The <keyword id="79024" type="ORGANIZATION" weightage="100" keywordseo="New-Delhi-Municipal-Council">New Delhi Municipal Council</keyword> (NDMC) has issued 80 notices this month to the <keyword id="47718" type="ORGANIZATION" weightage="100" keywordseo="Rashtrapati-Bhavan">Rashtrapati Bhavan</keyword> after <keyword id="6360092" type="PERSON" weightage="100" keywordseo="DENGUE">dengue</keyword> mosquitoes were found breeding at various places especially near residential quarters of the Rashtrapati Bhavan staff. 

	"During this month, we have issued around 80 notices to various departments to check mosquito breeding on their premises," a senior NDMC official told PTI.
 

	The civic body has also constituted a four-member team after a meeting with the Director of the President's Estate to brainstorm ways and means to control mosquito breeding at Rashtrapati Bhavan at the earliest.
 

	"The team consists of one member each from sanitation and horticulture units at Rashtrapati Bhavan, Central Public Works Department (CPWD) and Malaria unit of NDMC Health Department.
 

	"This team will review the mosquitogenic conditions at various places in the President Estate and will help in precautionary as well as controlling measures," the official added.
 

	The council had last week issued challans to four hospitals including AIIMS and Safdarjung, various government offices and a school here after dengue mosquitoes were found breeding on their premises.
 "We had issued challans to four hospitals including AIIMS, Safdarjung Hospital, RML Hospital and <keyword id="209925" type="ORGANIZATION" weightage="100" keywordseo="Lady-Hardinge-Hospital">Lady Hardinge Hospital</keyword> after their premises were found to be breeding ground for mosquitoes," the official said. 

	The Ministries of Finance and Home Affairs, Bihar Bhawan, Sikkim Bhawan and Uttarakhand Bhawan were issued notices by the NDMC for mosquitogenic conditions on their premises. 
 

	The council staff had also detected heavy mosquito-breeding conditions in five embassies including that of Ghana, Ethiopia, Singapore, Malaysia, Bhutan, Ethiopia and the Czech Republic, but no challans have been issued to them as the civic-body doesn't have an authority to do so. 
 

	The action comes in wake of the rising figures of the total number of cases from the vector-borne disease which shoot to an alarming 530, with over 440 of them being reported in August only. Two deaths have been reported due to this disease this year. 
 

	The dengue cases in the city is up this year by 251 cases compared to what was recorded last year by this time. 
 

	"We have issued a total of 137 challans this season for mosquito breeding inside institutions and households and served 3215 notices. 
 

	"During the inspection, if the premises are tested positive for mosquito breeding, they are issued notices. But if no improvement is found in the hygiene conditions during the next inspection, the defaulters are issued challans," the official said. 
 

	Earlier this month, the South Delhi Municipal Corporation (SDMC) had also issued 80 challans to government and educational institutions in the city, including JNU, DDA, DTC and PWD, for breeding of mosquitoes in their premises. 
 

	Dengue a vector-borne disease, is transmitted by several species of mosquito within the genus Aedes. Symptoms include fever, headache, muscle and joint pains, and a characteristic skin rash that is similar to measles. 
 

	Doctors say treatment is symptomatic with no specific cure, so if patients use pain medicines indiscriminately there is a risk of becoming resistant to these.

Now, NDMC has rolled out Khan Markets plans and people can register themselves using their mobile number and e-mail ids. Then a one-time password (OTP) is sent to the customer and they can access the internet for a short duration. If one wants to use this service further then one has to pay a nominal charge. Wi-Fi Internet scratch cards are available at various shops in the market, which the customers can purchase and use. 
 
The project has been running successfully in Khan Market since the past few days. However, Connaught Place is where the council is still not up yet. N-Block in Connaught Place is the only area where this service has been deployed properly and the rest of areas are underway to get Wi-Fi services. 
 
CP is much larger than Khan Market, hence the council is taking some extra time. Also, NDMC does not want the internet wires hanging from pole to pole. They will use the underground system for this, which is why they are taking more time.

 Apart from Race Course Road, now Gurudwara Rakabganj round-about adjacent to the Parliament complex will be known as Guru <keyword id="3672870" type="UNKNOWN" weightage="20" keywordseo="gobind-singh-chowk">Gobind Singh Chowk</keyword>. 
 
In the meeting, Kejriwal proposed to rename the Race Course Road after Guru Gobind Singh, the 10th Sikh Guru, but some members were not convinced. 
 
