Jammu and Kashmir Lieutenant Governor Manoj Sinha ordered on Thursday imposition of <keyword id="11069481" type="UNKNOWN" weightage="20" keywordseo="Night-curfew-in">night curfew in</keyword> the urban areas of eight districts, including Jammu and Srinagar, to check the spread of the soaring coronavirus cases. The night curfew will come into effect from Friday, the office of the Lt governor said. "Directed the divisional administration to impose corona curfew from 10 pm to 6 am in the urban areas of 8 districts affected by the recent <keyword id="8764262" type="COMPANY" weightage="20" keywordseo="covid">COVID</keyword> spike," it tweeted. These districts are Jammu, Udhampur, Kathua, Srinagar, Baramulla, Budgam, Anantnag and Kupwara, it said. The curfew will be in force in the municipal limits of the urban local bodies of these districts. Reasi district will be under close observation for any possible spikes in cases, it added. PTI

As the national capital reported over 3,500 new Covid cases daily in the last four days, the Delhi government on Tuesday ordered the imposition of night curfew from 10 p.m. to 5 a.m. with immediate effect till April 30. An order in this regard was issued by the Delhi government on the recommendation of the Delhi Disaster Management Authority (DDMA). "Situation in Covid-19 in NCT of Delhi has been reviewed and it has been observed that there has been a sudden increase in Covid-19 cases in recent past along with high positivity rate and therefore, it felt that night curfew needs to be imposed in the territory of NCT of Delhi from 10 p.m. to 5 a.m., except or essential services/activities as an emergency measure for well being and safety of people," the order issued by the DDMA said. There will be no restrictions on inter-state and intra-state movement/transportation of essential/non-essential goods. No separate permission/e-pass will be required for such movement. Shopkeepers selling essential goods like groceries, fruits, vegetables, milk, meat &amp; fish, animal fodder, pharmaceuticals, medicines and medical equipment will be allowed to move after getting an e-pass. Srinagar, May 4 () The Jammu and Kashmir administration on Monday announced a night curfew from 7 pm to 7 am everyday during the third phase of the ongoing lockdown to curb the spread of COVID-19 in the Union Territory."Prohibitions (Curfew) on movement in ALL areas between 7 PM and 7 AM. No movement without passes. Medical emergencies exempted," government spokesman Rohit Kansal said in a tweet. Chief Secretary B V R Subrahmanyam issued a detailed order on permissible and non-permissible activities during the lockdown period from Monday to May 17. "The movement of individuals for all non-essential activities between 7 pm and 7 am is barred. District Magistrates shall issue specific prohibitory orders in this regard under Section 144 of CrPC," the order said. According to the order, suspension on air travel will continue except for medical services, air ambulances, security purposes and those purposes permitted by the home ministry.Train services and all road transport services for passengers shall also remain suspended, the order said. "All schools, colleges, universities, educational/ training/ coaching institutions etc. will remain closed. However, online/distance learning shall be permitted," the order reads. Hospitality services, cinema halls, shopping malls, gymnasiums, sports complexes, swimming pools, entertainment parks, theatres, bars, liquor shops, restaurants, spas, saloons, parlours, barber shops and auditoriums and assembly halls shall also remain closed, the order said. Prior to it, the administration issued a fresh classification of the districts in "red", "orange" and "green" categories for a successful implementation of the instructions aimed at containing the spread of COVID-19. Except Bandipora, the nine remaining districts in Kashmir, including Srinagar, and Ramban in the Jammu region have been classified as "red" zones, along with Lakhanpur town of Kathua -- the gateway to Jammu and Kashmir bordering Punjab. Bandipora and seven other districts in the Jammu region, including Jammu district, have been classified as "orange" zones, while Doda and Kishtwar continued to be in the "green" zone. Continuing with the protocol for those returning from outside the Union Territory, the order said they would have to compulsorily undergo a COVID-19 RTPCR test, following which they will be under a 14-day administrative quarantine till their reports come. "Those testing negative will be released for home quarantine while the positive persons will be sent to COVID hospitals for treatment," it said. Restaurants, including those in hotels, which were earlier permitted to operate for home delivery and take away services, have been allowed dine-in with up to 50 per cent capacity, while hotels and hospitality services can now operate with 100 per cent capacity. The administration has also permitted the intra-district taxis and maxi-cabs to operate in the entire Union Territory. However, the order said "there shall be no inter-province and inter-state/UT movement of individuals except after obtaining permission or in permitted public transport, after following prescribed health protocols". The intra-district public passenger transport vehicles running on fixed routes, including buses and mini-buses, have been allowed to operate with up to a two-thirds seating capacity (for buses) and 50 per cent seating capacity (for mini-buses) on the routes to be notified by the transport department. "Inter-district public