The scheme promises to cover ₹500,000 per family per year to avail services in government hospital and other some of the partner private hospital. As of now, the beneficiary families have saved ₹12,000 crore owing to PM-JAY, claims the government.However, the scheme leaves out middle class people in India -- that makes up 28% of the country's population. So far now 32 states and Union Territories in India are a part of the scheme. Over $1 billion spent on 4.6 million treatments in a year-- the story of the world's largest government-funded healthcare programme

New Delhi, Feb 4 () The Health Ministry has released Rs 3,520 crore in last two years to states under the Ayushman Bharat scheme, Health Minister Harsh Vardhan informed Parliament on Tuesday.
Replying to a question in Rajya Sabha, Vardhan said the reasons for slow utilization of funds allocated under the health insurance scheme was because four states - West Bengal, Telangana, Odisha and Delhi - which account for 20 per cent of the eligible beneficiary population, were not implementing the scheme.
"Two big states (Punjab &amp; Rajasthan) have joined AB-PMJAY only in late 2019. Large states (UP, MP and Bihar) which account for 30 per cent of the beneficiary population are implementing the scheme for the first time and hence, their demand is still picking up," he said, explaining the reasons for the slow utilization of funds.
Vardhan said the experience of the last 16 months showed the average premium amount is Rs 800 per family per annum, however, this had been estimated at Rs 1,052 at the time of the inception of the scheme.

<ul><li><keyword id="43945" type="COMPANY" weightage="20" keywordseo="Chhattisgarh">Chhattisgarh</keyword> has become the latest state to exit the central government’s <keyword id="6199405" type="UNKNOWN" weightage="20" keywordseo="ayushman-bharat">Ayushman Bharat</keyword> <keyword id="35450" type="COMPANY" weightage="20" keywordseo="insurance">insurance</keyword> scheme. </li><li>In addition to <keyword id="6357783" type="UNKNOWN" weightage="20" keywordseo="West-bengal">West Bengal</keyword> and Chhattisgarh, the non-BJP ruled states of Odisha, Telangana as well as Delhi have also rejected the scheme. </li><li>All of these states either have plans to or have already started their own health insurance coverage schemes.</li></ul>The central Indian state of Chhattisgarh has become the latest state to exit the central government’s Ayushman Bharat insurance scheme. The state’s health minister, T S Singhdeo, said that the government would instead offer its <a href="https://indianexpress.com/article/india/chhattisgarh-to-move-towards-universal-healthcare-plan-t-s-singhdeo-5543794/">own universal healthcare scheme</a> featuring free medicines, outpatient care, and improved public health infrastructure via an existing network. However, that is not the only challenge. The national health insurance scheme was rolled out at the end of September last year, with the stipulated aim of covering 110 million families to the tune of half a million rupees a year. Around <a href="https://timesofindia.indiatimes.com/india/ayushman-bharat-a-game-changer-6-85-lakh-patients-treated-in-100-days-jaitley/articleshow/67335634.cms">685,000</a> patients had reportedly availed of the scheme by the end of 2018, according to Finance Minister Arun Jaitley. As the minister from Chhattisgarh explained, Ayushman Bharat provided insurance for secondary and tertiary <keyword id="6354525" type="UNKNOWN" weightage="20" keywordseo="healthcare">healthcare</keyword> in hospitals, whereas <a href="https://economictimes.indiatimes.com/industry/healthcare/biotech/healthcare/chhattisgarh-govt-to-pull-out-of-ayushman-bharat/articleshow/67550227.cms">nearly 80%</a> of the state’s citizens required primary healthcare services. Outpatient treatment, which is hugely popular with India’s poor households according to <a href="https://www.brookings.edu/wp-content/uploads/2016/12/201612_health-and-morbidity.pdf">a Brookings report</a>, isn’t provided under the scheme. In addition, as public hospitals lack the requisite infrastructure, the government is relying heavily on private hospitals, which aren’t that widespread in semi-urban and rural areas and can promote expensive treatments to improve their margins. The programme is not well funded either. The central government will have to increase its annual funding for the scheme as its ₹20 billion allocation in the 2018 Budget is insufficient - <a href="https://www.livemint.com/Politics/kYhU6jUzQHcz4gexCpVUQP/Confident-of-getting-more-funds-for-Ayushman-Bharat-CEO-Ind.html">a view echoed </a>by the CEO of the programme, Indu Bhushan. As of end-December 2018, the central government had already authorised <a href="https://www.thehindubusinessline.com/money-and-banking/centre-has-spent-850-crore-on-ayushman-bharat-till-date/article25836102.ece">₹8.5 billion </a>worth of claims. A higher allocation will likely be unveiled in the government's interim budget on February 