Gangtok, Dec 22 () Sikkim IFFCO Organics Ltd (SIIFCO) on Sunday laid the foundation stone for its organic food processing unit in the state which will be built at a cost of Rs 50 crore.
 Sikkim IFFCO Organics is a joint venture (JV) between IFFCO (Indian Farmers Fertiliser Cooperative) and the Sikkim government. 
 The foundation stone for the plant, located in Rangpo, East Sikkim, was laid by Chief Minister Prem Singh Tamang. The manufacturing would start from December 2020, fertiliser major IFFCO said in a statement.
 Union Agriculture Minister Narender Singh Tomar was also present on the occasion. 
 The JV has been formed to promote and market the organic produce of India, especially from Sikkim and other North Eastern states of the country. 
 The major commercial crops in which Sikkim IFFCO will operate are ginger, turmeric, large cardamom and buckwheat. 
 "The initial cost of the project is Rs 50 crore. The manufacturing would kick start from December 2020," the statement said. 
 All Sikkim IFFCO products will be certified 100 per cent organic. 
 Tamang said Sikkim is the first state of India to go 100 per cent organic, committing itself to attain sustainable agriculture and to promote the Green Himalayan Economy. 
 He said the JV is a step in the direction of a safer food supply chain and environment protection. 
 Tamang said the joint venture would ensure that the state of Sikkim fulfils the mission of doubling farmers' income.
 The chief minister urged farmers to establish the gold standard of organic farming. 
 He complemented IFFCO and Sikkim government's initiative to strengthen organic agriculture in the country. 
 This will help in boosting the economy of North Eastern states, he said.
 IFFCO MD U S Awasthi said food processing ensures value addition to the crops, which further ensures farmers make most profit out of their produce. 
 Sikkim IIFCO will be capable of promoting these certified organic products worldwide and enhancing the 100 per cent organic image of Sikkim state globally. 
 He emphasised that IFFCO has made efforts to retain soil fertility and ecological health by introducing organic fertilizers also.
 Sikkim IFFCO has already signed two MoUs -- one with Blossoms Biodynamics, USA for utilizing their marketing and distribution in the North American markets and other with Centar Dr Rudolfa Steinera, Croatia for marketing its products in Croatia and the European Union. MJH RVK

Bordered by Tibet, Bhutan, Nepal and West Bengal, Sikkim is a state of India in its North Eastern region. Sikkim has only one Lok Sabha Constituency. <ul><li><keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>’s 100th airport, the <keyword id="3200271" type="LOCATION" weightage="20" keywordseo="Pakyong-airport">Pakyong airport</keyword>, began commercial flight operations today.</li><li>The north-eastern state in India, <keyword id="48118" type="LOCATION" weightage="20" keywordseo="Sikkim">Sikkim</keyword>, finally has its own airport located 4,500 feet above sea level. </li><li>The <keyword id="4788452" type="LOCATION" weightage="20" keywordseo="pakyong">Pakyong</keyword> airport is only 60 km from the India-China border with one of tallest reinforced soil walls in the world.</li></ul>If tourists wanted to visit the north-eastern state of Sikkim, normally they would land at <keyword id="6357783" type="LOCATION" weightage="20" keywordseo="West-bengal">West Bengal</keyword>’s <keyword id="1726182" type="LOCATION" weightage="20" keywordseo="Bagdogra-airport">Bagdogra airport</keyword> and then travel the rest of the 124 km by bus or car to reach Sikkim’s capital city of Gangtok. But, that’s set to change with Pakyong airport <a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=183645" data-type="tilCustomLink" style="">opening for business today</a>. The first flight to Sikkim’s first airport took off today morning from Kolkata to land in Pakyong, which is only 33 km from Gangtok. Also known for its inauguration by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> as ‘India’s 100th airport’, the site is located 4,500 feet above sea level. In the works since 2009, with the Pakyong airport launching, every single state in India now has an airport within its borders. Though that may not be too impressive in comparison to some of the highest airports in the world that reach heights of nearly 15,000 feet above sea level, like Daocheng Yading Airport, it’s still an engineering accomplishment located amidst the <keyword id="52569" type="LOCATION" weightage="20" keywordseo="himalayas">Himalayas</keyword>. Construction at 4,500 feet Rather than romantic weather and hazy clouds, the reality for engineers includes facing the harsh climatic conditions at that height including the Indian monsoon. The Pakyong airport has been constructed by carving into the mountain face and building one of the world’s reinforced soil walls. The key was ensuring that the site was stable to house a 1,700-meter runway that’s 3 meters wide. The entire area covers 990 acres of land, with a 3,000 square meter terminal building that can handle 100 passengers at a time. Even getting the requisite materials up to the site was an issue due to the narrow mountain roads. Security, though not a direct concern, was definitely on the mind with the airport being only 60 km from the India-China border. It took 11 years of planning, construction and delays to finally bring the Pakyong airport into being costing the government upward of ₹6 billion. With travelling to Sikkim being more accessible now, the project is expected to spell growth for the state’s tourism industry.

