India’s national capital Delhi may even see a lockdown to curb air pollution

The city’s local government is implementing the ‘<a href="https://www.businessinsider.in/pollution-dipped-in-last-3-years-still-delhi-to-have-odd-even-scheme/articleshow/71145180.cms">odd-even</a>’ scheme, yet again, to try and battle the growing environmental threat. <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword>, Delhi’s chief minister, announced that the odd-even scheme will be in effect from 4 November 2019 to 15 November 2019. He also clarified that it will also apply to Delhi’s ministers and chief ministers. On the other hand, women-only vehicles, two-wheelers and cars carrying school children in uniform will be exempted. Violation of the rules under the odd-even scheme will result in a ₹4,000 fine for the offenders. Delhi is not the only one at fault According to Kejriwal, the <a href="https://www.businessinsider.in/fed-up-of-pollution-more-than-35-of-residents-in-indias-capital-say-they-want-to-move-out-permanently-survey/articleshow/66630699.cms">rising level of air pollution</a> in Delhi can’t be wholly be blamed on the city. The crop burning after the harvest season in neighboring states is also a contributing factor. "It is unjustified to only blame the residents of Delhi," he stated. He also said that the <a href="http://safar.tropmet.res.in/">SAFAR reports</a> stating that only 10% of Delhi’s air pollution comes from stubble burning as inaccurate. This is because the right equipment to measure air quality and its sources accurately are still being imported and not currently in place, according to him. India’s national capital is giving the ‘odd-even’ scheme another go to battle air pollution

<ul><li>Uber asked the Delhi government to allow them to use 5,000 bike-taxis during the odd-even scheme. </li><li>As of now, regulations do not allow bike-taxis to operate in Delhi. </li><li>The company also proposed to re-deploy 2,500 bikes from its food delivery network (UberEats) to work as bike-taxis. </li></ul> US-based ride hailing platform Uber has made a submission to the Delhi government offering use of 5,000 bike-taxis to improve first and last mile connectivity during the odd-even scheme to be implemented next month, according to sources. Currently, regulations do not allow bike-taxis to operate in Delhi. According to sources, Uber has made the submission to the Delhi government proposing to deploy 5,000 bike-taxis to help ferry one lakh commuters to and from Metro stations every week. The service is proposed to be offered for a fee of Rs 5 per ride, they added. The company, which competes with Bengaluru-based Ola, has also proposed to re-deploy 2,500 bikes from its food delivery network (UberEats) to work as bike-taxis during the odd-even scheme that will be implemented from November 4-15. Uber did not respond to e-mailed queries on the matter. A Delhi government official said a proposal was received from the cab aggregator but no decision has been taken on it as yet. One of the persons aware of the development said bike-sharing provides a huge opportunity to unlock the potential of shared mobility through optimal utilisation of existing vehicles on the road. The person said Uber, in its submission, has cited data that one out of two UberMOTO trips in Gurugram began or ended at a Metro station, while one in four such trips in Noida began or ended near a Metro station. The odd-even scheme has been proposed as part of a slew of measures to combat high level of air pollution in Delhi caused due to stubble burning in neighbouring states during winters. During the 12-day scheme, vehicles will ply alternately on odd and even dates as per their registration numbers. In the previous two experiments in January and April in 2016, a fine of Rs 2,000 was imposed on violators of the rule. In the past, two-wheelers and female commuters were exempted from the rule.

Uber wants to run bike taxis to go with Delhi's odd-even scheme

<ul><li>Delhi Chief Minister Arvind Kejriwal held a press conference today to say that Delhi citizens are not to be blamed for the city's drastic change in air quality.</li><li>He said that neighbouring states must be held accountable for the smoke from stubble burning that's deteriorating Delhi's air.</li><li>Kejriwal has asked Haryana, Punjab and central government to lay out a timeline and initiatives that they will take to counter the problem.</li></ul>Arvind Kejriwal, the Chief Minister of Delhi, held a press conference today evening to address the rising level of air pollution in India's capital. "We cannot curb pollution by abusing the citizens of Delhi. It's unfair to only blame them," said Kejriwal. He explained that while there is "deep concern" surrounding Delhi's air quality, neighbouring states also have to be held accountable. The air in Delhi has need a sharp decline over the last month. According to data shared by Safar India, Delhi's ranks 'severe' on the Air Quality India (AQI) with a PM count of 423. So far, this is the worst PM count of the season with PM 2.5 at 273 and PM 10 at 421. Putting the entire blame on the citizens of Delhi takes away from the seriousness of the issue, according to Kejriwal. Kejriwal also pointed out that while the air quality in Delhi has been drastically affected between September 30 to November 30, nothing in Delhi itself has changed. "It's not there are 1 crore more vehicles or that 10 lakh industries have come up over night. Only one thing has change and that is the fumes from stubble burning in neighboring states," he said. "We want specific timeline from the governments of Haryana, Punjab and the central government on immediate steps to deal with stubble burning," Kejriwal added. The odd-even scheme, Delhi ki Diwali initiative, banning the entry of trucks, restricting night-time construction and circulating masks are initiatives that are already underway. "We are already doing what we can to counter the problem, at least to address the things that are under our control... This is not to say that there isn't more to be done but Delhi citizens are doing their best," said Kejriwal. Weather experts are hoping that increased wind speeds starting tomorrow might help disperse the pollutants from the city. "The capital city must look like a capital," stated Kejriwal.

