On June 22, <keyword id="19956758" type="General" weightage="20" keywordseo="Finance-Minister" source="keywords">Finance Minister</keyword> Nirmala Sitharaman said that the next meeting of the GST Council will take place in mid to late August. The aim of this meeting will be to discuss the pending issues of the last meeting. The council is expected to discuss rate rationalisation and compliance, among others. The GST Council, consisting of the Union Finance Minister and representatives from all States and Union Territories, was established to make decisions on various aspects of GST, including <keyword id="20452955" type="General" weightage="20" keywordseo="tax-rates" source="keywords">tax rates</keyword>, exemptions, and administrative procedures. It played a crucial role in shaping the GST framework in India. The last meeting of the GST Council was held on 22 June 2024 this year. During the meeting, the council recommended relaxation to taxation, Input Tax Credit (ITC) claims and demand notices. The GST Council proposes exemptions for specific services offered by Indian Railways to the general public, as well as for intra-railway transactions. The sale of platform tickets and services such as retiring rooms, waiting rooms, cloakroom facilities, and battery-operated car services are now exempt from GST. To curb government litigation, the Council has recommended setting monetary thresholds for filing appeals by departments: Rs 20 lakh for the GST appellate tribunal, Rs 1 crore for high courts, and Rs 2 crore for the Supreme Court. In a move to assist small taxpayers, the Council, in its last meeting, extended the deadline for furnishing returns from April 30 to June 30 for the fiscal year 2024-25 and subsequent years. The Council, in its last meeting, recommended the phased rollout of biometric-based Aadhaar authentication for GST registration applicants across India. The Council recommended a uniform GST rate of 12 per cent on all milk cans, regardless of their material (steel, iron, or aluminium), to eliminate disputes. The Finance Minister, during the last GST meeting, reiterated the central government's intent to bring petrol and diesel under the Goods and Services Tax (GST) framework. She highlighted that the groundwork for this inclusion was laid during the initial implementation of GST and emphasized that the decision now lies with the state governments. The central government has long maintained that incorporating petrol and diesel into GST would streamline tax rates and potentially reduce prices for consumers.

54th GST Council meeting to take place on September 9 in New Delhi

In a major setback to Delhi's <keyword id="19935664" type="General" weightage="20" keywordseo="Aam-Aadmi-Party" source="keywords" meta.keywordsubtype="org" meta.entityname="Aam Aadmi Party" meta.hostid="345" meta.entityid="Aam Aadmi Party">Aam Aadmi Party</keyword> government, the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords" meta.keywordsubtype="org" meta.entityname="Supreme Court" meta.hostid="345" meta.entityid="Supreme Court">Supreme Court</keyword> on Monday ruled that the law "expressly enables" the lieutenant governor to nominate <keyword id="22669982" type="General" weightage="20" keywordseo="aldermen" source="keywords">aldermen</keyword> to the <keyword id="19900879" type="General" weightage="20" keywordseo="mcd" source="keywords">MCD</keyword> and he is not bound by the advice of the council of ministers in the matter. A bench of Chief Justice D Y Chandrachud and Justices P S Narasimha and J B Pardiwala rejected the <keyword id="19925995" type="General" weightage="20" keywordseo="Delhi-government" source="keywords">Delhi government</keyword>'s plea challenging the LG's power to nominate 10 aldermen in the <keyword id="19907640" type="General" weightage="20" keywordseo="Municipal-Corporation-of-Delhi" source="keywords" meta.keywordsubtype="org" meta.entityname="Municipal Corporation of Delhi" meta.hostid="345" meta.entityid="Municipal Corporation of Delhi">Municipal Corporation of Delhi</keyword> without the aid and advice of the council of ministers. The apex court pronounced its verdict on the Delhi government's plea after reserving it for nearly 15 months. In its ruling impacting the fraught relationship between the LG's office and the AAP-led Delhi government, the bench said the Delhi Municipal Corporation Act as amended in 1993 "expressly enables the LG to nominate persons having special knowledge to the corporation". It said the power expressed by the statute in the name of the LG, also seen in the context of other provisions, demonstrates the statutory scheme in which the powers and duties are distributed among authorities under the Act. "The context in which the power is located confirms that the LG is intended to act as per the mandate of the statute and not guided by the aid and advice of the council of ministers. The power to be exercised is the statutory duty of the LG and not the executive power of the state. This is how we analysed the constitutional provisions," Justice Narasimha said while pronouncing the verdict on behalf of the bench. The bench said the statutory power under provision 3(3)(b)(1) which deals with nomination of persons having special knowledge was vested with the LG for the first time by the 1993 amendment of the DMC Act of 1957. The bench said the DMC Act as amended in 1993 recognises five authorities exercising the state's power and duties under the Act -- these are the Central government, the government of NCT, administrator, corporation and the commissioner. It said the amendment Act of 1993 carries out several amendments to the original DMC Act of 1957 by which the power, duties were allocated to the authorities depending on the function they perform under the law. The bench said by way of the amendment the power of nomination of aldermen was given to LG under the provision just like the power of nomination of MLAs was given to the speaker of the House. On May 17 last year, the top court had said that giving the LG the power to nominate aldermen to the MCD will mean he can destabilise an elected civic body. The MCD has 250 elected and 10 nominated members. In December 2022, the Aam Aadmi Party defeated the <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="345" meta.entityid="BJP">BJP</keyword> in the civic elections, winning 134 wards and ending the saffron party's 15-year run at the helm of the MCD. The BJP won 104 seats and the Congress finished a distant third with nine. Senior advocate Abhishek Singhvi, appearing for the Delhi government, had contended during the hearing that no separate powers have been accorded to the state government to nominate people to the MCD. For the past 30 years, the practice of the LG nominating aldermen on the aid and advice of the city government has been followed, he said. Additional Solicitor General Sanjay Jain, appearing for the LG's office, submitted that just because a practice has been followed for 30 years does not mean it is correct. The top court had observed that giving the LG the power to nominate aldermen will effectively mean that he can destabilise a democratically elected MCD because these aldermen get appointed to the standing committees and have voting power. Earlier, the top court had questioned the "source of power" of the LG under the Constitution and the law to nominate aldermen to the MCD without the aid and advice of the elected government. On May 12 last year, the top court observed that LG has to act on the "aid and advice" of the council of ministers of the Delhi government in nominating 10 aldermen to the MCD.

