As many as 287 infrastructure projects worth Rs 150 crore or above each, including those delayed due to various issues, have seen a cost overrun of Rs 1.66 lakh crore, as per a news report by <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. 
 
Total original cost of implementation of 1,186 projects was Rs 14,60,099.70 crore and their anticipated completion cost is likely to be Rs 16,26,445.47 crore, which reflects cost overrun of Rs 1,66,345.77 crore (11.39 per cent of the original cost), said the statistics ministry's latest flash report for December 2016. 
 
The 1,186 projects in question include 287 that reported cost overrun and 336 time escalation. 
 
"In April 2016, out of 1,061 projects on the monitor of this ministry, 241 reported cost and 326 time overrun while during December 2016, out of 1,186 projects, 287 reported cost and 336 time overrun," it added. 
 
The flash report provides details on the status of the 1,186 central infrastructure projects that cost Rs 150 crore and above. 
 
The Ministry of Statistics and Programme Implementation keeps track of such projects on time and cost overruns through its online computerisation monitoring system (OCMS) based on information provided by project implementation agencies. 
 
According to the report, the expenditure incurred on these projects till December 2016 is Rs 6,94,056.07 crore, that is 42.67 per cent of the anticipated cost. 
 
In comparison to April 2016, the number of projects reporting cost overrun has increased to 24.20 per cent from 22.71 per cent earlier whereas those facing time delay are down to 28.33 per cent, from the previously 30.73 per cent. 
 
For December, of the 1,186 projects, 336 are delayed in respect of the original schedule and 78 reported additional delay with reference to the previous month. Of these 78, 34 are mega ones that are worth Rs 1,000 crore and above, it said. 
 
The report attributes the time overrun to a host of issues including delay in land acquisition, forest clearance, supply of equipment, funds constraints, the Maoist incursion, legal cases and law and order situation.

Hackers broke into the servers of news agency Press Trust of India (PTI) over the weekend, crippling its service for hours on Saturday night before they were resumed. According to a company spokesperson, "The computer servers suffered a massive <keyword id="6465154" type="UNKNOWN" weightage="20" keywordseo="ransomware-attack">ransomware attack</keyword>, disrupting operations and the delivery of news to hundreds of subscribers across India for several hours before they were restored after an all-night effort by engineers". According to sources, no ransom was paid and the engineers worked through the night to restore the services by Sunday morning. The ransomware was identified as <keyword id="10172081" type="UNKNOWN" weightage="20" keywordseo="lockbit">LockBit</keyword> that encrypted data and applications, crippling the news delivery to subscribers. LockBit functions as ransomware-as-a-service (RaaS). According to cyber security firm Kaspersky, LockBit ransomware is a malicious software designed to block user access to computer systems in exchange for a ransom payment. LockBit will automatically vet for valuable targets, spread the infection, and encrypt all accessible computer systems on a network. This ransomware is used for highly targeted attacks against enterprises and other organisations. LockBit is a new ransomware attack in a long line of extortion cyberattacks. Formerly known as "ABCD" ransomware, it has since grown into a unique threat within the scope of new extortion tools. Attacks using LockBit originally began in September 2019, when it was dubbed the ".abcd virus." The moniker was in reference to the file extension name used when encrypting a victim's files. "Notable past targets include organisations in the United States, China, India, Indonesia, Ukraine. Additionally, various countries throughout Europe (France, the UK, Germany) have seen attacks," according to Kaspersky. In a bid to clamp down on unaccounted money funnelled into bank accounts post demonetisation, the tax department has scrutinised and matched as many as 1-crore accounts and asked 18 lakh people to explain the source of fund, as per a <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword> news report. 
 
The tax department has run big data analytics through more than 1-crore accounts in its data bank and done matching with the taxpayer profile of the holder, a top source said. 
 As per I-T records, there are 3.65 crore individuals who filed <keyword id="6354751" type="COMPANY" weightage="20" keywordseo="Income-Tax">income tax</keyword> returns. Besides, there are over 7 lakh companies, 9.40 lakh <keyword id="505123" type="UNKNOWN" weightage="20" keywordseo="Hindu-Undivided-Families">Hindu Undivided Families</keyword> (HUFs) and 9.18 lakh firms who filed ITRs during Assessment Year 2014-15. 
 