passenger transport vehicles (buses and mini-buses only and not maxi-cabs) can be operated with up to 2/3rd seating capacity for buses and 50 per cent for mini-buses by SRTC only on the routes notified by the Transport Department," the order said. It added that religious places would continue to remain closed to the public till further orders, while the ban on large gatherings and congregations, besides social, political, sports, entertainment, academic, cultural and religious functions, would continue. The administration has also decided to keep all educational institutions, training and coaching institutions, including anganwadi centres, closed except the training institutions run by the central and state governments, but permitted online and distance learning. Cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places will stay closed, the order said. It said those above 65 years of age, persons with co-morbidities, pregnant women and children below the age of 10 years should stay at home, except for meeting essential requirements or health purposes. I studied under a central board. We did not learn about the circumstances under which the state joined the Indian Union, nor that Kashmir is the most militarised zone in the world in terms of the number of armed forces personnel per square km of territory. Through my school years in the 1990s, there were news stories from the state about blasts and killings and terrorists, seemingly always about violence. Did they delve into the background of the anger? I don’t know because I did not go beyond the headlines. There was a sameness and one-sidedness to them – invariably images of fire and guns and empty streets – that never invoked interest. When the television news business arrived in a big way in India, this impression was amplified – Hollywood action movie-style visuals of gunfire and explosions and people running for cover, or reporters reporting amid the silence of empty streets patrolled by army men with enormous guns strapped to their bodies. Bombast with no context. This is unsurprising, because journalists’ access to the Valley is mediated through the army, making them structurally dependent on the armed forces and predisposing them to be favourable to their perspective. When <a href="https://www.scmp.com/topics/narendra-modi" class="link-text">Narendra Modi</a> ran for prime minister in 2014, his Bharatiya Janata Party’s manifesto promised that <keyword id="405091" type="PERSON" weightage="20" keywordseo="Article-370">Article 370</keyword>, which spelt out the special conditions under which the province joined the Indian Union at the time of Independence, would be removed. For a populace that was, like me, mostly unaware of its content, it was easy to latch on to simplified nuggets such as the fact that Kashmir does not allow land to be sold to Indians from other states. It sounds like a concession made to a Muslim-majority state but this land restriction exists in several states in India, and is important to prevent heedless development in ecologically sensitive areas. Strange as it may sound, it is the <a href="https://www.scmp.com/week-asia/society/article/2184614/triumph-modi-propaganda-bollywood" class="link-text">Hindi film industry</a> that has taught me the little I understand about the anger in Kashmir, about the “special” powers of the armed forces stationed there and the “special” consequences they inflicted. Three Bollywood films in particular have left an impact – Haider (2014), Fanaa(2006) and Mission Kashmir (2000). There have been several indie films, extremely well-regarded, but I choose to focus on the big-budget, big star projects of the film industry because these arguably had the widest release and reach. Haider is a reworking of Shakespeare’s Hamlet, set in the “rotten state” of Kashmir in place of Denmark. The setting is much more central to the drama here than it is in Hamlet where the rottenness of Denmark was expressed only in the suspicious death of the king. Here, politics is central to Haider’s father’s disappearance from Kashmir. We never know for certain if he is alive or dead, and this, as we see in the film, is the situation that many Kashmiri families find themselves in. <h3 style="margin-bottom: 1.42857rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.35714rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"> </h3>The evocative term half-widow has arisen from this waiting without end – this is the status of Haider’s mother and many other wives who don’t know what has become of their husbands. In the uncertainty about his father (and the many fathers and brothers and sons who have been taken into custody by the forces in Kashmir and never returned), Haider (and Kashmir) is going mad. Gravediggers sing songs, they are so inured to death. Citizens hesitate to enter their own homes without a pat-down security check, they are so conditioned to being checked. Mothers beg that their sons are sent away from them because they are so afraid of losing them to the insurgency or to the limitless powers of the Indian army. Most of all, the film articulates the Armed Forces Special Powers Act (AFSPA) that the Indian government has imposed on the Valley, how terrifying it is when men with guns have boundless power and no one to question them. Rapes and disappearances ensue, and there is no need to answer what happened because Afspa gives you “special powers”. “Do we exist or do we not”, the film asks in a haunting choral crescendo reminding us of that original line in Hamlet, “to be or not to be”. In Fanaa (2006), a