But, the state’s efforts were <a href="http://www.fao.org/agroecology/slideshow/news-article/en/c/1157015/">finally recognised</a> by the <keyword id="6355833" type="ORGANIZATION" weightage="20" keywordseo="united-nations">United Nations</keyword> (UN) garnering the award for having the world’s best food policies or what’s called the ‘Oscar for the Best Policy’. The world has its first fully organic state - and it’s in India. In actuality, Sikkim was already fully organic when 2015 rolled in having started its journey to being sustainable back in 2003. According to Maria Helena Semedo, Food and Agriculture Organisation’s (FAO) Deputy Director, Sikkim’s policies have benefited over 66,000 family farmers. Rather than focusing on food security in isolation, the state’s food policies take socio-economic aspects like tourism, consumption, markets and development into its fold to form a comprehensive and inclusive approach toward agriculture. Sikkim’s organic world Unlike most regions that turn to sustainability and being organic as a solution once their natural capital in jeopardy, Sikkim’s organic policy came into being because of its treacherous terrain that makes normal farming methods obsolete. Going organic was an opportunity utilise land that was currently lying unused. Now Sikkim is home to bio-villages that employ effective microorganisms (EM) technology for compost and bio-pesticides. The agricultural fields use vermiculture hatcheries and compost-cum-urine pits for manure production. Even the seeds they use are organic, rather than the hybrids that are used in other parts of the country. With the ‘Seed Village Scheme’, Sikkim ensures that it has locally adapted high-quality seeds. And, in order to ensure that those seeds yield the maximum output, the state conducts regular soil health assessments. The transformation didn’t happen overnight. And the most important aspect of its success is probably the invention programme that was implemented to raise awareness about organic farming practices among farmers. That being said, it’s easier said than done. When Sikkim started on its journey to becoming an organic state in 2003, chemical lobbyists and opposition parties didn’t make it easy. Chamling asserted that it was through strong political commitment and hard work that Sikkim is where it is now. In fact, Sikkim’s story is a model example of sustainability that is currently being emulated in other northeastern states of the country and Kerala, who recently faced extensively floods as a result of unsustainable development amplified by climate change. Sikkim beat out 51 nominations from 25 countries from all over the world at the event organised by the FAO and the World Future Council (WFC). Indian and Chinese soldiers were injured during a face-off along the boundary in north Sikkim, sources said. Four <keyword id="403131" type="PERSON" weightage="20" keywordseo="Indian-soldiers">Indian soldiers</keyword> and half a dozen of Chinese troops were injured during the confrontation on Saturday which took place at Naku La sector, ahead of Muguthang, a pass at a height of more than 5,000 metres, the sources added. In total, 150 soldiers were present when the confrontation took place, which was later resolved at the local level. The sources said that temporary and short duration face offs occur as boundaries are not resolved. "Incidents of face off article took place. Aggressive behaviour and minor injuries took place from both sides. They were disengaged after dialogue and interaction at local level," they added. Troops resolve such issues mutually as per established protocols. This is not the first time Indian and Chinese soldiers have exchanged blows along the border. In August 2017, Indian and Chinese soldiers threw stones at each other and exchanged blows near Pangong Lake in Ladakh. The clash had aggravated tensions between the two countries as it happened at a time when they were locked in a stand-off in the disputed territory of Doklam in Sikkim. It took two months to end the stand-off between the forces.

With Indians rushing to file their ITRs ahead of the July 31st deadline that's coming up tomorrow, did you know that residents of just one Indian state are exempt from filing <keyword id="19901478" type="General" weightage="20" keywordseo="income-tax" source="keywords">income tax</keyword> returns, or paying taxes at all? Yes, <keyword id="19903425" type="General" weightage="20" keywordseo="Sikkim" source="keywords">Sikkim</keyword> is the only state in the country where the residents do not have to pay income tax. But why is that the case? Let's delve into it. An erstwhile princely kingdom for almost 333 years prior to its amalgamation, Sikkim merged into independent India in 1975, thereby becoming the country's 22nd state. But this happened on one condition- that it will be allowed to continue with its old <keyword id="21152786" type="General" weightage="20" keywordseo="tax-laws" source="keywords">tax laws</keyword> post the merger. Sikkim has its own income tax manual, which stipulated that no resident of Sikkim was to pay taxes to the center. Hence, honoring the merger agreement, the Indian government granted a special tax exemption to Sikkimese residents from Indian income tax regulations. This changed in 2008, when the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union budget</keyword> repealed the state's tax laws. However, to maintain the exemption status enjoyed by the state's residents, it inserted section 10 (26AAA). Under this section, any income generated by a Sikkimese, be it from a source within the state, or by way of dividend or interest on securities, would be tax-exempt. At present, any individual who has been domiciled (noted as having fixed, principal and permanent residence) in Sikkim as of April 26, 1975 would be considered a Sikkimese, and hence, exempt from paying income tax. As per data from PRS Legislative Research, the state's estimated own tax revenue for 2023-24 stood at Rs 1,727 crore. However, if a Sikkimese has rental income from properties situated outside of the state, or has an income from source that is not located in Sikkim, it will be subject to relevant taxes. Nevertheless, the provisions of tax exemptions would not apply to any Sikkimese woman, who marries a non-Sikkimese or an outsider, on or after April 1, 2008. Market regulator SEBI has also exempted residents of Sikkim from mandatorily having a PAN card for investing in Indian stock markets, equities, cash market and even mutual funds. <h2>Decoding Section 10 (26) of the IT Act</h2>All these income-tax exemptions also extend to a few other regions in the country, but only if you are a member of the scheduled tribes. Section 10(26) of the Income Tax Act applies to Ladakh, Arunachal Pradesh, Manipur, Mizoram, Nagaland and <keyword id="19919396" type="General" weightage="20" keywordseo="tripura" source="keywords">Tripura</keyword>, along with the North Cashar hills district, Karbi Anglang district, Chakma district, Mara district, and Lai District. Simply put, it stipulates that if you belong to the scheduled tribes and generate any income, the source of which lies in the above mentioned regions, or by way of dividend or interest on securities, your income would be tax-exempt. But any income generated outside of these regions would be taxable.

