The <keyword id="116095" type="ORGANIZATION" weightage="100" keywordseo="Indian-Space-Research-Organisation">Indian Space Research Organisation</keyword> (<keyword id="6358064" type="ORGANIZATION" weightage="100" keywordseo="ISRO">ISRO</keyword>) has scheduled the launch of its next rocket, PSLV C23, carrying a French remote sensing satellite <keyword id="2329480" type="UNKNOWN" weightage="100" keywordseo="SPOT-7">SPOT 7</keyword>, along with four others. The launch will be on June 26, from <keyword id="741022" type="UNKNOWN" weightage="100" keywordseo="Sriharikota-spaceport">Sriharikota spaceport</keyword>, a senior official said. 
 
“As of now, we have scheduled the launch of PSLV C23 at 9.50 am on June 26. A 52-hour countdown has been planned, which would commence at 6 am on June 24,” the official said. 
 SPOT 7 is an Earth-observing satellite, similar to the <keyword id="2340326" type="UNKNOWN" weightage="100" keywordseo="Indian-Remote-Satellite-System">Indian Remote Satellite System</keyword> (<keyword id="2340327" type="UNKNOWN" weightage="100" keywordseo="IRSS">IRSS</keyword>). Four other satellites will also be launched on the same day. 
 
ISRO will use the core-only edition of the PSLV to launch the satellites this time. The date and time of the launch also depends on the availability of VIPs, if any, witnessing the launch, the official added. 
 
The commercial satellites will be integrated with the launch vehicle on June 16 and the heat shield check will be performed on June 18. 
 National space agency ISRO is known for its expertise in launching <keyword id="1821518" type="UNKNOWN" weightage="100" keywordseo="PSLVs">PSLVs</keyword> with smaller payloads weighing up to 1,600 kg. It has earned a name in the space industry, attracting huge sums as foreign exchange.

India on Friday successfully placed three satellites into orbit on a rocket completely developed by a four-year-old startup, marking the entry of the private sector into space activities, currently dominated by the state-run behemoth ISRO. <keyword id="7537495" type="General" weightage="80" keywordseo="skyroot-aerospace" source="Orion">Skyroot Aerospace</keyword>-designed Vikram-S, named in a befitting tribute to the father of the country's space programme <keyword id="29151" type="General" weightage="50" keywordseo="vikram-sarabhai" source="Orion">Vikram Sarabhai</keyword>, tasted success in its maiden mission. Skyroot Aerospace become the first privately held company in India after the space sector was opened for private players by the Centre in 2020. "I am happy to announce the successful completion of Mission Prarambh, The Beginning, by Skyroot aerospace," a smiling Pawan Goenka, Chairman of the country's space regulator, Indian National Space Promotion and Authorisation Centre (INSPACe), said from ISRO's Mission Control Center here. The rocket achieved an altitude of 89.5 km and a range of 121.2 km, "exactly what was planned by Skyroot Aerospace," he said. The rocket "worked as planned" and Skyroot Aerospace has demonstrated various capabilities of sub-systems that will go into the orbital launch vehicle, he added. The rocket integrated into the launcher soared after lifting off at the prefixed 11.30 am from the sounding rocket complex at the Indian Space Research Organisation's Satish Dhawan Space Centre, here, about 115 km from Chennai. The Mission unveiled by ISRO Chairman S Somanath has three payloads with two belonging to domestic customers and one from a foreign client. The 6-metre tall launch vehicle is one of the world's first few all-composite rockets that has 3-D printed solid thrusters for spin stability of the launch vehicle. "This is a new beginning for the Indian private sector entering aerospace and a historic moment for all of us," Goenka said. The three payloads riding piggyback on the rocket are from Chennai-based start-up SpaceKidz, Andhra Pradesh-based N-SpaceTech and Armenian BazoomQ Space Research Lab. Vikram-S launched the payloads in about 500 km low inclination orbit. In a departure from the routine, Friday's mission was launched from the complex where sounding rockets were used by ISRO. 'Fun-Sat', a 2.5 kgs payload belonging to Chennai-based aerospace startup Spacekidz, has been developed by students from India, the United States, Singapore and Indonesia. The 545 kg Vikram launch vehicle consists of the Vikram II and Vikram III series. The technology architecture of the launch vehicle offers unique capabilities like multi-orbit insertion and interplanetary missions while providing customised, dedicated and ride-share options covering a wide spectrum of small satellite customer needs, Skyroot Aerospace said. The company added the rockets can be assembled and launched within 24 hours from any launch site. Vikram-S marks "The Beginning" of private venture in Indian space programme with maiden success