blind Kashmiri woman and a terrorist fall in love with each other during India’s Independence Day celebrations in Delhi. He is there to carry out a blast and she to dance at the national celebration: classical opposites, the nationalist and the revolutionary. After the blast, the terrorist disappears because he comes to the realisation that he would put the woman in danger because of his work. The nationalist’s blindness means she cannot locate him. Years later, fate returns him to her doorstep in Kashmir and the two reconcile briefly before she hands him over to the Indian national forces. Fanaa is nowhere near as compelling or thought-provoking as Haider, it is simply a star-crossed romance set in Kashmir. But it ends on a pointedly ambiguous note. When the couple’s son asks the mother why his father was a terrorist, she replies that he did what he thought was right. The film clearly argues that the terrorist is misguided by malevolent forces yet it refrains from making a moral call on the terrorist’s actions. Mission Kashmir (2000) is about a powerful policeman whose son dies when militants forbid doctors from treating the child. In an episode of poetic justice, the policeman kills a boy’s family in an encounter and adopts the traumatised boy. This encounter is likely carried out with the vast powers granted to Indian forces under the Afspa, certainly no questions are asked of the policeman after the encounter. But the man himself is hollowed by remorse, especially at the sight of the boy who lived. He becomes a terrorist, determined to avenge his family’s gruesome end. That classic divide is set up again, terrorist against dutiful nationalist in a land where loyalties are sharply divided. Eventually, the terrorist comes around to the Indian nation’s view, that Islamist groups are provoking young men like him to divide India. Like Haider, Mission Kashmir questions the actions of Indian forces in Kashmir, though the conclusions the two films come to are different. The policeman’s remorse suggests that the Indian state has a lot to think about and apologise for, that the unchecked power that it has granted its forces leads to <a href="https://www.scmp.com/thisweekinasia/topics/human-rights" class="link-text">human rights</a> violation that feeds the insurgency in the Valley. Haider on the other indicts the Indian state for unleashing this unapologetic, shameless military strength on the Valley. Incidentally, Mission Kashmir is made by a director who is from Kashmir himself. Haider, similarly, is written by Basharat Peer who is also a Kashmiri and has written a highly-acclaimed book on Kashmir called Curfewed Night. Both films are informed by a lived perspective of Kashmir. On August 8, 2019, when Prime Minister Modi addressed Indian citizens on Kashmir, he mentioned the prospects for films. “I urge the Hindi, Telugu and Tamil film industry to come to J&amp;K for shooting their projects,” said Modi. The Hindi film industry has long indicated that Kashmir has a special place by marketing movies filmed in the Valley, naming films using Kashmir in the title and using iconography identified as Kashmiri like the houseboat and the chinar leaf. No other Indian state has been marked as “special” like this by the Hindi film industry. There are films named after big cities like Kolkata and Mumbai and Delhi, but nothing after an entire cultural identity. Until Mission Kashmir, however, these films only did lip service to Kashmir, promoting a tourist’s view of the state, a natural “paradise” where hero and heroine fell in love. These films were not rooted in Kashmir, disengaged from its problems. Mission Kashmirnaturally is a product of its times, born out of a decade-plus of the insurgency that flared in the Valley in the late 1980s. Thereafter, as the unrest never subsided, there have been several films which offer an insider’s view of Kashmir. <h3 style="margin-bottom: 1.42857rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.35714rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><a href="https://www.scmp.com/week-asia/politics/article/3022046/indias-kashmir-move-attempt-shift-its-muslim-demographic" class="link-text">India’s Kashmir move: an attempt to shift its Muslim demographic? </a></h3>I’ll end with one of the opening sequences of Haider, where his (Hamlet’s) mother, a schoolteacher, is teaching the children of her class the meaning of home. “It is brothers and sisters and fathers and mothers. It is unselfish acts and kindly sharing and showing your loved ones you are always caring.” It is an obvious metaphor for the Indian nation and its fraught relationship with Kashmir, the parents and the estranged child. The filial bond is often invoked for India and <a href="https://www.scmp.com/topics/pakistan" class="link-text">Pakistan</a>– brothers separated in a bloodied moment.But there is also another metaphor here: the Indian state teaching us the history of our “home”, and our duties as citizens and how we should live like brothers and sisters at home, “unselfish acts and kindly sharing”. It brings me back to where I started, what we are taught about our home and what we are not. Every nation controls its citizenry through education and so does India. We never learned the conditions in which Kashmir joined the Indian Union, and the circumstances we created to keep it at any cost. Perhaps it is not so strange then that I learned what little I did about Kashmir from our biggest film industry. For all its commercial inclinations, its lessons feel less biased than that of the Indian state’s.