It happened while both the countries' government and military were readying for another round of talks to resolve border dispute along the 3,488 kilometre-long <keyword id="49399" type="COMPANY" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword>. On Sunday, India and China held a 16-hour long marathon military dialogue that eneded at after 2 a.m. on Monday to resolve the ongoing nineth month long border dispute and thinning of forces along the LAC. The ninth Corps Commander level talks between both the countries took place at the Moldo Meeting point in Ladakh region. It had started at 10.30 a.m. on Sunday and ended at 2.30 a.m. on Monday. Lieutenant General P.G.K. Menon, the Corps Commander of Leh-based HQ 14 Corps, led the Indian delegation. India has sought complete disengagement and withdrawal of forces from the disputed areas. It happened after almost two months after the last dialogue. The details of the meeting were yet to come. The military commanders will convey the details of the meeting to the Prime Minister Office. On June 15, 2020, India lost 20 soldiers during a violent clash at Galwan Valley with Chinese People's Liberation Army soldiers. Chinese never made their casualty public. India and China are engaged in a nine-month-long standoff at the LAC. Despite several levels of dialogue, there has not been any breakthrough and the deadlock continues. Indian, Chinese troops clash at Naku La — many left injured on both sides

The <keyword id="65338" type="ORGANIZATION" weightage="60" keywordseo="Income-Tax-Department">Income Tax department</keyword> is probing Sun Pharmaceuticals for related-party transactions and suspected misuse of research &amp; development expenditure, according to sources with direct knowledge of the development. 
 The move follows <keyword id="73388" type="ORGANIZATION" weightage="60" keywordseo="Andhra-Pradesh-High-Court">Andhra Pradesh High Court</keyword>’s decision to put on hold the firm's $4 billion acquisition of <keyword id="82365" type="CITY" weightage="100" keywordseo="Ranbaxy-Laboratories">Ranbaxy Laboratories</keyword> over insider trading charges. 
 "The IT department suspects that certain related-party transactions on technology transfer between <keyword id="44642" type="CITY" weightage="100" keywordseo="Sun-Pharma">Sun Pharma</keyword> and the overseas entity Sun BVI were not conducted at arms length, and have consequently attracted transfer pricing scrutiny," a source said. 
 
"The second allegation relates to misuse of R&amp;D expenses at Sun Pharma's Sikkim unit, which is exempted from tax under Section 80 IC of the Income Tax Act. The department believes that R&amp;D expenses pertaining to this unit were also being debited in the books of Sun Pharma Mumbai, thereby, reducing the profits of the Mumbai unit," the source further revealed. 
 
Sun Pharma has a formulations unit in the north-eastern state of Sikkim. The state is eligible for tax exemption as per the North East Industrial &amp; Investment Promotion Policy, 2007. 
 
"The Income Tax department has issued four separate orders against Sun Pharma, demanding Rs 250-270 crore. The latest order was issued in March 2014 for the assessment year 2010-2011, seeking nearly Rs 140 crore," another source said. 
 
Meanwhile, a pharma analyst said, "Sun Pharma is likely to contest these demand orders at various appellate forums and seek relief." 
The Andhra Pradesh High Court will hear the case on June 5. 
 Issuing a statement, Sun Pharma had earlier said, "The matter related to purchase of shares of <keyword id="6359469" type="CITY" weightage="100" keywordseo="Ranbaxy">Ranbaxy</keyword> Laboratories Ltd does not violate insider trading rules. With regards to the petition filed, the matter is sub-judice and hence, we cannot make specific comments. But we would be taking appropriate action as advised by our legal counsel."
