However, his office later clarified that Pakistan has no plan to resume trade relations with India which has been "non-existent" since 2019. Pakistan downgraded its ties with India after the <keyword id="20467268" type="General" weightage="20" keywordseo="indian-parliament" source="keywords">Indian Parliament</keyword> suspended Article 370 on August 5, 2019, a decision that Islamabad believed undermined the environment for holding talks between the neighbours. The foreign minister said that the "onus is now on Delhi to take steps for the creation of an environment that is conducive to peace and dialogue". While the visiting IMF delegation is asking for several reforms and compliance with its conditionality. Shehbaz Sharif admitted that the country has no option but to accept the IMF conditionality. "You all know we are running short of resources," Sharif said, adding the country was "facing an acute economic crisis". Moreover, the Pakistrupee, which has been in a steep slide since last week, hit a record low against the US dollar. The Pakistani rupee fell by 1.9 per cent to a record low of 276.58 per dollar in the inter-bank market the same day, according to the Central Bank, reported Al Arabiya Post. As the IMF bailout package is conditional on Pakistan implementing IMF suggested measures, its release would require Islamabad to take tough decisions. After the first round of technical talks between the IMF team and the government concluded on February 4, Pak Prime Minister observed that the lender was imposing conditions that were "beyond our wildest dreams". The discussions covered details of expenditure and revenue performance to identify the policy measures- both revenue and non-revenue- that would have to be taken over the next four months of the current fiscal year. Analysts opine that the rocky road Pakistan is passing through is its own creation. In the first instance, a debt-dependent growth strategy is itself a sure recipe to fall into a debt trap, especially when industrial growth and diversification are limited and the export basket is primarily made up of primary goods. The debt dependence has also eroded the sovereignty of Pakistan and the country's economic and foreign policies are dictated by those who provide funds. Such dependence on external funding has impeded the structural transformation of the Pak economy and its indigenous growth impetus. Secondly, an artificially designed threat perception in Pakistan created by the vested interests in Islamabad's establishment has totally distorted the allocation of resources in the country giving undue emphasis on militarisation in the name of preparing for a threat that does not exist. The third most remarkable flaw in Pakistan's economic policy is a deliberate and foolhardy choice of missing the development opportunities generated by free trade, reported Al Arabiya Post. While Pakistan has a good location to leverage the presence of two giant economies in its neighbourhood, it has opted to isolate one of them and sided with the other at the cost of huge losses in trade creation. Not giving the Most Favoured Nation status to India and keeping the trade routes closed for direct trade is a self-defeating proposition. Islamabad could no more avoid taking hard decisions. The situation continues to deteriorate. With only around USD 3.10 billion in foreign exchange reserves, which can only cover 18 days' worth of imports, and a shortage of basic goods including food and medicine and ever-spiralling inflation, the choice to comply with the IMF conditionality would not be easy for Pakistan. "The movement against Imran Khan's government is inseparable from his controversial rise to power in the 2018 election, which was manipulated by the army to push Khan over the line," Mir told the AP. In a statement, the electoral body said that it reviewed work on delimiting constituencies and the initial list for the delimitation of constituencies would be published on September 27. It said parties would be able to file objections after that the ECP would address all objections and suggestions. After hearing objections and suggestions regarding the list, the final list would be issued on November 30, which would be followed by the election schedule, it said. It said that by the end of delimitation, it would announce a 54-day election program and "polls will be held in the last week of January 2024." The National Assembly was dissolved on August 9 and constitutionally, the elections should be held within 90 days but the process was delayed by the ECP due to the delimitation exercise which became mandatory in the wake of the new census held this year. The previous government just days before the end of its term endorsed the results of the census which obligated the ECP to set up a new electoral district on the basis of the latest population. The move led to fears that the polls meant to be held within 90 days may be delayed till next year as the delimitation process would take about four months to complete. The decision to shorten the timeframe of the delimitation comes amid mounting pressure on the ECP from several political parties that pressed for timely elections. The Constitution also provides that the ECP should complete the delimitation process within 120 days. Currently, a caretaker government is running the country and it will continue until the new prime minister is elected through the elections. Caretaker Prime Minister Anwaar-ul-Haq Kakar has said the interim government is committed to upholding the democratic process in Pakistan by holding general elections and it will not make any excuse to delay it. In a letter to the ECP chief earlier this month, President Arif Alvi, who was a founding member of jailed former prime minister Imran Khan's Pakistan Tehreek-e-Insaf party, unilaterally proposed November 6 as the day for the polls, but the top election body avoided comment on his suggestion.