Bollywood teaches more about Kashmir than India’s schools

But those who should have had a say in the matter, Kashmiris, are silent. Because, they have been silenced. The Union Home Minister Amit Shah announced in the Rajya Sabha that Article 370 is scrapped. And Kashmir has been on lockdown a day before the announcement, which is August 4. Since Sunday night, internet services have been suspended in Jammu &amp; Kashmir, with a curfew in place since Monday morning (August 5). And, Prime Minister Narendra Modi made no announcement on lifting it in an address to the nation <a href="https://www.businessinsider.in/narendra-modi-address-to-the-nation-live-updates-and-speech-highlights-on-kashmir-news/articleshow/70589852.cms">yesterday</a>, even as he doled out infrastructure and industry benefits. Modi however did promise that he would facilitate Eid celebration. But he did not say how, as the status quo remains in the valley. He did not speak about the communications blackout and transportation issues in the newly formed union territories. This is the case even as Muslims across the country are gearing up to celebrate Eid on August 12. Kashmiris are still not sure about their fate. Social media is filled with messages and pleas from Kashmiris living outside of Jammu &amp; Kashmir hoping for the safety of their family back home. Screenshots of messages are doing the rounds of students and professionals trying to reach out to their parents, but have no response. But the new found constitutional status is not on top of the minds of Kashmiris. A <a href="https://www.indiatoday.in/mail-today/story/kashmir-article-370-revoked-valley-faces-shortage-essential-items-due-curfew-1578458-2019-08-08">shortage of food</a> and other necessities is beginning to worry them as the curfew prevails. Reports say that people are unable to communicate with their neighbours as well. Over a 100 people have been arrested so far. That includes former chief ministers like Mehbooba Mufti, Omar Abdullah as well as Jammu and Kashmir People's Conference leaders Sajjad Lone and Imran Ansari. There is no word from the government on when they would be released, either. António Guterres, the UN Secretary General expressed his concerns over the plight of Kashmiris. A statement released on Thursday by the UN said, “The Secretary-General is also concerned overreports of restrictions on the Indian-side of Kashmir, which could exacerbate the human rights situation in the region.”

The decision will have far reaching and dangerous consequences. This is an aggression against people of the state as had been warned by an all parties meeting in Srinagar yesterday. GOI has resorted to deceit and stealth in recent weeks to lay ground for these disastrous decisions. Our darkest apprehensions have been unfortunately come true after the GOI and its representatives in J&amp;K lied to us that nothing major was planned. The announcement was made after the entire state, particularly the Kashmir Valley, was turned into a garrison. Those of who gave the democratic voice to the people of Jammu &amp; Kashmir, are incarcerated as lakhs of armed security personnel have been put on the ground. The scrapping of Articles 370 and 35A raise fundamental questions on the State’s accession because that was done on the very terms enunciated in these articles. Security beefed up The state of <keyword id="23412" type="CITY" weightage="20" keywordseo="Jammu-Kashmir">Jammu &amp; Kashmir</keyword> has been under President’s rule since December 2018 and now, section 144, which prohibits an assembly of more than 4 people in an area, has been imposed. "As per the order, there shall be no movement of public and all educational institutions shall also remain closed. There will be a complete bar on holding any kind of public meetings or rallies during the period of operation of this order. Identity cards of essential services officials will be treated as movement passes wherever required. However, there is no curfew in place as reported in a section of media," an official statement said as reported by IANS. The government had already deployed an additional paramilitary personnel of 10,000 in the state. According to <a href="https://timesofindia.indiatimes.com/india/security-deployment-at-vital-installations-in-kashmir-increased-political-parties-hold-meeting-top-developments/articleshow/70524096.cms">reports</a>, riot control vehicles too have been deployed in the state. <keyword id="7948376" type="UNKNOWN" weightage="20" keywordseo="leaders-under-house-arrest">Leaders under house arrest</keyword> The state’s top political leaders were placed under house arrest late Sunday night. Former Chief Minister Omar Abdullah took to Twitter to write about the imminent house arrest. “I believe I’m being placed under house arrest from midnight tonight &amp; the process has already started for other mainstream leaders. No way of knowing if this is true