New Delhi, The <keyword id="21270982" type="General" weightage="20" keywordseo="supplementary-exams" source="keywords">supplementary exams</keyword> for classes 10 and 12 will be conducted from July 15, Central Board of Secondary Education (<keyword id="19976140" type="General" weightage="20" keywordseo="CBSE" source="keywords">CBSE</keyword>) officials announced on Monday. Over 1.32 lakh candidates have been placed in the supplementary category or compartment in <keyword id="19951608" type="General" weightage="20" keywordseo="class-10" source="keywords">class 10</keyword>, while the number of such candidates in <keyword id="19981413" type="General" weightage="20" keywordseo="class-12" source="keywords">class 12</keyword> is over 1.22 lakh. Based on <keyword id="19919114" type="General" weightage="20" keywordseo="National-Education-Policy" source="keywords">National Education Policy</keyword>, 2020 recommendations, the CBSE had last year changed the nomenclature of the compartment examination to supplementary examination. According to CBSE Examination Controller Sanyam Bhardwaj, class 12 students will be allowed to improve their performance in one subject in the supplementary examination and class 10 students will be allowed to improve their performance in two subjects in the supplementary examination. "Three categories of students will be eligible to appear in the supplementary examinations -- class 10 students who were unable to pass two subjects and class 12 students who were unable to pass one subject and were placed in compartment category; students who were declared pass by replacing sixth or seventh subject; and class 10 and 12 students who were declared pass but wish to improve their performance in two and one subject respectively," Bhardwaj said.

It was an election year with a particularly divisive incumbent, the COVID-19 pandemic upended American life, and the murder of George Floyd ignited a massive protest movement across the US.As a result of perhaps all of those factors and then some, the <a target="_blank" class="" href="https://www.businessinsider.com/doug-emhoff-tim-walz-on-sidelines-kamala-harris-dnc-strategy-2024-8">Democratic Party</a> took on a particular form. The messaging was serious to the point of solemn, with little space to forget for even a moment the official party line: that President Donald Trump's reelection posed an existential threat; the only way to reject hundreds of years of racial injustice was to get him out of office; and that with COVID-19, it was quite literally a matter of life or death.This time around, the vibe shift was apparent and on full display at the DNC.Though there was imagery of January 6, 2021, and speakers, including Vice President Harris in her keynote address, outlined concerns about protecting democracy, there was much less doom and gloom than four years ago.Take the current favorite criticism for Trump and allies: that they're simply "weird" and "small" — a far cry from the moral outrage of 2020 or even from President Joe Biden's 2024 message.The convention speakers have been leaning into joy — a word speakers have used to describe the kind of president <a target="_blank" class="" href="https://www.businessinsider.com/how-kamala-harris-can-attract-ceo-business-leaders-mark-cuban-2024-8">Harris</a> would be.While the 2020 DNC was virtual, its tone was noticeably different. Then-nominee Joe Biden's speech was described by <a target="_blank" class="" href="https://www.npr.org/2020/08/21/904502053/biden-promises-light-after-trump-s-darkness-7-takeaways-from-the-dnc">NPR</a> at the time as "sober and urgent" and "one of light versus dark."Four years ago, the party, having selected Biden, also seemed to at least try to cater to its most progressive and leftist voices, even if only in messaging and optics.<a target="_blank" class="" href="https://www.politico.com/news/2020/08/20/dnc-focus-on-race-399080">Politico</a> reported in 2020 that the DNC's focus on racial injustice had been an "earth-shattering" turn for the party, as one former Democratic aide had put it. The party gave a "full-throated acknowledgment" of systemic racism and its impact on society, according to the outlet.In 2024, progressives like Rep. Alexandria Ocasio-Cortez, Sen. Bernie Sanders, and Sen. Elizabeth Warren spoke, along with racial justice advocates like the exonerated "Central Park Five."At the same time, pro-Palestinian activists were stationed outside the <a target="_blank" class="" href="https://apnews.com/article/democratic-convention-chicago-protests-israel-hamas-war-ea3bc9193cc99a5c95ebfd1a42db924f">DNC protesting</a> all week. The DNC <a target="_blank" class="" href="https://www.axios.com/2024/08/22/dnc-palestinian-american-speech-denied">declined to allow a Palestinian speaker at