The national capital has reported an "isolated" case of Japanese Encephalitis, official sources said on Thursday. All public health measures have been instituted as per the National Centre for Vector Borne Diseases Control (NCVBDC) guidelines, the sources said, adding there was no cause for concern. Referring to an order issued by the Municipal Corporation of Delhi on Wednesday, the sources said that the 72-year-old man from west Delhi was admitted to the All India Institute of Medical Sciences on November 3 following chest pain. The patient was diabetic, had coronary artery disease, bilateral lower limb weakness and bowel and bladder incontinence, the source said. After the patient's blood sample was collected on November 6, he tested positive for Japanese Encephalitis. He was discharged on November 15, the sources said. According to the Integrated Disease Surveillance Programme data, in 2024, 1,548 Japanese Encephalitis cases were reported from 24 states and Union Territories, with 925 cases from Assam alone. The central government guidelines, two doses of the vaccine have been a part of the Universal Immunisation Programme since 2013. Adult <keyword id="24203625" type="General" weightage="20" keywordseo="Japanese-Encephalitis-vaccine" source="keywords">Japanese Encephalitis vaccine</keyword> has been introduced in high-burden states, sources said. "No outbreak of Japanese Encephalitis has been reported in Delhi in the past although occasional isolated cases have been reported from tertiary hospitals like AIIMS, Ram Manohar Lohia and Safdarjung among others - mostly from neighbouring states," a source said. While all public health measures have been instituted according to the NCVBDC guidelines, there is no cause for concern due to this isolated case of Japanese Encephalitis, the source said. The Japanese Encephalitis virus is normally carried by waterfowl and amplified in pigs from where it is accidentally transmitted to humans through the bite of infected culex mosquitoes. The infection may result in febrile illness and in a small proportion of cases cause neurological illness and may result in death, he said. There is no specific treatment for Japanese Encephalitis and there is no human-to-human transmission of the virus, the source said. Atishi set to become Delhi's new Chief Minister as Arvind Kejriwal steps down months before the assembly elections

