Union Finance Minister <keyword id="129243" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="Orion">Nirmala Sitharaman</keyword> on Saturday morning chaired a <keyword id="20255269" type="General" weightage="20" keywordseo="pre-budget-meeting" source="keywords">pre-budget meeting</keyword> with Finance Ministers of all States and Union Territories. The Pre-Budget Meeting is organised by the Ministry of Finance and Corporate Affairs with Finance Ministers of all the States and Union Territories (with Legislature) to take suggestions for the upcoming <keyword id="20387181" type="General" weightage="20" keywordseo="Union-Budget-2024-25" source="keywords">Union Budget 2024-25</keyword>. Ministers of State along with other stakeholders are participating in the meeting and visuals showed Uttar Pradesh finance minister Suresh Kumar Khanna, and finance minister of Rajasthan Diya Kumari at the Bharat Mandapam venue before the meeting commenced this morning. The Union Finance Ministry had begun consultations on the budget a few days ago with different stakeholders of economy. Sitharaman has met economists, finance and capital market experts and industry bodies. Sitharaman chaired the first pre-budget consultations with leading economists on June 19. The meeting was attended by Union minister of State for Finance Pankaj Chaudhary, the finance secretary, secretaries of the departments of economic affairs, revenue, financial services and corporate affairs and the chief economic adviser. Meanwhile, Sitharaman will also chair the 53rd <keyword id="19922145" type="General" weightage="20" keywordseo="Goods-and-Services-Tax" source="keywords">Goods and Services Tax</keyword> (GST) Council Meeting scheduled in the second half of the day. This is the first meeting of the <keyword id="19994390" type="General" weightage="100" keywordseo="GST-Council" source="keywords" meta.keywordsubtype="org" meta.entityname="GST Council" meta.hostid="261" meta.entityid="GST Council">GST council</keyword> after the formation of the new government. State finance ministers will also be present at the 53rd meeting of the Goods and Services Tax Council. As is the norm, the GST Council gets together to discuss issues pertaining to the GST regime, such as tax rates, modifications to policies, and administrative challenges. The Council is a key player in shaping India's indirect tax system, making sure that it facilitates company and citizen tax relief while also being in line with the country's economic objectives. The information on the agenda of Council meeting is not yet in public domain. However, the decisions and recommendations arising from the 53rd GST Council meeting will be closely watched by various stakeholders, including businesses, policymakers, and the general public, as they have the potential to influence taxation, trade, and overall dynamics. Rajnath Singh proposes Narendra Modi as NDA parliamentary party leader, top NDA leaders support

The votes are in, the election commission is armed, and tallies are finally being made. As lakhs of viewers tune into their news to update themselves, many are coming away shocked at the current standings. If this trend holds, a majority government will form with BJP-led NDA acquiring slightly below 300 seats, almost mirroring exact forecasts by on-ground reporters and some political experts. However, this is quite in contrast with almost all exit polls this election season. If the scorecard settles at the current mark, this will end up becoming the poorest performance for NDA since their historic win in 2014. The alliance came to power after winning an overwhelming 336 seats in 2014, and 353 seats in 2019. However, the main point of shock has come from the performance of Congress and the INDIA bloc, who have maintained a steadfast 200+ seats since the initial polling rounds. Out of the nine odd exit polls that came out with results recently, none had predicted the INDIA bloc to win over 150-170 seats. As the tallying moves into its final phases, let’s look at how exit polls performed in the previous election cycles. <cmsannotation type="cmsannotation" annotationid="2014 elections" comment="subhead" text="2014 elections">2014 elections</cmsannotation> In 2014, 834 million voters participated in the largest-ever elections worldwide — only to be surpassed by the 2019 <keyword id="19895394" type="General" weightage="100" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections. An average of eight exit polls had indicated that the BJP would see a 283-seat victory, while the opposition would have had to settle for 105 seats. This win was a huge blow to the INC, which only won 44 seats compared to the 206 in 2009. Since a party must win at least 55 seats to become an official opposition party in India, the Congress’s defeat meant that there was no official opposition party for India. <cmsannotation type="cmsannotation" annotationid="2019 elections" comment="subhead" text="2019 elections">2019 elections</cmsannotation> The previous Lok Sabha elections turned out to be an even bigger win for the BJP! In 2019, exit polls had predicted that the BJP-led National Democratic Alliance would peak at 306 and that the INC-led United Progressive Alliance (UPA) would win just 120. However, the post-poll statistics turned out to be underwhelming. The BJP won a whopping 37.36% of the vote — the highest by a political party since the 1989 general elections. It was another crushing defeat for the Congress, which won just 52 seats, failing to claim the post of Leader of the Opposition once again.

