The proceeds will be deployed in public sector projects which help in reducing carbon intensity of the economy," he said. Indian government and Facebook to spread awareness on online abuse via comics and videos

This technique of identifying a person via digital image by National Crime Records Bureau (NCRB) is aimed to aid law enforcement agencies with a tool to track missing identities, criminals and unidentified victims. The process of mapping photos of <keyword id="590448" type="PERSON" weightage="20" keywordseo="missing-people">missing people</keyword> is still done at police stations in India — but manually. As of now, the country has over <a href="https://www.tribuneindia.com/news/nation/new-facial-recognition-system-to-help-identify-criminals-missing-children/800560.html">700,000 missing cases</a> — including 98,000 children. Facial recognition will be used to spot history sheeters and missing people only, assures Home Ministry

Sternheim wrote in one letter to the judge overseeing the case</a>. "Cockroaches and rodents are plentiful and glue tracks have been placed in Ms. Maxwell's day area to help remediate the problem."<h2>The Brooklyn jail has similar problems to the shuttered Manhattan jail, attorneys say</h2>Maxwell is far from the only high-profile defendant to spend time in the MDC. Federal marshals shuttle R. Kelly between the jail and the federal courthouse in Brooklyn every day for his ongoing sex-crimes trial. It has also served as a home, if temporarily, for Tekashi 6ix9ine, Martin Shkreli, Keith Raniere, and Michael Cohen.The MDC, in Brooklyn's Sunset Park neighborhood, has absorbed around 100 people from Manhattan's MCC, <a href="https://www.nydailynews.com/new-york/ny-manhattan-federal-jail-mcc-closing-gun-troubled-jefrrey-epstein-20210826-uncwx3dddja6vjqjovnrfegumi-story.html">according to the New York Daily News</a>, and <a href="https://www.bop.gov/locations/institutions/bro/">holds around 1,600 people overall</a>. The facility holds mostly pretrial detainees, who are presumed innocent under the law. Defense attorneys <a href="https://www.courthousenews.com/manhattan-jail-closure-renews-concerns-over-brooklyn-facility-conditions/">say it nonetheless routinely flouts civil liberties</a>, including preventing access to quality and timely medical care."It's not any better," civil rights attorney Andrew Laufer told Insider. "They both have very similar habitability problems. Heating and cooling are very poor, sanitary conditions, infestation of insects, sewage - you name it. It's just a mess."For years, the jails have been plagued with personnel problems. In August, a warden at the MDC <a href="https://www.insider.com/warden-of-federal-jail-charged-husband-murder-ghislaine-maxwell-2021-8">shot and killed her husband</a>, <a href="https://www.nydailynews.com/new-york/nyc-crime/ny-antonia-ashford-husband-murder-mdc-brooklyn-warden-20210805-odfm6ouxgfbaln3viulknwda2a-story.html">according to police</a>. In May, the MCC guards who were supposed to monitor Epstein the night he killed himself <a href="https://storage.courtlistener.com/recap/gov.uscourts.nysd.526876/gov.uscourts.nysd.526876.59.0_1.pdf">admitted</a> to <a href="https://apnews.com/article/business-government-and-politics-3a0b465c080e1b0a53ce15315179d542">faking records about their duties</a>. Day-to-day problems have worsened in the coronavirus pandemic. Lawyers often have to wait hours to see their clients, and guards frequently flout safety guidelines by failing to properly wear masks, according to status updates filed as part of <a href="https://www.courtlistener.com/docket/14532947/federal-defenders-of-new-york-inc-v-federal-bureau-of-prisons/">a federal lawsuit into the jail conditions</a>.<div type="image" title="mdc brooklyn" height="2688" width="3583" msid="86103428" hostid="261"></div>Laufer told Insider the Department of Justice, which runs the <keyword id="12069584" type="UNKNOWN" weightage="60" keywordseo="bureau-of-prisons" source="Orion">Bureau of Prisons</keyword>, has too few resources and little interest in improving conditions at federal jails. Congressional oversight, too, is lacking, he said."There's a lack of supervision, which allows prisoners to attack other prisoners regularly, rampant drug use and contraband that's smuggled in," he said. "There's also abuse by corrections officers against prisoners themselves. These officers are just undisciplined."US District Judge Colleen McMahon <a href="https://www.nydailynews.com/new-york/ny-judge-mcc-mdc-20210507-nhcuujw6kjbmnm7qjus5pfrpdm-story.html">criticized the conditions at the MDC at a sentencing hearing in April</a>, bemoaning the conditions as "disgusting.""The single thing in the five years that I was chief judge of this court that made me the craziest was my complete and utter inability to do anything meaningful about the conditions at the MCC, especially at the MCC and the MDC, [which] are run by morons," McMahon said, adding: "There is no continuity, there is no leadership, there is no ability to get anything done. They lurch from crisis to crisis, from the gun smuggling to Jeffrey Epstein."A spokesperson for the Department of Justice did not answer Insider's questions about conditions at the MDC."The Department of Justice is committed to ensuring that every facility in the federal prison system is not only safe and secure, but also provides people in custody with the resources and programs they need to make a successful return to society after they have served their time," the spokesperson said.