More officers from neighbouring counties will be trained at India's prestigious strategic leadership institution - <keyword id="66533" type="ORGANIZATION" weightage="20" keywordseo="National-Defence-College">National Defence College</keyword> (NDC) - as New Delhi increases its engagement with neighbours to counter the growing influence of China. Five more friendly countries -- <keyword id="169344" type="COUNTRY" weightage="20" keywordseo="Tajikistan">Tajikistan</keyword>, <keyword id="8692" type="COUNTRY" weightage="20" keywordseo="Indonesia">Indonesia</keyword>, <keyword id="6354908" type="LOCATION" weightage="20" keywordseo="maldives">Maldives</keyword>, Uzbekistan and <keyword id="3750" type="COUNTRY" weightage="20" keywordseo="Philippines">Philippines</keyword> -- will now be able to send their officers to India for annual training in national and international security-related fields. "In the next two years, NDC is going to increase intake of 20 participants from its current capacity of 100," Defence Secretary Ajay Kumar said during opening statement of the diamond jubilee of the institution. NDC was inaugurated in 1960 with 21 participants. Kumar said that the seats have been increased keeping in view of huge demand India is getting from friendly foreign nations. Out of existing 100 capacity, 75 are reserved for Indian senior defence and civil services officers and 25 are for officers from foreign nations across the continents. It is learnt that out of 20 increased seats almost half of them would be reserved for friendly foreign nations. The seats are also reserved for officers coming from Nepal, Myanmar and Bangladesh. The officer said that 10 seats would be increased in 2021 and another 10 in 2022. The NDC also functions as an important instrument of the state towards fostering and enhancing strong relationships with friendly countries, not only in the neighbourhood but also globally. Further, Kumar said, from next session 'President Chair of Excellence' has been planned to be established in the institution. The aim of NDC is to equip future policymakers with the background necessary for a broad understanding of the varied social, economic, political, military, scientific and organisational aspects involved in the planning of national strategy. The recent changes in the geopolitical environment and reshaping of the world order accompanied by the heightened security scenario in the Indo-Pacific and the Indian sub-continent has a direct impact on the development of India. Hence, it was only apt for the NDC to discuss the various issues affecting India. The institution has also planned Diamond Jubilee international webinar from November 5 to November 6 with the main theme on 'India's National Security - The Decade Ahead'. The two-day webinar will commence with a keynote address by Defence Minister Rajnath Singh when he addresses the graduating members of the 60th NDC course. The webinar will witness discussion on important topics relevant to the present geopolitical situation in the world and the relevance of emerging international order to India during and the post-Covid period. The sub themes include talks by various speakers on the geopolitics in 21st century followed by a discussion on transformation of India and its security horizon over the next decade. Further, a total 30 chiefs of services, 74 chiefs of services of foreign nations, 20 ambassadors, two election commissioners and two governors are alumni of the institution. India enlists five more countries to send their officers to train at the National Defence College