Another 12% of residents say they will continue living but want to get away temporarily when pollution levels are higher. A staggering 57% of respondents said they have faced health issues because of pollution but haven’t seen a doctor yet, while 30% of respondents said they or a family member had seen a doctor or visited a hospital in the last three weeks because of air pollution. Several medical experts have warned residents in the region about the health risks of worsening air quality in the region, particularly the harmful effects of PM2.5 and PM10 particles that can cause damage in the lungs when inhaled. And another 21% said they had both an air purifier and a mask. The survey polled over 12,000 citizens living in Delhi, Gurgaon, Noida, Faridabad and Ghaziabad. Fed up of pollution, more than 35% of residents in India’s capital say they want to move out permanently: Survey

<ul><li>India’s national capital, New Delhi, is facing severe air pollution issues with the air quality slipping from ‘very poor’ to ‘severe’. </li><li>As a part of an emergency action plan, the Environment Pollution Control Authority is mulling over stopping all private vehicles from entering New Delhi. </li><li>The Air Quality Index (<keyword id="2578389" type="ORGANIZATION" weightage="20" keywordseo="AQI">AQI</keyword>) in Delhi has already touched ‘severe’, and with Diwali round the corner, it’s assumed that things are just going to get worse. </li><li>The government is hoping that the capital’s transportation system will make up for the resident’s vehicular needs.</li></ul>Adding more fuel to the India’s national capital’s already worsening air pollution issue, New Delhi air quality went from ‘very poor’ to ‘severe’. Following the sudden drop in the Air Quality Index (AQI) on Tuesday, the Environment Pollution Control Authority (EPCA) has been mulling over <a href="https://www.livemint.com/Politics/8LDhHaESZ2NoVQtFYmSLGJ/Cars-may-go-off-Delhi-roads-from-1-November-if-air-quality-w.html">banning all private vehicles</a> from entering the capital. This week the AQI dropped to ‘severe’, which is basically the worst rating that you can get on the index. Categorically an AQI reading that ranges between 0 to 50 is considered to be ‘good’, anything between 51 to 100 is ‘satisfactory’, while between 101 to 200 is tagged as ‘moderate’. Things start to get bad once the AQI crosses 200 where anything between 201 and 300 is ‘poor’, between 301 and 400 is ‘very poor’ and readings beyond 500 are ‘severe’ Meanwhile out of 32 stations set up in New Delhi by the Central Pollution Control Board (CPCB), <a href="https://app.cpcbccr.com/AQI_India/">18 stations</a> recorded an AQI over 400, slotting the current situation in the ‘severe’ category. Restricting private vehicles is a part of the Indian government’s Graded Action Response Plan. It is being considered an immediate and necessary action, albeit a temporary one. May percieve it as an upgrade to the ‘Even-Odd’ scheme the government had been implementing for the past two years where either even or odd numbered cars could be on the road on alternate days. The government is considering this plan with the hope that the already overcrowded public transport system will pull through for Delhi’s transportation requirements. However, it remains to be seen if the capital, with its inefficient transportation system, can actually survive this. As of now, Delhi has only 5,429 buses, which is less than half of the actual demand of 11,000. Out of the total 464 routes covered by public buses, half of them have merely one to five buses running frequently, as has been reported by <a href="https://www.news18.com/news/india/may-have-to-stop-private-vehicles-in-delhi-if-air-quality-worsens-says-pollution-control-body-1924487.html">News 18</a> According to the guidelines of the World Health Organisation (WHO), PM 2.5 should not exceed a safe of 300 micrograms per cubic metre as it is toxic and can affect the health of individuals. New Delhi had already witnessed a <a href="https://www.livemint.com/Politics/5yRUb4IkJqUpBgVlWOzTtI/Why-does-deadly-smog-envelop-Delhi-in-winter.html">breach</a> by recording PM 2.5 over 1000 microgram per cubic metres. Delhi’s pollution problems have a considerable lot to do with vehicular and industrial emissions, but matters are aggravated by agricultural stubble being burned in the neighbouring states of Punjab, Uttar Pradesh, Haryana and Rajasthan. And all of this, just before the festive season of Diwali, which spikes up the pollution levels thanks to firecrackers, along with dropping temperatures, makes things worse for the city. Thus, while little can be, and has been, done about the stubble burning and the firecrackers, banning <keyword id="605512" type="PERSON" weightage="20" keywordseo="private-cars">private cars</keyword> seems to be the only other solution.