1st. Whose insurance is it anyway The state of West Bengal, which merged its own health protection programme Swastyasathi with Ayushman Bharat last year, also pulled out of the scheme. Chief minister Mamata Banerjee rationalised the move by citing the central government’s attempts<a href="https://indianexpress.com/article/india/mamata-banerjee-pulls-out-of-pmjay-ayushman-bharat-scheme-says-centre-taking-credit-5532864/"> to take full credit</a> for what was essentially a joint effort, wherein the state government shared 40% of the cost. While the states’ pull-out will affect the momentum and portability of the national programme, it also indicates the problems associated with its implementation. This has created a significant financial burden, often forcing individuals to turn to loans and borrowings to cover medical costs. The report noted that 23% of hospital charges are financed through borrowings, emphasizing the toll this takes on household financial health. In many cases, these <keyword id="20228812" type="General" weightage="20" keywordseo="out-of-pocket-expenses" source="keywords">out-of-pocket expenses</keyword> are unpredictable and steep, leading to mounting debts for families. As health crises strike unexpectedly, the lack of widespread health insurance coverage is leaving families vulnerable, highlighting the urgent need for better healthcare protection. <h2><keyword id="20699023" type="General" weightage="20" keywordseo="kidney-disease" source="keywords">Kidney disease</keyword> capital: Delhi</h2>Kidney disease has emerged as a growing concern in India, with Delhi being identified as the kidney disease capital of the country. The report states that Delhi NCR had the highest share of health insurance claims related to kidney health, followed closely by Kochi. "Delhi is the capital for kidney disease, followed by Kochi. Delhi NCR had the highest share of claims related to kidney health," the report confirmed, indicating a rising trend in kidney-related issues. Beyond the staggering number of claims, the financial impact of treating kidney diseases has also been brought to light. The average age of patients claiming for kidney and renal problems is 47 years, showing that kidney issues are affecting people at a relatively young age. One of the highest bills for kidney-related treatment in the past year amounted to Rs 24,73,894, showing just how costly these health conditions can be. <h2>Rising <keyword id="19898369" type="General" weightage="20" keywordseo="heart-disease" source="keywords">heart disease</keyword> in major cities</h2>The report also flagged the increasing number of heart disease cases in India's metropolitan cities. Kolkata and Mumbai recorded the highest number of claims related to heart conditions, with hospitalizations for cardiovascular issues like heart attacks rising sharply, particularly among people aged 31 to 50 years. "Kolkata and Mumbai topped the list of metros when it came to disorders of the circulatory system like heart attacks," the report noted, painting a worrying picture of the growing burden of lifestyle diseases in urban India. Poor diets, stress, and lack of exercise are all contributing factors, creating a serious public health challenge for the country. In addition to kidney and heart diseases, the report also highlighted concerns surrounding cancer. The ACKO Index predicts that <keyword id="20418550" type="General" weightage="20" keywordseo="cancer-cases" source="keywords">cancer cases</keyword> are expected to rise by 13% between 2020 and 2025, which, coupled with the already high cost of cancer treatment, adds further strain to the healthcare system. <h2>Expanding health coverage</h2>In response to the growing healthcare challenges, the Indian government has introduced measures aimed at reducing the burden on citizens. Healthcare in India faces massive strain as costs rise by 14% annually; most expenses paid out-of-pocket

A parliamentary committee has recommended setting up population-based cancer registries in rural areas to help data-driven and evidence-based policy formulation. It has also suggested raising taxes on tobacco products citing that increasing their market price would make them less affordable. This will result in lower consumption and decrease the risk of tobacco-related diseases, including cancer, the panel said. The <keyword id="46535" type="General" weightage="80" keywordseo="health-ministry" source="Orion">health ministry</keyword> must pursue with the Department of Revenue to expedite the decision on raising taxes on tobacco products, the Department-related Parliamentary Standing Committee on Health and Family Welfare said in its 147th report. It was presented in <keyword id="48510" type="General" weightage="80" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword> on Friday. It said for better policy formulation on cancer treatment and uniform distribution of cancer care, there is an urgent need to have realistic information about the incidence and type