Britain is no longer a 'tier one' military power

China's People's Liberation Army (PLA) is facing "unanticipated consequences" for its misadventure in eastern Ladakh because of the "firm and strong" responses by the Indian armed forces, <keyword id="150671" type="POSITION" weightage="20" keywordseo="chief-of-defence-staff">Chief of Defence Staff</keyword> Gen <keyword id="2496903" type="PERSON" weightage="20" keywordseo="Bipin-Rawat">Bipin Rawat</keyword> said on Friday. In an address at a virtual seminar, Gen Rawat said the situation along the Line of Actual Control (LAC) in eastern Ladakh remained tense and that India's posturing has been "unambiguous". "The situation along the LAC in eastern Ladakh remains tense and the People's Liberation Army is facing unanticipated consequences for its misadventure in Ladakh because of firm and strong responses by Indian forces," Gen Rawat said. "Our posturing is unambiguous. We will not accept any shifting of the Line of Actual Control," he asserted. Talking about the overall security calculus, Gen Rawat said border confrontations, transgressions and unprovoked tactical military actions spiralling into a larger conflict cannot be discounted. The Chief of Defence Staff also touched on the issue of cross border terrorism from Pakistan and the way it has been dealt with by the Indian armed forces. Referring to security challenges, Gen Rawat said the "constant friction" with the two nuclear-armed neighbours (Pakistan and China) poses a danger of regional strategic instability with the potential for escalation. He also suggested that the two countries with whom India had fought wars are increasingly acting in cohesion. The Chief of Defence Staff said the "unabated proxy war" unleashed by Pakistan in Jammu and Kashmir accompanied by "vicious" anti-India rhetoric have taken the ties between the two countries to a new low. "The surgical strikes after the Uri attack and Balakot air strikes have delivered a strong message that Pakistan no longer enjoys the impunity of pushing terrorists across the LoC under the nuclear bogey," Gen Rawat said at the seminar organised by the National Defence College. He said the new Indian template to deal with terrorism has injected ambiguity and uncertainty in Pakistan, adding India will confront terrorism with a firm hand. The Chief of Defence Staff said despite internal problems, failing economy, international isolation and vitiated civil-military relations, Pakistan will continue to "profess" that Kashmir is their "unfinished agenda". "And their Army will continue to raise the bogey of an existential threat from India to justify their disproportionately large strength and need for funds to maintain its war fighting capabilities," said Gen Rawat. Chinese military facing unanticipated consequences for misadventure in eastern Ladakh, says India's Chief of Defence Staff

<ul><li>The government began the selection process for the next Chief of Army Staff, as <keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword> is set to superannuate in December 2019. </li><li>Eastern Army Commander <keyword id="6889732" type="UNKNOWN" weightage="20" keywordseo="lt-gen-mukund-naravane">Lt Gen Mukund Naravane</keyword> and Northern Army Commander Lt Gen Ranbir Singh are in the list of five senior officers under consideration. </li><li>Lt Gen Naravane will be the senior most officer in the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> once General Rawat’s term ends. </li></ul>The government has started the process to select the next Chief of Army Staff as General Bipin Rawat will retire superannuate in December this year. An alumnus of the National Defence Academy, Khadakwasla and the Indian Military Academy, Dehradun, Naravane was commissioned into the 7th battalion The Sikh Light Infantry in 1980. Counter insurgency specialist Well known as a counter insurgency specialist in the Army, Naravane, in his 37 years of service has served in many Command and Staff appointments, in Jammu &amp; Kashmir and Northeast. He was also a part of the Indian Peace Keeping Force (IPFK) in Sri Lanka. Naravane’s shift to the Eastern Army came at a crucial time when insurgents were <a href="https://www.theweek.in/news/india/2018/10/01/naravane-takes-charge-of-eastern-command-as-army-faces-credibility-crisis.html">reportedly</a> regrouping in neighbouring Myanmar. He was given the charge probably because Naravane was the Inspector General of Assam Rifles (North) in Nagaland --- which looks after the Indo-Myanmar border. He had also commanded the eastern brigade of the infantry. Naravane commanding the Eastern Command became more significant because he commanded the Strikes Corps of the Indian Army and was the <keyword id="32733" type="PERSON" weightage="20" keywordseo="Indian-Defence">Indian Defence</keyword> Attache in Myanmar. He was the General Officer Commanding-in-Chief of the Army <keyword id="695871" type="ORGANIZATION" weightage="20" keywordseo="Training-Command">Training Command</keyword> prior to heading the Eastern Command. The General has served as an instructor at the Army War College, Mhow. He was decorated with the Param Vishisht Seva Medal in 2019, Ati Vishisht Seva Medal in 2017, and the Sena Medal and Vishisht Seva Medal in 2015. The General holds a Masters Degree in Defence Studies from Chennai University, an M.Phil in Defence and Management Studies from DAVV, Indore. He is currently pursuing his Ph.D. from Punjabi University, Patiala.

It is World Youth Skills Day and <keyword id="6569577" type="UNKNOWN" weightage="20" keywordseo="Skill-India">Skill India</keyword> is also celebrating its first anniversary on the occasion. Skill India is one of the pet campaigns by Prime Minister Narendra Modi, who is aiming at making India top country for providing workforce.