<h2>A blackout in 2019 brought attention to the jail's conditions</h2>Problems at the MDC gained national attention in January 2019, when <a href="https://www.nytimes.com/2019/02/09/nyregion/brooklyn-jail-no-heat-inmates.html">a weeklong blackout</a> amid a polar vortex left incarcerated people stuck in their cells in single-digit temperatures. The people had little light, were unable to receive their medication, couldn't talk to their lawyers or family members, and couldn't even file administrative complaints, according to a Justice Department Inspector General report and a lawsuit filed on behalf of defendants. Members of the jail staff, the report said, were indifferent.The Federal Defenders of New York, <a href="https://www.federaldefendersny.org/about-us/">a group of defense attorneys that fight against mass incarceration</a>, sued the Bureau of Prisons in May of 2019, <a href="https://www.courthousenews.com/wp-content/uploads/2019/02/mdc.pdf">demanding</a> it admit to civil liberties violations and asking a judge to order reform at the facility. In 2020, former US Attorney General Loretta Lynch was appointed to mediate the lawsuit.<div type="image" title="mdc brooklyn" height="1666" width="2223" msid="86103430" hostid="261"></div>The closure of the <keyword id="12069582" type="UNKNOWN" weightage="60" keywordseo="manhattan-mcc" source="Orion">Manhattan MCC</keyword> and transfer of people to the Brooklyn facility may just make things worse, according to Jenna Dabbs, an attorney at Kaplan Hecker &amp; Fink LLP, who is representing the Federal Defenders of New York in its lawsuit."Without thoughtful advance planning, this transition will unquestionably jeopardize the constitutional rights, including access to legal counsel, of those whose lives have been entrusted to these facilities," she told InsiderThe Inspector General <a href="https://oig.justice.gov/reports/2019/e1904.pdf">report</a>, authored in May 2019, found the jail's leaders had ignored urgent HVAC issues for years and failed to communicate with the public about how conditions had changed. It remained buried until February of 2021, when the Justice Department <a href="https://www.americanoversight.org/records-shed-light-on-troubling-conditions-at-brooklyn-metropolitan-detention-center-during-2019-power-outage">released it in answer to a series of FOIA requests from American Oversight</a>, an independent watchdog group.The report recommended nine improvements the MDC could make to prevent similar issues in the future. But <a href="https://theintercept.com/2021/07/01/bop-mdc-brooklyn-warden-freezing-jail/">critics say</a> the suggestions are too limited in scope, and there is little evidence they have been made anyway. The Bureau of Prison has since <a href="https://theintercept.com/2019/07/17/mdc-brooklyn-jail-warden-promoted/">promoted</a> the MDC's head warden at the time, Herman Quay, who now oversees three federal jails in Pennsylvania.<div type="image" title="ghislaine maxwell court illustration" height="2268" width="3024" msid="86103434" hostid="261"></div>"I have no confidence that anything has changed at MDC," Deirdre von Dornum, an attorney for the Federal Defenders of New York, <a href="https://theintercept.com/2021/07/01/bop-mdc-brooklyn-warden-freezing-jail/">told The Intercept</a>. "If there were a blackout during the current heat wave, I think it is likely we would see an exact repeat of these horrible conditions."Dmitriy Shakhnevich, a defense attorney and professor at the John Jay College of Criminal Justice, told Insider the problems at the MCC and MDC were inherent in the jail system. It's not uncommon, he said, for him to sue jails in order to get access to his incarcerated clients, or ensure they get proper medical care. Underlying issues like understaffing "by and large repeat themselves prison to prison," he said.If anything, he said, the Manhattan and Brooklyn jails had a big advantage over other jails: They were easier to access. The US saw a 29% increase in <keyword id="13542" type="UNKNOWN" weightage="60" keywordseo="murder" source="Orion">murder</keyword> in 2020, marking the biggest increase since national record-keeping began in 1960, according to preliminary data from the Federal Bureau of Investigation <a href="https://www.nytimes.com/2021/09/22/upshot/murder-rise-2020.html?campaign_id=9&amp;emc=edit_nn_20210923&amp;instance_id=41117&amp;nl=the-morning&amp;regi_id=68572757&amp;segment_id=69686&amp;te=1&amp;user_id=96f93dbeff20f242021688a70b1976a43dbeff20f242021688a70b1976a4">reviewed by the New York Times</a>.There were 21,500 murders in 2020, nearly 5,000 more than there were in 2019, according to the data.Still, the national rate - which is defined as murders per 100,000 people - is below the rate that it was in the early 1990s.According to the New York Times, analysts believe last year's deadly trend may have been the result of COVID-19 pandemic stress, increased firearm carrying, and distrust between the public and police in the wake of <a href="https://www.insider.com/derek-chauvin-sentence-george-floyd-murder-2021-6">George Floyd's murder</a>. Notable was the national trend of increased murder, rather than something felt at a more regional level, the report said, with an increase <keyword id="12160553" type="UNKNOWN" weightage="60" keywordseo="murder-rate" source="Orion">murder rate</keyword> at every region in the country. US murders jumped by 30% in 2020, the largest increase since record-keeping began in 1960