The Municipal Corporation of Delhi (MCD) has attributed the significant <keyword id="20029550" type="General" weightage="20" keywordseo="rise" source="keywords">rise</keyword> in <keyword id="20233512" type="General" weightage="20" keywordseo="dengue-cases" source="keywords">dengue cases</keyword> in the city this year to an increase in the number of <keyword id="22375552" type="General" weightage="20" keywordseo="testing-centres" source="keywords">testing centres</keyword>, which has grown from 36 to 900 compared to last year, according to an official report. As of July 6, Delhi recorded over 256 dengue cases, which is nearly double of the 136 cases recorded in the corresponding period in 2023 and the highest since 2020, according to the report's data. In previous years, the number of dengue cases stood at 153 in 2022, 38 in 2021, and 22 in 2020. The highest number of dengue cases were recorded in the Najafgarh Zone, the report said. No deaths due to the vector-borne disease have been reported so far this year. Last year, 19 deaths occurred due to dengue, the second-highest since 2020. "The rise in the number of cases this year is because more testing centres have started collecting samples and reporting the dengue cases to the civic body. Until last year, there were about 36 testing centres. Now, this number has increased to 900 because of which the numbers appear to be inflated," a senior civic body official said. The peak season for dengue is yet to arrive in Delhi and the situation will call for urgent attention when the monsoon advances, providing a suitable atmosphere for <keyword id="21283114" type="General" weightage="20" keywordseo="mosquito-breeding" source="keywords">mosquito breeding</keyword> to increase significantly, the official said. Usually, it takes about 10-15 days for a larva to become an adult mosquito that spreads dengue. The MCD is taking various measures to curb breeding at the source, another official said. According to the report, in areas under the jurisdiction of other agencies like New Delhi Municipal Corporation (NDMC), Delhi Cantt and Railways, around 10 dengue cases were reported as of July 6. The report also shows data on other vector-borne diseases. The number of malaria cases reported until the end of last week stood at 90, while chikungunya cases were logged at 22. The MCD conducted over 1.8 crore house visits to check for domestic mosquito breeding and found breeding in over 43,000 houses, the report said. Rise in dengue cases due to more testing centres in city: MCD

The report noted that the growth of domestic defence manufacturing in the country has picked up significantly over the last few years and is expected to grow further in the future. It added that the government's focus on enhancing domestic capabilities is evident from its initiatives in FY24, where Acceptance of Necessity (AoN) was accorded to proposals worth approximately Rs 3.61 trillion under various capital procurement categories. These initiatives are in line with the Defence Acquisition Procedure (DAP) 2020, which strongly promotes domestic manufacturing. "The government, in FY24, accorded Acceptance of Necessity (AoN) to proposals worth approximately INR 3.61 trn under various categories of capital procurement, which promotes domestic manufacturing as per DAP-2020" said the report. A significant milestone highlighted in the report is the remarkable increase in the share of domestic procurement in India's defence sector. The share has improved from 54 per cent in FY19 to 75 per cent in FY24. The report noted that this trend is expected to strengthen further, driven by the fact that more than 99 per cent of the announced proposals are to be sourced from the domestic industry under the "Buy (Indian)" and "Buy (Indigenously Designed, Developed, and Manufactured)" categories. "The total share of domestic procurement has seen a phenomenal improvement from 54% in FY19 to 75% in FY24 and is expected to improve further. The report stated that the DAC's (Defence Acquisition Council) approval of proposals worth Rs 1.45 trillion is aimed at enhancing the operational capabilities of the Indian Armed Forces. The report further emphasizes that with Rs 1.45 trillion worth of projects already approved in the year-to-date FY25, the <keyword id="20994345" type="General" weightage="20" keywordseo="defence-PSUs" source="keywords">defence PSUs</keyword> are poised for strong growth in the near to long term. "With approval for Rs 1.45 trn worth of projects in YTDFY25, we believe defence PSUs have strong growth opportunities in the near to long term" the report added. The Defence Acquisition Council (DAC), under the chairmanship of Defence Minister Rajnath Singh on Tuesday accorded Acceptance of Necessity (AoN) for 10 capital acquisition proposals amounting to Rs 1,44,716 crore. Of the total cost of AoNs, 99 per cent is from Indigenous sources under the Buy (Indian) and Buy (Indian-Indigenously Designed Developed and Manufactured) categories, the Ministry of Defence stated. For the modernisation of the tank fleet of the Indian Army, the proposal for procurement of Future Ready Combat Vehicles (FRCVs) has been cleared. The FRCV will be a futuristic Main Battle Tank with superior mobility, all-terrain ability, multilayered protections, precision and lethal fires over and real-time situational awareness, the release stated. The AoN was also accorded for procurement of Air Defence Fire Control Radars, which will detect and track aerial targets and provide firing solutions. The proposal has also been approved for Forward Repair Team (Tracked) which has suitable cross-country mobility for carrying out in-situ repair during mechanised operations.