the convention</a> due to fears over not showing unity within the party — but also served as another signifier that the party was not going out of its way to include liberal activists as it was in 2020.The convention often focused on reaching out to folks with different views — former President Barack Obama and former President Bill Clinton both made that pitch — and appealing to moderates, independents, and Republicans. A long list of Republican speakers, from former elected officials to people who served in the Trump White House, gave speeches that sought to appeal directly to Republicans and independents.The speakers this year even focused more on issues that could win over moderates, like <a target="_blank" class="" href="https://www.cbsnews.com/news/dnc-night-3-immigration-speakers/">immigration</a> (Javier Salazar, sheriff of Bexar County, Texas, was one of the speakers) and the economy. Pennsylvania Gov. Josh Shapiro, a moderate Democrat, specifically called for investing in "the police and in the community."In 2020, <a target="_blank" class="" href="https://www.nytimes.com/2020/08/21/us/politics/dnc-takeaways-biden-obama.html">The New York Times</a> reported Democrats were split over how much bipartisanship mattered, but the Democratic Party of 2024 seems far more sure that it does. The party appeared to be trying to hold together the coalition that helped <a target="_blank" class="" href="https://www.pewresearch.org/politics/2021/06/30/behind-bidens-2020-victory/">elect Biden in 2020</a>, but whom the Democrats were having a hard time reaching again with <a target="_blank" class="" href="https://www.politico.com/news/magazine/2024/08/21/kamala-harris-gains-polls-00175262">Biden as the candidate in 2024</a>.There is one key way that the Democratic Party needs to replicate 2020 — or even the 2018 midterms — and that is turnout on Election Day, which speakers reminded DNC attendees. No matter the vibes at the 2024 convention, Harris and the Democrats have 74 more days to unveil comprehensive policy and motivate voters until ballots are counted on November 5.

And though neither have specifically addressed how they'd approach disaster relief on their campaign websites, their environmental records offer clues into how they might deal with similar crises in the future.When Hurricane Helene bore down on six states, and with particular force in North Carolina and Georgia, both Harris and Trump said that the focus should be on providing aid, not politics. But the storm, which has killed more than 230 people and destroyed entire towns, has already crept into the presidential race. <a target="_blank" href="https://www.businessinsider.com/hurricane-helene-milton-tampa-florida-desantis-clean-disaster-dangerous-2024-10">Hurricane Milton is expected to hit Florida</a> on Wednesday night, only exacerbating the focus on environmental devastation."Disasters are always political," Thomas Birkland, a political scientist at North Carolina State University who studies the politics of national disasters, told Business Insider. He said that disaster relief is not, however, usually <a target="_blank" href="https://www.businessinsider.com/hurricane-milton-category-five-threatens-florida-fema-funding-2024-10">discussed during campaigns</a>.Timothy Kneeland, a professor at Nazareth University who studies politics and natural disasters, thinks that as hurricanes become more common, candidates should address them more explicitly."Having a short but clear statement on disasters should be part of any campaigner's policy," he wrote in a statement to BI.Both candidates have visited impacted areas, with Trump visiting Georgia on September 30 and <a target="_blank" href="https://www.businessinsider.com/kamala-harris-donald-trump-crises-middle-east-strike-hurricane-election-2024-10">Harris on October 2</a>. Republicans criticized Harris for attending a fundraising event in California when Helene struck, while she maintained that politicians should stay out of the most devastated areas as first responders begin their early work.In the days since Hurricane Helene, Trump has spread misinformation about the storm and response efforts, prompting the Federal Emergency Management Agency to publish a fact-checking page. <a target="_blank" href="https://www.businessinsider.com/hurricane-helene-relief-disinformation-misinformation-north-carolina-democrats-republicans-2024-10">Democrats and Republicans alike</a> say that the baseless claims are complicating <a target="_blank" href="https://www.businessinsider.com/donald-trump-elon-musk-starlink-hurricane-helene-fema-2024-9">clean-up efforts</a>, and Harris has put out a digital ad slamming his former disaster relief. When he was president, Trump responded to several hurricanes. As with Hurricane Helene, he <a