However, the government's commitment to transforming agriculture and potentially the lives of Indian farmers could lead to the agricultural sector growing at 3.7% in the current fiscal, compared to 1.4% last year, as per the CII. <h2>Key initiatives in agriculture</h2>Transforming Agriculture Research The government is set to conduct a comprehensive review of the agricultural research framework, with an emphasis on enhancing productivity and developing climate-resilient crop varieties. Funding will be allocated on a challenge basis, including to private sector initiatives. This research will be overseen by domain experts from both governmental and non-governmental organizations. Release of New Varieties A total of 109 new high-yielding and climate-resilient varieties of 32 field and horticulture crops will be introduced for farmers to cultivate. Promoting Natural Farming In the next two years, the government plans to transition one crore farmers to natural farming practices, supported by certification and branding efforts. This initiative will be carried out through scientific institutions and willing <keyword id="20030597" type="General" weightage="20" keywordseo="gram-panchayats" source="keywords">gram panchayats</keyword>, with 10,000 bio-input resource centers to be established based on need. Missions for Pulses and Oilseeds To achieve self-sufficiency in pulses and oilseeds, the government will strengthen their production, storage, and marketing. Digital Public Infrastructure for Agriculture Building on the success of a pilot project, the government, in partnership with states, will facilitate the implementation of Digital Public Infrastructure (DPI) for agriculture over the next three years. This year, a digital crop survey for Kharif crops will be conducted in 400 districts, integrating details of six crore farmers and their lands into registries. Additionally, Jan Samarth-based Kisan Credit Cards will be issued in five states. Shrimp Production &amp; Export Financial support will be provided to establish a network of Nucleus Breeding Centres for shrimp broodstocks. NABARD will facilitate financing for shrimp farming, processing, and export. National Cooperation Policy A new National Cooperation Policy will be introduced to promote systematic and comprehensive development of the cooperative sector. How to check PM Kisan scheme money and balance

New Delhi, Feb 24 () The Union Agriculture Minister Narendra Singh Tomar on Monday asked the West Bengal government to join the ambitious central scheme, PM-Kisan, which completed one year of operation without the state on board. Barring West Bengal, all other states and union territories are implementing the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) which has benefited 8.45 crore farmers so far in the country, against the target of 14 crore farmers. The minister also launched PM-Kisan mobile App on completion of one year of the implementation of the scheme. Tomar said: "West Bengal has not yet joined the scheme. There are 70 lakh farmers in the state. Benefits worth about Rs 4,000 crore will reach to these farmers if implemented." Of the 70 lakh farmers from the state, about 10 lakh farmers have already self-registered for the scheme via the online portal of PM-Kisan, he said and added the cash benefit to these farmers will reach once the state government verifies the data. Stating that the cash benefit under the scheme will not only help farmers but also boost the state economy, Tomar said: "Our officials have approached the state government in this regard many times. I have also written twice to the chief minister urging to join the scheme. But no reply has come yet from the CM." Tomar said some states like Andhra Pradesh, Bihar and Sikkim are slow in authenticating their farmers' data and the central government is pursuing with them seriously. The aim is to achieve the target of 14 crore farmers by next year. On PM-Kisan portal, the centre has received data of total 9.74 crore farmers. Already, payment has been made to 8.45 crore farmers, he said. About 85 per cent of the farmers data registered under the scheme has been Aadhar verified, the rest will be completed soon, he added. New Delhi, Mar 17 () The Pradhan Mantri Kisan SammanNidhi Yojana (PMKSNY) has been implemented successfully acrossthe country, barring West Bengal as the eastern state did notjoin the scheme, Lok Sabha was informed on Tuesday.Union Minister of State for Agriculture Kailash Choudharysaid the PM-KISAN scheme has been successfully implementedacross the country."So far, as on March 11, 2020, financial benefit underthe scheme has been released to 8,69,79,391 beneficiaries.However, these exclude about 69 lakh farmers of West Bengal asthe government of West Bengal has not yet decided to join thescheme," he said during Question Hour.The minister said the entire responsibility ofidentification of eligible beneficiary farmer families anduploading their correct details on the PM-KISAN portal restswith State/UT governments concerned.State governments have been continuously requested andvigorously pursued for expeditious registration and uploadingof data of beneficiaries, in mission mode and by organisingcamps.Meeting is held weekly through video conferencing withstate governments and other stakeholders concerned so as toremove any