but if it is then I’ll see all of you on the other side of whatever is in store. Allah save us,” he wrote on Twitter. His rival, and a former Chief Minister, Mehbooba Mufti wrote, “How ironic that elected representatives like us who fought for peace are under house arrest. The world watches as people &amp; their voices are being muzzled in J&amp;K. The same Kashmir that chose a secular democratic India is facing oppression of unimaginable magnitude. Wake up India.” Life comes to a standstill Internet services have been suspended since Sunday night in the state. Meanwhile, education institutions in the state too have been asked to remain shut from today until further orders. Kashmir university exams which were supposed to take place from August 5 to 10 have been postponed, according to IANS. BSNL will be giving satellite phones to media persons at the steep price of ₹1 lakh a piece to file stories from the Valley, said an IANS report. However, according to ANI, schools and colleges will reopen today in Ladakh as restrictions under Section 144 CrPC have not been imposed in the region. Security meeting in Pakistan In Pakistan, Prime Minister Imran Khan called for a <a href="https://www.dawn.com/news/1498058/nsc-meeting-pakistan-to-respond-to-any-misadventure-aggression-by-indian-forces">meeting</a> of the National Security Committee to discuss the developments along the border and reportedly, react to any steps taken by the Indian military. While Pakistan alleged that the Indian army used cluster bombs along the Line Of Control, the Indian army has said it was to foil an attempt by Pakistan’s Border Action Team (BAT) to cross over to the Indian side of the border. "Pakistan army regularly attempts to push terrorists through infiltration and opens up with multitude of weapons to assist them. India, during numerous Directorate of Military Operations-level talks, has maintained the right to respond. Such responses are only against military targets and infiltrating terrorists who are aided by Pakistan Army. Allegations of firing of cluster bombs by India is yet another Pakistan's lie and deception," <a href="https://www.indiatoday.in/india/story/indian-army-pakistan-cluster-bombs-ammunition-loc-kashmir-1576890-2019-08-03">the Indian army said in a statement.</a> Cabinet meeting in India Meanwhile, in Delhi, Union Minister Amit Shah is said to have held a security meeting including National Security Adviser Ajit Doval to discuss the situation in Kashmir. New Delhi, Jul 4 () Cabinet Secretary Rajiv Gauba on Saturday held a meeting with top officials of 15 States and Union Territories on the COVID-19 situation and the way forward for graded reopening of activities in the 'Unlock 2' phase, officials said. During the meeting with Chief Secretaries and Health Secretaries of the 15 States and UTs, the cabinet secretary is learnt to have stressed on the need for strict implementation of the guidelines issued by the Ministry of Home Affairs for the 'Unlock 2' phase and strict vigil on the COVID-19 situation in their respective jurisdiction. The cabinet secretary is also learnt to have made it clear that economic activities as allowed under the guidelines should be expedited so that normal life could be resumed, an official privy to the meeting said. Officials of Maharashtra, Tamil Nadu, Delhi, Gujarat, Uttar Pradesh, West Bengal, Rajasthan, Telangana, Karnataka, Andhra Pradesh, Madhya Pradesh, Haryana, Bihar, Assam and Jammu and Kashmir attended the meeting. India's COVID-19 tally climbed to 6,48,315 on Saturday, while the death toll rose to 18,655. While issuing guidelines for the 'Unlock 2' phase, the MHA has allowed opening up of more activities in areas outside the containment zones but schools, colleges, cinema and bars will remain shut. The Unlock 2 guidelines came into effect from July 1 and will remain in force for a month. The MHA said the domestic and international (under Vande Bharat mission) flights and passenger trains have already been allowed in a limited manner and their operations will be further expanded in a calibrated manner. The MHA said the night curfew shall continue to remain in force between 10 pm and 5 am, except for essential activities. The MHA said metro rail services, cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places will continue to remain shut in the 'Unlock 2' phase. Social, political, sports, entertainment, academic, cultural, religious functions and other large congregations are also continue to be prohibited. Dates for opening of these will be decided separately, based on the assessment of the situation, the MHA said. As stipulated in the 'Unlock 1' order and guidelines issued on May 30, certain activities such as places of worship, hotels, restaurants and other hospitality services, and shopping malls were allowed from June 8, outside the containment zones. Delhi Police has identified 1,830 <keyword