	India is inching towards providing vocational training to youth of the country, making them learn skills, which will also provide livelihood to them, especially in the rural sector.

	The year 2015-16 has been quite remarkable for India as over 1.04 crore youth were trained under various initiative of ‘Skill India’, marking 36.8% growth compared to the year before. 
	 
	Modi also regards skill development as a national priority and as per experts, through concentrated efforts and more awareness and centres, India can make this mission a roaring success.

	One of the best decisions taken in this regard was creating a separate ministry for Skills, which brought Skills, Vocational Training and Livelihoods as an important means of nation-building to the forefront.

	Apart from the government, many private institutions have been training the youth and imparting various skills. Many have also set up centres and colleges to generate employment and give trained youth jobs.

	There are many success stories that do the rounds in the corridors of such colleges, inspiring many others to participate in Skill India and improve the livelihood. 

	For instance, Skill India is very close to President Pranab Mukherjee’s heart and he has ensured that 1500 employees at the sprawling Rashtrapati Bhavan, get certified under the Recognition of Prior Learning (RPL) component of Pradhan Mantri Kaushal Vikas Yojana (PMKVY), across 18 job roles.

	The program has ensured that the people working at the President’s house get oriented to their job roles, are assessed on their existing skills and then certified basis the National Skills Qualification Framework.
 Apart from the President, ICICI and <keyword id="6354720" type="PERSON" weightage="20" keywordseo="Ola">Ola</keyword>, top employers and companies in India, have also made sure to impart skills.
 <keyword id="3206069" type="UNKNOWN" weightage="20" keywordseo="ICICI-Academy">ICICI Academy</keyword>, a nation-wide skill building initiative, has been improving the employment prospects of India’s youth.

	In fiscal 2016, ICICI opened 11 new centres and more than 25,000 youth were trained at the with representation of women at 41%.

	Now, ICICI Academy for Skills has 22 centres, including 10 centres exclusively for women.

	There are various skills imparted here such as tractor mechanic, lab assistant at diagnostic centres, two &amp; three wheeler service technician and retail sales, communication, etiquette &amp; grooming and financial literacy, etc.

	Meanwhile, Ola has signed several MoUs with different governments to train youth. They have so far committed to training 3.2 lakh youth across these states.

	The taxi aggregator has partnered with the National Safai Karamcharis Finance and Development Corporation to support entrepreneurship, skill development training and self-defence courses for Safai Karamcharis and Scavengers.- May 2016.

	It also inked an MoU with Andhra Pradesh government and commited investments of Rs 150 crore in the next three years to train youth and provide safe travel. Ola will provide skill development training to 50,000 driver entrepreneurs over the next 3 years.

World Youth Skills Day: Starting from the President, everyone is doing their bit

The Union Government is formulating the budget to be announced on February 29, 2016. The officials in Ministry of Finance are busy with budgetary consultations. At the outset, it needs to be recognised that the Budget, especially the <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="Union-Budget">Union Budget</keyword>, is more than a mere accounting exercise as it lays out a vision of the Government and then on a mission mode, provides a strategy to implement it during the course of that year or next. In fact, to achieve steady growth, fiscal policy of the country is embodied in the Union Budget. And the challenges in fiscal policy are a many which needs to be addressed immediately. The important concerns are that despite best efforts, industrial growth continues to be tepid; unemployment, especially amongst youth is high; agricultural output because of El Nino and other climatic conditions is low; consumer inflation is heading northward; and overall growth in the country is beginning to stagnate around 7- 7.5 percent when country has a potential to grow at 9 percent per annum. 
 
The Central Government is aware of the situation and has consistently been making efforts to revive the economy by announcing schemes like start-up India, MUDRA, Jan Dhan Yojana, make in India, Skill India, Digital India, and Smart Cities. The implementation of these schemes have yet not yielded higher growth. Therefore, probably, the Union Budget of 2016 needs to exclusively focus on measures to increase growth. To increase national output, three ingredients are most important – labor, capital and entrepreneurship. 
 