target="_blank" class="" href="https://www.vox.com/politics/376982/trump-hurricane-helene-fema-lies-debunked">publicized</a> misinformation. When Hurricane Dorian threatened Georgia, South Carolina, and North Carolina, he incorrectly said that its path included Alabama as well. During a briefing in the Oval Office, he showed a map of the hurricane's path that included a Sharpie mark extending the storm's reach to Alabama. Trump also falsely claimed that the death toll from Hurricane Maria in 2017 was overblown, the <a target="_blank" href="https://www.washingtonpost.com/politics/2024/10/08/trump-hurricane-helene-natural-disasters/">Washington Post reported</a>.The former president occasionally threatened to hold back disaster funding over political spats. In 2020, for example, he floated withholding money from flood-ravaged Michigan because he was frustrated with absentee voting procedures in the state."A charitable interpretation would be mixed on crisis management," Birkland told BI about Trump's past responses to natural disasters. Kneeland said that storm victims and disaster experts largely criticized his handling of Hurricane Maria.During his time in office, Trump's administration rolled back more than 125 environmental rules, the <a target="_blank" href="https://www.nytimes.com/interactive/2020/climate/trump-environment-rollbacks-list.html">Washington Post</a> found, with a big focus on deregulating the fossil fuel industry. Trump's campaign has, according to Birkland, "been pretty clear that it disdains alternative fuels."Harris doesn't have a presidential record to back up her approach to disaster relief, but Birkland anticipates she'd take a relatively similar approach to President Joe Biden.As attorney general, Harris prosecuted oil companies that broke environmental rules. During her tenure as vice president, she voted for the Inflation Reduction Act, which devoted $370 billion to reducing greenhouse gas emissions.But both Birkland and Kneeland told BI that Harris has become less aggressive about addressing climate change this election, likely in an attempt to court more moderate voters."Harris' position is a little murkier," Birkland said. "Harris has been clear that we should be doing things like alternative energy, but also supports, as of recent months, continued fossil fuel production. So it's kind of a both-and strategy."Presidents are somewhat limited in their disaster responses — both Kneeland and Birkland told BI that states and local governments lead disaster responses, with the federal government's assistance."Even when FEMA is on the ground they must work within the structure of existing state and local government," Kneeland said in his written statement. The responsibility is, he said, layered throughout the government.Regardless, all eyes are on how Harris and Trump respond to the twin storms — and the outcome of the election could theoretically hang in the balance. Kneeland said that disaster response can either greatly boost or doom an incumbent, pointing to instances as varied as Hurricane Betsey in 1965, Hurricane Andrew in 1992, and Hurricane Katrina in 2005.Though Birkland doesn't anticipate that the hurricanes will sway many voters, he said that even a small impact in swing states could matter."I think most people's minds are made up. I think that you're really dealing with the margins," he said. "On the other hand, this election is going to be won or lost on the margins, so that matters."

Walz has also advocated for rural economic growth and has passed legislation supporting LGBTQ+ and abortion rights.The Minnesota Democrat had been relatively unknown nationally compared to other <a target="_blank" class="" href="https://www.businessinsider.com/kamala-harris-potential-vp-picks-change-schedules-veepstakes-nears-end-2024-8">VP finalists</a> such as Pennsylvania Gov. Josh Shapiro and Arizona Sen. Mark Kelly. Leading conservatives have <a target="_blank" class="" href="https://www.nytimes.com/2024/08/06/us/tim-walz-george-floyd-criticism.html">criticized Walz</a> for his handling of the state's protests after the murder of George Floyd. Walz has shot back at leading Republicans and has led the Democratic trend calling former President Donald Trump and his running mate, Sen. JD Vance of Ohio, "<a target="_blank" class="" href="https://www.usatoday.com/story/news/politics/elections/2024/08/06/vice-president-pick-tim-walz-gop-weird/74685719007/">weird</a>."Here are some of <a target="_blank" class="" href="https://www.businessinsider.com/tim-walz-kamala-harris-israel-gaza-pro-palestinian-protests-2024-8">Walz</a>'s economic policies from his time as governor.