PM Modi announced a 21-day lockdown yesterday (March 24) to fight <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">Coronavirus</keyword>. In his statement, Chidambaram said, “We owe a duty to extend our total support to the Prime Minister and the central and the state governments.” Half of the Indian population still survive on daily wages, and the lockdown will leave them in the middle of nowhere. The experience for India is going to be a lot different from what Italy, France, and China may have experienced because of its vast majority that lives below the poverty line. Construction workers, domestic help, sanitation workers in private establishments, daily wage labourers in small shops and factories, film production crews across countries, and many more like account for nearly 90% of India’s population - will experience the heat of this lockdown. Here is what Chidambaram listed out in his statement for the Indian government <ol><li>For farmers, the government should double the amount paid/payable under PM-KISAN (to ₹12,000) and transfer the additional amount immediately to the bank accounts of beneficiaries. </li><li>It should bring tenant farmers under PM-KISAN. Take the list from the state governments and transfer ₹12,000 (in two instalments) to the bank accounts of each farmer. </li><li>Take the list of registered Mahatma Gandhi Employment Guarantee Act 2005 (MGNREGA) workers and transfer the sum of ₹3000 into the bank account of beneficiaries. </li><li>For the urban poor, take the Jan Dhan accounts with the urban branches of the banks and transfer a sum of ₹6000 into the bank account of each beneficiary. </li><li>Offer to every ration card holder, through the ration shops, 10kg of rice or wheat absolutely free, as a one-time measure in the next 21 days. He also added that the government should arrange for home delivery of this. </li><li>All registered employers to maintain current levels of employment and wages. It should guarantee such employers that the government will reimburse the wages of the employees within 30 days of payment. </li><li>Open a register in every ward or block and invite people who have not received payment under any of the categories listed above to register their name, address and Aadhar. Street people and destitute will fall under this category. After minimal verification, open a bank account in each name, seed it with Aadhar and transfer Rs 3000 into each account. </li><li>Extend the deadline for payment of any kind of taxes until June 30. Former Finance Minister Chidambaram lists out how much the government should pay Indians during the lockdown

New Delhi, Apr 13 () The government has disbursed Rs 16,621 crore to about 8.31 crore beneficiary farmers under the PM-KISAN scheme since March 24, the day lockdown was announced to curb COVID-19.The total amount released during the lockdown period also includes last year's due payment of Rs 1,674.43 crore which has been disbursed to 83.77 lakh beneficiary farmers, an official statement said.The rest Rs 14,945 crore has been released to 7.47 crore farmers as the first installment under the PM-KISAN for the 2020-21 fiscal which started from April 1.Under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, the Centre transfers an amount of Rs 6,000 per year, in three equal instalments, directly into the bank accounts of farmers, subject to certain exclusion criteria relating to higher income status.To give immediate relief to farmers affected by the nationwide lockdown, the government had on March 27 promised to transfer the first installment of Rs 2,000 to each of 8.69 crore beneficiaries under the scheme, in the first week of April.Besides, the Centre said it has dispatched 3,985 tonnes of pulses for free delivery to PDS beneficiaries under the Pradhan Mantri Garib Kalyan Yojana (PM-GKY).The Union Agriculture Ministry has also decided to allow 'Truthful Label seeds' for subsidy components for the North East, Hilly regions and the UTs of Jammu &amp; Kashmir only, for all crops under National Food Security Mission.The ministry further said organic products are being delivered in Punjab at doorstep in the specially designed electric van under Paramparagat Krishi Vikas Yojana (PKVY).In Maharashtra, 21,11,171 quintals of fruits and vegetables have been sold by 27,797 Farmer Producers Organisations (FPOs) in 34 districts by online/direct sale method, it added. Govt disburses Rs 16,621cr under PM-KISAN since lockdown

