New Delhi, The <keyword id="21270982" type="General" weightage="20" keywordseo="supplementary-exams" source="keywords">supplementary exams</keyword> for classes 10 and 12 will be conducted from July 15, Central Board of Secondary Education (<keyword id="19976140" type="General" weightage="20" keywordseo="CBSE" source="keywords">CBSE</keyword>) officials announced on Monday. Over 1.32 lakh candidates have been placed in the supplementary category or compartment in <keyword id="19951608" type="General" weightage="20" keywordseo="class-10" source="keywords">class 10</keyword>, while the number of such candidates in <keyword id="19981413" type="General" weightage="20" keywordseo="class-12" source="keywords">class 12</keyword> is over 1.22 lakh. Based on <keyword id="19919114" type="General" weightage="20" keywordseo="National-Education-Policy" source="keywords">National Education Policy</keyword>, 2020 recommendations, the CBSE had last year changed the nomenclature of the compartment examination to supplementary examination. According to CBSE Examination Controller Sanyam Bhardwaj, class 12 students will be allowed to improve their performance in one subject in the supplementary examination and class 10 students will be allowed to improve their performance in two subjects in the supplementary examination. "Three categories of students will be eligible to appear in the supplementary examinations -- class 10 students who were unable to pass two subjects and class 12 students who were unable to pass one subject and were placed in compartment category; students who were declared pass by replacing sixth or seventh subject; and class 10 and 12 students who were declared pass but wish to improve their performance in two and one subject respectively," Bhardwaj said.

The <keyword id="20963740" type="General" weightage="20" keywordseo="UGC-chairman" source="keywords">UGC chairman</keyword> was here to attend a day-long conference of vice-chancellors of Northeastern and Eastern regions on 'Implementation of NEP 2020', hosted by Guwahati-based Pragjyotishpur University. Addressing a press conference, Kumar said, "Across the country, a major problem in state universities is vacancies in teaching positions. In some state universities, 50 to 80 per cent of teaching positions are vacant," urging universities to expedite the filling of these positions. He said implementation of NEP is a "journey", which cannot happen overnight, and state governments have been enthusiastically participating in implementing it. Kumar stressed that it is also essential for the universities to formulate an institutional development plan and their own roadmap for the future. With approximately 130 vice-chancellors and other academics participating, discussions at the conference focused on transforming <keyword id="19896809" type="General" weightage="20" keywordseo="higher-education" source="keywords">higher education</keyword> institutions to empower students in contributing to national development. Key topics include providing holistic education, integrating skill development with degree programs, and utilising digital technology to reach students from rural and economically weaker backgrounds. "We will be discussing how the NEP is being implemented and challenges colleges and universities are facing, so that we can collectively find solutions," he said. Kumar requested the universities to open more off-campus centres to make education accessible and equitable, while stating that UGC was also laying thrust on training teachers in the higher education sector. Highlighting the need to expose students to different parts of the country, he said the Northeastern region is home to many indigenous knowledge systems, whether it be a festival celebrated based on astronomical calculation, bamboo engineering or shifting cultivation. "These are parts of Indian knowledge system and there is a need to expose students to this from different parts of the country," he said. Kumar added that UGC is also working on promoting education in own language, especially with the country having numerous native languages. On implementation of NEP in this region, Kumar said the UGC is in regular touch with state higher education councils and VCs. "We are very happy to inform that state governments are very enthusiastically participating in implementing NEP. Implementation is a journey," he added. He reiterated that achieving the target of a Gross Enrollment Ratio (GER) of 50 per cent by 2035 requires sustained effort and cannot be achieved overnight. Among initiatives under NEP is the provision of biannual admissions to help students who fail to enroll during July-August to take admission in January-February. Universities with required infrastructure have been requested to implement it to maximise resource utilisation, Kumar said, adding that 90 varsities have also started biannual admissions for online programmes. The UGC chairman also said stress is being laid on strengthening research ecosystem in the universities and bring more young people into it. Though directly UGC funded-research has stopped now, funds for research projects are available through other agencies, like National Research Foundation and other schemes, he added. With focus on online education, internet connectivity and electrification has also received a boost across the country, with common service centres also set up for students in remote areas to access Net, Kumar added.