<ul><li>India will be launching its earth imaging satellite, Cartosat-3, tomorrow morning from the Satish Dhawan Space Centre in Sriharikota.</li><li>The launch will include 13 other nanosatellites from the US aboard the PSLV XL rocket.</li><li>The Cartosat-3 satellite is an upgrade to India’s Cartosat-2 ‘eye in the sky’ satellites.</li></ul>India is all set to launch its third generation ‘eye in the sky’ Cartosat-3, from the Satish Dhawan Space Center in Sriharikota tomorrow. The Indian Space Research Organisation (<a href="https://www.isro.gov.in/pslv-c47-cartosat-3-mission/launch-kit-glance">ISRO</a>) will be using its trusted workhorse, the PSLV XL rocket, to place the satellite in Low Earth Orbit (LEO). Deemed PSLV-C47, it will be the PSLV’s 49th flight and the XL variant’s 21st launch. According to the agency, the satellite’s main use will be addressing the demands of urban planning, rural resources, coastal land use and monitoring land cover. Since the <keyword id="3703841" type="PERSON" weightage="20" keywordseo="Cartosat-satellites">Cartosat satellites</keyword> are capable of providing high resolution pictures, they serve a dual purpose. They can also be used to defend India’s borders. That satellite could provide images that were 0.65 meters in resolution. The Cartosat-3 satellite, on the other hand, is supposed to be even more accurate with a resolution of 0.25 meters. It will also have adaptive optics, acousto optical devices, in-orbit focusing using micro electro mechanical systems (MEMS) and large area-light weight mirrors. ISRO expects Cartosat-3 to orbit the Earth for the next five years from 509 kilometers in space. Here’s what’s special about India’s Cartosat-3 launch tomorrow

The agency’s budget is expected to increase by 35%, not only bolstering its own capabilities, but also facilitating the private sector. “We expect a steady increase in ISRO budget which can help even private sector players like SOIL in the longer run,” said ICICI Securities on its outlook for 2020. ISRO budget has a multiplier effect on the economy where the benefits of working on rockets and satellites spill over to the private sector.  Companies like Walchandnagar Industries, Godrej Space and L&amp;T are already working with ISRO to manufacture rocket sub-systems. And, many more are just waiting on the sidelines to come into the fold. Shifting towards the private sector In the future, ISRO disclosed plans of moving the entire development of its Polar Satellite Vehicle Launchers (PSLVs) to the private sector. “We will be fully supporting this activity; we will invest and create this capability,” <a href="https://www.thehindubusinessline.com/news/science/isro-ready-to-support-private-rocket-launching-companies/article29331986.ece#">S Somnath</a>, director of the Vikram Sarabhai Space Center told reporters. And, since ISRO has shown an interest in private participation — the industry has responded in kind, A Rajarajan, Director of the Satish Dhawan Space Center told <a href="https://www.business-standard.com/article/current-affairs/private-firms-keen-on-working-with-isro-for-manufacturing-rockets-official-119121601306_1.html">Business Standard</a>. This is not just for manufacturing different parts of a rocket which are then assembled at ISRO — but also for high energy material, like propellants, high explosives and others. Over the next 6 to 9 years, ISRO — along with its revamped commercial arm <a href="https://www.businessinsider.in/union-budget-2019-isros-new-commerical-arm-is-new-space-india-limited/articleshow/70086097.cms">New Space India Limited</a> — has planned 15,000 launches.  ISRO isn’t the only one looking to edge into the satellite launch market which is — expected to grow to a $30 billion by 2026. Start-ups also want a piece of the pie. Companies like Agnikul Cosmos, Skyroot, and Bellatrix are already attempting to build small rockets. The potential of the <keyword id="7803428" type="UNKNOWN" weightage="20" keywordseo="Space-Activities-Bill">Space Activities Bill</keyword> Private companies can’t actually launch a satellite into space until the <a href="https://www.businessinsider.in/india-space-activities-bill-addresses-damage-in-outer-space/articleshow/69960212.cms">Space Activities Bill</a> becomes a law. The pending piece of legislation would allow India’s private sector to participate in the satellite launch market. It would regulate all ‘<a href="http://prsindia.org/sites/default/files/bill_files/Draft%20Space%20Activities%20Bill%202017.pdf">commercial space activity</a>’ — any space activity which generates or is capable of generating revenue or profit — with licenses. Since licenses act as a barrier to entry into the market, the bill has been <a href="https://www.orfonline.org/expert-speak/the-space-activities-bill-does-it-deliver-50019/">criticized</a> for not clarifying the eligibility criteria to apply for such a licence and how long it would take to process one. It is yet to be tabled in Parliament and has to be passed through both houses before it becomes a law. ISRO outlook 2020: Indian private sector eyes $30 billion space launch pie