New Delhi, May 9 () Finance Minister Nirmala Sitharaman on Saturday said Rs 18,253 crore has been disbursed to 9.13 crore farmers under the PM-KISAN scheme during the ongoing nationwide lockdown. Under the PM-KISAN (Pradhan Mantri Kisan Samman Nidhi) scheme, each farmer gets Rs 6,000 in a year in three equal installments directly in bank account. Front-loading the release of the first installment under the PM-KISAN scheme was part of the Rs 1.70 lakh crore Pradhan Mantri Garib Kalyan Package (PMGKP) announced on March 26 to protect the poor from the impact of the coronavirus lockdown. The lockdown was imposed by Prime Minister Narendra Modi on March 25 to curb the spread of COVID-19, and since then it has been extended twice. With regard to further assistance to farmers, the finance minister said that 3 crore farm loan borrowers have opted for a three-month moratorium. "Since March 2020, 9.13 crore farmers have been paid Rs 18,253 crore under PM-KISAN during the #lockdown. About three crore farmers with agri loans totaling Rs 4,22,113 crore availed the benefit of the 3-month loan moratorium," Sitharaman said in a tweet. The Reserve Bank of India (RBI) on March 27 allowed banks to grant moratorium on installments of term loans, scheduled to be paid between March 1 and May 31. In order to ease burden on loan borrowers, she said, "PSBs contacted more than 95% of borrowers eligible for emergency credit lines &amp; working capital enhancements between March 20 - May 6. The amount sanctioned jumped to Rs 54,544 crore, more than double the amount 2 days ago. Number of cases covered more than tripled." In an effort to promote rural employment through infra projects, the government has rendered support to states under the Rural Infrastructure Development Fund (RIDF). "Support of Rs 4224 cr was provided to states under RIDF during Mar, 2020 for promoting rural employment through infra projects. Working capital limit of Rs 6700 cr has been sanctioned for procurement of agriculture commodities to State Govt entities since Mar, 2020," she said in another tweet. The RIDF is a pool created by shortfall of specified priority sector lending of banks. The fund is managed by National Bank for Agriculture and Rural Development (NABARD) is thus utilised for development of rural infrastructure in the country. Domestic commercial banks contribute to the fund to the extent of their shortfall in stipulated priority sector lending to agriculture. The main objective of the fund is to provide loans to state governments and state-owned corporations to enable them to complete ongoing rural infrastructure projects. DP MKJMKJ

New Delhi, Mar 26 () To provide relief to farmers affected due to the lockdown, the Centre on Thursday said it will transfer in the first week of April the first installment of Rs 2,000 to each of 8.69 crore beneficiaries under the PM-KISAN scheme.Announcing the relief measures within 36 hours of nationwide lockdown, Finance Minister Nirmala Sithraman said: "Farmers receive Rs 6,000 annual from PM-KISAN. Guwahati, May 15 () Assam has been losing around Rs1,000 crore every day because of the COVID-19 inducedlockdown, Chief Minister Sarbananda Sonowal on Friday said,quoting a survey by the Confederation of Indian Industry(CII).Migrant workers returning to Assam will be trained todevelop their skills and absorbed in the state, the chiefminister said.Terming the Rs 20 lakh crore special financial packageannounced by the Centre a "game-changer", he said around 24lakh people in over one lakh micro, small and mediumenterprises (MSME) in the state will immensely benefit fromit."This package will change the current economicscenario of the country towards growth. The Centre and statesare facing huge problems due to the halt in economicactivities on account of the lockdown," he said.Asked about the losses Assam has incurred since thelockdown was announced in late March, Sonowal said the statehas not calculated any estimate as of now on this aspect. "The CII did a survey and they told us that Assam lostRs 1,000 crore daily. We are going by their survey as they areexperts in such studies," he added.On the Central package, the chief minister said thestate government will devise a road map to utilise the fundsfor the MSME units in consultation with all the stakeholders,including the owners and industry bodies."In Assam, 99.9 per cent of the industries are MSMEunits, which contribute 39 per cent of the state's GDP. Ihave already instructed the industry minister to imparttraining for additional skills to them. The Economic AdvisoryCommittee formed to frame guidelines will also consider thisaspect," Sonowal said.He said around 6.5 lakh people have registered so farin the helpline for the stranded people, but the exact numberof migrant workers is not known immediately. On alleged corruption in selecting beneficiaries underthe Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme,Sonowal said an inquiry has been initiated and all the guiltywill be punished.The scheme provides a payment of Rs 6,000 per year inthree equal instalments of Rs 2,000 to beneficiaries. Assam losing Rs 1,000 cr daily during lockdown: CM Sonowal