<h2 id="a81358c6-f7a0-441b-8831-107af470cfef">Universal free school meals</h2>In March 2023, Walz, a former teacher, signed into law a universal free school lunch bill giving students a free breakfast and lunch each day, regardless of income. The bill filled the gap in funding from the National School Lunch Program, which didn't cover the full cost of meals.In addition, the program axed additional paperwork that parents and administrators needed to sign to secure free or reduced-priced meals for students. The program, which costs Minnesota <a target="_blank" href="https://minnesotareformer.com/2024/01/10/walz-celebrates-first-months-of-universal-free-school-meals/">nearly $300 million</a> annually, increased the number of breakfasts served by 30% and lunches by 11% between September 2022 and September 2023.<h2 id="e5a5747c-31c6-4194-bba9-169ee7dee02b">Job creation</h2>Walz enacted the <a target="_blank" href="https://mn.gov/governor/assets/FINAL%20Local%20Jobs%20and%20Projects_fact%20sheet%20(002)_tcm1055-516777.pdf">Local Jobs and Projects Plan</a>, which gave $1.9 billion to support construction and renovation projects. Over a third of the funds went toward asset preservation, such as repairing university buildings and improving roads and bridges. More than $450 million of the money went toward affordable housing projects.Walz's administration also created the <a target="_blank" class="" href="https://mn.gov/deed/economicexpansion/">Governor's Council on Economic Expansion</a>, pulling in 15 business leaders across the state to help grow the state's economy.<h2 id="65708ff4-98aa-4099-8b3e-fae0b66fad6b">Tax cuts and rebates</h2>Last year, Walz enacted a state tax cut through the<a target="_blank" class="" href="https://mn.gov/governor/accomplishments/one-mn-budget.jsp"> One Minnesota Budget</a>, which also increased funding for public education. Nearly 1.4 million middle-class Minnesotans had their taxes cut, and the bill also provided tax relief for people and businesses impacted by the pandemic.The Walz Administration also provided tax rebates for the working class, colloquially called "<a target="_blank" href="https://www.kiplinger.com/taxes/irs-will-tax-walz-check-minnesota-rebates#:~:text=These%20rebates%2C%20commonly%20known%20as,to%20%241%2C750%20per%20child%20dependent.)">Walz checks</a>," which amounted to $1,300 in some cases. In 2024, the IRS started taxing the rebates.<h2 id="3d723ffb-677a-4cd4-bd1c-f9025972cbf3">Cannabis legalization</h2>In May 2023, Walz signed a bill <a target="_blank" class="" href="https://mn.gov/governor/newsroom/press-releases/?id=1055-579413">legalizing cannabis</a> use for adults across the state, creating the Office of Cannabis Management to regulate cannabis and develop regulations for the cannabis sector. Minnesota became the 23rd state to legalize cannabis use."We've known for too long that prohibiting the use of cannabis hasn't worked. By legalizing adult-use cannabis, we're expanding our economy, creating jobs, and regulating the industry to keep Minnesotans safe," <a target="_blank" href="https://mn.gov/governor/newsroom/press-releases/?id=1055-579413">Walz said</a> at the time.<h2 id="e2a1ec16-3a9c-4a7d-bd42-f68a525de723">Increased labor protections</h2>In 2023, Walz signed into effect new laws expanding worker protections. The laws state that for every 30 hours employees work, they will earn an hour of sick time. Launching in 2026, the state will implement <a target="_blank" href="https://mn.gov/deed/paidleave/">paid family and medical leave</a>. The laws further expanded the Women's Economic Security Act, giving more accommodations to pregnant employees and new parents and guaranteeing up to 12 weeks of unpaid parental leave.The laws also provided greater safety provisions for workers, including at warehouse distribution centers, meat and poultry processing facilities, nursing homes, and hospitals. The administration also banned non-compete agreements allowing workers to seek better working conditions.The United Auto Workers union was quick to support Walz on X. "Tim Walz doesn't just talk the talk, he walks the walk," the UAW wrote. "From delivering for working-class Americans to standing with the UAW on our picket line last year, we know which side he's on."<h2 id="a1d2fc7e-0e5a-4c90-b69c-2e0f1bdc32fd">Clean energy and the environment</h2>Walz <a target="_blank" class="" href="https://minnesotareformer.com/briefs/gov-walz-signs-bill-mandating-100-carbon-free-energy-by-2040/">signed legislation</a> last year requiring the state to generate 100% of its electricity from carbon-free sources such as solar power or wind by 2040. Walz also created the Governor's Biofuels Council to transition the state toward clean energy.The state passed over 40 climate initiatives last year, including improving electric vehicle charging infrastructure, building energy-efficient housing, and streamlining permits for renewable energy projects. Another initiative funds apprenticeship programs for state residents to get jobs in the clean energy sector.Minnesota became the second state to phase out nonessential <a target="_blank" class="" href="https://www.pca.state.mn.us/pfas-in-minnesota">PFAS</a>, or per- and polyfluoroalkyl substances known as "forever chemicals" because they can't be easily broken down.