<ul><li>The Indian Space Research Organisation’s (ISRO) plans for outer space exploration have gotten more ambitious — but they also cost more money. </li><li>Over the last five years, even though the money allocated to the Department of Space through the Union Budget has increased, the growth has not been consistent.</li><li>For the 2020 Union Budget, ISRO is hoping for additional funds to support the Chandrayaan 3 mission — India’s third mission to the moon.</li></ul>The Indian Space Research Organisation (ISRO) is on a mission to become a space superpower. Last year, space agencies all over the world watched as India tried to soft-land on the moon with <a href="https://www.businessinsider.in/science/space/news/isro-shares-first-discovery-from-chandrayaan-2-orbiter/articleshow/71435228.cms">Chandrayaan 2.</a> The mission <a href="https://www.businessinsider.in/science/space/news/chandrayaan-2-india-reveals-the-mystery-behind-vikram-lander-but-its-location-is-still-unknown/articleshow/72161803.cms">may not have been successful</a>, but ISRO isn’t giving up. Its chairman, K Sivan, has officially confirmed that it has plans to <a href="https://www.businessinsider.in/science/space/news/chandrayaan-3-and-gaganyaan-top-priorities-for-isro-in-2020/articleshow/73063629.cms">Chandrayaan 3</a> and attempt another moon landing. In addition, it plans to launch Gaganyaan — its first manned mission to space — and set up <a href="https://www.businessinsider.in/india-space-station-plan-by-isro-plans-k-sivan/articleshow/69775780.cms">its own space station</a>. While the space agency’s plans are certainly ambitious, it’s going to need a lot more resources to pull it off. The technology required to build these complex systems cost money.  For the <keyword id="8192304" type="UNKNOWN" weightage="20" keywordseo="union-budget-2020">Union Budget 2020</keyword>, ISRO is asking the government for an additional ₹75 crore to fund Chandrayaan 3, according to a <a href="https://timesofindia.indiatimes.com/india/chandrayaan-3-is-official-isro-seeks-rs-75-crore/articleshow/72421303.cms">TOI report</a>. Most of the 11% jump in ISRO’s proposed budget or ₹666 crore will go towards meeting machinery, equipment and other capital expenditure.  Bringing in the money Right now, the only way that the space agency earns revenue is through its commercial arm — <a href="https://www.businessinsider.in/union-budget-2019-isros-new-commerical-arm-is-new-space-india-limited/articleshow/70086097.cms">New Space India Limited (NSIL)</a>, formerly known as the Antrix Corporation. NSIL helps foreign governments get their satellites into space, manufactures rockets, produces space technology and helps aid the transfer of technology by ISRO centres. Over the past five years, ISRO has launched satellites from 26 different countries and has generated ₹1,245.17 crore in revenue. In 2020, the space agency has around 10 satellite mission scheduled to launch before March. The most notable of which will be the test flight of ISRO’s new <a href="https://www.businessinsider.in/isros-new-company-just-made-its-first-sale-to-an-american-firm-to-come-aboard-a-rocket-that-doesnt-exist-yet/articleshow/70588829.cms">Small Satellite Launch Vehicle (SSLV)</a>. The smaller rocket can carry smaller payloads into Earth’s orbit and only needs three days to prepare for the launch. Other rockets require months of planning. Anticipating greater demand for satellite launches, ISRO is also building a new spaceport specifically for the SSLV rocket in Thoothukudi, Tamil Nadu. Advocates also argue that ISRO’s mission helps push the Make in India initiative. Last year, the space agency invited private players to build 5 of its Polar Satellite Launch Vehicles (PSLVs). India is also currently processing the ‘<a href="https://www.businessinsider.in/india-space-activities-bill-addresses-damage-in-outer-space/articleshow/69960212.cms">Space Activities Bill</a>’, which will fix the liability for damage with international standards. It will also <a href="https://www.businessinsider.in/isros-commercial-operations-clock-in-over-60-billion-in-revenue-but-leaves-private-players-out-of-the-equation/articleshow/70375311.cms">allow private players to launch satellites </a>— currently a burgeoning market globally with international private entities like Elon Musk’s SpaceX and Jeff Bezos’ Blue Origin leading the charge. Exploring space is expensive — and ISRO needs more money from the 2020 Union Budget

