The Tamil Nadu government will respond to <keyword id="2959488" type="COMPANY" weightage="20" keywordseo="the-new-national-education-policy">the New National Education Policy</keyword> (NEP) after a <keyword id="3880652" type="PERSON" weightage="20" keywordseo="detailed-discussion">detailed discussion</keyword> with Chief Minister K Palaniswami on August 3, state school education minister K A Sengottaiyan said on Thursday. However, the ruling AIADMK's ally, the PMK, sought revision of the policy, by removing the "dangerous" aspects in the NEP and incorporating the proactive measures suggested by the 1964 Kothari Commission. Sengottaiyan told reporters in Erode that he would discuss the NEP with the chief minister. "We are awaiting the details... will discuss (the matter) with the chief minister," he said. NDA constituent PMK contended there were many positive aspects in the NEP, and numerous negative aspects as well. PMK youth wing leader <keyword id="6372434" type="PERSON" weightage="20" keywordseo="anbumani-ramadoss">Anbumani Ramadoss</keyword> said the proposal of students in classes 3, 5 and 8 taking school examinations to be conducted by the appropriate authority was unwarranted. "Conducting exams for students in Class 3, will cause mental stress and specifically affect students coming from rural areas and lead to drop-outs. There should not be any board exams till class 8," the Rajya Sabha member said. As per the NEP, instead of exams being held every year, school students will sit only for three - at Classes 3, 5 and 8. Assessment in other years will shift to a "regular and formative" style that is more "competency-based, promotes learning and development and tests higher-order skills, such as analysis, critical thinking and conceptual clarity". Anbumani Ramadoss pointed out that the proposal on adopting a three-language policy was unacceptable and said though it was stated that the third language would be based on the student's choice, it appeared that only Sanskrit was given priority and it would lead to imposition of the language. The mandatory entrance exams for college and university admissions would affect students from the villages, he said and called for dropping the proposal. The suggestions of the public and his party had not been taken into account, he said but however welcomed the proposal on the medium of instruction. He also welcomed the announcement that 6 per cent of GDP would be spent on education and the proposal to introduce four-year undergraduate degrees with multiple entry and exit options and abolishment of M. Phil programme. Meanwhile, actor and Makkal Needhi Maiam founder <keyword id="6354603" type="PERSON" weightage="20" keywordseo="kamal-haasan">Kamal Haasan</keyword> tweeted, "Glad that Education is getting 6 per cent share of GDP in the new education policy." "The immediate focus and reforms needed are in the Healthcare sector now, which gets only 1 per cent of GDP on an average. This share has to be increased to 7-8 per cent if we want to grow as a healthy nation too," he said. MDMK founder and Rajya Sabha member Vaiko said that the NEP was "against pluralism and federal principles" and called for its review. It tried to give shape to "RSS' long term vision," he alleged. Tamil Nadu government to discuss National Education Policy on August 3