<h2 id="86b557e6-fc30-4a61-ab92-e4e79f9f654a">Education and support for parents</h2>Walz has devoted much of his term to improving funding and support for the state's young residents. Walz budgeted an over <a target="_blank" class="" href="https://www.house.mn.gov/sessiondaily/Story/18009">$2.2 billion increase</a> — or over 10% — in funding for K-12 schools.Minnesota has also <a target="_blank" href="https://www.ohe.state.mn.us/mPg.cfm?pageID=2573">championed free college tuition</a> for low-income families earning less than $80,000 a year, which the state predicts will impact between 15,000 and 20,000 students. The budget also increased eligibility for the state's student grant and provided more funding to Indigenous students and universities.Walz <a target="_blank" href="https://mn.gov/governor/newsroom/press-releases/?id=1055-639617">announced</a> last week that the state's child tax credit has helped over 215,000 families this year, amounting to about $1,244 per child.

The <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords">Supreme Court</keyword> on Thursday opined on the need for identifying creamy layers in <keyword id="20490946" type="General" weightage="100" keywordseo="SC/STs" source="keywords">SC/STs</keyword>, as four out of seven judges of the Constitution Bench on Thursday suggested excluding these people from the benefit of affirmative <keyword id="19914887" type="General" weightage="20" keywordseo="reservation" source="keywords">reservation</keyword>. Justice BR Gavai expressed his view that the state must evolve a <keyword id="19958928" type="General" weightage="20" keywordseo="policy" source="keywords">policy</keyword> for identifying the <keyword id="22418374" type="General" weightage="20" keywordseo="creamy-layer" source="keywords">creamy layer</keyword> for the <keyword id="19936432" type="General" weightage="20" keywordseo="Scheduled-Castes" source="keywords">Scheduled Castes</keyword> and <keyword id="19957637" type="General" weightage="20" keywordseo="Scheduled-Tribes" source="keywords">Scheduled Tribes</keyword> (SCs and STs). The suggestion of identifying creamy layers in scheduled castes and scheduled tribes was part of the judgment delivered on Thursday by the seven-judge bench, whereby a majority judgment of 6:1 held that <keyword id="20495193" type="General" weightage="20" keywordseo="sub-classification" source="keywords">sub-classification</keyword> within the SC/STs is permissible. The judgment was delivered by the seven-judge bench led by Chief Justice of India DY Chandrachud, which overruled an earlier judgment in the EV Chinnaiah matter, which held that sub-classification was not permissible because SCs and STs form homogenous classes. Besides CJI Chandrachud, other judges on the bench were Justices BR Gavai, Vikram Nath, Bela M Trivedi, Pankaj Mithal, Manoj Misra, and Satish Chandra Sharma. Justice Bela M Trivedi, in a dissenting opinion, said that she disagreed with the majority judgment that sub-classification within the scheduled caste and scheduled tribes is permissible. Justice BR Gavai suggested that the state evolve a policy for identifying the creamy layer, even from the Scheduled Castes and Scheduled Tribes to exclude them from the benefit of <keyword id="20572974" type="General" weightage="20" keywordseo="affirmative-action" source="keywords">affirmative action</keyword>. "I am therefore of the view that the State must evolve a policy for identifying the creamy layer even from the Scheduled Castes and Scheduled Tribes so as exclude them from the benefit of affirmative action. In my view, only this and this alone can achieve the real equality as enshrined under the Constitution," Justice BR Gavai said. Justice Gavai further added that the criteria for exclusion of the creamy layer from the Scheduled Castes and Scheduled Tribes for the purpose of affirmative action could be different from the criteria as applicable to the Other Backward Classes. Expressing similar opinions to Justice Gavai, Justice Vikram Nath, Justice Pankaj Mithal, and Justice Satish Chandra Sharma, they said that they agreed with his brother's judge for the exclusion of the creamy layer for affirmative action. In the order copy, Justice Vikram Nath said, "I am also in agreement with the opinion of Brother Justice Gavai that the 'creamy layer' principle is also applicable to Scheduled Castes and Scheduled Tribes and that