of cancers across the country. The committee said that the health ministry should take appropriate steps to persuade state governments to participate in the formulation of the cancer atlas so that the entire Indian population is covered under Population Based Cancer Registries (PBCRs). This will help in data-driven and evidence-based policy formulation, it said. It suggested that PBCRs can be linked to the Ayushman Bharat Digital Mission to record data of cancer patients to get real-time information on cancer-related illnesses. "The committee has taken note that currently PBCRs cover 16 per cent of the Indian population only. Therefore, it is quite necessary that the National Cancer Registry Programme cover the population of India extensively, in order to have a unified national database for scientific understanding of epidemiology of cancer," the report said. Stressing a robust screening mechanism for cancer, the committee suggested that one day in a month can be fixed for cancer screening. While appreciating the government's impetus on an institutional framework for cancer care and management and financial support for combating cancer, the committee said cancer must be dealt with separately instead of being a part of other lifestyle and non-communicable diseases. It recommended the demerger of the National Cancer Control Programme (NCCP) from the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular diseases and Stroke (NPCDCS) to have a better focus on screening, early diagnosis and management of cancer. In its report, the committee said that in all the leftover districts Non-Communicable Diseases (<keyword id="131571" type="General" weightage="50" keywordseo="ncd" source="Orion">NCD</keyword>) clinics should be set up at the earliest and more healthcare professionals be trained for screening of common cancer. The panel highlighted that adequate human resource in cancer centres is crucial for their complete operationalisation and recommended setting up subsidised or free accommodation for patients and their relatives near cancer hospitals. The National Health Authority (<keyword id="672062" type="General" weightage="80" keywordseo="nha" source="Orion">NHA</keyword>) should consider including all types of cancer diagnostic tests under the Ayushman Bharat <keyword id="6524177" type="General" weightage="50" keywordseo="pradhan-mantri" source="Orion">Pradhan Mantri</keyword> Jan Arogya Yojana (AB-PMJAY), it said. It appreciated that in compliance with the committee's recommendations, the NHA has approved the inclusion of diagnostic tests under the AB-PMJAY with respect to breast, cervical and oral cancer. The committee noted that the health ministry has set up the e-Sanjivini Ayushman Bharat-Health Wellness Centre (AB-HWC), where doctor-to-doctor telemedicine services can be delivered through the hub and spoke model. It recommended that this model should be strengthened so that the opinions of experts can be provided to cancer patients in isolated and backward areas. The ministry should instruct National Cancer Grid (<keyword id="1502308" type="General" weightage="50" keywordseo="ncg" source="Orion">NCG</keyword>) officials to explore group negotiation of commonly used high-value cancer drugs with pharmaceutical companies through a transparent central tendering platform to have substantial discounts on cancer drugs. Since the mandate of the National Pharmaceuticals Pricing Authority is to ensure the availability of drugs at affordable prices, the committee reiterated that the pricing of cancer drugs should not be guided by profit as in the case of the other businesses. If it is not possible to reduce the profit margin of such drugs, the government may subsidise it, it said in its report. "The committee feels that the submission made by the Secretary, Department of Pharmaceutical, before the committee that over a period of about eight years or so the actual price increase in the drugs had been only between two to four per cent, does not mean that each manufacturer keeps the price of the drug below 10 per cent, as the mechanism permits them to make the hike up to 10 per cent," the report said. The committee said the government should rationalise the annual price hike limit of cancer drugs from 10 to five per cent in order to rescue poor cancer patients. It also suggested the ministry look at subsidising the healthcare cost for cancer patients and declare radiotherapy service as an essential commodity. The ministry should take the matter on board immediately and declare radiotherapy service as an essential commodity so that patients can get some relief from bearing the high cost of the service, it said. PM-JAY benefit cover The total benefit of ₹5,00,000 per family per year can be used on a family floater basis which will mean that one or all members of the family can use it as per the arising needs. Whereas the RSBY has a cap of five members per family, PM-JAY does not have any cap on the family size or the age of the family members.