handicaps coming in the way of smooth and seamlessimplementation of the scheme, he said.Choudhary said the target of the government is to achieve100 per cent saturation by enrolling every eligible farmerfamily of the country.To achieve this, States and UTs have been asked toconduct various saturation drives, he said. According to a report by the Center for Media Studies, as much as ₹600 billion (nearly $9 billion) was spent, this election. Even in a much richer country like the US, the total amount of money spent in the last election in 2016 was relatively lesser at $6.5 billion for congressional and Presidential races combined, according to <a href="https://www.washingtonpost.com/news/wonk/wp/2017/04/14/somebody-just-put-a-price-tag-on-the-2016-election-its-a-doozy/?noredirect=on&amp;utm_term=.adcc2dd254d0">campaign watchdog Open </a>Secrets. This amount of money spent on election does more damage than just being a financial burden. “Even though the horrors of money are obvious, why will they legislate in their own self interest till sufficient advocacy on the ground pushes for it?” commented S Y Quraishi, former chief election commissioner (CEC) of India, said in a foreword to the report. Excessive money spent in campaigning is a harbinger of bad governance which will be ridden with vested interests who would want bang for the buck spent on electing a candidate or a government. According to Quraishi, the next election will be no better in terms of being free, fair and transparent, if the rising tide of criminalisation of politics and overarching influence of money in politics isn’t stemmed. Direct ‘Benefit’ Transfer More than two-thirds of India’s legislators are millionaires, many times over. It is hence not surprising that the candidates of this election have dug deep into their pockets. This time, newer and convenient delivery models of election bribing has come to the fore. “For the first time it is confirmed that bank transfer of money on the eve of poll has become a new route to lure voters in the name of one or more scheme,” the report said. As per the estimates, the cost of every vote is pegged at ₹700. One of the examples is the transfer of money to farmers under PM-KISAN, a central government scheme announced in the recent budget. Business Insider found that in many parts of Uttar Pradesh, farmers received the money into their bank accounts less than 48 hours before the polling. While this may be clear in legal terms as the PM-KISAN scheme was rolled out before the the Election Commission's model code of conduct kicked in. However, it cannot be denied that the transfer may have timed to influence the voter's choice in the nick of time.

By Ashwini Shrivastava New Delhi, Feb 5 () Over five crore farmers were yet to get the third instalment of money under the Centre's ambitious PM-Kisan scheme, aimed at providing direct support of Rs 6,000 annually to them, according to the latest Ministry of Agriculture and Farmers' Welfare data.The total amount of the scheme, which came into effect on December 1, 2018, is to be paid in three equal instalments of Rs 2,000 every four months.The data showed about 2.51 crore farmers have not got even the second instalment and 5.16 crore of them were yet to get the third instalment.Over 9 crore farmers have registered themselves under the scheme between December 2018 and November 2019, it said.Of these, 7.62 crore or 84 per cent of farmers have received the first instalment.The money through the second instalment was given to nearly 6.5 crore farmers and the amount under the third instalment was given to 3.85 crore beneficiaries, according to the data received in response to an RTI query filed by this journalist.The agriculture ministry, in its response, gave three sets of data mentioning the benefits given to farmers under the scheme between December 2018 and November 2019.It said 4.74 crore farmers were registered between December 2018 and March 2019.Of them, 4.22 crore received the first instalment, 4.02 crore the second and 3.85 crore the third. There was no mention why nearly 50 lakh, 70 lakh and 90 lakh registered farmers during this period did not get the first, second and third instalment respectively.There was no registered beneficiary in West Bengal and Sikkim, hence no amount was disbursed during this period, according to the data.Giving details of the 3.08 crore farmers registered between April and July last year, it said 2.66 crore and 2.47 crore beneficiaries have got their first and second instalments respectively.The RTI reply did no mention why around 40 lakh and 61 lakh registered farmers during this period did not get their first and second instalment respectively."The beneficiaries are eligible for the instalment for the period in which he/she gets registered and subsequent periods, thereafter. Therefore, the third instalment is not due for the beneficiaries registered in the period April 2019-July 2019," the ministry said.There was no registered beneficiary during this period in West Bengal, Punjab and Chandigarh and therefore nobody was paid first and second instalments.The ministry said around 1.19 crore beneficiaries were registered between August and November 30, 2019, of these nearly 73.66 lakh farmers have been given the first instalment.There was no mention of payment of first instalment to over 