The partnership, ICICI Bank said in a press release on Monday, would enable sellers to avail an OD from the bank entirely digitally, starting from application to sanction to disbursement. Even customers of other banks can avail the OD facility from ICICI Bank, if they are registered as sellers with Amazon, it said. The OD facility works on an automated scorecard-based mechanism that allows instant approval to sellers. “We have specially curated a new way of assessing credit worthiness of the sellers on the basis of their credit bureau score, as well as their transaction history on amazon.in,” said Pankaj Gadgil, head- self employed segment, small and medium enterprises (SME) and merchant ecosystem at ICICI Bank. “This new and improved process will help the sellers, who may otherwise not get access to adequate credit when assessed in the traditional way of using only balance sheets, bank statements and tax returns. We believe that this new proposition resonates [with] our effort in developing path breaking innovations for MSME [micro, small and medium enterprises] customers and will empower them with new avenues of business expansion,” he said. Business Insider is unable to independently verify the claim.The Kh-22 Storm, which NATO calls the AS-4 Kitchen, is a Soviet-era anti-ship missile. With a warhead weighing over 2,000 pounds, the Kh-22 is quite large, and known for being incredibly inaccurate when used against fixed, land-based targets because its radar can't discriminate between targets like it can at sea.When using it this way, there is a high potential for civilian casualties and unnecessary damage. New Delhi, Jan 30 () Market regulator Sebi on Thursday imposed a total penalty of Rs 50 lakh on six entities for indulging in fraudulent trading in the shares of Polar Pharma India.
 The regulator levied a fine of Rs 20 lakh on Peeyush Agarwal, Rs 10 lakh on DPK Stock and Securities and Rs 5 lakh each on Shivam Investments, Caps Finstock Services, AJC Securities &amp; Finance and Supreme Lease Finvest.
 The entities indulged in creation of artificial volume through significant quantity of synchronised trading and were also involved in price manipulation by contributing significant positive last trading price (LTP) variation, thereby taking advantage of price movement and made wrongful gains of Rs 1.73 crore, Sebi found.
 By indulging in such activities, the entities violated the provisions of Prohibition of Fraudulent and Unfair Trade Practices (PFTUP) norms, the regulator noted.
 In separate orders, the regulator imposed fines of Rs 5 lakh each on Voltaire Leasing and Finance Ltd and Cheminare Trade Comm for executing non-genuine trades in stock options segment on BSE that led to creation of artificial volume and hence violated PFTUP norms.
 Separately, Sebi also slapped a penalty of Rs 5 lakh on SW Capital for misutilisation of client funds and securities. 
 The regulator, in separate orders, levied a fine of Rs 3 lakh each on DBFS Securities, VRise Securities and Fort Share Broking for not complying with Securities Contract Regulation Act (SCRA).
 Sebi found that DBFS Securities used "funds of credit balance clients, even if for short periods, till debit balance clients made respective pay-ins, so as to avoid additional bank charges on the OD (overdraft facility)".
 VRise Securities misused clients' funds on several occasions for debit balance clients and once for its own purpose and thereby failed in performing its duties as a registered stock broker, Sebi noted.