Also, over 25 crore zero-balance Jan Dhan accounts were opened as part of the financial inclusion drive. 
Sources said I-T department is scrutinising all categories of accounts and will send out more SMS/emails for suspicious deposits under 'Operation Clean Money'. 
 
"We have initially matched 1-crore accounts with the profile in our database and identified 18 lakh people with suspicious deposits of over Rs 5 lakh. We will expand the scope of data analytics further and match the profiles with our data base," the source told . 
 
In order to reduce harassment of taxpayers, the revenue department has mandated only officers in the rank of Assistant Commissioners and above to issue notices in case of unsatisfactory response received about bank deposits post demonetisation. 
 
Under 'Operation Clean Money' launched by the Income Tax department on January 31, the department has sent SMS and emails to 18 lakh people who have made suspicious deposits of Rs 5 lakh and above between November 10 and December 30. 
 
"If the department is convinced with the reply of the assessee, the case will be closed and that will be communicated by SMS and email. But, in case of unsatisfactory reply, the decision to issue notice will be taken by Assistant Commissioner and Commissioner rank officers," the source said. 
 
The department has used data analytics for comparison of deposits made after the November 8 decision to scrap high-value banknotes with information in its database to identify tax-payers whose cash transactions do not appear to be in line with the tax-paying profile. 
 
It has also asked taxpayers to e-verify the deposits they made in their accounts post demonetisation and respond to queries of any mismatch on the tax e-filing portal. 
 
The source further said people who have received queries from the tax department about their deposits while replying in the e-filing website can also offer their remarks if it was their cash in hand. 
 
"If the cash in hand is as per the balance sheet, no questions will be asked and the case would be closed. We have put enough safeguard to ensure that there is no harassment to tax-payers," the source added.

Breaking his silence over the demonetisation issue, RBI Governor <keyword id="6375119" type="UNKNOWN" weightage="100" keywordseo="Urjit-Patel">Urjit Patel</keyword> today said the central bank is monitoring the situation on a daily basis and taking all necessary actions to "ease the genuine pain of citizens" with a clear intent to normalise the things as early as possible. 
 <keyword id="6362344" type="PERSON" weightage="20" keywordseo="Patel">Patel</keyword> also said the RBI has announced an incremental CRR (Cash Reserve Ratio) of 100 per cent "because of the large increase in deposits of banks on account of the return of Rs 1,000 and Rs 500 notes" and the decision would be reviewed immediately once the government issues adequate quantum of MSS (MarkStablisation Scheme) bonds which they have promised to do. 
 
In an exclusive interview to PTI, Patel said the situation arising out of the decision to withdraw Rs 500/1,000 notes is being monitored on a daily basis and the printing presses have started to rebalance the production of new notes towards Rs 100 and Rs 500 bills. 
 
He also urged the people to start using cash substitutes like debit cards and digital wallets, saying it will make transactions cheaper and easier and in the long term, it will help India "leapfrog into a less cash-use economy at par with more developed nations." 
 
"We are also urging banks to make a big push with PoS (Point of Sale) machines with traders so that debit card use becomes more prevalent," he said. 
 
Giving details of the steps being taken by RBI, he said, "Both RBI and government have been getting the printing presses to work at capacity to get the new notes available to meet demand. 
 
"The RBI is interacting with the banks every day. They are telling us that the situation is gradually easing. The queues in branches and ATMs are shorter and the markets are starting to function, and there are no reported shortages of daily items of consumption. 
 
"Also, about 40-50,000 people were deployed to refit the ATMs. Currency is available and banks are working in a mission mode to lift currency and take them to their branches and ATMs. The staff members of all banks have worked very hard, and we all owe them our gratitude," Patel said. 
 
"Having said that, it is important to regularly review the situation, and taking the required decisions to ease the genuine pain of citizens who are honest and who have been hurt. There are no precedents on this subject at this scale and we have to be reactive to the situation. 
 
"People have asked why the new currency introduced was different in size and thickness from the old. This is because the new currency has been designed to make it hard to counterfeit. When you are going to make a change of this magnitude, you need to get the best standards in place," Patel said. 
 