Pollution in India’s national capital is so bad that the government is considering banning private cars altogether

The Delhi Cheif Minister on Thursday said that the <keyword id="6830867" type="UNKNOWN" weightage="20" keywordseo="odd-even-scheme">Odd-Even Scheme</keyword> for transportation will be back in the State April 15 onwards for a period of 15 days till April 30. 
 
Making the announcement at a press briefing, Kejriwal said, “81% of Delhi’s citizens had voted for the scheme to be brought back, a key reason for the second test-phase.” There is also a plan under due consideration, where the odd-even scheme will be implemented every month for 15 days, a final decision of which will be taken only after widespread discussions with all stake-holders. 
 
He said, “One wheelers and school buses will be exempt from the scheme, since the Government doesn’t have a strong enough public transport system to support the scheme.” The Delhi Government said that for this new phase, 3000 extra buses will be added to ease the pressure on the citizens, despite statistics showing that in the previous phase during Jan 1-Jan 15, there was an increase of only 5% on bus commute and 0.4% on Metro commute. He said the statistics show the modus operandi employed by most citizens during the first phase was to car-pool. 
 
The Delhi Govt is also in advanced stage of discussions of creating an elevated BRT corridor for buses and cars separately, that could substantially cut down the travel time within the city. The plans for this elevated BRT corridor will be finalised in the next few weeks.

In a bid to curb pollution in the city, the <a href="http://www.businessinsider.in/searchresult.cms?query=delhi+government&amp;sortorder=effectivedate">Delhi government</a> led by Chief Minister <a href="http://www.businessinsider.in/searchresult.cms?query=arvind+kejriwal&amp;sortorder=effectivedate">Arvind Kejriwal</a> proposed an <keyword id="3163158" type="UNKNOWN" weightage="100" keywordseo="odd-even-rule">Odd-even rule</keyword> that restricted private vehicles with odd and even registration numbers to run on alternate days of the week. 
 
The first phase of the Odd-even rule came into effect from January 1 and though it reportedly did manage to lessen the levels of pollution in the capital, it also met with complaints from commuters who had to find other means of transport on days they couldn’t take their cars. 
 At that time, help came in the form of a <keyword id="1068586" type="UNKNOWN" weightage="100" keywordseo="Carpooling">carpooling</keyword> website called <keyword id="3177440" type="UNKNOWN" weightage="20" keywordseo="odd-even-com">Odd-Even.com</keyword> that was founded by <keyword id="3173575" type="UNKNOWN" weightage="100" keywordseo="Akshat-Mittal">Akshat Mittal</keyword>, a student of Amity International School, Noida that met with instant and unprecedented popularity because of its convenience user-friendly interface. 
 
 
Odd-Even.com promoted the concept of carpooling among commuters on a friendly basis and lets users make a commuter preference in terms of gender and age after they have registered on the website with their name, age, mobile number and vehicle’s registration number. One could either choose a one-way travel or a return trip. 
 So when news broke that Mittal had sold off his website to another <keyword id="3318659" type="UNKNOWN" weightage="100" keywordseo="Carpooling-App">carpooling app</keyword>, that too barely 10 days before the implementation of the second phase of the Odd-even formula, everyone was naturally curious to know what really went behind that deal. 
 And, finally two months after the acquisition, <keyword id="3207165" type="UNKNOWN" weightage="100" keywordseo="Orahi">Orahi</keyword>’s COO and Founder, <keyword id="1151710" type="UNKNOWN" weightage="100" keywordseo="Arun-Bhati">Arun Bhati</keyword> tells Business Insider in a freewheeling chat why acquiring Odd-Even.com in April made absolute sense. 
 
