New Delhi, Jan 31 () There is a need to address the rising food subsidy bill, and the government needs to "revisit" the subsidised rates at which foodgrains are distributed through ration shops, the Economic Survey said on Friday.
 Foodgrains via ration shops are supplied at highly subsidised rates of Rs 3 per kg for rice, Rs 2 per kg for wheat and Rs 1 per kg for coarse grains through Public Distribution System (PDS) as per the National Food Security Act (NFSA).
 "With a large share of poor people, maintaining food security is still a challenge. The rates fixed under the NFSA initially for a period of three years have not been revised since 2013, resulting in burgeoning food subsidy. The rates under NFSA and the coverage need to be revisited," the Survey said.
 The food subsidy bill has increased from Rs 1,13,171.2 crore in 2014-15 to Rs 1,71,127.5 crore in 2018-19, it said adding that the reasons for widening of the food subsidy have been many.
 While the economic cost has increased, the central issue price (the rate at which grains are sold in ration shops) for NFSA beneficiaries has not been revised from Rs 200 per quintal in case of wheat and Rs 300 per quintal in the case of rice.
 The acquisition and distribution costs of foodgrains for the central pool together constitute the economic cost. The difference between the per-quintal economic cost and the per-quintal Central Issue Price (CIP) gives the quantum of food subsidy.
 "While the interests of the vulnerable sections of the population need to be safeguarded, for sustainability of food security operations, the issue of burgeoning food subsidy bill needs to be addressed," the Survey added.
 The NFSA has been implemented in all states and Union territories. However, in Chandigarh, Puducherry and urban areas of Dadra and Nagar Haveli, the NFSA is being implemented in cash transfer mode, under which food subsidy is being transferred into the bank accounts of beneficiaries who then have a choice to buy foodgrains from open market.
 During the financial year 2019-20, the government allocated 603.88 lakh tonnes of foodgrains to states and UTs under the NFSA and other welfare schemes as on December 2019.
 Under the NFSA, the government supplies 5 kg of subsidised foodgrains to each person per month to over 81 crore people through 5 lakh ration shops in the country. LUX HRS

New Delhi, Mar 23 () The Centre on Monday allowed states and Union Territories to lift foodgrains for three months in advance from Food Corporation of India (FCI) for distribution through ration shops in the wake of the coronavirus pandemic. There are about 75 crore beneficiaries under the Public Distribution System (PDS). "To ensure adequate supply of foodgrains to the public and financially assist the state govts, Department of Expenditure, has agreed to the Food and Public Distribution Department's proposal that foodgrain for 3 months can be lifted by States/ UTs on credit from FCI," Finance Minister Nirmala Sitharaman said in a tweet. As of now, the government has surplus foodgrains of 435 lakh tonnes, out of which 272.19 lakh tonnes are rice and 162.79 lakh tonnes are wheat, as per the government data. At present, the government supplies 5 kilograms of subsidised foodgrains per month to each beneficiary under the PDS through 5,00,000 ration shops in the country. This costs the exchequer about Rs 1.4 lakh crore annually. So, if a particular beneficiary holds more than one ration card, they will no longer be able to collect ration more than once just because they travel to a different state. The government will also be able to keep an eye on the monthly entitlements and how much of the food grains are actually being used by the beneficiaries. This holds in line with government's attempts to digitise its processes. It has already set up point-of-sale (PoS) machines at PDS shops to help with cashless transactions. Who has the most to gain? Paswan claims that migrant labourers have the most to gain from the new scheme stating, "They will have full food security. This will also provide freedom to the beneficiaries as they will not be tired to any one PDS shop." The IMPDS will be a real time database — inspired and augmented from the government's Goods and Services Tax Integrated Management (GSTIN) — that support these efforts. As of now, it's already operational in 10 Indian states — Andhra Pradesh, Gujarat, Jharkhand, Karnataka, Kerala, Maharashtra, Rajasthan, Telangana and Tripura. PDS is still far from perfect The importance of PDS in India lies in the fact that it allows the poor to purchase food grains from the government at prices lower than the market rate while also allowing farmers to sell their crop directly to the government as per a pegged 'fair price'. PDS has come under heavy criticism in the past of allowing food grains to go bad when they've been left in warehouses for too long without the proper storage facilities, not being efficient in delivering food grains from the warehouses to the PDS ration shops, and being unable to accurately determine how to define 'poor' as a criteria. And, because the government promises to buy all incoming grains from farmers, it can sometimes be at the cost of creating a shortage in the open market leading to higher prices for the public at large. The new system may address the problem of duplication but the issue of different departments using different criteria to determine the poor is a bane of everyone involved. In some states, like Haryana and the union territory of Puducherry, the state departments have opted for Direct Benefits Transfer (DBT) — akin to the system that's already in place for LPG gas — and has seen encouraging results.