New Delhi, Apr 15 () The government on Wednesday said that crop insurance claims worth Rs 2,424 crore have been disbursed to farmers across 12 states during the lockdown period.The Union Agriculture Ministry said it has taken several other measures to facilitate farmers and farming activities at field level during the lockdown period.Highlighting these measures, the ministry said that "under the Pradhan Mantri Fasal Bima Yojana (PMFBY), insurance claims amounting to Rs 2,424 crore have been disbursed to the beneficiary farmers in 12 states in the country."The Kisan Credit Card (KCC) saturation drive has been initiated by the ministry in collaboration with the Department of Financial Services to cover all PM-KISAN beneficiaries. "So far 83 lakh applications received out of which 18.26 lakh applications have been sanctioned for loan amount of Rs 17,800 crore," an official statement said. The due date for conversion of agri-gold loan and other agri accounts into KCC Account was March 31 but now it has been extended up to May 31. MJH MKJ

Lockdown: Crop insurance claims worth Rs 2,424 cr disbursed to farmers

New Delhi, Apr 29 () The government has pinned its hope on the farm sector to keep the economy running amid the COVID-19 stress, saying the agrarian industry is functioning "smoothly" and would be less impacted unlike manufacturing and services. Lauding farm workers working tirelessly for ensuring the country's food security even during the current crisis, Agriculture Minister Narendra Singh Tomar said many of the rabi (winter-sown) crops have been harvested taking safety precautions, and procurement of some crops such as wheat, rice, pulses and oilseeds at minimum support price (MSP) is underway. Farmers have started sowing rain-dependent kharif (summer) crops like rice, and the acreage has gone up to 57.07 lakh hectares so far this year from 41.31 lakh hectares a year ago, he said adding that there has been no shortage of foodgrains, vegetables and dairy products in the country. Farmers are getting better rates in mandis, Tomar claimed. Stating that many other sectors are hit due to the lockdown, the minister said, however, "the agriculture sector will not be impacted much". The government has taken several measures to ensure smooth operations of the agriculture sector and exempted farm activities from the lockdown rules, he added. Government think-tank Niti Aayog member Ramesh Chand asserted that at a time when 60 per cent of the Indian economy is closed and not working due to the lockdown, the agri sector alone will play a key role in giving normal growth to the Indian economy. "Our estimates are that agriculture this year will have at least 3 per cent growth rate, which is a long-term growth rate of Indian agriculture despite prevailing adverse circumstances," he said. The farm sector growth stood at 3.7 per cent during the 2019-20 fiscal, he said and pointed, "If you look at the growth rate in current prices, then that growth rate comes to be 11.3 per cent, which is 60 per cent more than the growth of the non-agricultural sector." Asserting that the agriculture sector will come to the rescue of the Indian economy amid "depressing" forecasts by many agencies including the IMF, the Niti Aayog member said it is because the support of agriculture is so strong, the share of agriculture in the GDP is 17 per cent. This is higher than even manufacturing, he said. "In the case of agriculture, things are happening. And with that kind of growth, you find agriculture alone to give something more than 0.5 per cent to a little more growth rate to Indian economy," he said. In an otherwise gloomy picture due to the environment prevailing in India and across the globe, the agriculture sector will "rise to the occasion and play a role in giving a normal growth to Indian economy" in this difficult and distressing time, he added. Drawing attention to various indicators, Chand said forecast of normal southwest monsoon, 40-60 per cent increase in water level in reservoirs in first quarter of this fiscal for kharif crops, uptake in sale of fertilisers and seeds and better price for farm produce in mandis will encourage farmers to invest more. "Farmers invest more when prices and terms of trade are favourable. One can expect better growth," he explained. "All those stories and forecasts that Indian economy is going to shrink, I think that will not hold mainly because support for agriculture is strong," he added. Chand also mentioned that gloomy economic forecasts by some agencies including IMF is causing serious worries among politicians, decision makers and ordinary citizens about the future of the Indian economy, jobs and food security. Highlighting measures taken to ensure farmers not affected during the lockdown period, the government said it has disbursed the first installment of Rs 2,000 to 8.13 crore beneficiaries in the first fortnight of April itself under the PM-KISAN scheme. Under PM-KISAN, the government gives Rs 6,000 per annum in three equal installments directly into the bank accounts of farmers. That apart, the government has launched 'Kisan Rath' mobile app to help farmers find transportation for movement of farm produce to mandis. All India Agri Transport call centre has also been put in place to resolve inter-state movement of farm produce and Kisan Rail was started on 67 routes for supplying essential commodities at fast speed. The government also said new features have been added to the electronic National Agriculture Market (eNAM) to encourage farmers to trade online during this lockdown. Lockdown: Agri sector running smoothly, to be less impacted unlike other segments, says govt