<ul><li>The largest allocation for the Department of Space during the Union <keyword id="7836802" type="UNKNOWN" weightage="20" keywordseo="Budget-2020">Budget 2020</keyword> will be towards <keyword id="6797456" type="UNKNOWN" weightage="20" keywordseo="Gaganyaan">Gaganyaan</keyword>. </li><li>The benefits of more money for space projects will spill over to the private sector. </li><li>Business Insider spoke to Chaitanya Giri from Gateway House, a Delhi-based think tank, about his expectations from the budget this year. </li></ul>This week, India’s Finance Minister Nirmala Sithraman will announce the Union Budget 2020 and many people will have their eyes trained on the allocation towards India’s Department of Space (DoS). This will be the first budget where you have expansive projects like Gaganyaan with funding across different government departments. Experts also believe that the DoS will exceed funds from last year of ₹12,000 crores. "The largest constituent in the space budget this year will be Gaganyaan," Chaitanya Giri, a fellow of space and ocean studies programme at Gateway House, told Business Insider. "Being a multi-ministerial, multi-agency megaproject, its allocations will come not only via the Department of Space but via the Ministry of Science and Technology and Ministry of Defence too," he added. More money for space projects in the budget means more money for public-private partnerships as well. "The more the budget, the greater the number of projects — and the numerous opportunities for public-private collaboration open up," he explained. The budget isn’t just an allocation — it’s a seed fund for private players Benefits of projects in the space sector aren’t restricted only to the Indian Space Research Organisation (ISRO). They will also spill over to the private sector. "The growing space budget must be viewed not merely as an allocation but as a seed fund," said Giri. For instance, India is part of a 30-meter telescope project being built in Hawaii is using software from Persistent Systems in Pune. Godrej Aerospace and L&amp;T are a part of commercially manufacturing PSLVs. It’s essentially a trickle-down effect. More money in the budget means more contracts and, ultimately, more research and development. "As the government increases the budget, the R&amp;D agencies of the government reach out to the private sector with the same money for co-development, turn-key solutions, and supplies," Giri explained. It’s a win-win situation for both stakeholders. ISRO doesn’t have the manpower and workforce to build everything on its own and the private sector’s research needs a boost. Components required by ISRO have been provided by large companies, who — over the years — have built competencies to build them. "I am sure the private sector is using such contracts to build their innovation and invention portfolios. That will help them and the nation in the long run," he said. The need for a national space policy For the private sector to play a more active role in India’s space sector, the government needs to pass the Space Activities Bill, which is still under consideration. It would allow private players to participate in the launch market after obtaining the relevant license from the government. "In the coming years, as India forms specific parliamentary legislation for space activities, things will change completely for the private space industry. India is slowly beginning to view space as a major economic undertaking and for now, that is a really good sign," said Giri. And the private sector also has a little bit of catching up to do. There is a lot of scope of new-age startups an companies in India. They need not supply competencies that ISRO and the existing ecosystem already provides. Instead, the more novel their product, the higher their chance of assimilation in the space ecosystem. "The government has been very proactive in comprehending the changing space technological paradigm around the world. But, it’s synergies with the private sector are huffing and puffing to keep pace with the rapid scientific and technological strides caused by Industry 4.0 revolution," explained Giri. He recommends that the private sector needs to invest more heavily in R&amp;D, preferably through CSR to scout for technology that can be applied to on a large scale. It is no longer enough for companies to get into agreements with foreign players and assemble their products here in India. Union Budget 2020: 'Allocation to space exploration should be considered a seed fund'

