If the <keyword id="138" type="PERSON" weightage="100" keywordseo="Raj-Bhavan">Raj Bhavan</keyword> insider sources are to be believed, Governor <a href="http://businessinsider.in/searchresult.cms?query=C+Vidyasagar+Rao&amp;sortorder=effectivedate">C Vidyasagar Rao</a> is likely to swear in <a href="http://businessinsider.in/searchresult.cms?query=AIADMK&amp;sortorder=effectivedate">AIADMK</a> legislature party leader <keyword id="6356358" type="UNKNOWN" weightage="100" keywordseo="Edappadi-K-Palaniswami">Edappadi K Palaniswami</keyword> as chief minister. However, he may be asked to prove majority on the floor of the house in a week, thereby ruling out the possibility of a composite floor test. 
 
According to a Raj Bhavan source, after meeting Palaniswami and caretaker chief minister <a href="http://businessinsider.in/searchresult.cms?query=O+Panneerselvam&amp;sortorder=effectivedate">O Panneerselvam</a>, the governor accepted the claim of Palaniswami on the basis of number. 
 
"Palaniswami submitted a list of 124 legislators, while Panneerselvam claimed that he has the support of eight legislators. The governor now has no option but to invite Palaniswami to form the government," the source told TOI. 
 
The source also said that the governor examined all aspects, including reports that a section of legislators have been kidnapped and lodged in a resort, before concluding that Palaniswami has the support of the requisite number of legislators.

Sasikala's proxy may be sworn in as CM

In a major setback to <a href="http://www.businessinsider.in/searchresult.cms?query=AIADMK+&amp;sortorder=effectivedate">AIADMK </a>General Secretary <a href="http://www.businessinsider.in/searchresult.cms?query=VK+Sasikala&amp;sortorder=effectivedate">VK Sasikala</a>, the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> upheld the trial court’s judgment in 21-year-old disproportionate case and send her to four years jail. Now, <keyword id="6358664" type="PERSON" weightage="100" keywordseo="Sasikala">Sasikala</keyword> stands disqualified to take over as <a href="http://www.businessinsider.in/searchresult.cms?query=Tamil+Nadu+Chief+Minister&amp;sortorder=effectivedate">Tamil Nadu Chief Minister</a>. 
 
She has been disqualified to contest elections for 10 years. Sasikala had served close to six months in jail earlier. 
 "Traitors have insulted Amma," the <keyword id="41902" type="ORGANIZATION" weightage="20" keywordseo="AIADMK">AIADMK</keyword> tweeted soon after the <a href="http://www.businessinsider.in/searchresult.cms?query=Supreme+Court&amp;sortorder=effectivedate">Supreme Court</a>'s verdict which came after a week-long bitter battle between Sasikala and <a href="http://www.businessinsider.in/searchresult.cms?query=O+Panneerselvam&amp;sortorder=effectivedate">O Panneerselvam</a> over CM's chair. 
 As a result, the coast is now clear for <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword> caretaker Chief Minister <keyword id="6361660" type="PERSON" weightage="20" keywordseo="O-Panneerselvam">O Panneerselvam</keyword>, who has been locked in a bitter battle with Sasikala since last week over the CM's chair, to take over on the post.

Sasikala sent to four years jail in disproportionate assets case; CM hopes dead

Former Chief Minister of <keyword id="20154" type="General" weightage="20" keywordseo="Tamil-Nadu" source="Orion">Tamil Nadu</keyword> and AIADMK Coordinator O.Panneerselvam on Wednesday condemned the DMK government for deciding to close down kindergarten classes in the <keyword id="65626" type="General" weightage="20" keywordseo="Government-schools" source="Orion">government schools</keyword>. Panneerselvam said the AIADMK government in order to attract more children to the government schools had started lower and upper kindergarten classes. The poor people admitted their children to the government schools instead of private ones that charge high fees, he added. According to him, the DMK government is paving the way for the government school students to go to the private institutions and enable the latter to flourish. Such an action is against social justice and it seems the DMK is terming these as <keyword id="13233124" type="General" weightage="20" keywordseo="Dravidian-Model" source="Orion">Dravidian Model</keyword>, the AIADMK leader added. He urged Chief Minister M.K. Stalin to intervene in the matter so that the status quo was restored in the government schools. Chennai, Feb 15(): Trade body Confederation of IndianIndustry (CII) on Saturday said the budget presented by TamilNadu Deputy Chief Minister O Panneerselvam would give impetusfor the growth of infrastructure.    CII Tamil Nadu state council chairman S Chandramohanwelcomed the budget, saying it was a growth-oriented and aninclusive one.    "The budget will give impetus for infrastructural growthby significant allocation of Rs 15,850 crore towards roadprojects which will spur growth of several sectors," hesaid.    He said the development of Ponneri Industrial Belt ofChennai-Bengaluru corridor and the Chennai-Tuticorinindustrial corridor was expected to give momentum in thecoming years.    He said the government's plan to increase the subsidy forthe NEEDS (New Entrepreneur-cum-Enterprise Development Scheme)(NEEDS)Scheme to Rs 50 lakh would promote entrepreneurship,employment and gowth. TN budget will give impetus to infrastructural growth: CII

