<ul class="summary-list"><li>Turkey and Iran are building aircraft carriers for drones to project naval power.</li><li>These drone ships offer new possibilities but are far short of the power of a traditional flattop.</li></ul>Turkey and Iran say they're building navies capable of projecting power far from their shores, and at the center of these ambitions are motherships for aerial drones.These regional powers are betting they can build an expendable air force without the massive costs of aircraft carriers, fighter jets and pilots trained to fly them."I think both navies will use these carriers in the same way — to attack enemy troops and facilities ashore and enemy ships in littoral areas where they can be targeted by shore-based radar and spotters," Bryan Clark, a naval expert at the Hudson Institute think tank, said.Naval experts agree that drone ships represent new possibilities while pointing out that these ships fall far short of the aircraft carriers and amphibious assault ships that top navies sail. Indeed, an amphibious flattop capable of launching helicopters and short-landing and take-off jets was Turkey's original vision, but things didn't go according to plan.The US banned Turkey from acquiring the F-35B, the jump-jet version of the Joint Strike Fighter it had planned to fly from the deck of its TCG Anadolu flagship. Consequently, Turkey made some modifications in the final stages of the Anadolu's construction, ultimately transforming it into a first-of-its-kind drone carrier.Turkey developed the Bayraktar TB3 naval drone for the Anadolu and claims the unmanned Kizilelma fighter jet it is developing could also operate from it. Ankara has plans for a second, larger vessel like the Anadolu, which it claims will have even more domestic components.This is all part of Turkish President Recep Tayyip Erdogan's plans for a naval force that "will protect our rights and interests in overseas impact areas on our national aircraft carrier," as he said in an Aug. 24 speech.Neighboring Iran has also been busy developing drone-carrying ships, which are much more makeshift than the Anadolu.<a target="_blank" href="https://www.twz.com/sea/irans-bizarre-aircraft-carrier-seen-in-new-detail">Undated imagery</a>, most likely taken this year, showed additional construction work on Iran's Revolutionary Guard Corp Navy's Shahid Bagheri drone carrier, which resembles a <a target="_blank" href="https://www.businessinsider.com/russia-keeps-building-ineffective-jets-for-its-navy-aircraft-carriers-2023-11">Soviet aircraft carrier</a>, especially with its distinctive ski jump. Unlike the Anadolu, which was a purpose-built warship from the start, the Shahid Bagheri is a modified container ship with an angled flight deck added for launching drones. It can also carry helicopters and small fast attack boats.In May, Iran's other drone-carrying ex-container ship, the Shahid Mahdavi, completed a 39-day voyage in the Indian Ocean. During that trip, it <a target="_blank" href="https://www.presstv.ir/Detail/2024/08/12/731208/Iran-IRGC-Shahid-Mahdavi-oceangoing-warship-Navy-fifth-Martyr-Lieutenant-General-Haj-Qassem-Soleimani-fleet--heavy-vessels-international-waters-Farsi-Island-Persian-Gulf-">steamed near Diego Garcia</a>, home to a critical American base. Iran's IRGC gloated the voyage represented "a message to Americans that we are able to reach the closest point to you." The IRGC also <a target="_blank" href="https://www.businessinsider.com/iran-flaunts-new-missile-analysts-say-no-game-changer-2024-2">test-fired ballistic missiles</a> from the deck of the Shahid Mahdavi in February to demonstrate the reach of its naval firepower.<div type="image" title="Turkey's TCG Anadolu sailed in a July parade with the Bayraktar TB-3 and Bayraktar KIZILELMA drones on deck." height="1333" width="2000" msid="113149035" hostid="261" sizebytes="179292"></div><h2 id="eb98fdc6-0141-45fb-955b-e2df26908a8e">'Cheap solutions'</h2>While nothing compared with the <a target="_blank" class="" href="https://www.businessinsider.com/us-navy-carrier-strike-groups-significant-combat-power-middle-east-2024-8">supercarriers of the US Navy</a>, ships like the Shahid Bagheri and Shahid Mahdavi could still have a strategic impact.Professor Shaul Chorev, leader of the Maritime Policy and Strategy Research Center at the Israeli National Center of Blue Economy, contrasted these DIY Iranian ships with the Israeli Navy."Unlike us, they use cheap solutions," Chorev <a target="_blank" href="https://www.haaretz.com/israel-news/security-aviation/2024-08-23/ty-article/.premium/the-straits-are-not-enough-iran-wants-to-take-to-the-oceans-with-a-new-drone-carrier/00000191-7e84-d8d0-a7bb-ffa570590000">recently told</a> Haaretz. "They take a merchant ship, equip it with a flight deck, and turn it into a poor man's helicopter or drone carrier. It meets all their needs.""Ultimately, such drones — and eventually unmanned surface vessels — can be positioned at strategic points that would allow them to do what our <a target="_blank" href="https://www.businessinsider.com/israeli-warship-downs-threat-new-air-defense-weapon-first-time-2024-4">Sa'ar 6 corvettes</a> cannot."Although far from the might and versatility of flattops, these vessels enhance Turkey and Iran's respective capabilities to project naval power.Clark, the senior fellow at the Hudson Institute, believes these ships will "elevate" both