The new National Education Policy evoked mixed reactions among academicians on Wednesday with some hailing it as a "groundbreaking" action plan that promotes holistic and multi-disciplinary learning and others arguing that it will pave the way for privatisation of education. A <keyword id="6751919" type="UNKNOWN" weightage="20" keywordseo="single-regulator">single regulator</keyword> for higher education institutions, multiple entry and exit options in degree courses, discontinuation of M.Phil programmes, low stakes board exams, common entrance exams for universities are among the highlights of the National Education Policy (NEP) 2020 approved by the Union Cabinet on Wednesday. Former Delhi University vice-chancellor Dinesh Singh, who was an official reviewer of the document when it was being formulated, said the policy lays down the road map pretty nicely. The policy has a good vision for school education, which is the foundation for higher education, he said. "They have talked about experiential learning which is so useful. Unless you improve school education, you cannot improve higher education. The concept of transciplinarity, hands on experience, breaking down of barriers between subjects and connecting them to society are some of the key points in the policy. This is the best chance of universities to create curricula around the challenges of society," he said. Elaborating with an example, he said there is a discipline in Mathematics called fluid dynamics but not one student in this country has any idea how to use fluid dynamics and computer science to create fighter jets and they are imported all the time. "At last, we have found a document which at least gives us a chance," he added. Singh also said that he has not been extremely enthused about regulators and feel they "are disabling you all the time". "They make you do silly things. They are talking about having a single regulator because otherwise things are not working well. I believe it's good. They will need a lot of good people. I am hoping that it will restore the autonomy of the varsities. Hopefully they will not prescribe too much," he said. Jamia Millia Islamia vice-chancellor Najma Akhtar called the NEP "groundbreaking" and said the higher education in India will now be holistic and multi-disciplinary with a shared focus on Science, Arts and Humanities. "A single regulator for all higher educational institutions is a great idea as it will bring coherence of approach and purpose. It will realise the vision of education in India," she added. The approval of new National Education Policy (NEP) by the government is a positive step forward, said Jawaharlal Nehru University (JNU) VC M Jagadesh Kumar. "NEP is the outcome of an extensive, highly participatory and inclusive consultation process. NEP aims at meeting the existing challenges in education and build the foundation of India''s promising future.We look forward to its implementation," he added. Delhi University professor Rahul Yadav welcomed the policy, and said it talks about multiple entry and exit options and provides choices to students, and does not put any burden on them. He was also enthused about the fact that the policy seeks to promote a multi-disciplinary approach and does not seek to restrict students to just humanities or science. Delhi University professor Naveen Gaur, however, said the policy has just "jazzier things" to say and even though it says that the Higher Education Commission of India will be a single regulator, it will have four verticals, which means that one vertical will be responsible for policy formulation and another for funding which is dangerous. He also said that the policy paves the way for entry of foreign universities in India, without any regulations, which can be dangerous for the education sector. The professor argued that the policy will take away the autonomy of institutions rather than making them more autonomous. Jamia Teachers' Association secretary Majid Jamil questioned the timing of bringing the policy. "At a time when there is <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> pandemic, what was the need to hurry? The policy talks about online learning and virtual labs but there is no substitute to face-to-face learning. It also talks about four-year undergraduate programme, something which was implemented in Delhi University, but was met with opposition and was subsequently withdrawn. We do not agree with it," Jamil added. Delhi University's Academics for Action and Development (AAD), a teachers' body, called the NEP a policy of "tall ends with little means''. For instance, Indian has presently 18 per cent Gross Enrolment Ratio (GER) and NEP sets the goal of 50 per cent GER by 2035, it said. "How can this be achieved -- more than double of GER in next 15 years? NEP is also talking of internationalisation in the same vein and will only facilitate the entry of the foreign universities to tap the Indian educational market for their own benefits. This is a "return of Macaulay" -- building an education system in the interest of foreigners and wealthy ones," it said, referring to British officer Thomas Babington Macaulay. The Delhi University Teachers' Association (DUTA) said it was opposed to the proposal to hand over every higher educational institution to a Board of Governors, which will enjoy all powers hitherto vested in the governing authorities of colleges and universities as well as the UGC and other regulating bodies. "Autonomy has been redefined as the freedom to optimise. The empowerment of the BoG hand in hand with redefined autonomy is in parallel with the neo-liberal reforms that deregulated businesses. It amounts to converting/handing over education as a business to corporate houses," it said. National Education Policy evokes mixed reactions among academicians