<keyword id="116095" type="ORGANIZATION" weightage="60" keywordseo="Indian-Space-Research-Organisation">Indian Space Research Organisation</keyword> (<keyword id="6358064" type="ORGANIZATION" weightage="60" keywordseo="ISRO">ISRO</keyword>) is developing a rocket that can be assembled in merely three days as compared to 30-40 days for a normal-sized Polar Satellite Launch Vehicle (<keyword id="6395832" type="ORGANIZATION" weightage="60" keywordseo="PSLV">PSLV</keyword>). This development is in line with ISRO's efforts to "reduce the cost of access to space" so that more and more of space technologies can be used for the benefit of the common man. The new launch vehicle can be built in one-tenth the original manufacturing cost of a PSLV. The manufacturing cost of a launch vehicle is generally in the range of Rs 150 crore to Rs 500 crore across the world. The weight of this mini-PSLV will be just 100 tonnes as compared to 300 tonnes of the normal-sized launch vehicle. Further explaining the advantage, Dr <keyword id="2003919" type="PERSON" weightage="20" keywordseo="K-Sivan">K Sivan</keyword>, director of Thiruvananthapuram-based Vikram Sarabhai Space Centre, said, "The amount of money used in building a normal-size PSLV rocket can actually be used to manufacture multiple numbers of such mini-PSLVs, which, in turn, can launch several satellites. So, Isro will be able to launch several satellites in less money." It is likely to be ready probably by 2018-end or early-2019. This rocket can take a total payload capacity of 500 to 700 kg and can launch satellites up to the polar sun-synchronous orbit or near-earth orbit (500-700 km in altitude), where India has a slew of satellites that are used for the purpose of earth imaging, weather tracking and reconnaissance. Scientists are of the opinion that ISRO's new development can revolutionize the Indian satellite launch system entirely, and take it ahead of the global counterparts, especially when it comes to the emerging market of nano satellites. Like a normal PSLV, India's small launch vehicles will too be capable of launching multiple nano satellites and can cement the country as a global hub for small satellite launches in the future. Till now, satellites of foreign customers were being accommodated in launch vehicles only as secondary passengers. With Isro eyeing to capture the market of nano satellites, the small vehicle can be a boon for foreign satellite customers as the rocket can be readied in just three days on demand. Precisely why ISRO is betting on smaller and instant rockets as it sees a global shortage of small launchers and a growing demand for vehicles to take small satellites into space.

SRIHARIKOTA: The success of GSLV-D5 signals is the beginning of a new era of commercial viability for Indian space missions. 
 Though India had in the last two decades claimed its rightful place in the global space sector with 25 consecutive successes of its Polar <keyword id="6358065" type="PERSON" weightage="40" keywordseo="Satellite">Satellite</keyword> Launch Vehicles (PSLVs), there remained a <keyword id="138322" type="ORGANIZATION" weightage="100" keywordseo="GSLV">GSLV</keyword>-shaped hole. While PSLV can carry satellites up to 2 tonnes to a lowearth orbit, GSLV was needed for the launch of heavier satellites, especially of the telecommunication variety that need to be put in a 36,000km geosynchronous orbit. Sunday’s launch using an <keyword id="6500558" type="ENTERTAINMENT" weightage="40" keywordseo="Indigenous">indigenous</keyword> cryogenic engine bridges this gap. 
 <keyword id="153327" type="COMPANY" weightage="60" keywordseo="Antrix-Corporation">Antrix Corporation</keyword>, the commercial arm of <keyword id="6358064" type="ORGANIZATION" weightage="100" keywordseo="ISRO">Isro</keyword>, which has been putting its workhorse PSLV to good use to launch satellites for other countries which find the Indian launchpad reliable and affordable, will now get a boost. Antrix chairman and managing director V S Hegde said the corporation is expecting a 15% growth in turnover as more countries were approaching Isro for commercial launches. Antrix has registered a revenue of `1,300 crore in the current fiscal. 
 Isro chairman K <keyword id="62601" type="PERSON" weightage="60" keywordseo="radhakrishnan">Radhakrishnan</keyword> confirmed that <keyword id="87" type="COUNTRY" weightage="40" keywordseo="Germany">Germany</keyword> has approached India for the launch of an 800-kg satellite, and the UK for three satellites weighing 300kg each. “There will be at least two dedicated commercial launches this year using PSLV,” said Radhakrishnan. Isro scientists said earnings from such launches could more than double once GSLV is accepted globally as a reliable launch vehicle. 
 At the level of technology demonstration and outer space exploration, GSLV has come a shot in the arm for Isro. “Though we have spelled out our plans for a manned mission, we couldn’t arrive at a tentative date because of the unreliability of GSLV. This success will speed up such projects,” said a <keyword id="9662" type="POSITION" weightage="40" keywordseo="Scientist">scientist</keyword>. 