New Delhi, Apr 19 () More than Rs 36,659 crore has been transferred to the bank accounts of 16.01 crore beneficiaries using direct benefit transfer (DBT) between March 24 and April 17 during the lockdown, the finance ministry said on Sunday. The cash amount has been transferred by using Controller General of Accounts' (CGA) digital payments technology Public Financial Management System (PFMS) under Central Schemes (CS) and Centrally Sponsored Schemes (CSS). DBT ensures that the cash benefit is directly credited into the account of the beneficiary, eliminates leakage and improves efficiency. "More than Rs 36,659 crore has been transferred by using Direct Benefit Transfer (DBT) through the Public Financial Management System (PFMS) in the bank accounts of 16.01 crore beneficiaries by the Controller General of Accounts (CGA) office during COVID-19 lockdown," the ministry said in a statement. Of the Rs 36,659 crore, Rs 27,442 crore has been transferred under CSS and CS and Rs 9,717 by various state governments for its welfare schemes. Between March 24 and April 17, the DBT payments under all the central sector/centrally sponsored schemes through PFMS amounted to Rs 27,442.08 crore in the accounts of 11.42 crore beneficiaries through schemes like PM-KISAN, Mahatma Gandhi National Employment Guarantee Scheme (MGNREGS), National Social Assistance Program (NSAP), Prime Minster's Matru Vandana Yojana (PMMVY), National Rural Livelihood Mission (NRLM), National Health Mission (NHM), scholarship schemes of various ministries through the National Scholarship Portal (NSP). Besides, states like UP, Bihar, Madhya Pradesh, Tripura, Maharashtra, Jammu &amp; Kashmir, Andhra Pradesh have used DBT to transfer cash in the bank accounts. Through 180 welfare schemes, the state governments using PFMS have disbursed to 4.59 crore beneficiaries, an amount of Rs 9,217.22 crore between March 24 and April 17. Apart from above mentioned schemes, payments were also made under the PM Garib Kalyan Yojana, Rs 500 was credited in the women account holder of Jan Dhan accounts. Till April 13, the total number of women beneficiaries stood at 19.86 crore, which resulted in disbursement of Rs 9,930 crore. A total of Rs 17,733 crore has been paid under PM-KISAN to 8.43 crore beneficiaries, while Rs 5,406 crore has been disbursed under MGNREGA to over 1.55 crore bank accounts. The ministry said PFMS usage for DBT payments increased over last three financial years with total amount disbursed through DBT increasing from 22 per cent in 2018-19 to 45 per cent in 2019-20. With effect from April 1, 2015, the finance ministry had made it mandatory to use PFMS for payment, accounting and reporting under DBT and directed all implementing ministries or departments to ensure that no payments under DBT schemes were processed unless the electronic payment files for such payments were received through PFMS. This is commendable in our view, especially at a time when hotel players have either reported or are likely to post EBITDA loss (for players yet to announce results),” the report said. The company has gradually made its hotels operational with 86% of its inventory operational in June compared to 58% in April. “Some cost-cutting measures shall also persist post-COVID-19, which should increase EBITDA margin by 500–700bp,” the report said. Mumbai, Mar 26 () Equity benchmark Sensex was trading over 1,000 points higher in afternoon session on Thursday after Finance Minister Nirmala Sitharaman announced a stimulus package worth Rs 1.70 lakh crore to cushion the impact of the lockdown in wake of COVID-19 pandemic. Paring early gains, the 30-share BSE barometer was up 1,055.11 points or 3.70 per cent at 29,590.89. It rallied over 1,500 points in morning session. Similarly, the NSE Nifty stood 284.20 points, or 3.42 per cent, higher at 8,602.05 at 1430 hours. IndusInd Bank was the top gainer in the Sensex pack, rallying up to 34 per cent, followed by Axis Bank, Bharti Airtel, L&amp;T, Bajaj Finance and HDFC. On the other hand, Maruti, Reliance Industries, NTPC and Sun Pharma were among the top laggards.In an effort to cushion the economic blow of the 21-day lockdown to contain the Covid-19 pandemic, Finance Minister Sitharaman announced a slew of measures to help the citizens survive the crisis.The Rs 1.70 lakh crore economic package will be implemented with immediate effect.The Pradhan Mantri Gareeb Kalyan scheme includes distribution of 5 kg of wheat or rice and one kg of preferred pulses free-of-cost every month over the next three months to 80 crore poor across the country and Rs 500 per month for next three months to as many of 20.5 crore women Jan Dhan Account holders. This can be due to renewed attempts at spotting income supplementing opportunities by rural households or also due to the high incidence of migration back to the