Universities and <keyword id="20257650" type="General" weightage="20" keywordseo="higher-education-institutions" source="keywords">higher education institutions</keyword> in India can now admit students twice a year similar to the admission process followed by universities abroad, according to the <keyword id="19932585" type="General" weightage="20" keywordseo="University-Grants-Commission" source="keywords">University Grants Commission</keyword> (UGC) Chairman Jagadeesh Kumar. The two admission cycles will be July-August and January-February from the 2024-25 academic session. "If <keyword id="21269142" type="General" weightage="20" keywordseo="Indian-universities" source="keywords">Indian universities</keyword> can offer admission twice a year, it will benefit many students. Such as those who missed admission to a university in the July/August session due to a delay in the announcement of board results, health issues, or personal reasons. Biannual university admissions will help students maintain motivation since they do not have to wait one full year to be admitted if they miss admission in the current cycle," UGC Chairman Kumar said on Tuesday. Currently, UGC Regulations allow the Higher Education Institutions (HEIs) to admit students in one academic session in a year starting in July/August. An 'Academic session' is twelve months, beginning in July/August. Indian HEIs, therefore, follow the academic session that begins in July-August and ends in May-June. UGC had decided in its 571st commission held on 25 July 2023 to permit <keyword id="22014108" type="General" weightage="20" keywordseo="biannual-admissions" source="keywords">biannual admissions</keyword> under Open and Distance Learning (ODL) and Online modes in January and July during an academic year. As per the information furnished by the HEIs on the UGC DEB portal, in addition to a total of 19,73,056 students were enrolled in July 2022 and an additional 4,28,854 students joined in January 2023 in ODL and online programs. Considering the tremendous response and interest from the students in ODL and online programs in biannual admissions, in its meeting held on May 15 this year the UGC took a policy decision to allow Higher Education Institutions who offer programs in regular mode to admit students twice in a year, either in January/February or July/August from the coming academic year, the UGC chairman said. Those institutions that have the required infrastructure and teaching faculty can utilize the opportunity to admit students biannually. Offering biannual admissions is not mandatory for the HEIs; it is the flexibility that UGC provides to the HEIs who want to increase their student intake and offer new programmes in emerging areas. To be able to admit students twice a year, HEIs must make suitable amendments to their institutional regulations. Noting that Universities worldwide already follow a biannual admission system, he said that if Indian institutions adopt the biannual admission cycle, they can enhance their international collaborations and student exchanges. "As a result, our global competitiveness will improve, and we will align with the global educational standards," the UGC Chairman said. Biannual admissions can substantially increase the Gross Enrolment Ratio and make India a 'Global Study Destination' as envisioned in National Education Policy (NEP) 2020, he said. Further, Kumar said that if HEIs adopt biannual admissions, they need to work on administrative intricacies, good planning for increased use of available resources, and providing seamless support systems for the smooth transition of students admitted at dissimilar times of the year. Universities in India can now admit students twice a year on lines of foreign varsities: UGC chairman

Like a lot of seniors in high school, Maggie Beam was worried about <a target="_blank" href="https://www.businessinsider.com/early-decision-college-university-admissions-rigged-game-2022-9">getting into college</a>. And her mom, Siobhan, was worried about paying for it. Siobhan was thrilled last January, when Maggie got into her top choice, Winthrop University, not far from their home in Charlotte, North Carolina. But that thrill turned to panic in April, when Maggie's financial-aid package arrived.Even after $26,000 in <a target="_blank" href="https://www.businessinsider.com/woman-paid-for-college-with-scholarships-and-grants-heres-how-2022-12">federal grants, loans, and institutional aid</a> from Winthrop, the bill would still be about $15,000. That was $13,000 more than Siobhan — a single mother and public school teacher raising two teenagers on her $75,000 salary — had saved.Siobhan knew all along that <a target="_blank" href="https://www.businessinsider.com/wont-pay-college-unless-kids-become-doctors-lawyers-2024-8">paying for college</a> was going to be a stretch. So she and Maggie had focused their hopes on getting a private scholarship. Every year, hundreds of foundations, companies, churches, and community groups offer grants to deserving students. Some are based on need; others are awarded to kids who meet specific criteria. A few big