New Delhi, Mar 26 () The government has enough foodgrain reserves to feed the poor amid the nationwide lockdown to contain the spread of coronavirus, Food Minister Ram Vilas Paswan said on Thursday.State-run Food Corporation of India (FCI), the government's nodal agency for procurement and distribution of foodgrains under the Public Distribution System, is keeping a close watch on supply of subsidised grains to the ration-card holders, he added."FCI godowns has sufficient reserves to meet the demand and officials are keeping a close watch on distribution of foodgrains," Paswan said in a tweet.Senior FCI officials have been asked to monitor the supply situation 24X7, he added.According to official data, the government currently has total 58.49 million tonnes of foodgrain in the FCI godowns. Out of which, rice constitutes 30.97 million tonne and wheat 27.52 million tonne.The foodgrain stock, however, is much higher than the required norm of maintaining a reserve of about 21 million tonne as on April 1. In most parts of the country, local flour millers and chakki shops are not allowed to operate, while some are not willing to function due to fear of action by the police which is enforcing strictly the lockdown rules to stop the spread of the disease as the confirmed cases in the country rise to 1,071. "What do I do with wheat? Nearby chakkis (flour mills) are shut. Where do I convert wheat into flour? What is the point of buying wheat when we cannot consume?" Mustafa (25), a factory worker, told after getting the ration supply from a fair price shop at Sarai Kale Khan in the national capital. Mustafa received 6 kg wheat and 1.5 kg rice per person for free on Monday and did not get his monthly quota of foodgrains at a subsidised rate in the absence of stock at the depot. Under the PDS, the government is giving monthly 5 kg foodgrains at a subsidised rate of Rs 2 kg for wheat and Rs 3 kg for rice. To ensure enough food to the poor during the lockdown, the government last week decided to distribute for free 5 kg of rice or wheat per person and 1 kg pulse per household for the next three months under the Pradhan Mantri Garib Kalyan Yojana (PMGKY). Like Mustafa, many ration card holders -- some were working in nearby factories, some as servants, security guards and rickshaw pullers before the lockdown announced on March 24 -- who got wheat from the ration shop were disappointed. This was the situation reported in wheat-consuming states of North India even though the central government has given permission to states and union territories to supply 'wheat flour' if they wish at their expense. "Under the PDS, we basically deliver wheat. It is logistically not possible to intervene at a local level by the Government of India. However, necessary advisory will be issued to the state governments to look into the matter," Food Secretary Ravi Kant said. Except for Punjab, Rajasthan and Haryana, most states distribute a mix of rice and wheat through PDS. However under the PMGKY, mostly rice will be distributed for free, he said. "It is difficult suddenly to convert wheat into atta (wheat flour) and distribute via PDS. If at all to be done and can be managed, it has to be done at the state level," Kant said. However, some states like Telangana have taken measures to distribute wheat flour along with rice and some cash to ration card holders who have become jobless owing to the lockdown. Uttar Pradesh Roller Flour Millers Association President Pramod Kumar Vaish said, "The Centre is distributing wheat at a cheaper rate of Rs 2 per kg, while the cost of converting it into flour and packaging is over Rs 3 per kg." The Association has sent a proposal to the Uttar Pradesh government that they are ready to provide their service for PDS purpose. "But, the state administration has not shown interest due to the financial implications it would have on the state exchequer in the absence of a clear central policy," he said. Vaish said, "There is a problem in distributing wheat in the current situation. How can poor go and get it grinded when chakkis are not opened?" The Association cannot intervene as it has big flour millers as its members and not small chakkis at local level, he added. The only way out now is to allow one or two local chakkis in each locality to operate during the lockdown or install at least one portable chakki near ration depot for converting wheat into flour. New Delhi, Apr 3 ( The Food Corporation of India (FCI) has moved 477 railway rakes carrying 13.36 lakh tonne of foodgrains for PDS distribution since the lockdown, to ensure over 81 crore beneficiaries do no go hungry, the Food Ministry said on Friday.A total of 69 rakes are under loading on Friday which could transport 1.93 lakh tonne of foodgrain stocks, the ministry said in a statement.The state-owned corporation has transported foodgrains from Punjab, Haryana, Uttarakhand, Andhra Pradesh, Telangana, Madhya Pradesh, Chhattisgarh and Odisha to other states.About 7.76 lakh tonne rice and 5.60 lakh tonne wheat, totalling 13.36 lakh tonne, has been moved through rail rakes from these states.During the current lockdown period, the ministry said FCI is ensuring "uninterrupted" supply of wheat and rice throughout the country.The agency is able to meet the increasing demand of foodgrains by gearing up the pace of supply of wheat and rice throughout the country, mostly by rail, it added.FCI is the nodal agency involved in procurement and distribution of foodgrains in the country. It procures wheat and rice to ensure farmers get a minimum support price. It distributes the same foodgrains at a subsidised rates to over 81 crore ration card holders under the Public Distribution System (PDS).The ministry said FCI is fully prepared