Cases of malaria are considerably higher so far when compared to last year. Delhi has reported 363 malaria cases till this month while the figure stood at 294 in the corresponding month in 2023. As per a PTI report, the total malaria cases last year were 426. Most malaria cases are reported from the West Delhi zone. As for Chikungunya, 43 cases have been reported so far. This is nearly double than last year when the figure stood at 23. A total of 65 cases of the virus were reported last year. The most number of chikungunya cases have been reported from the South Delhi zone this year. Last week, the city witnessed a spike of nearly 250 cases of dengue in seven days. As per Municipal Corporation of Delhi's (MCD) data from January till September 21, a total of 1,229 dengue cases have been reported in the city with the death of a 54-year old registered in Lok Nayak Hospital, a senior official at the hospital had confirmed. Delhi reported 651 cases of dengue this month. Last month, a total of 256 dengue cases were reported in the city. The number of cases has become three-digit since August, it said. Last year, Delhi reported 3,013 dengue cases till the corresponding month, a manifold increase from 525 in 2022. A total of 9,266 cases were reported in the entire year while 19 dengue deaths were registered in the city last year. In September alone, the figure stood at 2,141 cases in 2023. The most number of cases this year are reported from the Najafgarg zone at 180. In a week, 45 cases have been reported in the area, the highest of all the zones besides the south zone where an equal number of cases were reported this week. The non-MCD areas governed by other agencies like NDMC, Delhi Cantt, and Railways, reported 312 dengue cases to the total tally, as per the data. To enforce mosquito control laws, the MCD has issued over 1.14 lakh legal notices and 39,338 challans to those who allowed mosquito breeding on their properties. Repeat offenders have been fined Rs 24.82 lakh, and police complaints have been filed against 9,241 people who didn't follow the rules, as per the data. The civic body also plans to increase fogging operations at major upcoming public events like Dussehra and Durga Puja and step up inspections and anti-larval measures in areas with high mosquito populations to curb the infectivity of the virus. Delhi reports over 300 dengue cases in a week; malaria and chikungunya cases on the rise

Bengaluru, Driven by a surge in travel, there has been a 50 per cent surge in hiring for tourism and hospitality jobs between December 2022 and 2023 in <keyword id="19895063" type="General" weightage="20" keywordseo="india" source="keywords">India</keyword>, according to a report on Wednesday. The report by Indeed, a global hiring and matching platform, also revealed that blue-collar hiring in the tourism and hospitality industry witnessed an overall 8 per cent increase. The rise not only signals a noteworthy post-pandemic recovery but also reflects a promising future for the industry while underscoring the job market's adaptability and resilience in the face of evolving global trends. The <keyword id="20223693" type="General" weightage="20" keywordseo="world-travel-and-tourism-council" source="keywords">World Travel and Tourism Council</keyword> (WTTC)'s Economic Impact Research predicted India to become the third most influential market in the Travel and Tourism industry globally. As per Indeed's data, hiring in the tourism industry peaked in October 2023 with a 61 per cent rise as compared to December 2022. This can be attributed to multiple reasons such as October being a popular time for tourism owing to weather changes propagating hill station visits, festive season and more. This is a deliberate and beneficial feature which is in the best interest of the subscribers," <keyword id="19916494" type="General" weightage="20" keywordseo="sitharaman" source="keywords">Sitharaman</keyword> said in post on X. Instead of requiring people to decide each year to continue, they have to take a decision to discontinue, she said, adding, this makes many of them take the right decision and save for their retirement. Earlier in the day, the Congress attacked the Prime Minister Narendra Modi-led government over the Atal Pension Yojana, alleging it is a "very poorly-designed scheme" and a "paper tiger" that needs officials to hoodwink and coerce people into participating in it. Congress general secretary <keyword id="20035989" type="General" weightage="20" keywordseo="jairam-ramesh" source="keywords">Jairam Ramesh</keyword> said the scheme is a "fitting representation of the Modi government's policy making: headline management, with few benefits actually reaching the people". His attack came after a media report claimed that at least one of three subscribers who dropped out of the central government's pension scheme for the unorganised sector, the Atal Pension Yojana (APY), did so because their accounts were opened without their "explicit" permission. Attacking Ramesh, Sitharaman said he did not bothered to check facts on the guaranteed pension scheme. "The minimum return under the APY is guaranteed by the GoI to be at least 8 per cent, regardless of prevailing interest rates and returns. This is an attractive guaranteed minimum return. GoI pays a subsidy to PFRDA to make up for any shortfall in actual returns," she said. If higher investment returns are received on the contributions of subscribers of APY, higher pension would be paid to the subscribers: In fact, currently the returns are more than 8 per cent, she said. "@Jairam_Ramesh says that people are being 'hoodwinked and coerced' into participating! Hoodwinking is what @INCIndia does always - in the name of vote bank politics or minority appeasement. Coercion is what was used to make former Chairman of @TheOfficialSBI Shri RK Talwar resign because he refused to give loans to favourites of the dynasty," she said. As regards the majority of pension accounts being in the lower slabs, for a subsidised scheme intended for the poor and lower middle class, this is obvious, she said. In fact, it shows the proper targeting of the scheme, she said, adding, if the offtake was at the higher end, that would be surprising! The elitist mindset of the dynasty and its minions who are constantly thinking of people in the higher echelons of society, perhaps, blinds them to this obvious truth. The @INCIndia prefers that poor should not have pensions so that they are forced to rely on government hand-outs which keeps them dependant on dynasty politicians, the minister said.