 It further said that Fort Share Broking failed to settle the accounts within the stipulated timeline. AST SP

"I think the sad part is we're actually not seeing a corresponding change in the amount of substance use disorder. Overdoses are going up, but substance use disorder itself has been a fairly durable number." Drug overdoses increased by 29.4% in 2020 over the prior year, according to <a href="https://www.cdc.gov/nchs/pressroom/nchs_press_releases/2021/20210714.htm">data from the CDC.</a>Drug policy experts <a href="https://www.insider.com/covid-opioid-higher-risk-overdose-help-may-not-be-there-2020-4">predicted a rise last year</a> partially due to the strain of the pandemic on social services and COVID-19 related isolation keeping individuals from getting the help they need.Rutherford and Dr. Adam Scott Wandt, an attorney and Assistant Professor at John Jay College of Criminal Justice, told Insider that the growing prevalence of fentanyl being used as an additive in most street drugs is likely also responsible for the uptick in fatalities.<div type="image" title="fentanyl" height="1076" width="2000" msid="86023507" hostid="261"></div><h2>Fentanyl is highly potent and finding it's way into nearly all US street drugs</h2>Fentanyl, a synthetic opioid that is 80 to 100 times stronger than morphine, is used by manufacturers of illicit drugs to cut their supply. The synthetic drug is much cheaper to produce and lighter to transport, so it is economically beneficial for those producing the drugs, Rutherford and Wandt said. While the presence of fentanyl in other opioids, like heroin or illicit pain pills, has been a well-known threat in certain parts of the country for the last five years, it's now starting to show up in less suspecting street drugs like cocaine and cannabis. "It's lucrative because its a smaller by weight so you don't need as much for the desired effect," Rutherford said. "It's more valuable than cocaine."But it's also far more dangerous, especially to those individuals who haven't built up an opioid tolerance.Wandt studies how illicit drugs make their way into consumers' hands over the dark net. Through the research, he has learned that dark net vendors are supplying a large amount of the drugs that end up making their way to neighborhood dealers, as well as directly into the hands of users."There's no doubt looking at preliminary data that there is a significantly large amount of drugs coming from these darknet markets shipped from both the United States and internationally that are making their way into our communities," he said. The vendors produce a wide range of drugs, including heroin, cocaine, fentanyl, illicit pills, and cannabis, he said. The market for individuals using heroin or cannabis who are seeking the effects of a drug like fentanyl is small, so oftentimes if these drugs are found to have been laced with the synthetic opioid it's not intentional, Rutherford told Insider.The fact that manufacturers are often producing fentanyl in the same facilities they're making other drugs leads to a high risk of cross-contamination, which can be especially dangerous to casual users of cocaine or other non-opioids."Not only are they not the typical user, but they haven't built up the tolerance to opioids," Wandt said. "Someone that has had little to no tolerance for opioids could have an extremely serious reaction just to the smallest amount of fentanyl." <div type="image" title="fentanyl" height="576" width="1024" msid="86023508" hostid="261"></div><h2>Fentanyl is making its way into communities of color</h2>In the early days of the opioid epidemic, it was largely white Americans who were dying from the drugs. These days, though, it's Black men and women who are overdosing at disproportionate rates, Rutherford told Insider."I think the Black community is just catching up. It's about the theory delivery method," he said.At first, opioids were getting into the hands of those with substance use disorder or dealers through healthcare providers in the form of pain killers. "Because in the Black community, access to quality healthcare is systemically a problem, the group was probably protected a little bit from pill form of opioids," he said. Studies have shown that due in part to racial bias <a href="https://www.wbur.org/hereandnow/2020/01/03/bias-opioid-prescribing-black-americans">Black Americans were less likely to be prescribed opioids</a> for pain management such as <a href="https://www.nytimes.com/2016/08/10/us/how-race-plays-a-role-in-patients-pain-treatment.html">treating stomach pains, migraines, or backaches</a>. However, the pandemic has seen a <a href="https://www.npr.org/2021/07/14/1016029270/drug-overdoses-killed-a-record-number-of-americans-in-2020-jumping-by-nearly-30">spike in drug overdoses</a>, including in the Black community, as the opioid crisis persisted.Last year in Florida, during the early stages of the covid-19 pandemic, overdoses among Black people increased by 110 percent, <a href="https://projectopioid.org/wp-content/uploads/2020/12/PO-2020-Data-Study-Final_New-Section.pdf">according to Project Opioid</a>. In San Franciso, the overdose rate among black Americans <a href="https://www.sfchronicle.com/sf/article/San-Francisco-s-overdose-epidemic-16434757.php">more than tripled during the pandemic</a>.These days, doctors are more strict about prescribing narcotics and that supply has been replaced with illicit opioids - which are often laced with fentanyl. This form of drugs is now infiltrating urban centers, including Black and poor communities, he said.
