The <keyword id="19987636" type="General" weightage="20" keywordseo="Bihar-government" source="keywords">Bihar government</keyword> is making serious efforts to give a fillip to <keyword id="23049947" type="General" weightage="20" keywordseo="small-scale-and-medium-enterprises" source="Orion">small-scale and medium enterprises</keyword> which would play a crucial role in the overall <keyword id="352701" type="General" weightage="20" keywordseo="economic-development" source="Orion">economic development</keyword> of the state, a top official of the Industries department said. Around Rs 2,900 crore have been disbursed to nearly 74,540 beneficiaries under two schemes, one of which was launched only last year, for promoting Micro, Small and Medium Enterprises ( <keyword id="19910977" type="General" weightage="100" keywordseo="MSMEs" source="keywords">MSMEs</keyword>) in the state, the official said. <keyword id="19903647" type="General" weightage="20" keywordseo="bihar" source="keywords">Bihar</keyword> has a strong MSME base. To promote innovation ecosystem and unlock the enormous entrepreneurial potential of the state, the Mukhya Mantri Udyami Yojana (MMUY) and <keyword id="23049946" type="General" weightage="20" keywordseo="Bihar-Laghu-Udyami-Yojana" source="keywords">Bihar Laghu Udyami Yojana</keyword> (BLUY) were launched in 2018 and 2023 respectively focusing on promotion of MSMEs in the state. "A total of Rs 2,697 crore was disbursed to 34,441 beneficiaries from 2018 till now under MMUY. Similarly, till date Rs 200 crore of the first instalment has been disbursed to 40,099 beneficiaries under BLUY", Secretary, Department of Industries, Bandana Preyashi told PTI. On the one hand, Bihar is getting big ticket investments for major manufacturing units and on the other hand, the state government is also enabling an ecosystem where the MSMEs can thrive on the ground level for the benefit of the rural economy, Preyashi said. The Bihar Laghu Udyami Yojana aims to provide job opportunities to at least one member of poor families whose monthly income is less than Rs 6,000 a month, she said. The state government is providing Rs 2 lakh to each beneficiary in three instalments to set up and run micro and small industrial and processing units, Preyashi said. The government's objective is promotion of MSMEs through awareness, training and handholding support, the Industries secretary said. The state government is encouraging entrepreneurs and investors through the provision of a safe and sound work environment and basic infrastructural facilities which include land, roads, electricity, and water availability, she said. The Industries secretary further said, "With new policies of the state government, Bihar is witnessing significant investment promotion activities, reinforcing its position as an emerging business and industrial hub in the country. During the Bihar Business Connect 2023, 278 companies signed MoUs, committing to investments totalling Rs 50,530 crore." the secretary said. The state government has implemented the Bihar Industrial Investment Promotion Policy (BIPP), Bihar Logistics Policy 2023, Ethanol Production Incentive Policy 2021 and Textile and Leather Policy 2022 to promote industrial growth and investment in the state. "Under these policies, stage-1 clearance was given to 481 applications, with a proposed investment amount of Rs 4,512.85 crore. A total of 175 units were given clearance for financial incentives with an investment of Rs 2,195.10 crore, an all-time high, since the inception of the state investment promotion policies," she said. In 2023-24, 255 startups were recognized in the state and a total of Rs 11.92 crore has been disbursed as seed funding to these startups. From April 2023 to January 2024, Bihar Industrial Area Development Authority (BIADA) allotted plots/sheds to 427 units having a total investment size of Rs 6,145 crore covering 492 acres of land and also creating 35,224 employment in the state, said the secretary. "Infrastructure development in industrial areas was given top priority. Funds of Rs 409.33 crore were approved under Part I and Rs 212.68 crore for construction of unity mall under special assistance to states in 2023-24. In the current financial year of 2024-25,149 units have been granted stage I clearance for a proposed investment amount in Rs 3,950.48 crore in Bihar State Investment Promotion Board", she said. At present, Bihar's proposal to establish a multi-sector Special Economic Zone (SEZ) in Nawanagar and Kumarbagh has been approved by the Government of India. "Authorities concerned are also working on the establishment of Export Promotion Councils (EPCs) in Bihar that will help Bihari Exporters to expand their businesses to international markets", said the secretary. Bihar Chief Minister <keyword id="19907431" type="General" weightage="20" keywordseo="nitish-kumar" source="keywords">Nitish Kumar</keyword> on August 3 this year laid the foundation stone for Rs 1,600 crore cement grinding unit of Ambuja Concrete North Private Limited, a subsidiary of Adani group's Ambuja Cements, in Warisaliganj block in Nawada district. This is considered the largest investment in the state by a cement industry player. "The project is expected to create 250 direct jobs and 1,000 indirect jobs on the site. The project will meet the growing infrastructure needs of Bihar. Adani Group has decided to invest additional Rs 5,500 crore in Bihar in various sectors, including cement manufacturing (in Muzaffarpur), logistics (near Patna) and projects related to agro-industry in Araria, Kishanganj and Begusarai. A total of 40,000 employment will be generated by these investments", said the statement issued by the CMO after the conclusion of the event on August 4.