 
Radhakrishnan said Isro was ready for a series of GSLV launches, including those for GSAT-6, GSAT-7A, GSAT-9 and Chandrayaan-2. The second moon mission will use a GSLV, after a second success of the cryogenic engine.

It’s quite obvious, after all – never before such large populations have been under the sovereign rule and governed by political systems that are poles apart. And never before two nations with such massive socio-cultural diversity (especially India) have lived in such extreme economic disparity and still remained stable. To that quartet of politics, economics, society and culture, we can now add one more context – science &amp; technology. Interestingly, both of them have created and deployed homegrown technologies to capture the final frontier – the space. 
 China took off back in 2003 while 2013 might be looked upon as the turning point when we truly pitched a tent in space. It doesn’t take <keyword id="9428" type="UNKNOWN" weightage="100" keywordseo="Rocket">rocket</keyword> science to imagine that barring a catastrophe on the lines of Hollywood action disasters, rockets will eventually lead to the biggest industry ever for the mankind. China has already leaped ahead of <keyword id="6355311" type="COUNTRY" weightage="80" keywordseo="Japan">Japan</keyword> and Europe by sending many humans into the space while India, with <keyword id="913432" type="UNKNOWN" weightage="100" keywordseo="Chandrayaan-1">Chandrayaan 1</keyword> in 2008 and the recent <keyword id="1506013" type="UNKNOWN" weightage="100" keywordseo="mangalyaan">Mangalyaan</keyword> (<keyword id="6625456" type="ORGANIZATION" weightage="100" keywordseo="Mars-Orbiter-Mission">Mars Orbiter Mission</keyword>), has carved its own lane in the race to capture the <keyword id="2001111" type="UNKNOWN" weightage="100" keywordseo="Global-space-market">global space market</keyword>. 
 The <keyword id="2001134" type="UNKNOWN" weightage="100" keywordseo="Space-market">space market</keyword> consists of two major product/service categories – <keyword id="133588" type="UNKNOWN" weightage="100" keywordseo="communication-satellites">communication satellites</keyword> and <keyword id="2001117" type="UNKNOWN" weightage="100" keywordseo="Non-communication-satellites">non-communication satellites</keyword>. Communication satellites usually weigh around 4,000-5,000 kg and currently, India does not possess any <keyword id="1542232" type="UNKNOWN" weightage="100" keywordseo="Space-Launch-Vehicle">space launch vehicle</keyword> (aka ‘rocket’) to put modern-day communication satellites into <keyword id="6375157" type="CITY" weightage="100" keywordseo="Orbit">orbit</keyword>. Non-communication satellites include earth observation, weather, navigation and research satellites. And here’s where India already has assets for big returns. 
 India currently has two broad classes of launch vehicles. One is the workhorse called <keyword id="622933" type="COMPANY" weightage="100" keywordseo="Polar-Satellite-Launch-Vehicle">Polar Satellite Launch Vehicle</keyword> (<keyword id="6395832" type="COMPANY" weightage="100" keywordseo="PSLV">PSLV</keyword>), with many proven variants, and the other is the much-touted future giant called <keyword id="1647388" type="UNKNOWN" weightage="100" keywordseo="Geo-synchronous-Satellite-Launch-Vehicle">Geo-synchronous Satellite Launch Vehicle</keyword> (<keyword id="138322" type="ORGANIZATION" weightage="100" keywordseo="GSLV">GSLV</keyword>), with only one proven variant. Besides Chandrayaan 1 and Mars Orbiter Mission, PSLV has also launched many of our earth observation and weather satellites, along with India’s first ever <keyword id="1723872" type="UNKNOWN" weightage="100" keywordseo="navigation-satellite">navigation satellite</keyword> (aka <keyword id="911057" type="UNKNOWN" weightage="100" keywordseo="GPS-satellite">GPS satellite</keyword>, which is actually a name given to the bunch of the <keyword id="2001124" type="UNKNOWN" weightage="100" keywordseo="US-navigation-satellites">US navigation satellites</keyword> but has become ubiquitous) called <keyword id="2001125" type="UNKNOWN" weightage="100" keywordseo="IRNSS-1A">IRNSS 1A</keyword>, in July 2013. 