Strongly backing Tamil Nadu's decades old two-language policy, the ruling AIADMK in the state on Monday rejected the Centre's three-language formula proposed in the new <keyword id="361871" type="ORGANIZATION" weightage="20" keywordseo="National-Education-Policy">National Education Policy</keyword> (NEP) 2020 and said there will be no deviation from the existing system. "The three-language formula in the NEP is painful and saddening. The Prime Minister (<keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>) should reconsider the three-language policy," Palaniswami said. Taking strong exception to the proposal, he said in a statement the state has been following the two-language policy for several decades and that there will be no change in it. His assertion came amidst opposition demand, including from DMK, that the government should reject the three-language formula proposed in NEP and stick to its two-language policy. Incidentally, ahead of today's meeting he convened to discuss the matter with his senior cabinet colleagues, the Opposition bloc led by DMK wrote to the chief minister, asking him to adopt a Cabinet resolution against the new NEP. "Tamil Nadu will never allow the Centre's three- language formula. The state will continue with its dual language policy (of Tamil and English)," Palaniswami said. He discussed the matter with his colleagues--Deputy CM O Panneerselvam, Ministers for higher education and school education, K P Anbalagan and K A Sengottaiyan, respectively and others. The Centre should allow the states to implement their own policy on the subject, he said, adding there will be no change to the two-language formula which the state had adopted decades ago. Teaching up to class 5 in mother tongue or regional language and lowering the stakes of board exams are part of the sweeping reforms in the new NEP unveiled last week by the Centre. However, the proposals have found resistance from the DMK-led opposition in the state, with the Leader of Opposition in the Assembly, MK Stalin, dubbing it as an attempt to "impose" Hindi and Sankrit. The anti-Hindi movement of the 1960s taken forward by the DMK had struck an instant chord among the Tamil masses then and is believed to be one of the key reasons for the Dravidian party storming to power in the 1967 elections under the late CN Annadurai, unseating a Congress government in the state for the first time in post-independent India. Palaniswami further said the state has been maintaining a consistent stand and that for about 80 years, the people of Tamil Nadu had been firm on two language policy. Late chief ministers Annadurai, MG Ramachandran and J Jayalalithaa were firmly against 'imposition' of Hindi. He also recalled the historic resolution brought in the Tamil Nadu Assembly by late Annadurai on January 23, 1968, which proposed to abolish the three language policy in all schools in the state, removing Hindi from the State syllabus but allowing only Tamil and English. Later, the AIADMK government led M G Ramachandran had in 1986 adopted an Assembly resolution asserting the two language policy. Former chief minister J Jayalalithaa too was firm on opposing Hindi on non-Hindi speaking states and in thwarting such efforts and wanted Tamil to be declared as an official language of the country, he said. Palaniswami pointed out he himself had written to the Prime Minister in June 2019 stressing on two-language policy. Besides, he had reiterated this in his Independence Day address last year and on various occasions during the debates in the state Assembly, he recalled. Meanwhile, the Opposition DMK led alliance in Tamil Nadu--comprising the Congress, MDMK, VCK, CPM, CPI and MMK, collectively wrote a letter to Palaniswami asking him to pass a resolution against the new NEP in the Tamil Nadu Cabinet meeting. Many clauses in the new policy are trying to impose "Hindi" and "Sanskrit" and are "trying to do away with Tamil from the system, and this is against federalism, women rights and social justice. It was also "imposing" vedic culture, besides being mum on reservation, it said. "The NEP should be opposed in the initial stages itself," the letter added. Later, Stalin, in a Facebook post, thanked Palaniswami for the government stand on the matter. The NEP, passed by the Union Cabinet last week, laid emphasis on the mother tongue/local and regional language which will now be the medium of instruction at least till Class 5, but preferably till Class 8 and beyond. Also, Sanskrit will be offered at all levels of school and higher education as an option for students, including in the three-language formula.

National Education Policy: Tamil Nadu Chief Minister writes to Modi opposing the shift to three languages

He said this will improve medical services in remote areas as more and more doctors will be able to reach out to people in their mother tongue and understand their problems. The two medical college and hospitals will come up in Biswanath and Charaideo districts. PM Modi pitched to set up one medical college, tech institute in each state to teach in mother tongue

The proposal which is currently seeking public feedback, also believes that Class X and Class XII exams need reformation. “Board exams are systematically preventing optimal learning, exam should also be a learning experience. The current board exam system is not in line with these goals,” the New Education Policy Committee told the Times of India. The committee said that the board examinations should aim at holistic growth of students that is flexible enough to let students choose the subjects of their choice and interest. India may have one common exam for all college admissions-- if the draft National Education Policy is passed

"What happens in other state boards is that the private schools are free to make their choice whether they want to opt for CBSE, ICSE or state board, while government schools follow the state board. We will have no imposition. It will be optional for both government and private schools. We want to make the board so enriching and useful, that there is demand for it," he added. Delhi's own school education board to be operational by next year — but won’t be simply imposed on government schools