national scholarships, from the likes of Coca-Cola and Regeneron, make large payouts, while scores of local churches and Rotary clubs award a few hundred dollars here and there.But where to apply? Maggie, like many students, started with websites like Niche and Fastweb, which claim to help kids find <a target="_blank" href="https://www.businessinsider.com/free-college-scholarship-wasnt-woth-it-2024-8">scholarships</a>. When she came up empty, Siobhan got involved. She considered paying $700 for an online class, heavily promoted on Facebook, that promised to show parents how to find college scholarships. The free introductory video for the course recommended using a combination of search terms, like "scholarship AND North Carolina AND community service." Siobhan felt like she had cracked the code. "Oh my God," she told Maggie. "This is it." The scholarships were out there; they just needed to look for them in the right way.Armed with this new knowledge, Siobhan and Maggie attacked the scholarship problem with renewed vigor. They applied for close to 100 scholarships. But in the end, nothing happened. "I didn't get any of them," Maggie told me. "I mean as far as I know, since I didn't hear anything from them. It was a complete waste of time."Every year, hundreds of thousands of students like Maggie devote countless hours to the hunt for private scholarships to pay for college. And like her, most end up with nothing to show for their efforts. Mark Kantrowitz, an expert on student financial aid, analyzed federal data and concluded that in the 2019 school year, only 15% of college students received a private grant or scholarship. And the lucky few who hit the private-aid jackpot didn't come away with much in the way of winnings. The average scholarship, Kantrowitz found, was under $5,000. And 97% of recipients received $2,500 or less.The <a target="_blank" href="https://www.businessinsider.com/college-tuition-costs-too-much-make-degrees-matter-less-jobs-2023-9">high cost of college</a>, coupled with the relatively low levels of aid available to students, has not only created a crisis of affordability — it's also given birth to an entire industry that dangles money in front of desperate families. Private scholarships have been around for decades, but in olden times students had to go to a public library or the school counseling office to look through a giant book of grants. The modern search industry was created in the 1990s, when the internet made it infinitely easier for students everywhere to grab information from anywhere. Fastweb, for example, began as a relatively small company in 1995, but in 2001 it was bought by the job-search site<a target="_blank" href="https://www.chicagotribune.com/2001/07/19/fastwebs-style-not-rock-n-roll-but-its-working/"> </a><a target="_blank" href="http://monster.com">monster.com</a><a target="_blank" href="https://www.chicagotribune.com/2001/07/19/fastwebs-style-not-rock-n-roll-but-its-working/">'s parent company for $60 million</a>.To see what students are dealing with, I took a look at Fastweb, which bills itself as "the leading scholarship database" designed to simplify the scholarship search. "No more digging to find scholarships you qualify for," the company's website promises. "Students create a profile and get personalized scholarship recommendations."But before I could see what Fastweb had to offer, I was required to create an account with my birthdate, gender, and contact information. That, experts say, is how scholarship sites make money from the supposedly "free" services they provide. "The primary reason these sites exist is to gather data from students and sell names to other companies," Jeff Levy, an independent education consultant, told me. Sure enough, before I was allowed to begin my search, Fastweb invited me to sign up for several newsletters, download its app, fill out a more complete personal profile, and agree to share my info with colleges so they could reach out to me.After declining all the offers, I finally got to see my "personalized" list. Great news! There were 57 scholarships worth a grand total of $10.3 million waiting for me to apply!When I looked at the list, though, things got a lot less exciting. Almost all of that ridiculous total came from an invitation to enter the $10 million Publisher's Clearing House sweepstakes. No word on whether you'd get your scholarship in the form of a giant check delivered by the ghost of Ed McMahon. The next largest scholarship offered me $100,000 to skip college. The <a target="_blank" href="https://www.businessinsider.com/peter-thiel-fellow-program-skip-woke-college-education-2024-2">two-year "fellowship" was from the Thiel Foundation</a>, named after the Silicon Valley billionaire Peter Thiel, for students "who want to build new things instead of sitting in a classroom." No word on whether you'd get your scholarship in the form of a giant check delivered by an AI bot.Several of the scholarships appeared to employ lottery drawings rather than merit-based competitions. One of the largest offered a $25,000 "No Essay" scholarship, awarded each year by Niche, an