id="48574" type="PERSON" weightage="20" keywordseo="Persons">persons</keyword>, including 501 from Tamil Nadu and 216 from Assam, who attended a religious congregation at the Tablighi Jamaat's international headquarters in southwest Delhi from March 13-15, even as 24 <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> positive cases have been reported from among those who congregated. According to senior Delhi Police officers, said that those identified till now include 156 from Uttar Pradesh, 109 from Maharashtra, 107 from Madhya Pradesh, 86 from Bihar, 73 from West Bengal, 55 from Hyderabad, 45 from Karnataka, 46 from Ranchi, 34 from Uttarakhand, 22 from Haryana, 15 each from Himachal Pradesh and Kerala, 19 from Rajasthan, 21 from Andaman and Nicobar Islands, 15 from Odisha and nine from Punjab. Besides, 281 foreign nationals also attended the congregation at the religious group's international headquarters Nizamuddin Markaaz in the middle of Nizamuddin colony in southwest Delhi. The Delhi Police source said that it was working on the number of people from Jammu and Kashmir and Delhi who were present there. The source said that the force was trying to identify the families of the persons who attended the programme to put them into quarantine centres after tests. Meanwhile, the Tablighi Jamaat in a statement clarified that it had "informed" the officials and "sought permission" to evacuate the people but were denied permission. It also also shared what it said was evidence of the communication between police and authorities concerned and also slammed the media for misreporting. "When the Prime Minister announced the Janata Curfew to be observed on March 22, the ongoing programme in the centre was discontinued immediately." It said that while all this was happening, on March 24, a notice was issued by Nizamuddin Police Station Incharge to seek closure of Markaz premises. It said that the request was responded to the same day. It stated that the compliance with the directions for the closure of the HQ was already underway as arrangements for around 1,000 visitors from different states and nationalities had to be taken care of, and SDM concerned was requested to issue vehicle passes. "Lists of 17 vehicles along with their registration numbers and names of drivers plus their licence details were submitted to the SDM so that stranded guests could be ferried to their respective destinations," it said. The religious group alleged that the requisite permission was still awaited. "On March 25, area Tehsildar along with a medical team visited the Markaz, and full cooperation provided for inspection as well as preparation of list of visitors," it said. It said that on March 26, the SDM visited the Markaz and afterward a meeting was held with the DM and again permission was sought for vehicles arranged by them. "On March 27, six persons were taken for medical check-up," it said, adding that the next day the SDM and WHO team visited the Markaz and took another 33 persons for medical check-up to <keyword id="750209" type="COMPANY" weightage="20" keywordseo="Rajiv-Gandhi-Cancer-Hospital">Rajiv Gandhi Cancer Hospital</keyword>. "Surprisingly, on the same day another notice was issued, this time by the Office of ACP, Lajpat Nagar, reiterating the prohibitory orders and warning of legal action, being totally oblivious of the above deliberate steps that were already taken by the Markaz administration in consultation with the authorities. However, the same was replied in detail vide letter dated March 29, 2020," it said. On Monday night, around 100 suspected coronavirus cases were evacuated from the religious complex in buses. They have been kept in isolation in Narela area of Delhi. Earlier in the day, Delhi Health Minister <keyword id="6374609" type="PERSON" weightage="20" keywordseo="satyendar-jain">Satyendar Jain</keyword> said: "Twenty-four people who took part in a religious congregation in <keyword id="93480" type="PERSON" weightage="20" keywordseo="Nizamuddin-West">Nizamuddin West</keyword> earlier this month have tested positive for Covid-19." He said 1,033 people have been shifted to various places."A total of 700 persons have been quarantined while around 335 people have been admitted to hospitals," Jain said, adding that screening of all those who participated in the event is being conducted by the government. The Delhi Police has cordoned off a major area in Nizamuddin West where several people showed symptoms of the coronavirus after taking part in the congregation. New Delhi, Jun 30 () As Unlock-2 begins from Wednesday, India's COVID-19 tally climbed to 5,66,840 with nearly 66 per cases reported in June alone, and a concerned Prime Minister Narendra Modi said it was cause of worry that people are not strictly adhering to rules and precautions as they did during the lockdown. From June 1, when relaxations were introduced under Unlock-1, the country has reported 3,76,305 