The expressway is expected to be an alternative fast-track route to Manesar in Haryana from from east and South Delhi, easing local traffic congestion. It will <a href="http://v">trim the road-distance</a> to Mumbai to 12 hours, which currently takes 24-48 hours. The six-lane road stretching over 59 kms has been planned to diverge into four sections including the first patch of 7.3 km from DND flyway over river Yamuna. The expressway is expected to bring a huge relief to commuters from residents of National Capital Region. The project will have 13 flyovers, two rail-bridges and nearly 10 minor bridges. The project, which has been approved under the Bharatmala programme, will be completely funded by NHAI and is expected to accept bids by August next year, Times of India reported. New Delhi, Feb 1 () Finance Minister Nirmala Sitharaman on Saturday proposed National Technical Textile Mission with an outlay of Rs 1,480 crore over four years to cut down imports.
 Presenting the Budget for 2020-21, Sitharaman said as much as Rs 27,300 crore has been provided for development and promotion of industry and commerce.
 The Finance Minister also said digital refund of duties and taxes of centre, states and local bodies to exporters will be allowed from this year.
 On infrastructure, she said the government plans to set up project preparation facilities for infrastructure sector and a national logistic policy will come up soon.
 Sitharaman noted that a Rs 103 lakh crore infra project pipeline has been launched in December.
 Delhi-Mumbai Expressway will be completed by 2023 and Chennai-Bengaluru Expressway will be launched, the minister added.

 Starting from FY2012-13, the <keyword id="44734" type="ORGANIZATION" weightage="80" keywordseo="Indian-Government">Indian government</keyword> will be also putting $17 billion over the next five years, being sourced through public-private partnership (<keyword id="6361580" type="COMPANY" weightage="100" keywordseo="PPP">PPP</keyword>) road projects. This will be used by the <keyword id="87432" type="ORGANIZATION" weightage="100" keywordseo="National-Highways-Authority-of-India">National Highways Authority of India</keyword> (<keyword id="49448" type="ORGANIZATION" weightage="100" keywordseo="nhai">NHAI</keyword>) for the planned series of <keyword id="174913" type="ORGANIZATION" weightage="100" keywordseo="BOT">BOT</keyword> (build, operate and transfer) highways. In spite of several bottlenecks, the NHAI has set up impressive targets and aims to develop 20 km/day, in a bid to fast-track the country’s <keyword id="2034194" type="UNKNOWN" weightage="100" keywordseo="Road-network-expansion">road network expansion</keyword>. 
 As of July 2013, <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">national highways</keyword> account for 79,116 km, connecting all major cities and state capitals. Expressways, however, differ a bit in the sense they are controlled-access highways like the <keyword id="610047" type="UNKNOWN" weightage="100" keywordseo="freeways">freeways</keyword> or <keyword id="1333990" type="UNKNOWN" weightage="100" keywordseo="motorways">motorways</keyword> or autobahnen in the US and Europe, essentially designed for high-speed traffic. As of now, most of the expressways in India are 6-8 lane <keyword id="120837" type="UNKNOWN" weightage="100" keywordseo="toll-roads">toll roads</keyword> and cover a total distance of nearly 1,208.19 km. India expects to add another 3,530 km of expressways by 2014 as projects under construction get completed. In North India That Fulfil Your Need For Speed