The UCC has been a key ideological plank of the BJP, while the party has also taken a strong stand in favour of <keyword id="20033454" type="General" weightage="20" keywordseo="simultaneous-polls" source="keywords">simultaneous polls</keyword>, promising both measures on its successive manifestos.

Notably, the JD(U) has put up a better than expected performance in <keyword id="19895394" type="General" weightage="20" keywordseo="Lok-Sabha" source="keywords">Lok Sabha</keyword> polls, establishing a lead in 14 out of the 16 seats it had contested, surpassing the BJP which had fought 17 but was trailing in five of these. In Bihar, the INDIA bloc was leading in only eight out of the 40 Lok Sabha seats but Jha was confident that the numbers would look up for the coalition in the state, even as he complained about the tardy pace of counting. "We have written to the Election Commission drawing attention towards the extremely slow pace of counting. Only 3-4 lakh votes have been counted till afternoon in most seats in Bihar where, on an average, about 10 lakh people have exercised their franchise in each constituency," said Jha. "We are confident that as the counting progresses, in many seats where we are trailing by slender margins, the picture will change. But we urge the Election Commission to carry out the exercise as per the rule book and not act on any telephone calls they may be getting from Delhi," said the Rajya Sabha MP, who has been alleging that the poll panel has often acted under pressure from the ruling BJP at the Centre. "To all our cadres in the INDIA coalition, I would appeal not to let their guard down. Counting may continue till late in the evening. We must remain vigilant," said Jha. Among the INDIA constituents in Bihar, RJD had contested 23 seats, out of which it was trailing in all but four, while Congress, which got nine seats, was leading in two. Rabri Devi reached the Vidhan Sabha secretariat along with her husband Lalu Prasad, the RJD president, and sons <keyword id="19916246" type="General" weightage="20" keywordseo="tejashwi-yadav" source="keywords">Tejashwi Yadav</keyword> and <keyword id="20196796" type="General" weightage="20" keywordseo="tej-pratap-yadav" source="keywords">Tej Pratap Yadav</keyword>. The other RJD candidates who filed nomination papers were Abdul Bari Siddiqui, Syed Faisal Ali and Urmila Thakur. CPI(ML) Liberation's Shashi Yadav also filed nomination papers. Tejashwi Yadav, a former Deputy CM and the leader of multi-party <keyword id="19941767" type="General" weightage="20" keywordseo="mahagathbandhan" source="keywords">Mahagathbandhan</keyword>, told reporters, "It is a matter of delight that our coalition has fielded three women." While Yadav's mother is seeking re-election to the upper house for a third consecutive term, Siddiqui, a veteran leader, has had a three-year-long stint in the council in the 1990s, besides having been elected to the assembly several times. The other Mahagathbandhan candidates will be making their debut in the Vidhan Parishad. Yadav, however, declined to take questions on former Lok Janshakti Party president Chirag Paswan, who is in the NDA but has dropped hints that he could switch sides if he got a better deal. CPI(ML) Liberation legislative party leader Mehboob Alam told reporters, "Let Chirag make clear his stand. His late father Ram Vilas Paswan had been our ally. If he, too, decides to junk the BJP, we shall welcome him." Congress legislative party leader Shakil Ahmed Khan, who was also present on the occasion, was asked about some leaders of his party expressing dissatisfaction that "despite having 17 MLAs", it was not fielding a candidate for legislative council polls. Notably, elections are being held for 11 seats, the terms of which are to end in May. Of these, one seat was held by senior Congress leader Prem Chandra Mishra. However, Khan said, "Our party is democratic and all people are allowed to express their opinions. But this is not an issue. We got our candidate elected to the Rajya Sabha recently. We are now helping our alliance partner (CPI-ML)." After the Mahagathbandhan candidates, it was the turn of Mangal Pandey, besides BJP debutantes Anamika Singh Patel and Lal Mohan Gupta to file their nomination papers. They filed their nomination papers in the presence of Samrat Choudhary, Deputy Chief