As per a data from the <keyword id="91016" type="ORGANIZATION" weightage="20" keywordseo="National-Crime-Records-Bureau">National Crime Records Bureau</keyword>, the number of <keyword id="6359046" type="UNKNOWN" weightage="20" keywordseo="Stalking">stalking</keyword> cases went up in Maharashtra and Delhi. 
 
Maharashtra topped the list as the state reported 1,399 cases. Delhi came second as the cases more than doubled from 541 in 2014 to 1,124 in 2015. 
 
The crimes against women in Delhi also jumped to 17,104 in 2015, up from 15,265 in 2014. 
 
These included 5,367 cases of molestation (4,179 in 2014, 3,345 in 2013) and 2,199 rape cases, again up from 2,096 in the previous year. 
 
According to NCRB, most victims of sexual assault were in the age group of 18-30. In 90% of the cases, the accused were known to the victims.

The issue? As far as he knew, he still owned the land.Kenigsberg and the LLC building the house on the formerly vacant property said they're both <a href="https://www.businessinsider.com/property-fraud-lawsuit-fairfield-connecticut-2023-8">victims of title fraud</a>. Add to the list William Gordon, who said the <a href="https://www.businessinsider.com/mans-arizona-lot-sold-for-200000-without-him-listing-it-2023-8">Tucson, Arizona land</a> he planned to build his retirement home on was sold without his knowledge.In both instances, the red flags were there but went unnoticed. Kenigsberg's <a href="https://www.ctinsider.com/columnist/article/connecticut-fairfield-sky-top-terrace-house-18285656.php" target="_blank" rel="noopener">family trust name was misspelled</a> on a deed transferring ownership to him decades ago — which should have been flagged during the buying process, and could have thwarted the fraudulent sale in 2022. Gordon's social security number and mailing address were incorrect on his congratulatory note of sale.Fraudulent sales like these are on the rise. According to a report from the Federal Bureau of Investigation's Boston division, 11,578 people nationwide reported losses of $350,328,166 due to <a href="https://www.fbi.gov/contact-us/field-offices/boston/news/press-releases/fbi-warns-of-spike-in-rental-and-real-estate-scams">real-estate-related scams</a>, including title fraud, in 2021 — up 64% from 2020.Home title theft, or seller-impersonation fraud — a crime where someone steals a homeowner's identity to sell or take ownership of a property — leaves property owners grasping for answers and without many options for quick resolution. Kenigsberg filed a lawsuit against the LLC that purchased his land seeking up to $2 million, only to learn they too are claiming fraud. Gordon has splashed out thousands just to recoup his property from a fraudulent seller who has yet to be identified.Victims of title fraud, like Kenigsberg and Gordon, point to the various systems — like title companies or notaries — that have failed them, when in reality the problem is broader: human error.<h2>Honing in on the problem with land transactions</h2>Some real-estate brokers, like Eric Gibbs, the designated broker for Realty ONE Group Integrity in Arizona, who has encountered a number of fraudulent attempts, said that fraudulent sales are happening with more frequency than before."These people that are doing the fraud have gotten very, very good," Gibbs told Insider in August. "They're doing a lot of things that make it very hard for a realtor to go in and ensure that the seller is the seller."Fraudsters today have the ability to fake drivers licenses, change records in databases, and more easily pinpoint properties that are ripe for the taking. Spotting a vacant property is fairly effortless when perusing online databases — they're taxed differently, they may not have a mortgage attached to them, and the owner's address might be states away, said real-estate experts consulted by Insider. Those factors make it harder to detect foul play.Fraudulent land sales may be increasing in regularity, but this isn't a new problem. Nick Larson, a senior director at LexisNexis Risk Solutions, said they have been going on at least since the 1980s. He said one reason there's been a recent uptick could be because of an eagerness to grasp onto the red-hot market of the past few years."Any opportunity out there to buy a property at a good value or in a good area is going to get snapped up," Larson told Insider. This year, as <a href="https://www.reuters.com/markets/us/us-existing-home-sales-fall-annual-house-price-decline-slows-2023-07-20/#:~:text=Existing%20home%20sales%20fell%203.3,rate%20of%204.20%20million%20units." target="_blank" rel="noopener">existing home sales slow down nationwide</a>, he said real-estate agents are eager to close deals and may overlook the details. "When you have a contracting market and you have enthusiasm to get deals done, those are weaknesses that can help offset the well-intentioned processes," he said.