educational-ranking website. It was hard not to interpret that offer as a way to lure students off Fastweb's site and onto another. After those jumbo prizes, the jackpots got much smaller. The majority were for $2,500 or less. One was worth $25."The irony is kind of thick, and a bit sad," said Ron Lieber, a personal finance expert who teaches an online course on <a target="_blank" href="https://www.google.com/url?q=https://meritaidcourse.com/&amp;source=gmail-imap&amp;ust=1725467389000000&amp;usg=AOvVaw0zltwUZBNDNTzBOrexTJcP">how to get merit scholarships</a>. The sites often aren't of much help to students, he told me, yet they profit by selling the student data they collect to colleges. "Kids think they're going to get money, while schools that already cannot meet their full financial need pay money for access to those kids, to peddle educations that might not be affordable." But hey, every little bit helps, right? Maybe not, thanks to a phenomenon known as scholarship displacement. When a student wins an outside scholarship, many colleges respond by reducing the financial aid they provide the student. If a student receives a $2,000 scholarship from their local Rotary club, say, the college simply slashes its institutional aid to the student by that amount. In effect, they pocket the scholarship the student worked so hard to find.It's difficult to know how many colleges displace private scholarships, or how many students are affected by it. In 2013, a small study conducted by the Silicon Valley Community Foundation found that one in five colleges engaged in the practice. Since then, advocates believe, the number has likely gone down, thanks to bans on scholarship displacement in<a target="_blank" href="https://calmatters.org/education/higher-education/college-beat/2022/11/scholarship-displacement-california/"> California</a> and other states.But even when students are allowed to keep the money, they still get little help from private scholarships. To see how much outside grants contribute to <a target="_blank" href="https://www.businessinsider.com/fafsa-how-to-get-college-financial-aid-chaotic-rollout-delays-2024-3">financial aid</a>, I analyzed 1,400 schools that report the dollar value of all grants. On average, I found, private scholarships account for only 5% of the aid going to students. At half the schools, it was 3% or less. Even if you're lucky enough to win an outside scholarship, the payoff won't make much of a dent in your college bill."Basically, it's a black hole that can waste a bunch of time," said Dawn Brady, a mother in San Diego whose son tried to find money on one of the scholarship sites to help pay for his freshman year at Lehigh University. "Getting a job and saving money would be a better way to spend your time."Despite the small aid and low chances of success, none of the experts I spoke to tell students not to bother looking for private scholarships. "It's a hard argument to tell students not to apply for scholarships," said Chris Reeves, a college admissions consultant. "But most of the money is going to come from colleges." Aisosa Ede-Osifo, a public school counselor in Dallas, gives students a similar message. Given the small sums at stake, she tells them, the scholarship hunt "may not be the most efficient use of your time."So what are cash-strapped families to do? For starters, consultants say, spend less time searching for private scholarships and more on the single biggest thing they can do to reduce the cost of college: applying to <a target="_blank" href="https://www.businessinsider.com/colleges-pay-best-for-their-cost-return-on-investment-roi-2023-4">schools that will be affordable</a> in the first place. What matters most is the total cost of attendance, and how much the school provides in institutional aid. "Yes, you can get some outside scholarships," Levy tells students. "But you are stepping over dollars to pick up a nickel." He encourages families to focus their time and energy on building a list of colleges that are more likely to award tens of thousands of dollars in aid to attract students who fit their institution's profile and priorities. Building this kind of list is not easy, Levy acknowledges, which is why he publishes an annual chart of the merit aid provided by some 500 colleges. To find a good financial fit, students can also consult the Department of Education's<a target="_blank" href="https://collegescorecard.ed.gov/"> College Scorecard</a>, which lists the actual price families pay by income bracket.Focusing on institutional aid is what ultimately helped Maggie Beam. Once she got her financial aid offer from Winthrop, she told me, she gave up on outside scholarships and focused her considerable determination on getting more aid from the college. She called the school and submitted an appeal for more aid, which led to another $1,000. And after she and her mother went to campus and shared her final grades with the school's financial aid officers, she was awarded another $2,000. In the end, Maggie also benefited from taking a more strategic approach to her scholarship hunt. Rather than relying on websites, experts