To accelerate the growth of research studies in the country, the government will now assimilate grants given by independent ministries and integrate the funds to the National Research Foundation (NRF). India’s premier research institutes include Indian Institute of Science (IISc), Indian Institute of Technology (IITs) and Indian Institute of Science Education &amp; Research(IISER) among others. According to the QS World Rankings 2020, IISc was ranked second in the university rankings, globally, for its research facilities. The institute has nearly 100,000 citations in research papers over a period of five years. “The overarching goal of NRF will be to enable a culture of research to permeate through our universities. In particular, NRF will explicitly aim to remove the current obstacles in creating a global quality research ecosystem in the country, Hindustan Times<a href="https://www.hindustantimes.com/india-news/hrd-plans-national-research-foundation/story-lAKZTqcZoUi2jA5LXfAdPM.html"> reported </a>citing experts. A new government body will funnel research grants based on whether they are of 'national importance'

New Delhi, The <keyword id="21270982" type="General" weightage="20" keywordseo="supplementary-exams" source="keywords">supplementary exams</keyword> for classes 10 and 12 will be conducted from July 15, Central Board of Secondary Education (<keyword id="19976140" type="General" weightage="20" keywordseo="CBSE" source="keywords">CBSE</keyword>) officials announced on Monday. Over 1.32 lakh candidates have been placed in the supplementary category or compartment in <keyword id="19951608" type="General" weightage="20" keywordseo="class-10" source="keywords">class 10</keyword>, while the number of such candidates in <keyword id="19981413" type="General" weightage="20" keywordseo="class-12" source="keywords">class 12</keyword> is over 1.22 lakh. Based on <keyword id="19919114" type="General" weightage="20" keywordseo="National-Education-Policy" source="keywords">National Education Policy</keyword>, 2020 recommendations, the CBSE had last year changed the nomenclature of the compartment examination to supplementary examination. According to CBSE Examination Controller Sanyam Bhardwaj, class 12 students will be allowed to improve their performance in one subject in the supplementary examination and class 10 students will be allowed to improve their performance in two subjects in the supplementary examination. "Three categories of students will be eligible to appear in the supplementary examinations -- class 10 students who were unable to pass two subjects and class 12 students who were unable to pass one subject and were placed in compartment category; students who were declared pass by replacing sixth or seventh subject; and class 10 and 12 students who were declared pass but wish to improve their performance in two and one subject respectively," Bhardwaj said.

"The board is restructuring the affiliation system and process as per recommendations of education reforms in the NEP. Although, the CBSE affiliation system has been online since 2006, the restructured system will be completely digital and based on data analytics with least human intervention," CBSE Secretary Anurag Tripathi said. "The restructuring will help in establishing ease of doing business in the CBSE affiliation system, attaining the goal of minimum government, maximum governance, automated and data driven decisions, achieve transparency, bring more accountability in the entire systemic processes and achieve quick and time-bound disposal of all applications," he added. Tripathi said the board will soon come out with detailed guidelines on the restructured system. "A detailed document on the CBSE affiliation system containing the restructured online procedure for affiliation, documents required for affiliation application, modalities and standard operating procedures (SOPs) for inspection, guidelines for the inspection committee, videos for various process, will be released soon," he said. The board has also revised timelines for application process as per the restructured system. As per the revised timeline, every year the application window for fresh affiliation and upgradation of affiliation will open three times -March 1 to 31, June 1 to 30 and September 1 to 30. "The application for extension of affiliation will be accepted from March 1 to May 31 every year. Other applications such as those for additional subject, section increase, change of name of school, change of society or trust, will be accepted through the year," Tripathi said. Procuring digital signatures of a school from authorised service provider or AADHAAR-based signatures; uploading mandatory documents such as no objection certificate, land certificate, safety certificate and certificate by district education officer, are among the prerequisites for application for affiliation. "After the online submission of application, details submitted by the school will be analysed in accordance with the CBSE by-laws and inspection committee will be constituted immediately for the purpose of inspection. Schools will be able to get inspection done on any of the dates mentioned in the letter," he said. The CBSE had introduced a facility for virtual inspection of schools for upgradation of affiliation in August last year in view of the COVID-19 pandemic. The board is also in the process of setting up a facilitation centre to address queries, and problems of schools and inspection committees related to the virtual inspection. The board had revamped its norms in 2018 for granting affiliation to schools, leaving the onus of the infrastructural audit on states and limiting its own role to academic quality monitoring. The CBSE has 24,930 schools affiliated to it across the country and abroad, with over 2 crore students and more than 10 lakh teachers. The affiliation by-laws were formulated in the year 1998.