Pakistan will buy <keyword id="31653" type="ORGANIZATION" weightage="20" keywordseo="sugar">sugar</keyword> and cotton from India, newly appointed Finance Minister Hammad <keyword id="8402" type="PERSON" weightage="20" keywordseo="Azhar">Azhar</keyword> announced on Wednesday, lifting a ban on their import from the neighbouring country imposed in the wake of heightened tension over Kashmir in 2019. The decision was taken at the meeting of the Economic Coordination Committee (ECC), which was chaired by Finance Minister Azhar. Azhar said that the meeting discussed 21 items on the agenda, including import of cotton and sugar from India, which it allowed after detailed discussion. The resumption of import of these goods will lead to partial revival of bilateral trade relations, which were suspended after the August 5, 2019 decision of India to revoke the special status of Jammu and Kashmir. The private sector was allowed to import 5 lakh tonnes of white sugar from India, he said. He also said that the government had allowed sugar to be imported from other countries, however, the price of the commodity in other countries was also high. "However, in our neighbouring country India, the price of sugar is quite cheap," he said. "Hence, we have decided to resume sugar trade with India". Azhar also said that Pakistan will import cotton from India starting June this year. Adviser to the <keyword id="71" type="POSITION" weightage="20" keywordseo="Prime-Minister">Prime Minister</keyword> of Pakistan for Commerce and Investment, Dawood welcomed the decisions taken by the ECC. "All steps be taken through cross-border imports of cotton yarn including by land. A summary will be presented at the next ECC to ensure availability of cotton and yarn in the coming months," Dawood tweeted. Finance Minister Azhar told the media that demand for cotton in Pakistan was increasing but it had not produced quality cotton last year hence it had given the green signal for the product to be imported from other countries. "The import of cotton from India was banned and this had a direct effect on our SMEs," he said. "However, at the recommendation of the <keyword id="137756" type="COMPANY" weightage="20" keywordseo="Ministry-of-Commerce">Ministry of Commerce</keyword>, we have also decided to resume the trade of cotton with India," he added. It was followed with an exchange of letters by the prime ministers of the two countries. It is said that the two sides are working behind the scenes to restore their full diplomatic ties which were downgraded after August, 2019 action in Kashmir. They said that the issue of cotton shortfall has already been brought to the notice of Prime Minister <keyword id="14676" type="PERSON" weightage="20" keywordseo="Imran-Khan">Imran Khan</keyword>, who also holds the portfolio of the commerce minister. Once a principled decision is taken, a formal order will be presented before the Economic Coordination Committee of the Cabinet, the sources told the daily. The sources said that in-house deliberations have already begun but the final decision would be taken only after seeking the approval of the prime minister. I cannot say yes or no at this stage and would be in a better position to respond on Monday, Dawood told the daily, responding to a question on whether Pakistan was considering allowing cotton import from India. The trade ties between both the countries can help minimise cost of production in Pakistan and ensure sustained food supplies, the daily said. India and Pakistan issued a joint statement on Thursday to strictly observe all agreements on ceasefire along the LoC and other sectors after the hotline discussions by their Director Generals of Military Operations. The two countries signed a ceasefire agreement in 2003, but it has hardly been followed in letter and spirit over the past several years. Relations between the two neighbours have nose-dived after a series of terror attacks in India perpetrated by terror groups based in Pakistan. Bilateral ties deteriorated further after India revoked the special status of Jammu and Kashmir in 2019. The move angered Pakistan, which downgraded diplomatic ties and expelled the Indian High Commissioner in Islamabad. Pakistan also snapped all air and land links with India and suspended trade and railway services. The paper reported that against the annual estimated consumption of minimum 12 million bales, the Ministry of National Food Security and Research expects only 7.7 million bales production this year. However, cotton ginners have given the lowest production estimates of only 5.5 million bales for this year. There is a minimum shortfall of six million bales and Pakistan has so far imported roughly 688,305 metric tonnes of cotton and yarn, costing USD 1.1 billion, according to the Pakistan Bureau of Statistics. There is still a gap of about 3.5 million bales that needs to be filled through imports. Due to shortage of cotton and yarn, the users were compelled to import them from the United States, Brazil and Uzbekistan. Imports from India would be far cheaper and would reach Pakistan within three to four days. Importing yarn from other countries was not only expensive but would also take one to two months to reach Pakistan, the daily reported, quoting businessmen who deal in these commodities. The delay in yarn import can pose risk to timely deliver the export orders, according to the paper. However, the All Pakistan Textile Mills Association (Aptma) is exerting pressure on the Pakistan government not to allow cotton and yarn import from India. An industry insider told the daily that few millers have already hoarded the cotton and were now charging higher rates and import would dampen their short-term earnings. In an appeal to Dawood, Aptma said that the import of yarn from India will directly impact cotton prices in Pakistan. The cotton sowing season is currently starting in Pakistan and the predicted drop in cotton price owing to import of yarn from India is approximately 10-15 per cent, discouraging farmers not to sow cotton, according to the Aptma. On Thursday, India said it desires normal neighbourly relations with Pakistan and is committed to resolving all issues bilaterally in a peaceful manner. Prime Minister Khan on Saturday welcomed the ceasefire agreement with India and said Islamabad remains ready to move forward to resolve "all outstanding issues" through dialogue.