Minister and state BJP president, besides Jitan Ram Manjhi, ex-CM, whose HAM is an NDA partner and whose son Santosh Suman is also seeking re-election to the legislative council. Suman, who is a minister in the <keyword id="19907431" type="General" weightage="20" keywordseo="nitish-kumar" source="keywords">Nitish Kumar</keyword> cabinet, filed his nomination papers last week, along with Chief Minister Nitish Kumar and JD(U) MLC Khalid Anwar. According to details of the assets of the chief minister and his cabinet colleagues posted on the <keyword id="20021772" type="General" weightage="80" keywordseo="cabinet-secretariat-department" source="keywords">Cabinet Secretariat Department</keyword>'s website on Sunday evening, Kumar has Rs 22,552 in cash, and deposits of Rs 49,202 in different bank accounts. He also has a Ford Ecosport car worth Rs 11.32 lakh, two gold rings and a silver ring worth Rs 1.28 lakh, and other movable assets such as 13 cows and 10 calves worth Rs 1.45 lakh, a treadmill, an exercise cycle and a microwave oven. The only immovable property that he has is an apartment in Dwarka in New Delhi, which cost him Rs 13.78 lakh in 2004, and is now worth Rs 1.48 crore. Last year, Kumar had declared total assets of Rs 75.53 lakh. A comparison of the two disclosures showed that the jump in the value of assets was primarily due to the rise in the worth of his Delhi apartment. Kumar's government has made it mandatory for all cabinet ministers to disclose their assets and liabilities on the last day of every calendar year. Deputy Chief Minister <keyword id="20021770" type="General" weightage="80" keywordseo="tejashwi-prasad-yadav" source="keywords">Tejashwi Prasad Yadav</keyword> declared a total income of Rs 4.74 lakh for the 2022-23 financial year. India’s ongoing elections is a battle for dominance inside the Parliament. The incumbent government led by the Bharatiya Janata Party (BJP) is seen as the strongest outfit, even after five years in power. The party is projecting Prime Minister Narendra Modi as an invincible candidate with solutions for the millions of problems that plague India’s economy and society, much like Thanos. On the other hand, unlike the two-party structure in the US, there is a motley crew of political parties with equally big egos but very diverse ideologies, and varying degrees of charisma. However, individual prospects of success, if they were to take on Modi by themselves, can be called uncertain at best. Therefore, there is a clamour for a grand anti-Modi coalition-- in India they call it ‘<keyword id="2838249" type="PERSON" weightage="20" keywordseo="Mahagathbandhan">Mahagathbandhan</keyword>’-- much like the Avengers. What is missing is the equivalent of a S.H.I.E.L.D that can put together an optimal team. Yet, efforts towards forming a coalition are constantly underway. Some analysis [hyperlink] suggest that it will remain a strong possibility even after the elections. In academic terms, the phenomenon is called ‘index of opposition unity’. In all the Parliamentary elections since 2002, 45% of the seats have been won due to low ‘index of opposition unity’, according to data analysed by veteran psephologists Prannoy Roy and Dorab Sopariwala in their recent book ‘The Verdict’. In other words, the winning party converted low votes into a seat because the rival parties were fragmented. However, it is easier said than done for parties to forge friendships given their troubled past with each other. Most parties have been part of different alliances, led either by BJP or the Congress, at some point or the other. The ideologies have been far more malleable than their egos. The contenders

 There are 12 regional and local parties from 10 states that have come together for now. Leading the coalition from the front is the Bahujan Samajwadi Party and Samajwadi party in Uttar Pradesh. The political landscape changed in the western parts of Uttar Pradesh when <keyword id="6388951" type="COMPANY" weightage="20" keywordseo="Rashtriya-Lok-Dal">Rashtriya Lok Dal</keyword> joined hands [hyperlink] with Samajwadi Party-Bahujan Samaj Party to gear up against the rise of BJP in Uttar Pradesh. Congress itself is not part of this alliance, at least not yet. The Congress itself has stitched together a different clique comprising of other regional satraps like the Dravida Munnetra