navies by giving them "reach well beyond their own regions."Nevertheless, he highlighted some critical deficiencies."Drone carriers will not really make the Iranian Navy a blue water force because the IRIN [Islamic Republic of Iran Navy] will still lack the wide-area surveillance and targeting needed to use drones against opposing ships or the underway replenishment ships needed to keep ships at sea," Clark told Business Insider. "Turkey's navy has these capabilities and is already a blue-water force."These drone-carriers also have inherent shortcomings when compared to aircraft carriers and amphibious assault ships in other navies."These carriers initially will lack attributes needed in a true amphibious ship, such as a well deck or transport helicopters to deploy troops, medical facilities and berthing for troops, and repair facilities," Clark said. "They could add some of these capabilities, though, and be a version of an amphibious ship.""They will still lack the survivability of a warship, but they may be good enough for the situations these countries could face against regional competitors," Clark added.Nor are these attempts equal. Andrew "Woody" Lewis, a retired US admiral who's a distinguished fellow at the Center for European Policy Analysis, views Iran's attempts at projecting naval power as second-rate compared to Turkey."Iran's intent to project power far from its shores with drones from the Shahid Bagheri does not give them a capability to attain sea control in a blue water environment," Lewis, a former US 2nd Fleet commander, told BI. "It is nothing more than an attempted terror attack in open water without the ability to hide behind surrogate forces ashore.""The Iranian aspirations are in no way comparable to the tremendous capabilities of the US and our Allies to reconfigure the payload of large- and medium-sized naval platforms to project power in a blue water environment," Lewis said.

The essay has been edited for length and clarity.My wife and I live in San Diego. We've been in the same house for 12 years. In 2022, we started building a pickleball court due to a combination of factors.First, we were both retiring. I was a special education teacher and school administrator for 32 years. The way my retirement was set up, I got this specific lump sum the year I retired. I decided this was a dream project for that money.After the COVID-19 lockdown, my wife and I also knew we didn't want to go to gyms anymore. We started playing <a target="_blank" class="" href="https://www.businessinsider.com/pickleball-player-debunks-misconceptions-easy-court-rules-padel-rivalry-2024-9">pickleball</a> and I'm passionate about <a target="_blank" class="" href="https://www.businessinsider.com/68-year-old-athlete-shares-workouts-to-live-to-100-2024-3">senior fitness</a>. So, we decided this was our new activity. We wanted something we could do daily, but booking court times can be very hard.It was also an environmental decision. But I knew we wanted to rent the court out somehow, so I decided to give the app a shot.We connected with all our neighbors beforehand because <a target="_blank" class="" href="https://www.businessinsider.com/pickleball-court-noise-driving-us-all-crazy-scientists-trying-solution-2023-11">the sport is known for being somewhat loud</a>. We really only have two neighbors close to us, and we have a canyon on the other side of the house.The house and the canyon absorb much of the noise, so we've never had complaints. I also don't rent the court until 10 a.m. and have a hard stop at 7 p.m. I have to respect my neighbors or else it won't work.The first group we hosted was fun. They came and shot a <a target="_blank" class="" href="https://www.businessinsider.com/long-form-video-tiktok-more-views-than-short-content-report-2024-3">TikTok video</a> because they thought the court was so cool; it's really colorful and eye-popping.When the group came, I wasn't sure what to expect. I met them in front of the gate and spent a little bit of time conversing, talking about the court and the surface. I hung out for a few minutes to ensure they didn't need anything, but I strongly believe it's their time. So, I just kind of went into the house and went about my day.One issue is using the bathroom because folks are here for an hour or two.The first time, I was surprised because I didn't expect people to have to use the bathroom while playing. But it's not a big deal. They're having fun and enjoying themselves, and it's kind of satisfying.This has turned out better than I could have hoped. I have neighborhood games we play here; it's building a micro-community.I have noticed rentals are kind of seasonal. We get a lot of action around the holidays, around October through Christmas. Families are getting together and looking for something to do. Pickleball is great for families; <a target="_blank" class="" href="https://www.businessinsider.com/pickleball-average-age-popular-millenial-need-courts-fill-demand-report-2023-8">everyone can play</a>.