say, students should reach out to their high school counselor and others in their community. "Start where you have the least competition," Charlain Bailey, a former guidance counselor who advises private clients, tells families. "Start within your circle." The people who know you well are much more likely to connect you to an appropriate scholarship than a random search engine. And fewer students are vying for the local grants, which are often offered by churches and civic groups in the area.That's what happened to Maggie. In her senior year, she got involved with a local organization called<a target="_blank" href="https://www.rightmovesforyouth.org/"> Right Moves for Youth</a>, which provides free mentoring and other support to public school students. In the spring, after Maggie had given up on the scholarship hunt, a mentor at Right Moves told her she should apply for a scholarship from the Schug Foundation, which awards grants of up to $5,000 each year to 100 students from three counties in North Carolina. Maggie filled out the application and interviewed with the foundation's directors, who were impressed with her commitment to public service. In July, she found out she'd be getting an annual scholarship of $4,000 — renewable for four years. Without the suggestion from the mentor, she told me, she wouldn't have known about the foundation. She got lucky inside her circle.Aid advocates are trying to help other, less fortunate students get equally lucky. In an<a target="_blank" href="https://www.commonapp.org/files/Common-App-partnerships-and-scholarship-awarding.pdf"> ongoing pilot program at the Common Application</a>, which is used by more than a thousand colleges and a million students, applicants were invited to apply for one of 200 scholarships offered by the Equitable Foundation for low-income students of color who would be the first in their family to attend to college. The first year of the pilot was disappointing. Common App emailed 35,000 students, but only 316 applied for the scholarship and just two received an award. The following year, after getting Equitable to place greater emphasis on students with financial need, the number of award winners increased to 40. And last year, after Common App began contacting eligible students within the portal itself and increased the number of grant providers, the total value of private scholarships students received soared from $350,000 in 2022 to $4.8 million.With the combination of institutional aid and private scholarship she received, Maggie managed to cut her original college bill from $15,000 to $8,000. "It was meant to happen," her mother told me — an assessment that downplays the perseverance and luck it required. But a few weeks ago, the family's fortunes took a turn for the worse: Siobhan was diagnosed with cancer. The illness is treatable, but it's likely to cost the family $5,000 out of pocket — effectively wiping out the financial value of the private scholarship Maggie received. Even after their relatively rare success in scholarship hunting, Siobhan had no choice but to pay Maggie's first-semester bill with a credit card. However, this will not be mandatory as students will have the option to pursue FYUP or three-year undergraduate programme. According to <keyword id="44171" type="General" weightage="80" keywordseo="ugc" source="Orion">UGC</keyword>, students will get a four-year undergraduate 'UG Honours' degree with research specialisation. At present, FYUP has been implemented in about 150 universities across the country from the current session 2023-24. According to UGC Chairman Professor M. Jagadish Kumar, this number will double in the next session. FYUP was implemented by 105 universities across the country at the beginning of the academic session 2023-24. The universities implementing four-year undergraduate courses included 19 central universities, 24 state level universities, 44 deemed universities and 18 private universities. These include Delhi University, Aligarh Muslim University, Jammu Central University, <keyword id="64114" type="General" weightage="50" keywordseo="visva-bharati-university" source="Orion">Visva Bharati University</keyword>, <keyword id="19309330" type="General" weightage="50" keywordseo="rashtriya-sanskrit-university" source="Orion">Rashtriya Sanskrit University</keyword> and Maulana Azad National Urdu University. Now the number of these universities has increased to 150. Under the framework of FYUP, UGC has provided students the option to pursue a three-year undergraduate degree as well as a four-year Honours degree, following the provisions of the National Education Policy (NEP). According to the UGC Chairman, students will be provided with a three-year UG degree on completion of 120 credits and FYUP Honours degree on completion of 160 credits in 4 years. Students wishing to pursue research specialisation will have to undertake a research project in the four-year undergraduate course. With this, they will get an Honours degree along with research specialisation. Experts believe that the new draft of the Four Year Undergraduate Programme (FYUP) will