For starters, Bhati tells us that they noticed how the traffic to the site during the first phase of Odd-Even rule was unimaginably high and they assumed that a repeat would occur during the second phase of the Odd-Even rule as well because of the absolute popularity the site enjoyed. 
 
“That’s why we set a plan in process to have talks with Mittal and enter into a partnership with him to acquire Odd-Even.com which would in turn be integrated with Orahi. From a business point of view, this was absolutely the right thing to do,” he added. 
 
Secondly, Odd-Even was successful in attracting the right kind of audience to its site, thinks Bhati. 
 
 
“This is the audience that wants to carpool. It was perfect for us. Thus, when we acquired Odd-Even.com, we also got access to the 30,000 users who had registered on the site allowing us to take our total user base upto 70,000 in no time,” he explained, adding that it also allowed Orahi to cater to a larger audience. 
 
Lastly, from the customer point of view, after the acquisition Orahi would’ve now been in a position to allow greater flexibility to users in terms of increased numbers of carpooling options in every direction possible, said Bhati. 
 
As a part of the partnership, Orahi had also inducted Akshat Mittal on the company’s advisory board as a technical and domain expert, in return providing mentorship to the little genius on the carpooling business.

The Odd-Even scheme, which was recently launched for a trial run in Delhi, has in the past worked well for some countries. However, for a country like India, it might require more supporting transport infrastructure so that travel can be made comfortable for commuters. 
 The statement was given by <keyword id="6360722" type="PERSON" weightage="100" keywordseo="ratan-tata">Ratan Tata</keyword>, leading industrialist and Chairman Emeritus of Tata Sons. 
 
Although he didn’t comment on the advantages of the odd even scheme as he doesn’t feel “qualified” enough to comment about it. 
 
"Even Odd licence plate solution has been tried in other countries. It has worked to some extent. So I am not quick to dismiss it...may be it needs more supporting (transport) infrastructure to make it comfortable to other people to avail it," Tata told the reporters. 
 
The Odd-Even formula was adopted by Delhi government for a trial of 15 days, starting from January 1. As of now, the rule won’t be extended beyond 15th January.

Ratan Tata says supporting infrastructure is needed for odd-even scheme

From rolling out work-from-home options to metro cards, corporates in Delhi-NCR are doing everything they can for its workforce so that they are not hit hard by Delhi government’s odd-even plan starting January 1, 2016. 
 As Delhi government is implementing its even-odd numbers plan to battle alarmingly high pollution levels, a slew of companies are giving several options to their employees and pushing them to use public transport and adopt <keyword id="129948" type="UNKNOWN" weightage="20" keywordseo="car-pool">car pool</keyword>. 
 
For instance, PwC India is giving metro cards to its employees to encourage use of metro. 
 
"At least there is some thought by the government towards fighting pollution. We are internally working out ways to support the government on this. The company is also close to opening a plug and play office in Noida with 'hot desks' which employees can use and avoid having to travel across Delhi to its main offices in Gurgaon. This would also reduce the burden of commuting and thus pollution of employees staying around Noida,” PwC's human capital leader Jagjit Singh told ET. 
 
Other places like KPMG, Jabong, Paytm, etc are also embracing flexible work models. 
 
KPMG is adopting agile working models in which employees can work from anywhere. 
 
Some senior managers are leading by example and adopting car pool themselves.

In a post Covid-19 world, schools are likely to operate on an alternative model where only 50% of the students will be needed in the classrooms on any given day while others study from their homes — even after the lockdown comes to an end. Even during exams, students will not appear for it on the same day. According to the National Council for Educational Research and Training (NCERT), the Indian government is chalking out plans to address social distancing with an increased focus on individual assessment. The education body is leveraging digital adoption as it moves to ‘each class, one channel’ strategy. Under this, the course will be taught via live interactions and aired on TV channels for students to access it. The government is also considering introducing at least 12 educational channels for students from 1st to 12th grade. The idea is to keep the learning continuity for students. Given the delay in the academic year, the higher education regulatory body University Grants Commission (UGC) also laid out guidelines for colleges after lockdown. As per the UGC directive, university students will be giving the final examination in July and the next academic session will begin in August, 2020. The final year students will have to sit for exams — online or offline. However, the students in other semesters may be promoted based on the internal assessment, the statutory body told the higher education institutions.