Kazhagam (DMK) from Tamil Nadu, the <keyword id="54794" type="ORGANIZATION" weightage="20" keywordseo="Nationalist-Congress-Party">Nationalist Congress Party</keyword> (NCP) in Maharashtra, and the <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) in Bihar, among others. While some of the communist outfits are in the Congress clique, the biggest of all the red parties, the Communist Party of India (Marxist), CPI(M) as it’s popularly known, is still largely fighting on its own in different parts of the country. As it stands, CPI(M) cannot form a government on its own, it has to offer its support to one coalition or the other. The party’s state unit in Punjab has already offered its support to the Mahagathbandhan in Uttar Pradesh. The fight between Modi’s challengers is to decide who shall lead the pack and who shall become the Prime Minister. So while the different packs are non-committal to a common cause right now, a post-poll consensus is still very likely after some of the egos are cut to size by the election results. But Modi is not Thanos However much the BJP would like Modi to be all-powerful and invincible like Thanos, he isn’t. Even in the thumping victory of 2014, the BJP and allies, the National Democratic Alliance (NDA) had just 31% of the country’s votes. The parties backing Modi, too, have mostly been fair-weather friends at best. The Janata Dal (United) led by <keyword id="6358190" type="PERSON" weightage="20" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> in Bihar has been in and out of the NDA at will in the past. Bickering is a constant feature between the BJP and the Shiv Sena in Maharashtra, an alliance that has survived 25 years with breaks in between. While the two parties are fighting together this election, the Sena chief Uddhav Thackeray recently called Modi ‘a thief’ just days before sealing the deal with the BJP. Realpolitik, the German word for politics that is more practical than ideological, comes alive every five years, around the Lok Sabha election, in India. As in The Avengers Endgame, the challengers will have to sacrifice ego and embrace realpolitik to stay relevant.

The decision was taken by the crisis management group of the state government after Chief Minister <keyword id="6358190" type="PERSON" weightage="20" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> consulted officials at a high-level meeting on Saturday to consider shutting down of the schools and colleges amid surge in <keyword id="8763838" type="UNKNOWN" weightage="20" keywordseo="covid-19">Covid-19</keyword> infections. Nitish has directed officials not to allow any large public gathering and put a cap on the number in marriage and birthday parties. The Chief Minister has also asked Chief Secretary Arun Kumar Singh, who is also the chief of crisis management group, to ramp up the rapid antigen and RT-PCR tests in every district of the state. The officials have also been instructed to ensure that people adhere to the Covid protocols at railway stations, bus stands and market places, as a precautionary measure to contain the spread of the pandemic. With every passing minute, JDU and <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> supporters are making claims of being confident of forming a new government in Bihar under the leadership of <keyword id="6358190" type="DEFINITION" weightage="20" keywordseo="Nitish-Kumar">Nitish Kumar</keyword>. Sanjay Singh, spokesperson of the JDU said: "We are a disciplined party that works well under the leadership of Nitish Kumar. He has taken Bihar on the path of progress. A group of JDU supporters carrying traditional musical instruments were seen at party office in Patna. They were heard singing a song in praise of Nitish Kumar around 1.30 pm. While ground level workers of the JDU and BJP assembled in large numbers at the offices of their respective parties, senior leaders are waiting for the picture to become clearer. Sources said the big picture is likely to become clear by 4 pm. Hence, they are hesitating to join full-fledged celebrations. They are also avoiding making any arrogant premature statements. "We have already prepared sweets and arranged crackers to celebrate the occasion but the celebrations will start only after we reach a stage where apprehension of vicissitudes become minimum," said JDU worker Rajesh Kumar.