"I had proposed renaming of the road after Guru Govind Singh while Lekhi said it should be renamed as Ekatma Marg. I suggested that the PM should be consulted on this but the Council members decided that on the basis of suggestions received from public, the road should be renamed as Lok Kalyan Marg," Kejriwal said. 
 
So, now Modi’s official address is 7 Lok Kalyan marg.

PM Modi doesn’t stay at Race Course Road now

Of the ₹403.1 million allocated for the construction of toilets, not one rupee has been spent. The money has been lying ‘idle’ in the non-interest generating current accounts of the government. The Modi government’s flagship mission was launched on October 2nd, 2014. The funds were then disbursed in January 2016 to the Delhi government, but were not utilised by the six implementation bodies -- South Delhi Municipal Corporation (South DMC), <keyword id="6356596" type="ORGANIZATION" weightage="20" keywordseo="north-delhi-municipal-corporation">North Delhi Municipal Corporation</keyword> (North DMC), East Delhi Municipal Corporation (East DMC), Delhi Urban Shelter Improvement Board (DUSIB), New Delhi Municipal Council (NDMC) and the Delhi Cantonment Board (DCB). According to the report, the <keyword id="6354944" type="DEFINITION" weightage="20" keywordseo="aam-aadmi-party">Aam Aadmi Party</keyword> government had initially promised to construct 200,000 toilet blocks in slums/JJ clusters and unauthorised colonies in its manifesto but failed to deliver on the promise. In fact, the few toilets that were constructed were done from the <keyword id="75926" type="ORGANIZATION" weightage="20" keywordseo="municipal-board">Municipal Board</keyword>’s own funds. The audit pointed to a lack of planning, the skewing of some guidelines and the failure of an adequate monitoring and evaluation mechanism as reasons for the government’s inability to follow through on its commitment. The key findings were as follows:- <ul><li>The implementation bodies underestimated the number of toilets they needed to construct. The three types of toilets that come under this scheme include - household toilets, community toilets and public toilets. According to the audit, the total number of household toilets the civic bodies had expected to construct (September 2015) was 11,117, which is woefully short of the Government of India’s target based on a 2011 census of 1,27,005. </li><li>Out of the six civic bodies, only the East Delhi Municipal Corporation saw the need to construct household toilets in its area. And there too, only 11,117 toilets were projected to be constructed by East DMC whereas the government had projected a need for 56,734 toilets.</li><li>The South Delhi Municipal Corporation and Delhi Cantonment Board didn’t see the need to construct any community toilets but the government had projected a requirement of 718 and 408 community toilets respectively.</li><li>South Delhi Municipal Corporation, Delhi Cantonment Board and Delhi Urban Shelter Improvement Board did not see the need to construct any public toilets. However, the North Delhi Municipal Corporation and East Delhi Municipal Corporation found the necessity of constructing only 205 and 120 public toilets as against 4,116 and 1,972 respectively projected by the central government.</li><li>The South Delhi Municipal Corporation cited space constraints as a reason for not projecting any requirement for construction of community toilets and public toilets.</li><li>“South and North DMCs did not consider unauthorized colonies for projecting requirement of Individual Household Toilets stating that they do not have jurisdiction over them thereby leaving unauthorized colonies out of Mission coverage with regard to Household Toilets.”</li><li>The audit also pointed out that the Delhi government only spent ₹20.3 million on public awareness programme against ₹51.7 million released for this purpose. The audit said, ”this was indicative of inadequate efforts on the part of these implementing agencies to educate the households to avail the benefit of household toilets.”</li><li>The audit noted that the finances were irresponsible managed. There were delays in releasing funds to the implementing agencies, which was exacerbated by the fact that some funds were allocated incorrectly. Furthermore, the implementation agencies did not make use of whatever funds they did receive.</li><li>The report added that the Delhi Urban Shelter Improvement Board (DUSIB), which is responsible for making slums and JJ clusters open defecation free, did not receive the state’s share from the government which accounted for 60% of the amount required. The DUSIB later refunded the entire amount of ₹68.6 million it had received from the centre under the Mission.</li><li>Finally, the audit noted that the oversight and monitoring mechanism set up to ensure the implementation of the Mission was ineffective. “The State level High Power Committee (HPC) headed by the Chief Secretary is responsible for approval of plan and projects, sanction of allocation of resources, and monitoring of outcome of the Mission. The audit noted that the HPC met four times since inception of the scheme; discussed the identification of beneficiaries; sought an action plan for scheme implementation, ordered the timely release of funds received from the GoI as well as the State share to the implementing agencies; and requested timely submission of utilisation certificate. Many of these issues were discussed repeatedly in every meeting without much progress thereon.”</li></ul>

The Delhi government has failed to make even one toilet under the Swachh Bharat Mission

The government today set the ball rolling on its <keyword id="6377036" type="UNKNOWN" weightage="80" keywordseo="smart-cities">Smart Cities</keyword> plan by announcing the first list of 20 cities, which included five capital cities, to be developed as Smart Cities. 
 