<div type="image" title="A headshot of a man in front of a tree." height="306" width="408" msid="103328390" hostid="261" sizebytes="18856"></div>The National Association of Realtors' Associate Counsel, Deanne Rymarowicz, also believes the <a href="https://markets.businessinsider.com/news/commodities/housing-market-outlook-recession-home-prices-mortgage-rates-fannie-mae-2023-8">downturn in the market</a> played a role in the increase of fraudulent sales. <a href="https://markets.businessinsider.com/news/stocks/housing-market-inventory-crunch-home-listings-august-prices-mortgage-rates-2023-8">With fewer homes available for sale</a>, criminals are now targeting empty plots of land.Wire fraud, where criminals redirect funds to a different account, was a popular tactic in real estate for years, but now title fraud has taken over, she said."With a decrease in home sales, now they're looking for other ways to leverage real property into fraud," Rymarowicz told Insider. "This type of scheme has existed before this sharp increase that we've seen, it's just becoming more popular."<h2>The safeguards aren't failing, the people are </h2>Title companies, real-estate brokerages, and state agencies, like <a href="https://www.fox5vegas.com/2023/08/31/nevada-warns-residents-increasingly-common-real-estate-scam/" target="_blank" rel="noopener">the Nevada Real Estate Division</a>, have all been putting advisory notes out on fraud, as cases become more common. They demonstrate how criminals are doing it — forging signatures, recording fraudulent documents, and selling homes — but don't always detail how they're getting away with it."I don't know if you can truly put any safeguards in," David Zawadzki, vice president of business development at Proper Title LLC, a Chicago-based title company, told Insider. "I think the biggest safeguard is education and getting it out there because I don't think any one person, any one title company, or anyone throughout the transaction is at fault."Zawadzki, Larson, and Rymarowicz agree that there are safeguards already in place that, in theory, should stop this from happening. However, they said, the problems arise when people aren't as careful as they should be.<div type="image" title="A headshot of a man in a suit." height="749" width="500" msid="103328392" hostid="261" sizebytes="22322"></div>Whether it be the misspelling of the property owner's name, or having the wrong social security number on a document, mistakes happen. But in real-estate transactions, there are multiple steps and people involved to identify and fix those mistakes. For most notaries, who act as a witness to the signing of documents like a deed, a driver's license will suffice for identification. If a buyer is out of state, oftentimes a photocopied version is sent to a notary, or held up during a video call. For Pat Kinsel, that's not enough.Kinsel is the founder and CEO of Notarize, <a href="https://www.notarize.com/" target="_blank" rel="noopener">a remote electronic notary service</a>, which allows documents — like deeds — to be notarized online. He believes that technology can step in where humans are falling short."We think we can uplevel RON (Remote Online Notarization) and do a higher level of online notarization," Kinsel told Insider. "We think we can add that same higher level of security to e-signature and then ultimately to transactions that don't even require a document."Migrating to new systems, like Notarize, or simply tightening up and educating those in the industry on how to identify red flags could deaden the effectiveness of title fraud. But criminals always adapt, and property owners will have to keep an eye out for the next scam."Fraud is like water," Larson said. "It's going to find the weaknesses and the holes and it's going to go through there."