Chennai, Feb 14 () The Goods and Services Taxarrears due from the Centre to Tamil Nadu currently standsat Rs 12,263 crore, State Finance Secretary S Krishnan said."We have received some arrears over the last two weeks.The current outstanding amount is Rs 12,263 crore," hetold reporters on Friday.Listing some salient features of the budget presented byDeputy Chief Minister O Panneerselvam, he said the state haspegged its own tax revenue to grow by 10.52 per cent to reachRs 1.33 lakh crore in the revised budget estimates for2020-21."It is a realistic target. There were times when taxrevenue grew by more than 12 per cent..this time we havemoderated to a nominal tax growth rate," he said.According to the budget, the State's Own Tax Revenueis estimated to be Rs 1,20,809.3 crore for 2019-20.The State's Own Tax Revenue is estimated to increaseto Rs 1,33,530.30 crore in budget estimates for 2020-21,Krishnan said.For 2021-22, he said the own tax revenue was estimatedat Rs 1,52,270.66 crore and for 2022-23, Rs 1,73,664.49 crore.To a query on revenue from the Tamil Nadu StateMarketing Corporation (TASMAC), which sells liquor through itsretail outlets, the Finance Secretary said it was expected tobe around Rs 30,000 crore for 2019-20.Asked about increase in liquor prices, he said it wasexpected to mop up an additional Rs 2,000 crore to theexchequer.On funds allocated under the State Disaster ManagementFund, he said the Centre has increased its share to Rs 1,360crore from the earlier Rs 825 crore."We have intimated that it will not be sufficient. GST dues from Centre to TN over Rs 12K crore:Finance Secretary