cases. Maharashtra, Tamil Nadu, Delhi and Gujarat account for nearly two-third of the total cases till now. Speaking on the coronavirus situation, Prime Minister Modi, in his address to the nation on Tuesday, said India is in a better position compared to many countries of the world, as timely imposition of lockdown and other decisions have saved lakhs of lives. He, however, lamented that there is an increasing "negligence" in personal and social behaviour during the easing of restrictions and urged them to be more vigilant. "We have also seen that since 'Unlock-1', there is increasing negligence in personal and social behaviour. Earlier, we were very careful with respect to wearing of masks, social distancing and washing of hands for 20 seconds. But today, when we need to be more careful, increasing negligence is a cause of worry," he said and urged the people to follow all necessary precautions. He emphasised on strict enforcement of rules, especially in containment zones. "Those not following the rules will need to be stopped and cautioned," he said, stressing "be it a village pradhan or the prime minister, no one is above the law in India". "As the country enters Unlock-2, we are also entering the season of increasing cases of cough, cold and fever. I, therefore, request all of you to take special care of yourselves," he said. The prime minister also reviewed vaccine development efforts as well as India's preparations for vaccinating its vast population once it is available and asserted that vaccination must be affordable and universal. With 18,522 people testing positive for coronavirus, it was the seventh day in a row that over 15,000 cases have been reported in the country. The death toll rose to 16,893 after 418 new fatalities. India is the fourth worst-affected country after the US, Brazil and Russia. The number of active cases stands at 2,15,125, while 3,34,821 people have recovered, and one patient has migrated, according to the updated data at 8 AM. "Thus, around 59.07 per cent of patients have recovered so far," an official said. Maharashtra remained the highest contributor to the single day rise in cases, registering over 5,200 coronavirus infections, according to Union Health Ministry. Recording nearly 4,000 cases in the last 24 hours, Tamil Nadu has again surpassed Delhi to regain the second spot among the list of worst-hit states by the pandemic. Tamil Nadu Higher Education Minister K P Anbalagan has tested positive for coronavirus, according to hospital in Chennai. It said he is "very stable and all vital parameters are normal." Karnataka also recorded more than 1,100 cases overtaking Haryana and Andhra Pradesh. Delhi saw an increase of 2,084 cases. The coronavirus recovery rate in the national capital reached 66.03 per cent on June 29. In June, the national capital added over 64,000 fresh cases to its tally, while over 47,357 patients recovered, were discharged or migrated. Maharashtra has reported the highest number of cases at 1,69,883, followed by Tamil Nadu at 86,224, Delhi at 85,161, Gujarat at 31,938, Uttar Pradesh at 22,828, West Bengal at 17,907 and Rajasthan at 17,660, according to the ministry data. The Union Health Ministry lauded the work of 1.6 lakh accredited health workers, ASHA, in tracking over 30.43 lakh migrants who returned to Uttar Pradesh during the COVID-19 lockdown and assisting the state government in contact tracing and community surveillance. The number of COVID-19 cases has gone up to 15,394 in Telangana, 14,295 in Karnataka, 14,210 in Haryana, 13,891 in Andhra Pradesh, and 13,370 in Madhya Pradesh. It has risen to 9,640 in Bihar, 7,752 in Assam, 7,237 in Jammu and Kashmir and 6,859 in Odisha. Punjab has reported 5,418 novel coronavirus infections so far, while Kerala has 4,189 cases. A total of 2,831 people have been infected by the virus in Uttarakhand, 2,761 in Chhattisgarh, 2,426 in Jharkhand, 1,380 in Tripura, 1,227 in Manipur, 1,198 in Goa, 964 in Ladakh and 942 in Himachal Pradesh. The Tripura government said it is not thinking of extending the coronavirus lockdown as the situation in the state is "stable". "Even though the lockdown has been extended in three northeast states -- Assam, Manipur and Meghalaya -- we are not thinking on that line now. Our condition is stable and our frontline workers are doing a commendable job," Education Minister Ratan Lal Nath said on Tuesday. Arunachal Pradesh reported 187 cases, Mizoram has 148 cases, Andaman and Nicobar Islands has 90, Sikkim has registered 88 infections so far, while Meghalaya has recorded 47 cases. The government on Monday issued guidelines for the month-long 'Unlock 2' beginning July 1, during which more domestic flights and passenger trains will be allowed in a calibrated manner, but educational institutions, Metro Rail services, cinema halls and gyms will remain shut. Night curfew shall remain in force between 10 pm and 5 am, except for essential activities.