Just rewind to last month when India learnt of the death of a young girl who jumped off a building. The shocking bit was this girl from Delhi had cleared JEE, but she took her life because she was not satisfied with her results. Others have either hanged themselves or set ablaze. 
 This has been going on for a decade now in this city that reinvented itself in the late '90s as a coaching hub. But successive governments have come and gone without making too much of a difference to the unhealthy environment that's building up in this city slowly for years now. Except for a few counseling sessions when the media heat is on, no significant Centre-state government ordered efforts have been made to address the issues of students. Precisely why, more than 70 students have committed suicide in the past five years here, including 29 just last year - a rate much higher than the national average of 10.6 suicides per 100,000 people in 2014, reported by the <keyword id="91016" type="ORGANIZATION" weightage="20" keywordseo="National-Crime-Records-Bureau">National Crime Records Bureau</keyword>. 
 
After the records have started showing worrying trends, Kota district administration has tried to start a few activities to instill positivity among aspirants. There are helpline centres to address grievances, counselors to tell students about multiple career options, ‘Fun Day’ on weekends to encourage students to relieve their stress via recreational activities like dancing, singing, painting, doing breathing exercises. Several guidelines to coaching institutes have been given including starting weekly offs for students, augmenting the number of counsellors, providing fees refund etc. Students are being told that success or failure in competitive examinations is not end of the world, but the efforts have lacked in making a significant impact to the suicide toll numbers. 
 
At a time like this, the recent move by the Centre to come up with an IIT preparation App and release solved question papers of all joint entrance examinations held in the last 50 years, comes as a huge respite for those who aspire to crack IIT hereon. First, here's what Smriti Irani’s HRD Ministry is planning to do: 
 
- Release solved question papers of all joint entrance examinations held in the last 50 years free-of-cost through an app and a portal (in next two months) 
 
*This content will be available in 13 languages 
 - Prepare questions for <keyword id="1629686" type="UNKNOWN" weightage="20" keywordseo="JEE-Exams">JEE exams</keyword> keeping in mind the Class XII syllabus to reduce the difficulty level of the JEE 
 
- Ask IITs to help aspirants with video and audio lectures 
 
- Take action against fake universities who harass students to cough up money in the middle of academic session without any disclosure 
 
Currently, more than 1.25 lakh students head to coaching institutes in Kota every year with dreams of cracking the highly competitive entrance exams. They pay anywhere between 50,000 and a lakh for annual tuition, but it’s only 10,000 students, even fewer, who are accepted. Rising middle-class aspirations, parents' unrealistic ambitions for their children, poor teaching standards in schools and a fiercely competitive college admissions race have spawned a 2000-crore test preparation industry here in the past few decades. 
 
Psychiatrists helping depressed students in Kota say some students are unable to study, concentrate, remember, sleep or eat in the rigorous study schedule and high-pressure environment here. Adding to this is the stress of living alone. They often complain of headaches and breathlessness. Many just weep. They feel guilty because their parents have spent so much money and have high expectations. Counsellors in Kota reveal that the biggest stresser is the batch-shuffling system. If the bimonthly test scores are low, students suddenly find themselves moved to a group with low-scorers and mediocre teachers. The best teachers go to the top groups. This keeps the students on the edge all the time. The parents keep calling them to scold. 
 
If the Test App developed is well designed and functions well, all of the above problems will no longer remain problems. Moreover, students would no longer have to head to Kota and get exploited and harassed at the hands of the private coaching centres here. 
 
In a butshell, Coaching for IIT will become accessible on fingertips, student-friendly because of multiple languages, will be free-of-cost, enriching because of lectures by IIT professors themselves and free of any harassment by private institutes. Students won’t have to move a different city from their hometowns, away from parents, friends or relatives for preparing in a high pressured environment all alone. 
 
Let's hope this decision will see the light of the day, and instill fresh hope in the lives of students from here.