Women Participation in Workforce 
There are numerous empirical, studies that have demonstrated that increased female workforce participation can lead to significant macroeconomics gains. Similarly, equal access to inputs by women would raise productivity of female-owned companies. Further getting women to work would also help in improving the per capita income of the country. Increased income by women also leads to reduction in income equalities, as well as poverty. 
 
The participation of women in labour force can lead to increasing GDP of India by 27 per cent according to research done at International Monetary Fund, Washington, DC. In India, only about 30 percent of women are in workforce. In contrast, in Nepal, nearly 80 percent of women are in the workforce followed by China (71 per cent), Bhutan (67 per cent), and Russia (57 per cent). Closely co-related to low workforce participation are issues like persistency in preference for a male child reflected in adverse sex-ratio. As per the Census data, the state-wise child sex ratio (CSR; number of females per 1000 males in 0-6 year’s age group) in India during 2001-2011 has deteriorated though overall sex ratio recorded a marginal improvement over the years. 
 
To enhance female workforce participation, the Government could also consider more recruitment of women in armed and police forces. According to some estimates, women constitute only 3 percent of police force in India and a small number in Indian army. In contrast, women play an important role in armies of many countries, including the US, Israel, China, Russia, Sri Lanka and Pakistan. India could consider Sainik and Military schools/colleges for training female students and National Cadet Corps can be extensively used in colleges and Universities to show-case job opportunities in defence areas. 
 
There is substantial potential of jobs in defence forces. Illustratively, in the recent Central Seventh Pay Commission Report, it was mentioned that Indian Army is short of officers by nearly 25 percent while Navy is short by 17 percent and Air-Force by 4 percent. The defence forces have a provision of short service commission (SSC) which can be tailor-made to suit the psychology of Indian families which insist that females should get married and start their own family before thirty years of age. The SSC, with a provision of 5 or ten years of service is most suitable in such circumstances in India. 
 
Similarly, judiciary suffers from serious shortage of courts and legal staff especially in international comparison. It would be useful to have more female participation in legal services. This effort of encouraging women to work in defence and judiciary may also help in making India a safe place for women. 
 
To enhance female workforce participation, another out-of-the-box view needs to be considered. It is established that women generally demonstrate responsible behaviour in financial matters and their income is generally used to finance family expenditure. Therefore, the Government could consider offering higher or complete exemption from income tax for women participating in workforce. As the income earned by women is spent on family expenditure, and more women will be encouraged by this measure to enter the workforce, indirect tax collection on goods and services would improve, and therefore, in net, not impact the national or state fisc. Similarly, to incentivise female participation in self-employment, especially under micro, small and medium enterprises (MSMEs), tax holiday could be offered to MSMEs run by women entrepreneurs. The Government could also consider special provisions for women entrepreneurs and longer tax holidays under SUI, announced recently. 
 
Capital Mobilisation 
To provide opportunity to monetize gold, and financial resources for developmental activities, in a resource constraint economy, the Government had launched Gold Monetisation Schemes (GMS), including Gold Sovereign Bonds (GSB) in November 2015. The response is tepid with less than 4 tonnes of gold mobilised in last few months, and mobilisation seems miniscule compared to nearly 1,000 tonnes that the country imported annually, and holds a stock of nearly 21,000 tonnes. The reasons for the lacklustre response of GMS are manifold. The need is to actively extend the campaign to households, may be through use of vernacular press and electronic media. Also, from the market, the feedback on the scheme suggests that there are problems with collection and assessment of value, as only about 54 assayers in 30 cities are recognised, nation-wide. To make the scheme market friendly, assaying could also be assigned to select jewellers, especially branded chains, to ensure presence in at least all districts. To incentivize collection of gold, commission that is being offered to commercial banks, 2.5 percent including handling charges, could also be offered to select jewellers. 
 
Nurturing Entrepreneurship 
To nurture entrepreneurship, the Government has launched the Start-up initiative (SUI) which is expected to take India in the much needed fast forward ‘job-creation’ mode. India is poised to be the fastest growing economy in the world according to the IMF, and expected to average about 8 per cent in next five years. In addition, India has a very young population and the demographic dividends are waiting to be tapped. 
 