 The PSLV launch score card reads 23 successful endeavours out of 25. And the maximum load PSLV has successfully put in the orbit is 1,850 kg. It has put 64 <keyword id="6358065" type="PERSON" weightage="100" keywordseo="Satellite">satellite</keyword>s in orbit till date – 29 of them are Indian and 35 foreign ones. But here’s the catch. None of the foreign satellite launches were exclusively commercial launches but just mini piggybacks, always along with a major <keyword id="397800" type="UNKNOWN" weightage="100" keywordseo="Indian-satellite">Indian satellite</keyword>. The total mass of all foreign satellites launched by India till date is less than what a single PSLV launch can achieve. 
 Thus, in spite of having the space warhorses born and brought up in our own backyard and ready to scoop out a huge chunk of the space market pie, they’ll turn grey without running many a race, courtesy the stale socialist mindset on which the Indian polity still feeds. But can we really be the tiger in the space Olympics? Check this. India launched its <keyword id="164562" type="ORGANIZATION" weightage="100" keywordseo="Mars-mission">Mars mission</keyword> within 15 months of the government’s approval in August 2012. And that, too, when the initial feasibility study had designated GSLV as the launch vehicle. 
 When GSLV was rejected due to technical snags appearing in two successive launches in 2010, PSLV was quickly cleared and made ready to fire within 15 months, along with developing all <keyword id="81047" type="COMPANY" weightage="100" keywordseo="scientific-instruments">scientific instruments</keyword> on MOM and the upgradation of ground-based facilities. Hence, we don’t even need a predator’s eyesight for the hunt as the ground is swarming with potential targets. 
 The <keyword id="2001136" type="UNKNOWN" weightage="100" keywordseo="Global-space-economy">global space economy</keyword>, including <keyword id="2001137" type="UNKNOWN" weightage="100" keywordseo="Satellite-industry-revenues">satellite industry revenues</keyword> and <keyword id="2001138" type="UNKNOWN" weightage="100" keywordseo="Government-budgets">government budgets</keyword>, stood at $304 billion in 2012. The <keyword id="911963" type="UNKNOWN" weightage="100" keywordseo="satellite-industry">satellite industry</keyword> includes <keyword id="1814082" type="UNKNOWN" weightage="100" keywordseo="satellite-services">satellite services</keyword>, <keyword id="2001151" type="UNKNOWN" weightage="100" keywordseo="Satellite-manufacturing">satellite manufacturing</keyword> &amp; launch, and ground equipment. Out of these, satellite services largely depend on the state of <keyword id="6355065" type="COMPANY" weightage="100" keywordseo="tv">TV</keyword>, <keyword id="12905" type="COMPANY" weightage="100" keywordseo="Radio">radio</keyword>, <keyword id="17591" type="TECHNOLOGY" weightage="100" keywordseo="Broadband">broadband</keyword> and <keyword id="471844" type="UNKNOWN" weightage="100" keywordseo="mobile-communication">mobile communication</keyword> services, <keyword id="2001147" type="UNKNOWN" weightage="100" keywordseo="Transponder-agreements">transponder agreements</keyword> and other managed services for the home country or others. India mostly leverages its <keyword id="2001148" type="UNKNOWN" weightage="100" keywordseo="Satellite-base">satellite base</keyword> for domestic usage and rarely rents it for <keyword id="2001149" type="UNKNOWN" weightage="100" keywordseo="Foreign-commercial-use">foreign commercial use</keyword>. 
 But where we have already lost ground is <keyword id="2001150" type="UNKNOWN" weightage="100" keywordseo="Satellite-manufacturing-and-launch">satellite manufacturing and launch</keyword> which grew 23% to $14.6 billion and 35% to $6.5 billion, respectively, in 2012 alone. We still can’t launch communications satellites although China has already launched five for other nations. A total of 951 satellites in the earth observation, navigation and weather categories, all in PSLV’s range, are planned to be launched by various governments and private entities during 2009-2018, as per the consultancy firm <keyword id="2001126" type="UNKNOWN" weightage="60" keywordseo="Euroconsult">Euroconsult</keyword>’s report in 2009. Five years have elapsed since and with average satellite costs at $99 million and average launch price at $51 million in the previous decade, the lost opportunity costs are mindboggling. 
 So the task is cut out for the future central government. First, it must control the mushrooming of scams like the <keyword id="557071" type="UNKNOWN" weightage="100" keywordseo="Antrix-Devas-deal">Antrix-Devas deal</keyword> – one which tarnished India’s image as a <keyword id="2001106" type="UNKNOWN" weightage="100" keywordseo="major-space-industry-player">major space industry player</keyword> even before it became one. Second, it must unleash the power of India’s private space industry comprising both manufacturing and services players.