Strongly backing Tamil Nadu's decades old two-language policy, the ruling AIADMK in the state on Monday rejected the Centre's three-language formula proposed in the new <keyword id="361871" type="ORGANIZATION" weightage="20" keywordseo="National-Education-Policy">National Education Policy</keyword> (NEP) 2020 and said there will be no deviation from the existing system. "The three-language formula in the NEP is painful and saddening. The Prime Minister (<keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>) should reconsider the three-language policy," Palaniswami said. Taking strong exception to the proposal, he said in a statement the state has been following the two-language policy for several decades and that there will be no change in it. His assertion came amidst opposition demand, including from DMK, that the government should reject the three-language formula proposed in NEP and stick to its two-language policy. Incidentally, ahead of today's meeting he convened to discuss the matter with his senior cabinet colleagues, the Opposition bloc led by DMK wrote to the chief minister, asking him to adopt a Cabinet resolution against the new NEP. "Tamil Nadu will never allow the Centre's three- language formula. The state will continue with its dual language policy (of Tamil and English)," Palaniswami said. He discussed the matter with his colleagues--Deputy CM O Panneerselvam, Ministers for higher education and school education, K P Anbalagan and K A Sengottaiyan, respectively and others. The Centre should allow the states to implement their own policy on the subject, he said, adding there will be no change to the two-language formula which the state had adopted decades ago. Teaching up to class 5 in mother tongue or regional language and lowering the stakes of board exams are part of the sweeping reforms in the new NEP unveiled last week by the Centre. However, the proposals have found resistance from the DMK-led opposition in the state, with the Leader of Opposition in the Assembly, MK Stalin, dubbing it as an attempt to "impose" Hindi and Sankrit. The anti-Hindi movement of the 1960s taken forward by the DMK had struck an instant chord among the Tamil masses then and is believed to be one of the key reasons for the Dravidian party storming to power in the 1967 elections under the late CN Annadurai, unseating a Congress government in the state for the first time in post-independent India. Palaniswami further said the state has been maintaining a consistent stand and that for about 80 years, the people of Tamil Nadu had been firm on two language policy. Late chief ministers Annadurai, MG Ramachandran and J Jayalalithaa were firmly against 'imposition' of Hindi. He also recalled the historic resolution brought in the Tamil Nadu Assembly by late Annadurai on January 23, 1968, which proposed to abolish the three language policy in all schools in the state, removing Hindi from the State syllabus but allowing only Tamil and English. Later, the AIADMK government led M G Ramachandran had in 1986 adopted an Assembly resolution asserting the two language policy. Former chief minister J Jayalalithaa too was firm on opposing Hindi on non-Hindi speaking states and in thwarting such efforts and wanted Tamil to be declared as an official language of the country, he said. Palaniswami pointed out he himself had written to the Prime Minister in June 2019 stressing on two-language policy. Besides, he had reiterated this in his Independence Day address last year and on various occasions during the debates in the state Assembly, he recalled. Meanwhile, the Opposition DMK led alliance in Tamil Nadu--comprising the Congress, MDMK, VCK, CPM, CPI and MMK, collectively wrote a letter to Palaniswami asking him to pass a resolution against the new NEP in the Tamil Nadu Cabinet meeting. Many clauses in the new policy are trying to impose "Hindi" and "Sanskrit" and are "trying to do away with Tamil from the system, and this is against federalism, women rights and social justice. It was also "imposing" vedic culture, besides being mum on reservation, it said. "The NEP should be opposed in the initial stages itself," the letter added. Later, Stalin, in a Facebook post, thanked Palaniswami for the government stand on the matter. The NEP, passed by the Union Cabinet last week, laid emphasis on the mother tongue/local and regional language which will now be the medium of instruction at least till Class 5, but preferably till Class 8 and beyond. Also, Sanskrit will be offered at all levels of school and higher education as an option for students, including in the three-language formula.

National Education Policy: Tamil Nadu Chief Minister writes to Modi opposing the shift to three languages

Tamil Nadu Chief Minister <keyword id="519509" type="PERSON" weightage="20" keywordseo="O-Pannerselvam">O Pannerselvam</keyword>, who assumed the top office after the passing away of incumbent and ruling <keyword id="41902" type="ORGANIZATION" weightage="20" keywordseo="AIADMK">AIADMK</keyword> supremo <keyword id="42104" type="ORGANIZATION" weightage="20" keywordseo="Jayalalithaa">Jayalalithaa</keyword> days ago, will chair the first meeting of his cabinet here tomorrow at the state secretariat. 
 
The meeting is set to begin at 11.30 am when a resolution was expected to be adopted condoling the demise of the four-time chief minister Jayalalithaa on 
 "<keyword id="653890" type="ORGANIZATION" weightage="20" keywordseo="Tamil-Nadu-cabinet">Tamil Nadu Cabinet</keyword> meeting tomorrow at 11.30 am. Honourable Chief Minister O <keyword id="291784" type="PERSON" weightage="20" keywordseo="Panneerselvam">Panneerselvam</keyword> to chair the meet," AIADMK said in a tweet today. 
 
Jayalalithaa, 68, died after suffering a cardiac arrest at the Apollo Hospitals while undergoing treatment for ailments since Sept 22. 
 
The cabinet meeting comes against the backdrop of the allegation of main opposition DMK in the past more than two months that the government was "non-functional" 
 
PMK had on Dec 7 said that the government administration which was in a "limbo" in recent past should "start functioning now" with Panneerselvam at the helm.

After Jayalalithaa's demise, newly appointed Tamil Nadu CM to chair cabinet meeting tomorrow

<a href="http://www.businessinsider.in/searchresult.cms?query=sasikala&amp;sortorder=effectivedate">VK Sasikala</a>, who suddenly emerged as a heir to deceased <a href="http://www.businessinsider.in/searchresult.cms?query=AIADMK&amp;sortorder=effectivedate">AIADMK</a> supremo <a href="http://www.businessinsider.in/searchresult.cms?query=J+Jayalalithaa&amp;sortorder=effectivedate">J </a><a href="http://www.businessinsider.in/searchresult.cms?query=J+Jayalalithaa&amp;sortorder=effectivedate">Jayalalithaa</a>'s legacy, has a verdict against herself and it seems that this might end the political uncertainty in the state with the road now clear for O <keyword id="291784" type="PERSON" weightage="20" keywordseo="Panneerselvam">Panneerselvam</keyword> to become the chief minister. 
 