Bhubaneswar in Odisha topped the city challenge competition. 
 <keyword id="2094" type="COMPANY" weightage="80" keywordseo="Pune">Pune</keyword> and <keyword id="6354779" type="COMPANY" weightage="80" keywordseo="Jaipur">Jaipur</keyword> were second and third. 
 
The government has also offered a fast track window for the next rejected 23 cities based on their ranks to upgrade their proposals and submit them by April 15, 2016 for evaluation. 
 
The Smart City Challenge Competition was as rigorous and demanding as the civil services examination conducted by UPSC," said urban development minister Venkaiah Naidu, announcing the 20 names. 
 Apart from Bhubaneswar, Pune and Jaipur, the other cities include <keyword id="6359081" type="CITY" weightage="80" keywordseo="Surat">Surat</keyword> and Ahmedabad in Gujarat, Kochi in Kerala, Bhopal, Jabalpur and Indore in Madhya Pradesh, Visakhapatnam and Kakinada in Andhra Pradesh, Solapur in Maharashtra, Davanagere and Belagavi in Karnataka, the New Delhi Municipal Council in Delhi, Chennai and Coimbatore in Tamil Nadu, Udaipur in Rajasthan, Guwahati in Assam and Ludhiana in Punjab. 
 
A total investment of Rs 50,802 crore has been proposed in these 20 cities and towns during a five year period, of which, Rs 38,693 crore will be spent on area development and Rs 12,109 crore on a total of 56 pan-city solutions. 
 
"It is heartening to note that New Delhi's smart city proposal has been shortlisted in the first 20 list of cities to be funded. We are confident that this announcement will further accelerate the transformation of cities into smart cities and will witness very significant investments coming in," said Jaijit Bhattacharya, partner, cities and innovation at KPMG. 
 
Anshuman Magazine, chairman and managing director of property consultancy CBRE South Asia said, "While this initiative will involve large-scale retrofitting as well as redevelopment, these cities could become showcases of urban infrastructure development, encouraging others to follow suit. Going forward the success will rest on the effective implementation of the development of these smart cities." 
 
A total area of 26,735 acres will be taken up for improvements in these 20 cities including redevelopment of 425 acres in Bhopal (350 acres) and Ahmedabad (75 acres). 
 
Prakash Chandraker, vice-president and managing director-energy business at Schneider Electric India said, "Not only will these cities have enhanced basic infrastructure but they will also offer opportunities in efficient urban mobility, waste management , IT connectivity, e-governance and citizen participation. We are extremely positive about this development and excited about the huge change it will bring in its wake." 
 
These 20 cities account for 3.54 crore people with city-wise population ranging from 2.58 lakh (New Delhi Municipal Council) to 55.78 lakh (Ahmedabad).Five cities have a population of below 5 lakh each, 4 in the range of 5-10 lakh, 6 in the range of 10-25 lakh, 4 in between 25 and 50 lakh and only one city (Ahmedabad) with more than 50 lakh.