<ul><li>Companies won’t be allowed e-way bills if they fail to file their GST returns for 6 months. </li><li>The e-way bill is required for businesses transporting goods worth in excess of ₹50,000 across state borders. </li><li>The move is aimed at plugging a shortfall in GST receipts. </li></ul>The Indian government is planning to prohibit companies from generating e-way bills for the transport of goods in the event that they fail to file their GST returns for six months in succession, or two consecutive filing cycles, officials told the news agency, Press Trust of India (PTI). The e-way bill, or electronic way bill, came into force in April 2018. It is required for businesses that are transporting goods between states with a value in excess of ₹50,000. The e-way bill system will also be implemented into the National Highway Authority’s <a href="https://economictimes.indiatimes.com/news/economy/policy/e-way-bill-to-be-integrated-with-nhais-fastag-to-track-gst-evasion-from-april/articleshow/67541384.cms">Fast Tag </a>programme, an electronic toll system, in order to prevent trucks from making multiple trips on the same bill. The Goods and Services Tax authorities are currently in the process of developing the IT infrastructure to enable the revocation of e-way bill privileges. A formal notification is reportedly expected soon. The move is aimed at preventing businesses from evading taxes. Since the GST was implemented in April 2017, there have reportedly been over 3,600 instances of tax evasion and a violation of compliance norms. The policy will likely help plug the leakages as the government tries to bridge a shortfall in GST receipts. At ₹968 billion, the monthly average collections between April and December 2018 have consistently come in below the government’s target of <a href="https://www.thehindu.com/opinion/editorial/gst-shortfall/article25892792.ece">₹1.06 trillion</a> owing to both evasion and reductions in tax rates on various products. A similar attempt to penalise alleged tax evaders by the then government in Madhya Pradesh (MP), led by the Bharatiya Janata Party (BJP), led to severe unrest from the state’s business community. A lobby representing nearly a million truck operators, the All India Motor Transport Congress, called for a <a href="https://www.financialexpress.com/economy/whopping-rs-1-3-crore-fine-for-e-way-bill-error-triggers-transport-strike-just-a-day-before-gst-council-meet/1249415/">nationwide strike</a> in July 2018 against the MP government’s hefty penalty of ₹1.35 lakh crores ($19.2 billion) for lapses in e-way bills. Less than six months later, the incumbent state government under Shivraj Singh Chauhan lost the elections to rival Indian National Congress (INC). The Narendra Modi government may want to avoid the risk of losing further ground among its core voter base, the trading community, in an election year. Therefore, there is a chance that the policy to penalise non-compliance with e-way bills may be enforced after general elections. The issue with e-way bill is at times more than an intent to evade taxes. “Currently, in many companies, there is a confusion as to whether these compliances should be undertaken by the supply chain team or the finance/ tax teams and in the process, chances of error is high. Given these developments, treating the e-way bills as merely a ‘procedural’ requirement would be fraught with risk,” Pratik Jain, Indirect Tax Partner at PwC, told the Financial Express in July 2018. The government is trying to<a href="https://www.businessinsider.in/author_articles_all.cms?query=%22Dilsher%20Dhillon%22&amp;author=Dilsher%20Dhillon"> secure the votes of small business owners</a> with rate cuts and less stringent filing norms. Earlier this year, the GST Council decided to double the minimum revenue threshold for compliance with the tax to ₹4 million for producers of goods. At the end of 2018, Finance Minister Arun Jaitley also said the government was mulling the possibility <a href="https://www.businessinsider.in/indias-finance-minister-moots-the-possibility-of-a-single-tax-rate-on-standard-items-amid-continued-criticism-of-the-governments-gst-regime/articleshow/67253716.cms">of merging two tax rates on standard items</a>, which are 12% and 18%, into a single rate of 15% to make the filing of returns easier. The Indian government is risking a tighter noose on 'tax evaders' as GST collections remain short of target

New Delhi, Feb 1 () To augment infrastructure, an accelerated highways development programme will be taken up that includes 9,000 kms of economic corridor and 2,500 kms of access-controlled highways, Finance Minister Nirmala Sitharaman said on Saturday.
 Besides, 2,000 kms each of coastal roads and strategic highways will be constructed, the finance minister said while presenting the Union Budget 2020-21 in Parliament.
 "Accelerated development of highways to be undertaken. This will involve construction of 2,500 kms of access-controlled highways, 9,000 kms of economic corridors, 2,000 kms of coastal roads, and 2,000 kms of strategic highways," she said.
 Sitharaman said the Delhi-Mumbai expressway will be completed in three years, in addition to two more express highway projects.
 Work will also start on the Chennai project, she said.
 Terming a sound highways network essential to propel the economy, the Economic Survey on Friday had said the highways sector needs Rs 19.63 lakh crore investment by 2024-25.
 Total investment in the roads and highway sector has gone up more than three times in the five-year period of 2014-15 to 2018-19, the Survey had said.
 Of about 59.64 lakh kms of roads in India, total length of National Highways was 1.32 lakh kms as on March 1, 2019.
 "The pace at which roads have been constructed has grown significantly from 17 km per day in 2015-16 to 29.7 km per day in 2018-19," it said.
 Road transport is the dominant mode of transportation in terms of its contribution to Gross Value Added (GVA) and traffic share.
 The share of transport sector in the GVA for 2017-18 was about 4.77 per cent, of which the share of road transport is the largest at 3.06 per cent, followed by railways (0.75 per cent), air transport (0.15 per cent) and water transport (0.06 per cent). NAM ABM