Around 642 million people voted in Lok Sabha elections held over seven phases in a mammoth six-week period. The counting of votes began starting with postal ballot papers amid tight security. The counting for State Legislative Assemblies of 175 Assembly constituencies in Andhra Pradesh and 147 Assembly constituencies in Odisha and results of bypolls in 25 Assembly constituencies also began. Earlier on April 22, Mukesh Dalal won the election "unopposed". Congress nominee Nilesh Kumbhani's nomination was rejected. His candidacy was rejected because of alleged discrepancies in the signatures of the proposers.

A French judge has been appointed to lead a "highly sensitive" judicial investigation into alleged "<keyword id="46183" type="PERSON" weightage="20" keywordseo="Corruption">corruption</keyword> and favouritism" in the Rs 59,000 crore <keyword id="6381048" type="UNKNOWN" weightage="20" keywordseo="rafale">Rafale</keyword> fighter jet deal with India, French investigative website Mediapart reported. Following the development, Congress chief spokesperson <keyword id="498878" type="PERSON" weightage="20" keywordseo="Randeep-Surjewala">Randeep Surjewala</keyword> on Saturday urged Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> to come forward and order a Joint Parliamentary Committee (JPC) probe into the Rafale deal. "Corruption in the Rafale deal has come out clearly now. The stand of the Congress party and <keyword id="5268" type="PERSON" weightage="20" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> has been vindicated today after the French government has ordered a probe," he told reporters at a press conference. However, there was no immediate reaction from the Indian government or the BJP. The Mediapart said the probe into the inter-governmental deal signed in 2016 was formally opened on June 14. "A judicial probe into suspected corruption has been opened in France over the 7.8-billion-euro sale to India in 2016 of 36 Dassault-built Rafale fighter aircraft," the Mediapart reported on the latest development on the controversial deal. It said the investigation has been initiated by the national financial prosecutors' office (PNF). The judicial investigation has been ordered by France's national financial prosecutors' office, following Mediapart's fresh reports in April of alleged wrongdoings in the deal as well as a complaint filed by French NGO Sherpa that specialises in financial crime. "The highly sensitive probe into the inter-governmental deal signed off in 2016 was formally opened on June 14th," the media report said. Mediapart journalist Yann Philippin, who filed a series of reports on the deal, said a first complaint was "buried" in 2019 by a former PNF chief. "The judicial investigation was finally opened following the revelations of the investigation #RafalePapers of @mediapart and a new complaint from @Asso_Sherpa. A 1st complaint was buried in 2019 by the former PNF boss, Eliane Houlette," he tweeted. In April, Mediapart, citing an investigation by the country's anti-corruption agency, reported that Dassault Aviation had paid about one million Euros to an Indian middleman. Dassault Aviation has rejected the allegations of corruption, saying no violations were reported in the frame of the contract. The Congress accused the government of massive irregularities in the deal, alleging that it was procuring each aircraft at a cost of over Rs 1,670 crore as against Rs 526 crore finalised by the UPA government during the negotiations for the MMRCA. Prior to the Lok Sabha elections in 2019, the Congress raised several questions about the deal and alleged corruption but the government rejected all the charges. New Delhi, The Modi government has called an all-party meeting on January 30 to hold discussions ahead of the presentation of the Union <keyword id="6358021" type="COMPANY" weightage="20" keywordseo="budget">Budget</keyword> in <keyword id="6354721" type="COMPANY" weightage="20" keywordseo="parliament">Parliament</keyword> on February 1. The Centre has invited leaders of all political parties in both the Houses to the proposed meeting slated to begin at 11.30 am through videoconference. Parliament's Budget session will be held in two phseses amid all precautions against coronavirus -- from January 29 to February 15, and from March 8 to April 8. Exit poll results can be announced only half an hour after the polling is closed. The publishers of exit poll results must also give information about the sample size of the constituency, the particulars about the methods used, the error margin expected and the background of the polling agency that conducted the surveys. They must also publish a disclaimer stating that the published views should not be taken as final results. About exit poll results As per the EC’s guidelines, the exit poll results will be declared today around 6:30 pm on October 21, 2019. To a large extent the exit polls give an idea of the actual outcome of the elections. However, in the past, a number of exit polls have gone wrong due to several reasons. While a margin of error up to 5% is expected, most of the findings of 2019 and 2004 exit polls did not match the final results.