help students wishing to pursue higher education abroad. The craze among Indian students for studying abroad is increasing year by year. Till November last year, more than 6 lakh Indian students went abroad for higher education, whereas in 2021 this number was 4.44 lakh. As per these figures, Canada, Germany, Australia, United States and Italy are the top 5 countries where more Indian students prefer to study. According to the new draft of UGC, now students will be able to get undergraduate 'Honours' degree only after completing four years instead of three years. UGC says that the draft curriculum and credit framework of FYUP is as per international standards. One advantage of international equality in the level of education is that Indian students will get more opportunities than before for higher education in universities of America and Western countries. However, some academics do not agree with this. Renowned educationist <keyword id="19309331" type="General" weightage="50" keywordseo="cs-kandpal" source="Orion">CS Kandpal</keyword> said, "FYUP will help those students who are interested in getting admission in many famous universities of America. But there is a need to teach such skills in the programme so that employment can be increased. Such skills will also be very helpful for students studying abroad. These skills may include communication, adaptability, foreign language, and self-awareness." "The basic objective was to include more number of students in the three-year programme in the country. FYUP is an extension of the three-year degree programme. Like in schools you go to class, prepare notes and give exams. You get a grade according to your performance in the exam. With this type of education, students are not prepared to pursue graduation as well as career in good universities abroad, because their aim is only to get admission in a foreign university. Institutions which are planning to start FYUP need to think about this," he added.

It serves as a guideline for schools and teachers to design and develop curricula, syllabi, and teaching materials that align with the national educational goals." The CBSE also stated that under the new framework, the new structure of five-year education at the foundational stage from nursery to class two will be introduced in the session 2023-24 in those schools which offer education at the foundational stage to the students in the age group of 3-8 years. The notification stated that NCFFS includes many examples and illustrations which play a critical role in its implementation. "They help to clarify abstract concepts, reinforce learning, and make new ideas more accessible to practising teachers. Myriad examples are aptly incorporated to enhance understanding, foster engagement, and elaborate concrete ways concepts can be implemented in day-to-day teaching. So, it is critical that teachers look at these illustrations and contextualize them according to the needs and contexts of children," it further stated. CBSE adopts National Curriculum Framework for Foundation Stage from 2023-24

The Central Board of Secondary Education (<keyword id="6356155" type="General" weightage="80" keywordseo="cbse" source="Orion">CBSE</keyword>) has opposed a petition challenging certain provisions of the Right to Education Act, 2009 for being "arbitrary, irrational, and violative" and seeking direction to the Centre to implement common syllabus and curriculum for the students of Class 1 to 8 standard throughout the country. In its reply to a <keyword id="6355791" type="General" weightage="20" keywordseo="PIL" source="Orion">PIL</keyword> filed by lawyer and BJP leader Ashwini Upadhyay, the CBSE clarified that education falls under the 'Concurrent List' of the Indian Constitution, and the majority of schools are under the jurisdiction of state governments. As a result, it is the responsibility of the respective state and Union territory governments to formulate syllabi, curricula, and conduct examinations for schools in their regions. The CBSE further pointed out that the National Curriculum Framework (NCF), developed by the National Council of Educational Research and Training (<keyword id="48505" type="General" weightage="20" keywordseo="ncert" source="Orion">NCERT</keyword>) in accordance with the National Policy on Education, provides guidelines and direction for syllabus and textbook development across all school stages. In line with the NCF, the NCERT develops curriculum, syllabi, textbooks, and supplementary materials, it said. The Board said that the State Councils of Educational Research and Training (SCERTs) and State Education Boards either adopt or adapt the NCERT's model syllabi and textbooks or create their own based on the NCF. The CBSE also said that a uniform curriculum across India may not adequately consider local context, culture, and language. It further highlighted the importance of a national framework with flexibility that allows for the incorporation of local resources, culture, and ethos. The CBSE's response underscored that a curriculum closely related to a student's life outside of school is more relatable