This is the first-ever interview as RBI Governor by Patel, who is known to keep a low profile.

Additional liquidity that is coming into the banking system following demonetisation will not go away in a "hurry" and may pull down interest rates further, the country's largest lender <keyword id="13222" type="CITY" weightage="20" keywordseo="SBI">SBI</keyword> said, as per a news report by agency. 
 "The recent government's move on demonetisation is a welcome one. A huge amount of money is coming into the savings and current accounts. This huge amount of deposits has turned the system liquidity into surplus and we believe that this extra liquidity will not go away from the system in a hurry, which may push down the interest rate further," a top SBI official told in an interview to <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. 
 
On November 8, the government surprised the nation by declaring Rs 500 and Rs 1,000 currencies invalid to check black money and fake notes, giving a 50-day window to exchange these old notes within a cap or penalty provision for unaccounted money. 
 
Thus, SBI's cash deposits have swollen by over Rs 1.27 lakh crore as on November 17 because people are compelled to put their money in bank accounts due to invalidity of these high-denomination currencies and the note exchange policy. 
 
Also, SBI expects inflation in November to slip below 4 per cent. In October, retail inflation was at 4.20 per cent while wholesale inflation eased to 3.39 per cent. 
 
"Our expectation is that the inflation in November will be below 4 per cent. Also, the recent demonetisation will support easing inflation by affecting consumer demand adversely. Hence, we are still expecting another round of repo rate cut by 25-50 basis points (0.25-0.50 per cent) in 2016-17," the official said. 
 In its last monetary policy in October, the <keyword id="50847" type="CITY" weightage="20" keywordseo="Reserve-Bank">Reserve Bank</keyword> had cut the key repo rate -- at which it lends to banks -- by 0.25 per cent to 6.25 per cent. 
 
RBI has cut repo by 1.75 per cent since January 2015. 
 State <keyword id="6355303" type="CITY" weightage="20" keywordseo="Bank-of-India">Bank of India</keyword> (SBI) trimmed its fixed deposit rates on select maturities by up to 0.15 per cent last week on account of cash flush due to invalidity of high-value notes. 
 
"Cash being deposited at SBI branches belong to customers, as such customers are at liberty to use it the way they want. Interest will be paid on the balance outstanding as per the applicable rates (SB or Term Deposit A/c)," the official said. 
 
Asked about where the bank plans to invest the surplus, SBI said these funds will be invested in reverse repo and T-Bills in the short term. 
"Subsequently, the funds will get deployed as commercial paper (CP) and for addressing credit requirements of customers depending on the availability and duration of funds," the official added. 
 
Listing the pluses of the government's move to make these notes invalid, SBI said more and more people will come to the banking channels to exchange and deposit their higher denomination notes.

Warning black money holders that their undisclosed assets are "not hidden" from its gaze, the <keyword id="6354751" type="COMPANY" weightage="20" keywordseo="Income-Tax">Income Tax</keyword> department today advised them to avail the ongoing one-time disclosure window--PMGKY-- to come clean on their stashed funds, according to an agency report. 
 In advertisements released in leading national dailies, the department also published the salient features of the Pradhan Mantri <keyword id="4093662" type="UNKNOWN" weightage="20" keywordseo="garib-kalyan-yojna">Garib Kalyan Yojna</keyword> (PMGKY), 2016 which was announced by the government post demonetisation in November last year. 
 
"Your undisclosed accounts or cash deposits are not hidden from us. 
 "Helping the less fortunate can help you. <keyword id="47916" type="UNKNOWN" weightage="20" keywordseo="invest">Invest</keyword> your undisclosed income in the PMGKY and accelerate the socio- economic growth of the deprived," the department said in the advertisement which displayed pictures of banned Rs 500/1000 notes. 
 
It cautioned that "non declaration of such undisclosed income will be liable to tax, surcharge and cess at the rate of 77.25 per cent along with penalty and prosecution." 
 
The department added that "total confidentiality is ensured" under the scheme that is open till March 31. 
 The I-T department, official sources had told <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>, has received confirmations for over Rs 300 crore declarations from across the country till now as part of this ongoing black money window. 
 