45 lakh eligible beneficiaries during the period."The beneficiaries are eligible for the instalment for the period in which he/she gets registered and subsequent periods, thereafter. Therefore, the second and third instalments are not due for the beneficiaries registered in the period August 2019 to November 2019," it said.The ministry was asked to provide the total number of farmers, state-wise, and the amount received by them under the Pradhan Mantri Kisan Samman Nidhi or PM-Kisan scheme."PM-Kisan Samman Nidhi scheme has been implemented from December 1, 2018. It is stated that PM-Kisan is a continuous and ongoing scheme, in which the financial benefits are transferred to the bank accounts of the identified beneficiaries as and when their correct and verified data is uploaded by the concerned states/union territories on PM-Kisan web portal," the ministry said in the RTI response vide its letter dated December 26, 2019.The data of beneficiaries so uploaded by them undergoes a multi-level verification, including by banks, and only then the amount is released to the beneficiary, it said, adding that www.pmkisan.gov.in website can be accessed to get more details on the operational guidelines of the scheme.According to the data updated on the website on February 3, around 8.82 crore farmers have been registered and 8.41 crore have received the first installment, 7.56 crore the second instalment, 6.19 crore the third and 3.03 crore have received the fourth installment.In Assam, out of 16.97 lakh farmers registered during this period, 14.02 lakh got the first instalment, 13.72 lakh received the second and 9.87 lakh the third.Of the 42.34 lakh registered beneficiaries in Maharashtra, 36.98 lakh got the first instalment, 31.53 lakh the second and 27.67 lakh got the third instalment.As many as 23.83 lakh farmers in Kerala received their first instalment, 18.79 lakh got the second and 18.43 lakh the third. A total of 26.13 lakh beneficiaries were registered in the state between December 2018 and March 2019.There was no beneficiary registered during the period from West Bengal, which has refused to implement the scheme, according to the ministry's response.In Uttar Pradesh, nearly 9.57 lakh out of 19.64 lakh farmers have got the first instalment. In Gujarat, nearly 1.22 lakh out of 1.98 lakh registered farmers got the first instalment.Around 9.78 lakh farmers out of the 17.18 lakh registered beneficiaries have received the first instalment in Madhya Pradesh. In Odisha, only 5,507 farmers out of 5.6 lakh registered farmers have got the first instalment, the ministry said.None of the 7,326 farmers registered in Sikkim was paid the first instalment, according to the ministry's reply. New Delhi, May 9 () Finance Minister Nirmala Sitharaman on Saturday said Rs 18,253 crore has been disbursed to 9.13 crore farmers under the PM-KISAN scheme during the ongoing nationwide lockdown. Under the PM-KISAN (Pradhan Mantri Kisan Samman Nidhi) scheme, each farmer gets Rs 6,000 in a year in three equal installments directly in bank account. Front-loading the release of the first installment under the PM-KISAN scheme was part of the Rs 1.70 lakh crore Pradhan Mantri Garib Kalyan Package (PMGKP) announced on March 26 to protect the poor from the impact of the coronavirus lockdown. The lockdown was imposed by Prime Minister Narendra Modi on March 25 to curb the spread of COVID-19, and since then it has been extended twice. With regard to further assistance to farmers, the finance minister said that 3 crore farm loan borrowers have opted for a three-month moratorium. "Since March 2020, 9.13 crore farmers have been paid Rs 18,253 crore under PM-KISAN during the #lockdown. About three crore farmers with agri loans totaling Rs 4,22,113 crore availed the benefit of the 3-month loan moratorium," Sitharaman said in a tweet. The Reserve Bank of India (RBI) on March 27 allowed banks to grant moratorium on installments of term loans, scheduled to be paid between March 1 and May 31. In order to ease burden on loan borrowers, she said, "PSBs contacted more than 95% of borrowers eligible for emergency credit lines &amp; working capital enhancements between March 20 - May 6. The amount sanctioned jumped to Rs 54,544 crore, more than double the amount 2 days ago. Number of cases covered more than tripled." In an effort to promote rural employment through infra projects, the government has rendered support to states under the Rural Infrastructure Development Fund (RIDF). "Support of Rs 4224 cr was provided to states under RIDF during Mar, 2020 for promoting rural employment through infra projects. Working capital limit of Rs 6700 cr has been sanctioned for procurement of agriculture commodities to State Govt entities since Mar, 2020," she said in another tweet. The RIDF is a pool created by shortfall of specified priority sector lending of banks. The fund is managed by National Bank for Agriculture and Rural Development (NABARD) is thus utilised for development of rural infrastructure in the country. Domestic commercial banks contribute to the fund to the extent of their shortfall in stipulated priority sector lending to agriculture. The main objective of the fund is to provide loans to state governments and state-owned corporations to enable them to complete ongoing rural infrastructure projects. DP MKJMKJ