New Delhi, Jan 5 () Realty firm Supertech on Sunday said it has sought Rs 1,500 crore from the government's newly created stress fund to complete its 12 ongoing housing projects at Noida and Greater Noida in Uttar Pradesh.
 The company said these 12 projects comprising 20,000 flats are at an advanced stage of completion and it requires last mile funding to finish the pending works and deliver units to homebuyers. 
 In November, the central government announced a Rs 25,000-crore fund to help complete over 1,500 stalled housing projects, including even those that have been declared NPAs or admitted for insolvency proceedings. 
 The move is likely to help 4.58 lakh housing units across the country. Only RERA-registered projects with positive net worth will be provided funds.
 Real estate developers were asked to apply to seek money from this fund. 
 "We have applied for stress fund of Rs 1,500 crore for our 12 projects nearing completion in Noida, Greater Noida and Yamuna Expressway to finish 20,000 flats in 1-2 years," Supertech Ltd Chairman R K Arora told . 
 "We are eligible for stress fund and hope to get the same," he added. 
 Arora said the Uttar Pradesh government and state regulatory authority are helping builders in making applications. 
 The Finance Ministry had said that the maximum funding would be Rs 400 crore for any single project that will seek assistance from the 'special window' or the alternative investment fund (AIF).
 SBICAP Ventures has been appointed to manage the AIF. 
 The Centre would infuse Rs 10,000 crore in this fund, while the remaining would be provided by SBI and LIC. 
 Lakhs of home buyers are stuck in various stalled housing projects across the country. 
 The National Capital Region is the most affected as many builders, including Amrapali, Unitech and Jaypee Infratech, failed to give possession of flats on time.

Supertech seeks Rs 1,500 cr from stress fund to complete 12 housing projects

New Delhi, Nov 16 () State-owned NBCC Ltd is likely to take the responsibility of selling Rs 1,750-crore worth of unsold flats of Jaypee Infratech instead of offering them to lenders in its fresh bid to acquire the debt-laden realty firm through insolvency process, sources said.
 This was one of the reasons for lenders voting out the NBCC's resolution plan in June this year. 
 NBCC and Suraksha Realty are likely to submit their revised offers on Sunday as sought by Interim Resolution Professional (IRP) Anuj Jain. 
 A meeting of Committee of Creditors (CoC) has been convened on November 18 to discuss the resolution plans.
 Earlier, NBCC had offered 2,207 unsold flats worth Rs 1,756 crore to lenders, but bankers were reluctant to acquire these apartments. 
 NBCC had revised this offer to flats worth Rs 1,300 crore, still bankers were not convinced. 
 Jain, the IRP, has sought revised bids from NBCC and Suraksha Realty and called the CoC meeting as per the direction of the apex court.
On November 6, the Supreme Court had directed completion of Jaypee Infratech's insolvency process within 90 days and said the revised resolution plan will be invited only from the NBCC and Suraksha Realty.
The apex court had said that pendency of any other application before the National Company Law Tribunal or National Company Law Appellate Tribunal, including any interim direction, shall be no impediment for the IRP to receive and process the revised resolution plan from the two bidders.
 This will be the third round of bidding process in the Jaypee Infratech insolvency matter.
 In 2017, Jaypee Infratech went into insolvency process after the National Company Law Tribunal (NCLT) admitted an application by an IDBI Bank-led consortium seeking revival of the realty firm. Jaypee Infratech has a debt of nearly Rs 10,000 crore. 
 In the first round of insolvency proceedings conducted last year, the Rs 7,350-crore bid of Lakshdeep, part of Suraksha Group, was rejected by lenders.
 Later in October 2018, the IRP started the second round of bidding process to revive Jaypee Infratech on the NCLT's direction. 
 NBCC and Suraksha Realty both placed their bids but the same were rejected by the lenders, and the matter reached to appellate tribunal and then the Supreme Court. 
 As many as 13 banks and over 23,000 home buyers have voting rights in the CoC. Buyers have nearly 60 per cent votes. For the bid to be approved, 66 per cent voters should be in favour of the deal.
 During the bidding process held in June 2019, the NBCC had proposed infusion of Rs 200 crore equity capital, transfer of 950 acres of land worth Rs 5,000 crore as well as Yamuna Expressway to banks and completion of flats by July 2023 in order to settle an outstanding claim of Rs 23,723 crore of financial creditors, including banks and home buyers.
 NBCC had also put certain conditions related to exemption from future tax liabilities and seeking permission from Yamuna Expressway Industrial Development Authority (YEIDA).
 Lenders had then asked NBCC to offer 1,426 acre land instead of 950 acre besides taking onus of getting approvals from income tax and development authorities. MJH MR