Under the PMGKY, undisclosed income deposited in any bank or post office account can be declared by paying 50 per cent of it in taxes and surcharges. 
 
Also, a quarter of the total sum is to be parked in a non-interest bearing deposit for four years. 
 
Offering tax dodgers confidentially and immunity from prosecution, PMGKY commenced on December 17, 2016 and will remain open up to March 31.

Thereafter, from 0000 hours of July 24, the protesting staff of around 9,000 will enforce a total shutdown," secretary of staff council Anil Kumar <keyword id="52339" type="PERSON" weightage="20" keywordseo="Mahato">Mahato</keyword> said.Delhi Metro had in 2015 agreed, "in principle", to upgrade pay scale of maintainers from Rs 8,000-14,410 to Rs 10,170-Rs 18,700 from July of that year. It was also decided to merge the pay scales Rs 13,500-Rs 25,520 and Rs 14,000-Rs 26,950.A new pay scale of Rs 20,600-Rs 46,500 was to be introduced, according to the agreement, which was decided upon following a similar employee stir, Mahato said."Since the recommendations of the 3rd pay commission have been accepted by the government and orders are to be issued any time, it is not an opportune moment to press for their demand for revision of pay scales at this juncture. All pay related issues shall be dealt shortly after issue of orders by the government," the <keyword id="45312" type="ORGANIZATION" weightage="20" keywordseo="DMRC">DMRC</keyword> management responded.The other demands of the agitating staffers include the right to form an union, suspension of disciplinary proceedings against three staff members, including Mahato and a <keyword id="6354572" type="ORGANIZATION" weightage="20" keywordseo="CBI">CBI</keyword> probe into alleged financial irregularities in the organisation.Delhi Metro, in a statement, said that issues are purely incidental to the individuals and the attempt on their part to push their personal agenda, and invoke others to cause disruption is uncalled for."The employees have been misled by these individuals and an appeal has been issued for all employees to stay calm and we hope that employees are not misguided by such elements. Staff council members are also called for discussion on these issues," it added. Since yesterday, the protesting staff, wearing black bands, are gathering at metro stations across Delhi-NCR and sloganeering against the management in between their shifts. As of now, there has been no disruption in metro services.

Citing examples of tech firms like Google, Facebook and WhatsApp that have millions of users in India, Mittal questioned if these companies should be allowed to operate in India even as similar homegrown apps are already there in the country. "You can't have (a situation) that on one hand and you have 200 million customers on Facebook, 150 million on WhatsApp, 100 million people on Google... Would we say we don't want FaceBook (and) Google to operate in India, we have homegrown apps," the Bharti <keyword id="15491" type="COMPANY" weightage="100" keywordseo="Airtel">Airtel</keyword> Chairman said. Mittal said India is a big market for technology companies given the huge consumer base. Over the past few weeks, countries like the US, Singapore and Australia have taken steps to tighten their work visa norms.  Ahead of the completion of two years of the mission in June, these cities have achieved an Investment Conversion Ratio (<keyword id="869068" type="ORGANIZATION" weightage="20" keywordseo="ICR">ICR</keyword>) of 90 per cent and above, according to an analysis of the implementation of smart city projects, according to a news report by the <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. 
 
ICR indicates the percentage of funds currently being used at the ground level for implementing the projects as against the funds approved by the Centre. 
 The <keyword id="6696781" type="ORGANIZATION" weightage="20" keywordseo="Urban-development-ministry">Urban Development Ministry</keyword> has approved smart city plans of 60 cities so far. 20 cities announced for the mission in January last year, followed by 13 in May and another 27 in September. 
 
Indore, Surat, and Udaipur were among the first batch of 20cities announced in January last year. Nagpur and Vadodara, despite being selected in September last year, got into top league within a short span, an official said. 
 
The first batch of 20 cities, with a total approved investment of Rs 48,064 crore, is sto achieve an ICR of 49 per cent by June this year. The ICR of the 13 announced in May is about 4 per cent and 21 per cent in the case of 27 cities announced in September, according to a news report by the PTI. 
 
A total investment of Rs 1,31,762 crore has been approved for the 60 cities. 
 
The performance of first batch in implementation of smart city plans is encouraging, though some of them, particularly, the southern cities need to pick up momentum, an official said.