More importantly, young population of India, in substantial numbers, generally wastes 2 to 5 years of their age in preparing for competitive exams for government jobs. The number of years lost in such preparation, generally in vain for most students, could have been used more productively. As a matter of fact, seminal work done by research scholars which many times fetches them coveted Nobel Price is undertaken at young age, when taking risk in extending the frontiers of knowledge is easier. The SUI would be helpful in tapping that young age and creative mind for building industrial base of the nation. For the success of SUI, there is need to create an eco-system to produce entrepreneurs. The emphasis of the government should be setting up more world-class colleges, across India, specializing in commerce, law and business studies. The educational requirements of nurturing entrepreneurs is very different from producing managers and administrators for which our present educational system already has world ranking management institutes. India, now needs, world-class institutes on entrepreneurship, illustratively, Indian Institute of Entrepreneurs. 
 
Further, in Indian system of education and training, tolerance of failure is low but in Silicon Valley, in contrast, the practicing mantra is that failures are pillars to success. In fact, angel investors are more comfortable funding entrepreneurs who have failed in their maiden attempt. Such failures help to steel resolve, build passion to stay ahead of the race, and strengthen faith to face fierce competition as well as undertake meticulous planning. More than the young, mentors, parents and teachers also need to understand that SUI will result in some set-backs and should not get discouraged. To address the fear of failure, there is need to have a fall-back mechanism, and therefore the Government can consider some form of social security for entrepreneurs which could take a shape of insurance against such failures. In the US, in view of social security, the fear of failure is reduced, and therefore risk taking and entrepreneurial activity abounds. 
 
Conclusion The Union Budget needs to show way forward for an economy which is beginning to lose growth potential despite various policy initiatives. In addition to traditional tweaking of taxes and expenditure, there is need to formulate a vision or a long term fiscal policy to help steady <keyword id="47288" type="UNKNOWN" weightage="20" keywordseo="expectations">expectations</keyword> for growth initiatives from the government. That will help create conducive environment for private sector to flourish and take India on a higher growth path.

Union Home Secretary <keyword id="2797910" type="PERSON" weightage="20" keywordseo="Ajay-Kumar-Bhalla">Ajay Kumar Bhalla</keyword> on Friday said the government has not taken any call on allowing <keyword id="437184" type="PERSON" weightage="20" keywordseo="Chinese-telecom-companies">Chinese telecom companies</keyword> to enter into the 5G trials in India but acknowledged that the penetration of the neighbouring country into the existing network is too extensive. Bhalla, however, also made it clear that the government is making special safeguards to ensure safety and security of the country's communication network. "On 5G, the government in any case has not taken any call. Discussions are still on...when it will be allowed and who are the people to be allowed. Point is very valid. The penetration of existing telecom hardware and software is too extensive," he said at the Diamond Jubilee webinar organised by National Defence College. He was replying to a question on participation of Chinese telecom players in India's 5G trials. The home secretary said unless India gets a substitute, the existing facilities cannot be closed down abruptly. "Unless we have a substitute available, we just can't switch off and say that this will not be allowed. But the government can definitely make special safeguards and ensure the safety and security of the system of communication of the country. That we are having and we are developing and we will definitely be able to deal with that," he said. The US has banned <keyword id="6357456" type="COMPANY" weightage="20" keywordseo="huawei">Huawei</keyword>, the world's leader in telecom equipment and the number two smartphone producer, over concerns of security and Washington has been putting pressure on other countries to restrict the operations of the Chinese telecom firm. India, however, is yet to take a call on whether it intends to place curbs on Huawei or allow the Chinese telecom equipment maker to participate in the upcoming 5G trials. Telecom Minister <keyword id="6354886" type="PERSON" weightage="20" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword> had earlier said India has its security issues over allowing Huawei to participate in the upcoming 5G trials. "We will take a firm view on it. There are also security issues...it is not only a matter of technology, as regard their participation in 5G is concerned...Participation of 5G is not conditional upon the trial being started. Whether a particular company is allowed to participate or not, is a complex question, including security issues," he had said.