But the one thing the macaques do not mess with is the larger langur monkey."(The monkeys) don't want to come near the large cutouts of the langurs as they get scared," said Satish Upadhyay, vice-chairperson of the New Delhi Municipal Council, according to CNN. He added that they cannot be displaced or harmed, so threatening with cardboard cutouts is the humane alternative. "We started placing these cutouts in the city over the last one week and are already seeing a positive impact. Monkeys have stopped going to the areas where these are present," Upadhyay said, <a href="https://www.theguardian.com/world/2023/sep/01/langurs-cutouts-deter-rhesus-monkeys-g20-delhi-2023" target="_blank" rel="noopener">according to The Guardian.</a>In addition to the cutouts, local authorities have hired 30 to 40 men to make langur sounds, which also keep the macaques at bay, CNN reported. In a major setback to Delhi's <keyword id="19935664" type="General" weightage="20" keywordseo="Aam-Aadmi-Party" source="keywords" meta.keywordsubtype="org" meta.entityname="Aam Aadmi Party" meta.hostid="345" meta.entityid="Aam Aadmi Party">Aam Aadmi Party</keyword> government, the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords" meta.keywordsubtype="org" meta.entityname="Supreme Court" meta.hostid="345" meta.entityid="Supreme Court">Supreme Court</keyword> on Monday ruled that the law "expressly enables" the lieutenant governor to nominate <keyword id="22669982" type="General" weightage="20" keywordseo="aldermen" source="keywords">aldermen</keyword> to the <keyword id="19900879" type="General" weightage="20" keywordseo="mcd" source="keywords">MCD</keyword> and he is not bound by the advice of the council of ministers in the matter. A bench of Chief Justice D Y Chandrachud and Justices P S Narasimha and J B Pardiwala rejected the <keyword id="19925995" type="General" weightage="20" keywordseo="Delhi-government" source="keywords">Delhi government</keyword>'s plea challenging the LG's power to nominate 10 aldermen in the <keyword id="19907640" type="General" weightage="20" keywordseo="Municipal-Corporation-of-Delhi" source="keywords" meta.keywordsubtype="org" meta.entityname="Municipal Corporation of Delhi" meta.hostid="345" meta.entityid="Municipal Corporation of Delhi">Municipal Corporation of Delhi</keyword> without the aid and advice of the council of ministers. The apex court pronounced its verdict on the Delhi government's plea after reserving it for nearly 15 months. In its ruling impacting the fraught relationship between the LG's office and the AAP-led Delhi government, the bench said the Delhi Municipal Corporation Act as amended in 1993 "expressly enables the LG to nominate persons having special knowledge to the corporation". It said the power expressed by the statute in the name of the LG, also seen in the context of other provisions, demonstrates the statutory scheme in which the powers and duties are distributed among authorities under the Act. "The context in which the power is located confirms that the LG is intended to act as per the mandate of the statute and not guided by the aid and advice of the council of ministers. The power to be exercised is the statutory duty of the LG and not the executive power of the state. This is how we analysed the constitutional provisions," Justice Narasimha said while pronouncing the verdict on behalf of the bench. The bench said the statutory power under provision 3(3)(b)(1) which deals with nomination of persons having special knowledge was vested with the LG for the first time by the 1993 amendment of the DMC Act of 1957. The bench said the DMC Act as amended in 1993 recognises five authorities exercising the state's power and duties under the Act -- these are the Central government, the government of NCT, administrator, corporation and the commissioner. It said the amendment Act of 1993 carries out several amendments to the original DMC Act of 1957 by which the power, duties were allocated to the authorities depending on the function they perform under the law. The bench said by way of the amendment the power of nomination of aldermen was given to LG under the provision just like the power of nomination of MLAs was given to the speaker of the House. On May 17 last year, the top court had said that giving the LG the power to nominate aldermen to the MCD will mean he can destabilise an elected civic body. The MCD has 250 elected and 10 nominated members. In December 2022, the Aam Aadmi Party defeated the <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="345" meta.entityid="BJP">BJP</keyword> in the civic elections, winning 134 wards and ending the saffron party's 15-year run at the helm of the MCD. The BJP won 104 seats and the Congress finished a distant third with nine. Senior advocate Abhishek Singhvi, appearing for the Delhi government, had contended during the hearing that no separate powers have been accorded to the state government to nominate people to the MCD. For the past 30 years, the practice of the LG nominating aldermen on the aid and advice of the city government has been followed, he said. Additional Solicitor General Sanjay Jain, appearing for the LG's office, submitted that just because a practice has been followed for 30 years does not mean it is correct. The top court had observed that giving the LG the power to nominate aldermen will effectively mean that he can destabilise a democratically elected MCD because these aldermen get appointed to the standing committees and have voting power. Earlier, the top court had questioned the "source of power" of the LG under the Constitution and the law to nominate aldermen to the MCD without the aid and advice of the elected government. On May 12 last year, the top court observed that LG has to act on the "aid and advice" of the council of ministers of the Delhi government in nominating 10 aldermen to the MCD.

New Delhi, Dec 12 () Homegrown automobiles major Tata Motors on Thursday said it has launched its new-generation range of Prima and Ultra trucks in Kuwait.
 The launch of the new products comes in line with the successful delivery by Tata Motors for orders from waste management and cleaning companies operating for the Kuwait Municipality, the company said in a statement.
 Tata Motors had bagged contracts that included use of its new-generation Prima and Ultra trucks for municipality's cleaning projects for the next 5 years.