and effective. Therefore, they expressed support for a diversity of curricula and educational resources, in addition to a common core element. A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad had earlier sought the Delhi government, the CBSE and the NHRC's response on the petition. The plea also challenges the provisions under the RTE Act which excludes madrasas, Vedic pathshalas and educational institutions imparting religious knowledge. Upadhyay had argued that all competitive examinations be it engineering, law and the Common University Entrance Test (CUET) should have a common syllabus. "But we have multiple syllabus at school level, how will it provide an equal opportunity for students? In Kendra Vidyalayas across the country, we have a common syllabus. Every developed country has a common syllabus in schools. It is unfortunate we are under pressure from the coaching mafia." He had contended that as per the Articles of the Constitution, students do not get equal opportunities. Upadhyay, in his plea, alleges that "education mafias are very powerful and have a very strong syndicate. They influence rules, regulations, policies and examinations. The bitter truth is that school mafias do not want one nation-one education board, coaching mafias do not want one nation-one syllabus, and book mafias do not want NCERT books in all schools. That is why the <keyword id="97896" type="General" weightage="50" keywordseo="uniform-education-system" source="Orion">uniform education system</keyword> up to the 12th standard has not been implemented yet." "It is necessary to state that the purposive and harmonious construction of Articles 14, 15, 16, 21, 21A with Articles 38, 39, 46 confirms that education is a basic right of every child and the state cannot discriminate against this most important right. Right of a child should not be restricted only to free education, but must be extended to have equal quality education without discrimination on the ground of the child's social, economic and cultural background," the plea reads.

Ahead of college admissions, <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>) has warned students against unrecognised or 'fake' institutions operating in the country. In the last two years, the UGC has identified 27 such 'fake' higher educational institutions in the country. With the admission process around the corner, students across the country have been asked to beware of educational institutions that are not established as per the UGC Act but offer degrees in contravention of stated provisions. According to <keyword id="693288" type="General" weightage="50" keywordseo="union-education-ministry" source="Orion">Union Education Ministry</keyword>, the degrees provided by such institutions will not be valid for further studies or jobs. Recently, the UGC detected two unrecognised institutions and is likely to soon release a fresh list of such institutions. According to a recent notice issued by the UGC, the 'Open International University for Alternative Medicines' and the '<keyword id="17077663" type="General" weightage="50" keywordseo="national-board-of-alternative-medicines" source="Orion">National Board of Alternative Medicines</keyword>' are running courses in violation of the UGC Act 1956. The UGC appealed to students across the country not to take admission in these institutions as their degrees will not be valid for further education or job. Earlier, the UGC had also issued a similar notice against the All India Institute of Public and Physical Health Science, a higher educational institution in Delhi. The UGC in its notice advised students not to take admission in "self-styled" institutes. The UGC from time to time releases lists of such unrecognised colleges, universities and institutes to make students aware of institutions, which are fraudulently offering degree courses. It also keeps an eye on such self-styled institutions in the interest of students. Last year, the UGC identified about 24 such higher educational institutions and declared the degrees awarded by them "invalid and fake". According to the UGC, students should thoroughly examine it before taking admission in higher educational institutions. Students and parents should make sure that the concerned educational institution is recognised by the UGC. These educational institutions can be verified on the UGC website. Significantly, the UGC and All India Council for Technical Education (AICTE), which promotes technical education in India, have also issued a warning against the educational institutions of Pakistan. In this joint advisory issued for Indian students, it was said that Indian students should not take admission in any college or educational institution in Pakistan. According to the UGC, students pursuing education in Pakistan will not be eligible to get jobs and higher education in India. UGC and AICTE have said that Indian students should not go to Pakistan for higher education. An Indian student going to Pakistan to pursue technical education, higher education or any other course will not be able to take admission in India for further studies or jobs.