New Delhi, Dec 5 () The National Health Authority (NHA) on Thursday said it has signed an agreement with Bharti Foundation, The Akshaya Patra Foundation and HelpAge India to raise awareness about Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY).
 Under the agreement, Bharti Foundation will raise awareness about the the public health scheme across 16 states, HelpAge among the elderlies and Akshay Patra will raise awareness about the project through its school network.
 Indu Bhushan, chief executive officer of AB-PMJAY and NHA, in a joint statement said the partnership with The Akshaya Patra Foundation, Bharti Foundation and HelpAge India has provided us an opportunity to reach out to the potential beneficiaries.
 "We believe that these organisations' long-term presence in the rural areas and their grassroot connection will help us in achieving the desired awareness level for the scheme across the country," Bhushan said.
 AB-PMJAY scheme provides an annual health cover of Rs 5 lakh to poor families for secondary and tertiary care hospitalisation through a network of empanelled health care providers (EHCP).
 Under the agreement, Bharti Foundation will hold sensitisation drives with its school network targeting stakeholders such as school children, parents and the immediate village community.
 "This collaboration is in line with our efforts to ensure better life for underprivileged families in rural India," Mamta Saikia, chief executive officer of Bharti Foundation, said
 NHA will conduct various community campaigns, parent meetings and rallies and engage with local panchayats and other community members to sensitise the underprivileged community about objectives and benefits of the AB-PMJAY, the statement said.

With the pandemic-induced elder vulnerability bringing to the forefront the urgency to provide relief and address systemic inequities, organisations working for the welfare of senior citizens have demanded an increase in <keyword id="7848122" type="General" weightage="20" keywordseo="social-pension" source="Orion">social pension</keyword> to Rs 3,000 among other demands ahead of the Union Budget 2022-23, to be tabled in the Parliament on February 1. There are an estimated 140 million elderly people in India. "Accelerated implementation of the National Programme for Healthcare of Elderly (NPHCE) with dedicated funds is another key step needed to bring in comprehensive geriatric care," said Rohit Prasad, CEO, HelpAge India. Echoing the demand for increasing the old-age pension, Agewell Foundation suggested a scheme to re-engage the seniors to tap the unexplored potential of elderly people, who have experience, knowledge, wisdom, resources, time and above all zeal to work in old age to keep themselves engaged and connected with the mainstream. It even suggested a name for the proposed scheme -- Prime Minister's Self-Employment Scheme for Retired and Senior Citizens (PM SSRSC). Founder-chairman of Agewell Foundation, Himanshu Rath, said, "Today, elderly persons are facing different kinds of challenges. Making elderly-friendly budgetary provisions would certainly play an important role in ensuring the welfare and well-being of the ever-increasing population of older persons in the country. The elderly persons need opportunities and greater participation in the mainstream so that they can remain gainfully engaged as long as they can." The two organisations also raised a volley of demands quoting fresh surveys/studies. On the basis of its January 2022 survey conducted among 5,000 elderly persons across the country, Agewell Foundation found that the budgetary provisions can address the issues concerning older persons to a larger extent. As many as 81 per cent of the elderly respondents believed that the government would consider issues concerning the older people. HelpAge India said the recently published findings of the Longitudinal Study of Ageing in India (LASI) has highlighted the facts of income and health security: Around 70 per cent of the elderly are faced with chronic diseases, while only about 30 per cent of the