But it’s not going to be <a href="http://www.businessinsider.in/searchresult.cms?query=Panneerselvam&amp;sortorder=effectivedate">Panneerselvam</a> as <keyword id="6358664" type="PERSON" weightage="100" keywordseo="Sasikala">Sasikala</keyword> cannot be written off entirely and her sentence would end in just four years. After that she can come back to haunt the party. 
 
There are many reasons why the SC verdict may not be the end of Sasikala: 
 
Sasikala will continue to have friends within the party even when she is in jail and OPS is the CM as she staged a putsch against Panneerselvam to replace him as Jayalalitha's political heir. 
 Rebels will keep rocking <keyword id="41902" type="ORGANIZATION" weightage="20" keywordseo="AIADMK">AIADMK</keyword> as OPS can never have <keyword id="42104" type="ORGANIZATION" weightage="20" keywordseo="Jayalalithaa">Jayalalithaa</keyword>'s mass appeal and the kind of control she had over the party. Sasikala will use this and can become the rallying point for these rebels. 
 
Once out of the jail in four year, Sasikala will do everything to split the party. 
 
This SC verdict may not be all bad for Sasikala as if Panneerselvam were able to lure majority party MLAs, it would have proved that party had no faith in Sasikala. The masses too would have accepted that but now the message that would go to the masses is-Sasikala has been stopped from heading the state by a court order but not due to lack of support in the party. Therefore, when she is back, she can still have popular support. 
 
Sasikala has once proved to the people that she is Jayalalithaa's legitimate successor. And once these four years are over and she is out of jail, the situation in the state might be very conducive for her power play. OPS cannot have the mass support Jayalalithaa had so the party's base will only erode from now on. All this will help Sasikala project herself as the next mass leader.

 According to the <keyword id="74419" type="ORGANIZATION" weightage="20" keywordseo="Press-Trust-of-India">Press Trust of India</keyword> (PTI), at an early morning meeting of the MLAs presided over by <keyword id="6364480" type="POSITION" weightage="20" keywordseo="Chairman">chairman</keyword> of the party presidium E Madusudanan, 67-year-old Jayalalithaa was unanimously elected as <keyword id="649108" type="ORGANIZATION" weightage="20" keywordseo="AIADMK-legislature-party">AIADMK Legislature Party</keyword> <keyword id="19496" type="POSITION" weightage="20" keywordseo="leader">Leader</keyword> following her acquittal by the <keyword id="6371973" type="ORGANIZATION" weightage="20" keywordseo="Karnataka-High-Court">Karnataka High Court</keyword> in a disproportionate assets case. 
 Panneerselvam, also the <keyword id="230213" type="POSITION" weightage="20" keywordseo="party-treasurer">party treasurer</keyword>, moved a <keyword id="6359987" type="COMPANY" weightage="20" keywordseo="resolution">resolution</keyword> proposing her name as the <keyword id="268015" type="ORGANIZATION" weightage="20" keywordseo="legislature-party">Legislature Party</keyword> leader which was seconded by <keyword id="203764" type="POSITION" weightage="20" keywordseo="Electricity-minister">Electricity Minister</keyword> <keyword id="1534123" type="PERSON" weightage="20" keywordseo="Natham-R-Vishwanathan">Natham R Vishwanathan</keyword> and adopted unanimously. 
Soon after, the present CM Panneerselvam submitted the resignation of his Cabinet to Governor Rosaiah, who asked him to continue till the time alternative arrangements are made. 
 Jayalalithaa was disqualified following her conviction in the Rs 66.66 crore disproportionate assets case by a trial court in <keyword id="6354321" type="CITY" weightage="20" keywordseo="Bengaluru">Bengaluru</keyword> on September 27. The Karnataka High Court had subsequently acquitted her of the charges on May 11. 
 She is likely to be sworn in "anytime now", <keyword id="138" type="PERSON" weightage="20" keywordseo="Raj-Bhavan">Raj Bhavan</keyword> sources told the PTI. 
 
"The Governor of Tamil Nadu has invited Selvi (Ms) J Jayalalithaa to form the Ministry at the earliest and requested her to send the list of persons to be appointed as Ministers with portfolios," a Raj Bhavan statement said.
