Nashik, <keyword id="519104" type="General" weightage="20" keywordseo="onion-traders" source="Orion">Onion traders</keyword> have said that they suspended auctions in all agriculture produce market committees in Nashik district of Maharashtra and their protest will continue indefinitely, a development raising the fear of shortage of the kitchen staple in retail markets and hike in prices. An office-bearer of the Nashik District <keyword id="50894" type="General" weightage="20" keywordseo="onion" source="Orion">Onion</keyword> Traders Association (NDOTA) said on Wednesday they were protesting against the Union government's recent move to increase <keyword id="139959" type="General" weightage="20" keywordseo="export-duty" source="Orion">export duty</keyword> on onions up to 40 per cent, which will remain in force till December 31. Taking serious cognisance, the District Sub-registrar, Co-operative Societies, on Wednesday night issued an order directing all APMCs to suspend or cancel the licences of the striking traders and submit the Action Taken Report on September 21. "In protest against the export duty hike decision, we have decided to shut the auction of onions in all APMCs in the district indefinitely. This (export duty hike) decision of the Centre will not only make export of onions difficult but it will also affect the onions in transit, causing huge loss to farmers," the office-bearer said. Earlier on Wednesday, Maharashtra marketing minister Abdul Sattar said that observing a bandh (shutting auctions of onions) was not right. "Secretaries in the departments of cooperation and marketing will discuss the action to be taken as per rules and Nashik district collector will take the necessary action," he said on the sidelines of an event. Notably, auctions of onions remained closed at most of the APMCs in Nashik district, including at Lasalgaon, the largest wholesale onion market in India, on August 20. "We had given time till September 19 to the government to find a solution to our demands. But as our demands are not agreed to yet, we have decided to shut the auction of onions indefinitely," the office-bearer said. The other demands raised by traders include the cancellation of export duty on onions, a 50 per cent reduction in market fees, participation by the National Agricultural Cooperative Marketing Federation of India (NAFED) and National Cooperative Consumers' Federation of India (NCCF) in auctions and a 50 per cent subsidy in transport of onions. Accordingly, onion auctions did not take place in all APMCs in Nashik district on Wednesday including in the Lasalgaon APMC. No onions arrived at APMCs, sources said. The government order mentions that Khandu Deore, president of Nashik District Onion Traders Association, had written a letter on September 13 to minister Sattar mentioning four demands and warning of not participating in onion auctions from September 19. Accordingly, the minister has organized a meeting of officials of the Marketing department on September 26. The minister also requested the traders to defer the agitation. Despite that the traders and brokers resorted to strike which has caused many problems for farmers in the sale of various agri produce, the order said. "Even in the meeting held by the government on Wednesday (Sep 20), the traders and brokers remained adamant on their stand. As a result, the order of immediate legal action has been issued," it said. Accordingly, as per the Maharashtra Agriculture Produce Marketing (Development and Regulation) Act, 1963, all the APMCs should make optional arrangements and take necessary measures to continue the sale and purchase deals of agri produce. APMCs have the right to suspend or cancel the licenses of such traders. As per the provision, the APMCs should immediately suspend or cancel the licenses of such traders. In addition, a necessary process should be implemented to issue licenses to new buyers who want to purchase goods at the APMCs, the order said. If an APMC fails to follow the order, action will be taken against the board of directors and the secretary, the order added.