rural elderly from BPL households are recipients of old-age pension benefits. Just 26 per cent of households are covered by some form of health insurance in India. As many as 36 per cent of the elderly are working -- much higher in rural areas (40 per cent) than in urban areas (26 per cent), and mostly in the unorganised sector. Health Minister Dr. Harsh Vardhan along with his wife Nutan Goel received their first Covid vaccine doses on Tuesday in the Delhi Heart and Lung Institute. Vardhan and Goel received <keyword id="149108" type="COMPANY" weightage="20" keywordseo="Bharat-Biotech">Bharat Biotech</keyword>'s Covaxin and paid ₹250 each for the doses. After receiving the vaccine he appealed that those who can afford the cost of vaccination must go to their nearest private facility to get vaccinated. He also spoke of vaccine appropriate behaviour where people must adhere to getting vaccinated and help defeat the pandemic. "After Covid appropriate behaviour, we need to affirm to vaccine appropriate behaviour. We all should come forward and help the society from allaying the menace of <keyword id="8763838" type="UNKNOWN" weightage="20" keywordseo="covid-19">Covid-19</keyword>," he said. "Vaccine would not just save you from the disease but also your closed ones," Vardhan added. Vardhan also said that the percentage of post-vaccination effects are just 0.00004 of the total vaccination and one should not be afraid of the minor ones that come depending upon age. Meanwhile, he also thanked those who got in the queue of registration on the first day of phase three Covid vaccination. "The response was overwhelming and it shows our resolve to defeat the pandemic. I appeal every eligible beneficiary to come forward for the vaccination," he added. Vaccines are being provided free of charge at the government health facilities and on a payment basis in the private health facilities. All private <keyword id="6365858" type="UNKNOWN" weightage="20" keywordseo="hospitals">hospitals</keyword> can charge Rs 150 for vaccines and Rs 100 for service charges fixed by the Central government. Around 10,000 hospitals empanelled under the Ayushman Bharat-PMJAY and 687 hospitals under CGHS can be used by states as Covid Vaccination Centres (CVCs). The phase three of Covid vaccination covering 27 crore of population aged above 60 and those above 45 with comorbidities started from Monday. The previous two phases were started with vaccination of around three crore of healthcare and frontline workers in India. 'Those who can afford should get vaccinated in private hospitals' says Health Minister

New Delhi, Apr 30 () The United States government, through the its Agency for International Development (USAID), has announced an additional assistance of USD 3 million to India to mitigate the spread of COVID-19. In coordination with the Government of India, USAID is providing these funds to the Partnerships for Affordable Healthcare Access and Longevity (PAHAL) project, an innovative financing platform of IPE Global. Through the PAHAL project, USAID will support the National Health Authority to establish a financing facility that can mobilise resources from the private sector to assist over 20,000 health facilities enrolled under Pradhan Mantri Jan Arogya Yojana (PM-JAY), India's health insurance scheme for 500 million poor and vulnerable people, according to a statement. "...The US government through USAID announced an additional USD 3 million to India to mitigate the spread of COVID-19," it said. The release quoted US Ambassador to India Kenneth Juster stating that "this additional funding to support India in its continuing efforts to combat COVID-19 is yet another example of the strong and enduring partnership between the United States and India." To date, USAID has provided USD 5.9 million to assist India in responding to the COVID-19 outbreak. This assistance will help India slow the spread of COVID-19, provide care for the affected, disseminate essential public health messages to communities, and strengthen case finding and surveillance, as per the statement.