to meet not only the foodgrain requirement under the National Food Security law but also the additional supply of 5 kg per person for next three months under the Pradhan Mantri Garib Kalyan Anna Yojana (PMKAY).As on April 1, FCI had a foodgrain stock of 56.24 million tonne, of which rice was 31.64 million tonne and wheat 24.6 million tonne.Besides, FCI is offloading surplus grains to bulk users under the open market sales scheme (OMSS) through e-auction. So far, it has received bids for purchase of 1.44 lakh tonne of wheat and 77,000 tonne of rice.In view of the outbreak of COVID-19, FCI has allowed states to lift a fixed quota of grains at a reserve price under the OMSS without participating in e-auction. New Delhi, Mar 26 () The government will supply over next three months additional 2 kg subsidised foodgrains under the PDS, taking the total monthly quota to 7 kg per person, a senior Food Ministry official said on Thursday.On Wednesday, the Cabinet Committee on Economic Affairs (CCEA) headed by Prime Minister Narendra Modi had approved the Food Ministry's proposed to supply extra two kilo subsidised foodgrains to over 80 crore people registered under the Public Distribution System (PDS) amid nationwide lockdown to contain the spread of COVID-19.The official said the extra two kilo subsidised foodgrains over and above the existing monthly quota will be supplied for only the next three months to all ration card holders.Under the National Food Security Act (NFSA), the government is supplying 5 kg of foodgrains per month to over 80 crore people at a highly subsidised price. New Delhi, Apr 21 () State-run Food Corporation of India (FCI) has transported 8,250 tonnes of PDS foodgrains to Andaman &amp; Nicobar (A&amp;N) and Lakshadweep, via sea route, during the lockdown period, the Food Ministry said on Tuesday. During the 27 days of lockdown, 1,750 tonnes of foodgrains have been moved to Lakshadweep from Mangalore port which is almost thrice the normal monthly average of 600 tonnes, it said in a statement. The remaining 6,500 tonnes of foodgrains have been moved from Kakinada Port to Port Blair, and different public distribution centres situated at different islands of A&amp;N, which is more than double the normal monthly average of 3,000 tonnes, it added. FCI transported foodgrains in two ship vessels to A&amp;N, and in seven small vessels to Lakshadweep Islands since the imposition of lockdown on March 24 to combat the coronavirus pandemic, it said. A&amp;N as well as Lakshadweep have very unique logistical challenges as these areas cannot be accessed by road/rail from mainland, and sea route is the only option for movement of foodgrains, it said. FCI is the central government's nodal agency for procurement and distribution of foodgrains for supply through Public Distribution System (PDS). "Due to its difficult topography and limited access, it takes herculean efforts to maintain the logistical operations ensuring uninterrupted supply of grains under PDS to the islands. "Considering the high dependence on PDS in these islands, it is of utmost importance to ensure that foodgrains reach every island well in time," the ministry said. According to the statement, about 1,100 tonnes of foodgrains have already been distributed via PDS shops in Lakshadweep, while 5,500 tonnes have been distributed in A&amp;N during the lockdown. The foodgrains are being distributed under National Food Security Act (NFSA) and the Pradhan Mantri Garib Kalyan Ann Yojana (PMGKAY). While Lakshadweep has already lifted its quota of three months allocation under PMGKAY, A&amp;N has lifted a quota of more than two months under the same scheme. Under PMGKAY, the government is distributing 5 kg of foodgrains per PDS beneficiary and 1 kg pulses per household for three months for free to ensure no poor goes hungry during the lockdown. This is over and above the normal quota of 5 kg per person at a subsidised rate under NFSA. In addition to moving stocks to its main depot at Port Blair, the FCI ensures supply of foodgrains for PDS throughout A&amp;N by moving foodgrains directly to 12 principal distribution centres through vessel movement from Kakinada Port, Andhra Pradesh. The PDS requirement of Lakshadweep Islands is met from 2,500 MT FCI godown at Androth. The foodgrains are moved to FCI Androth through vessels from Mangalore Port, Karnataka, and the union territory's administration undertakes further movement to the smaller islands from Androth. New Delhi, Mar 26 () The Centre on Thursday announced free distribution of five kilo of foodgrains per person and one kilo pulses per household, for next three months to over 80 crore rationcard holders to ensure that no poor stays hungry during the COVID-19 lockdown. This will be over and above what the rationcard holders are getting at present under the National Food Security Act (NFSA) at a highly subsidised price of Rs 2/kg for wheat and Rs 3/kg for rice. Announcing the relief measures in 36 hours since lockdown, Finance Minister Nirmala Sitharaman said free distribution of foodgrains and pulses will be provided under the Rs 1.7 lakh crore Pradhan Mantri Gareeb Kalyan Yojana (PMGKY). "Under PMGKY, 80 crore poor people, which comprise two thirds of our population, will get 5 kilo foodgrains per person for free for the next three months. This will be over and above the existing quota of 5 kg under the PDS," Sitharaman said. Besides, one kilo of pulses of regional preference will be provided to each poor household for free next three months, she said. The rationcard holders can take the foodgrains and pulses from the Public Distribution System (PDS) in two installments, she added. "This measure will ensure no gareeb (poor) remains hungry," Sitharaman said.