The early-kharif onion crop sown in Andhra Pradesh and Karnataka were damaged due to incessant rains. Heavy rains also massively hit onion crops grown in in parts of Madhya Pradesh, Gujarat, and Maharashtra India’s average onion consumption stands at 3,000 truckloads every day; however, the massive damage to kharif crop has reduced supply to 1,5000 truck loads in the markets. That said, the damage to the crop cannot solely result in the rising prices of onion at exponential rates. But with rising onion prices, the Indian government had to intervene and impose stock limits on retailers and wholesalers with immediate effect until December 31. Now, retailers can stock onions only up to 2 tonnes, whereas wholesale traders can store up to 25 tonnes. This will check hoarding and black marketing. "This is a decisive step. It’s not happening for the first time. But tomatoes and onions get expensive price tags in August and continue till the autumn breeze touches the subcontinent. And this year, tomatoes are already selling at Rs 70 a kilo in wholesale markets, which means it will touch Rs 120- Rs 140 when it reaches retail market. So is the case with onions. Having touched Rs 30 a kilo at wholesale markets, you can expect to buy those for Rs 70 or more. "There's not enough supply,” <keyword id="4856744" type="PERSON" weightage="20" keywordseo="vandana-vilas-temkar">Vandana Vilas Temkar</keyword>, one the very few women traders in Narayangaon tomato market told the Economic Times. "Early last week, we were buying tomatoes at Rs 1,600 per crate. Now it has softened a bit. Farmers are now selling to us in Rs 900-1,200 range." The onion supply has also been hit. From 3.04 lakh tonnes in June, it has become 2.8 lakh tonnes in July, according to <keyword id="483754" type="ORGANIZATION" weightage="20" keywordseo="national-horticulture-board">National Horticulture Board</keyword> data. While onions may keep hovering at a high rate, tomatoes may cost a bit less once once fresh produce from Lasalgaon, Pimpalgaon, Nashik and Dindori hit the market in the third week of August. This was later proven to be susceptible to virus attacks. "It started 'the tiranga' virus that bore coloured patches on the fruit. A good portion of our crop was destroyed then," <keyword id="2153501" type="PERSON" weightage="20" keywordseo="gadhave">Gadhave</keyword> told ET. "Pesticides and insecticides are not helping us. These pests and viruses have turned immune to the medicines we spray on them. Tomato crops are usually attacked by whiteflies, red mites and gram pod borers. One of the reasons for frequent pestilence is the recurring crop pattern adopted by farmers. In places like Narayangaon, farmers have been growing tomatoes for close to three decades now. The pests have got entrenched in the crop cycle,” he added. What seed companies need to do is to find heat-tolerant seeds so that the fewer monsoons in India shouldn’t be a factor. New Delhi, Dec 6 () Showing no signs of cooling down, retail onion prices have continued to spiral, touching as high as Rs 165/kg on Friday even as the government grapples to boost the supplies through imports.
The government in Parliament informed that imported onions will arrive by January 20.
In most cities, onion was quoting above Rs 100/kg in the retail markets, while at Nashik in Maharashtra -- the key producing centre -- the rates were ruling at Rs 75/kg on Friday, as per the data maintained by the Consumer Affairs Ministry.
Retail onion prices were ruling high at Rs 165/kg in Panaji (Goa), Rs 160/kg in Mayabunder (Andaman) and Rs 150/kg in Thiruvananthapuram, Kozhikode, Thrissure and Wayanad in Kerala on Friday.
Onion was sold at Rs 140/kg in Kolkata, Chennai and some places in Kerala and Tamil Nadu, Rs 130/kg in Bhubaneshwar and Cuttack (Odisha), Rs 120/kg in Gurgoan (Haryana) and Meerut (Uttar Pradesh), and Rs 100/kg in most cities tracked by the ministry.
"There is no doubt onion prices are rising. The main reason for rise in price was damage to the onion crop due to rains. Much of onion has been damaged in Maharasthra, the key growing state. However, the government has supplied buffer stock and asked MMTC to import onions and it should arrive by January 20," Minister of State for Consumer Affairs Danve Raosaheb Dadarao said during Question Hour in the Rajya Sabha.
The government has approved import of up to 1.2 lakh tonnes of onions to check the ongoing price rise. State-owned MMTC has been directed to import up to 1 lakh tonne onions through global and country-specific import tenders, he said.
Onion are highly perishable commodity that is prone to weight and moisture loss, quality deterioration, sprouting, losses in grading and separation, he added.
On Thursday, a group of ministers head by Home Minister Amit Shah reviewed onion price situation and progress made in import of onions.
To boost supply and contain price rise, the government has contracted over 21,000 tonnes of imports through MMTC and the shipments are expected to arrive mid-January. The tender and fumigation norms have also been ease to facilitate early arrival of imported onions.
Among other measures, the government has already banned export of onion, imposed stock limits on traders and is also supplying buffer stock at a cheaper rate.
Traders and experts are of the view that onion prices will continue to remain firm till January when late kharif crop will start hitting the market.
The country had last imported 1,987 tonnes of onion way back in 2015-16 when price has shot up significantly. LUX BAL

And what’s worse? Neither the farmers nor the traders see any any respite at least until the end of September - when early kharif crop will start arriving. 
 
Consumers pay between Rs 50 and Rs 80 for a kilo of onion. When the wholesale price hit the previous record in 2013, the retail price had reached as high as Rs 100 a kg and remained uncomfortably high from August till October. Since onions are essential to most Indian recipes, any spike in the little bulb's price causes resentment among consumers and headache to the government. 
To arrest the crazy rise in price, state-run trading agency MMTC has floated a tender for the import of 10,000 tonnes of onions from countries such as Pakistan, China and Afghanistan. Many traders in the Delhi market have already stared sourcing onions of Afghan origin via Pakistan. Those in Mumbai are expected to receive consignments from Egypt next week. 
On Saturday, when the average wholesale price at Lasalgaon touched Rs 57 a kg, the best quality onion quoted as high as Rs 62. It took less than a month for the Lasalgaon prices to move up from Rs 25 (on July 25) to the record high. In 2013, it had taken more than a month and half. 
 
"Many farmers from our village have already sold their produce thinking that the government will not let prices rise this year too. I was lucky to have my stocks still with me, which happened accidentally as my deal with a trader had been cancelled," said Anand Ostwal from Satana in Nashik district. 
While the price would be a pain for buyers, the farmers aren’t gaining much profit from the hike in price. Due to deficient rains last year and hailstorm in summer season, a large number of farmers had lost their crop or could not keep it for long due to quality issues. Many also expected the government to take steps to keep prices under control. 
 
 
"Deficient rains in Maharashtra have strengthened the anticipation of traders (for higher prices). The kharif crop is likely to be delayed," said a central government official, who did not want to be identified. "The concerned department of Maharashtra government has not yet shared the onion sowing data with us," an official told the financial daily.