villages, where the returnees are looking for income generation opportunities."This is the start of entrepreneurial journeys for many. The enquiries and applications which we are getting for 'BC Point' is increasing," chief executive and managing director Rishi Gupta told .He said as against about 600 such enquiries earlier, the company is now getting 1,000 enquiries. A Business Correspondent (BC) Point is typically equipped with a handheld device like a smartphone or a tablet, along with peripheral finger print reading machine. Through the hardware and connectivity, it delivers a host of banking and financial services to the local people against a commission for every transaction like remittances and also cash withdrawals. Typically, a person has to invest over Rs 7,000 for the hardware and connectivity and is helped by the company to render the services after being trained and some necessary marketing material given, Gupta said, adding that it has 2 lakh such BC Points manned by external partners as of now. "We do a background search on the applicant, check the potential of the area he would be operating in before onboarding," Gupta said, adding the work of adding the new partners is on.The BC point has business earning potential of about Rs 6,000 per month, assuming for doing about 200 transactions a day, Gupta said, adding that typically, the business operator also has other interests like photocopying or phone recharges. Meanwhile, Gupta said the cash transfers by the government under various schemes like PM-Kisan have ensured that activities like remittances, which had been impacted in the initial days of the lockdown, have re-started now.The bank is now witnessing remittances of Rs 1,500 crore per month as against a low of about Rs 400 crore, he said. Similarly, deposit withdrawals have also increased with the accounts witnessing some deposits from the government, Gupta said, adding the rate of new account opening is also up. Gupta said the bank, which turned in the black in the March quarter, will close FY21 with profits and is also sticking to its aim of turning itself into a small finance bank in two years.In the current times, the payments bank is the best business model because it is a risk-free business, Gupta said. New Delhi, Mar 26 () Investor wealth rose for the third consecutive day on Thursday, gaining Rs 11,12,088.78 crore in three days, as equity markets continued their sharp rally. The BSE benchmark index Sensex advanced 1,410.99 points or 4.94 per cent to close at 29,946.77 on Thursday. In three days, the index has gained 3,965.53 points. The market capitalisation of BSE-listed companies zoomed Rs 11,12,088.78 crore to Rs 1,12,99,025.06 crore in three days. The government on Thursday unveiled a Rs 1.70 lakh crore economic package involving free foodgrain and cooking gas to poor for the next three months, one-time doles to women and poor senior citizens, higher wages to workers and measures to boost liquidity of employees as it looked to contain the impact of unprecedented nationwide lockdown. "The key takeaway is that it will provide a solid support to rural and semi-rural economy due to high amount of benefit in terms of food, cash in hand and job safety. Regarding the market, it will provide safety to defensive stocks like the staple industries, but does not provide any relief to corporates like banks, hospitality and others," Geojit Financial Services Head of Research Vinod Nair said. "It seems that the majority of the benefits announced is factored in the market given more than 15 per cent bounce from the recent low. The recovery of the market will continue if strict lockdown system is implemented in the developed markets and number of new virus cases reduces," he added. The government will also frontload Rs 2,000 payment to farmers in the first week of April under the existing PM Kisan Yojana to benefit 8.69 crore farmers. With businesses closed during the lockdown, the government will contribute employees as well as employer's contribution to the provident fund for the next three months for companies with up to 100 employees with 90 per cent earning not more than Rs 15,000. The contribution will be a total of 24 per cent of eligible wages. "FM came out with some announcements in terms of relief package which was majorly attributed to poor people and farmers who are facing major problems during lockdown, but there was no major thing which can boost market sentiments while the market has already rallied significantly in last 2-3 days in anticipation of some kind of announcements," TradingBells Senior Analyst Santosh Meena said. From the 30-share frontline companies pack, IndusInd Bank grabbled the limelight, as it jumped 45.07 per cent. Other big gainers were Bharti Airtel, Larsen &amp; Toubro, Bajaj Finance, Kotak Mahindra Bank and Bajaj Auto. On the BSE, 1,508 companies advanced, while 769 declined and 172 remained unchanged. In the broader market, the BSE midcap and smallcap index rose by 3.49 per cent and 3.73 per cent, respectively.