<h2 id="f4a157c9-bd6c-4ad1-bad6-be253e9e589b">Someone even proposed to their fiancée on our court</h2>Another unexpected surprise I've had from renting out my court was being able to witness a proposal. A guy tried to rent a court in Coronado, which is a bit more romantic, but they were all booked.I was in on the plan. He shot me a message, "Hey, I want to <a target="_blank" class="" href="https://www.businessinsider.com/mistakes-avoid-planning-engagement-proposal-fiance-wedding-2023-2">propose to my girlfriend</a>. I think your courts are really cool." We stayed in close contact that day because it was raining, and we weren't sure if he could pull it off. We both played weatherman for the day. At one point, he said, "Well, it's 50% chance of rain." And I kept telling him, "Just come, don't worry about it. It'll work out."He put a little <a target="_blank" class="" href="https://www.businessinsider.com/engagement-ring-trends-2024-styles-designs-jewelers-2023-11">wedding ring</a> inside the ball and hit it over to her. Somehow, it stayed in the ball, and she opened it up while he dropped down to one knee. The withdrawal is also likely to reduce the US's commitment to Pakistan, as they are aligned on few other issues."The China-Pakistan relationship is deeper because China's goals are more aligned with what Pakistan wants, which is the ability to counter its main rival, India," Timothy Heath, a senior <keyword id="6356001" type="UNKNOWN" weightage="60" keywordseo="international" source="Orion">international</keyword> and defense researcher at the Rand Corporation think tank, told Insider.<div type="image" title="Pakistan Gwadar port China Kashgar trade" height="1331" width="2000" msid="90400027" hostid="261"></div>"China hopes to keep a strong, relatively well-equipped and well-armed Pakistan as a partner, because from Beijing's perspective, that helps keep a potential rival — namely India — distracted and unable to cause more problems for China," Heath added.Some in Pakistan <a href="https://www.nytimes.com/2022/01/23/opinion/pakistan-united-states-china.html" target="_top">are wary</a> of going all-in on China and may seek rapprochement with the US, particularly if China grows reluctant to invest further in Pakistan's struggling economy. Beijing has also stopped short of making a military commitment to Pakistan — largely because it fears getting dragged into a full-blown conflict between Pakistan and India."They have a good deal where they use Pakistan to box in India and they stay outside and allow those two to bleed each other and beat each other up a little bit," Heath said.While Beijing wants to avoid "extreme escalations," Heath said, "tensions of a low simmering type are useful for China."For India, the US has emerged as a prime partner as Delhi grows more concerned with Chinese ambitions and the potential for conflict along its borders with both China and Pakistan.<div type="image" title="India Pakistan MiG-21 missiles" height="1331" width="2000" msid="90400028" hostid="261"></div>The US-India relationship is "primarily driven by a strategic convergence," said Rahul Bhatia, a research analyst at Carnegie India."New Delhi and Washington essentially want multipolarity in the Indo-Pacific and a rules-based international order, which very loosely translates to containing China," Bhatia said, adding that "they need each other for that."But despite a deepening defense relationship, India doesn't seek a full-fledged alliance with the US for a variety of political and economic reasons."When the US wants to sell a country arms, they are looking at building up a strategic partnership and interoperability. What India looks at when it's buying arms is building its own defense industrial base and the transfer of technology," Bhatia said.Moreover, India does not want to break from its traditional stance of non-alignment."They want to maintain their strategic autonomy," Heath said. "That's a very deeply rooted tradition vigorously alive in India today."

The government will soon begin the process for the Rs 60,000-crore submarine programme, having recently unveiled a major policy for indigenous defence manufacturing in the country. The project would be the first of its kind, to be launched under the ambitious 'Strategic Partnership' (SP) model that was finalised last month with plans to involve leading private players that would contribute in defence production. The <keyword id="43909" type="ORGANIZATION" weightage="100" keywordseo="Defence-ministry">defence ministry</keyword> would most likely roll out the Expression of Interest for the project, after which the process for mega deal would begin. As of now, <keyword id="90593" type="COMPANY" weightage="100" keywordseo="Larsen-and-Toubro">Larsen and Toubro</keyword> and <keyword id="2731751" type="UNKNOWN" weightage="100" keywordseo="Reliance-Defence">Reliance Defence</keyword> are the only two defence firms that satisfy the eligibility norms for participation in the P-75 (I) programme, to build six submarines. The programme will be a follow-on project of <keyword id="2796032" type="UNKNOWN" weightage="100" keywordseo="Project-75">Project 75</keyword> of the <keyword id="6355100" type="ORGANIZATION" weightage="100" keywordseo="Indian-Navy">Indian Navy</keyword>, under which six Scorpene-class submarines are currently being built by <keyword id="358530" type="COMPANY" weightage="100" keywordseo="Mazagon-Dock-Limited">Mazagon Dock Limited</keyword> in Mumbai. These submarines have been designed by French naval defence and energy company DCNS. The government would soon begin the process to shortlist the foreign original equipment manufacturers for the project under the <keyword id="4640843" type="UNKNOWN" weightage="100" keywordseo="sp-model">SP model</keyword>.