The government would initiate monetizing select CPSE (central public sector enterprises) assets using InvITs from next year." The latest economic survey reveals that such measures will be operationalized provided the country will face a $526 billion gap in the investment towards infrastructure development. Jaitley added, “Reserve Bank of India has issued guidelines to nudge corporates to access the bond market. Sebi (Securities and Exchange Board of India) will also consider mandating, beginning with large corporates, to meet about one-fourth of their financing needs from the bond market." Announcing the most innovative and integrated infrastructure planning model, the National Democratic Alliance government launched the country’s largest ever rail and road budget through budget 2018-19 that saw an allocation of Rs 1.48 trillion and Rs 1.21 trillion respectively. Way back while announcing the 2017-18 budget, Arun Jaitley said the cabinet had given a nod to the most ambitious Bharatmala (roads) scheme that will significantly strengthen the country’s roads network. To support this massive allocation requirement, the government said Rs 5.35 trillion as equity from the market. Jaitley’s talk emphasized that the nation required funds for some ambitious plans Sagarmala (ports) and Bharatmala to enhance its transport infrastructure to meet the growing needs of the largest democracy effectively. “To raise equity from the market for its mature road assets, NHAI will consider organizing its road assets into special purpose vehicles and use innovative monetizing structures like toll, operate and transfer (TOT) and Infrastructure Investment Funds (InvITs)," stressed Jaitley. Though the 2017-18 budget allocated Rs 73.31 crores for Airports Authority of India (AAI) from Rs 149.93 crores in 2017-18, AAI had to raise Rs 4,086 crores. While commenting on the line of budgets by the NDA government headed by Narendra Modi, Jaijit Bhattacharya, partner and head, economics and regulatory at consultancy firm KPMG remarked. “The budget demonstrates a very significant push on infrastructure, including rural infrastructure, as well as for immediate job creation as well as supporting long-term employability through education and skill development is very encouraging."

Though NDA’s allocations towards the agriculture sector were more static in nature, the government ensured that the allocation was on an average at 2% of the total spending across all the different sectors when compared to the 1.3% during the second term of the UPA. Also we find that the 2018-’19 taking it up further to 2.3% over the preceding year’s budget. Agriculture economy makes up about 18% of the <keyword id="6354971" type="DEFINITION" weightage="20" keywordseo="gross-domestic-product">gross domestic product</keyword> (GDP). However, it caters to more than half of the total population of the country. About 69% of the population or 833 million Indians are inhabiting the rural areas and a majority of this segment is below the poverty line. Hence, the agriculture sector is most likely to attract extra consideration when Modi’s government will present its last budget before the upcoming general elections. In addition, we can say the agriculture sector has become even more important to demand the government’s attention as the Bharatiya Janata Party has lost in three state elections in December 2018, which are all a predominantly agriculture based economies. Experts see that farm distress was the major factor behind the electoral reverse that challenged BJP’s stronghold. In November 2018, there were a line of protests by more than 200 farmer groups with the principal demand of better prices for their crops and cancellation of debts. After the debacle the government faced in the state elections, the agriculture sector might get a special attention by the Modi government in the interim budget 2019 as the government is most likely to use the budget to please the majority of the country’s population occupied with agriculture. Anticipations foresee relief packages for the farmers. Already the government had also wooed the farmers stating that the farmer incomes will double by 2022. I bow down to the truly secular voters of Thrissur who made this victory possible," the actor said. He further said that "...Narendra Modi is my political God. ..I am not believing in just a manifesto...I will work for the whole Kerala...I will work as Kerala MP..." The 65-year-old actor said, " I am in totally an ecstatic mood. Congress' KC Venugopal was leading with 364811 votes against nearest rival AM Ariff of the CPI (M) while BJP's <keyword id="21418632" type="General" weightage="20" keywordseo="sobha-surendran" source="keywords">Sobha Surendran</keyword> trailed in the third place. The polling in Kerala was held in single phase on April 26. The voter turnout was recorded at 71.27 per cent. Out of the total 2,77,49,158 voters in Kerala, a total of 1,97,77,478 exercised their franchise. In the 2019 General Elections, the National Democratic Alliance (NDA) led by the BJP failed to open its account in the southern state. In its attempt to garner votes in Kerala, the BJP focussed on the Christian community in the state which accounts for 18.38 per cent of the total population. As part of the deliberations, she has met economists, experts in finance and capital markets, industry representatives and agriculture experts. Industry bodies, including the Confederation of Indian Industry (CII), have urged the government to increase capital expenditure in the upcoming budget. This will be Sitharaman's seventh budget in a row. She will be the first Union Finance Minister to present seven consecutive union budgets. Former Prime Minister Morarji Desai had presented six budgets in a row. Parliamentary Affairs Minister Kiran Rijuju announced the dates of budget session. "Hon'ble President of India, on the recommendation of the Government of India, has approved the proposal for summoning of both the Houses of Parliament for the Budget Session, 2024 from 22nd July 2024 to 12 August 2024 (Subject to exigencies of Parliamentary Business). Union Budget, 2024-25 will be presented in Lok Sabha on 23 July 2024," he posted on X.