the criteria for exclusion of creamy layer for affirmative action could be different from the criteria as applicable to the other backward classes." An identical view was also given by Justice Pankaj Mithal, who said, "It is reiterated that periodical exercise has to be undertaken to exclude the class of person who after taking advantage of reservation has come to march, shoulder to shoulder with the general category." Relatable suggestions came from Justice Satish Chandra Sharma, who remarked that the identification of the 'creamy layer' of Scheduled Castes and Scheduled Tribes ought to become a constitutional imperative for the state. "However, on the question of the applicability of the 'creamy layer principle' to Scheduled Castes and Scheduled Tribes, I find myself in agreement with the view expressed by Justice Gavai, i.e., for the full realization of substantive equality between the Scheduled Castes and Scheduled Tribes, the identification of the 'creamy layer' qua Scheduled Castes and Scheduled Tribes ought to become a constitutional imperative for the State," Justice SC Sharma said in the order copy. Justice Gavai, in his order copy, also highlighted disparities and social discrimination that are highly prevalent in rural areas. "I have no hesitation in holding that putting a child studying at St Paul's High School and St. Stephen's College and a child studying in a small village in a backward and remote area of the country in the same bracket would obliviate the equality principle enshrined in the Constitution," Justice Gavai said. Justice Gavai noted that some of the officers from the Scheduled Castes and Scheduled Tribes categories, who, after receiving the benefit of reservation under the Constitution, have reached high positions, are doing their bit to pay back to society. "They are providing coaching and other facilities to the less advantaged so that they can compete and come up in their life. However, putting the children of the parents from the Scheduled Castes and Scheduled Tribes who on account of the benefit of the reservation have reached a high position and ceased to be social, economically and educationally backward and the children of parents doing manual work in the villages in the same category would defeat the constitutional mandate," Justice Gavai said. "However, I may observe that, taking into consideration that the Constitution itself recognises the Scheduled Castes and Scheduled Tribes to be the most backward section of society, the parameters for exclusion from affirmative action of the person belonging to this category may not be the same that applies to the other classes. If a person from such a category, by bagging the benefit of reservation, achieved a position of a peon or maybe a sweeper, he would continue to belong to the socially, economically, and educationally backward class," Justice Gavai said. "At the same time, the people from this category, who, after having availed of the benefits of reservation, have reached the high echelons in life cannot be considered to be socially, economically, and educationally backward to continue availing of the benefit of affirmative action. They have already reached a stage where, on their own accord, they should walk out of the special provisions and give way to the deserving and needy," Justice Gavai said. Justice Gavai quoted the observations of Dr BR Ambedkar, which are as follows: "History shows that where ethics and economics come into conflict, victory is always with economics. Vested interests have never been known to have willingly divested themselves unless there was sufficient force to compel them." The Supreme Court on Thursday ruled by a majority judgment of 6:1 that sub-classification within the scheduled caste and scheduled tribes (SC/STs) reservation is permissible. The top court was dealing with the issue of whether subclassification of the Scheduled Castes for reservation is constitutionally permissible. The apex court was dealing with the constitutional validity of Section 4(5) of the Punjab Act, which depends upon whether any such classification can be made within the class of Scheduled Castes or Scheduled Tribes or whether they are to be treated as a homogenous class. The Punjab Government had stipulated that fifty percent of the vacancies of the quota reserved for Scheduled Castes in direct recruitment shall be offered to Balmikis and Mazhabi Sikhs, subject to their availability, by providing first preference from amongst the Scheduled Caste candidates. On March 29, 2010, the Punjab and Haryana High Court struck down the provisions, relying on the decision in EV Chinnaiah. The appeal was filed in the top court against the High Court judgment. In August 2020, the top five-judge benches referred the matter to a larger bench.
