But to one chief investment officer, immigration policy isn't a matter of political debate — it's an economic nonnegotiable.Chris Brightman, CEO and chief investment officer of the $147 billion investment manager Research Affiliates, believes immigration reform is long overdue — and billions of dollars are at stake if no action is taken.With an aging population and declining birthrate posing a significant economic risk in coming years, the US must take the necessary steps to boost immigration and economic productivity, Brightman wrote in a research note.<h2 id="d07da37b-d90a-4ec0-8bc0-42e235085dac">The depopulation issue</h2>Declining birth rates are causing a drag on many of the world's biggest economies, and the US is no exception.Fertility rates in the US are hovering around 1.6 children per woman, well below the replacement rate of 2.1, which means that natural US population growth is stagnating.According to Brightman, this is a big threat to US economic health. A declining population brings with it a declining labor force. With few workers and an increasingly aging population, programs like Social Security and Medicare become strained.Government initiatives to boost declining fertility rates aren't the answer, Brightman argues. Financial incentives in Japan, Korea, and Taiwan haven't raised fertility rates. Benefits offered by European countries such as paid parental leave and subsidized childcare have also failed to raise fertility rates.As seen in the graph below, US population growth is projected to trend negative in the coming years without additional inflows from immigration.<div type="image" title="Immigration rejuvenates population growth." height="691" width="942" msid="113937812" hostid="261" sizebytes="26162"></div><h2 id="cd3554fc-a73c-4f34-879d-067f5184864e">More immigration is the answer</h2>Brightman points out that immigrants have a long track record of driving productivity and innovation in the US economy. Immigrants have won 40% of all Nobel Prizes awarded to Americans since 2000 and originated a disproportionate number of US patents. Over half of US unicorns, or startups valued at over $1 billion, are founded by immigrants.Beyond these accomplishments, immigrants are necessary to bolster the <a target="_blank" class="" href="https://www.businessinsider.com/labor-market-indicators-jobs-pre-pandemic-levels-healthy-goldman-sachs-2024-10">US labor market</a>. As <a target="_blank" class="" href="https://www.businessinsider.com/best-retirement-cities-buy-home-baby-boomers-florida-north-carolina-2024-10">baby boomers enter retirement</a>, they're leaving behind unfilled job openings — a trend that began in 2010 and has only continued to worsen. There are currently more job openings than unemployed workers.<div type="image" title="More unfilled jobs than employed workers" height="631" width="942" msid="113937813" hostid="261" sizebytes="22280"></div>With a declining population growth rate and an increase of workers aging out of the workforce, increased skilled immigration is the ideal solution to prevent economic decline, in Brightman's view.<h2 id="24a88d05-7dcb-4bb3-b7a2-af31cfd4efd1">Immigration policy solutions</h2>Brightman sees the need for more friendly immigration policies such as providing permanent residency to immigrants who graduate from US universities.Admitting more computer scientists, engineers, doctors, accountants, educators, and other skilled professionals would greatly help the US labor shortage. Brightman highlights that the economy especially needs more healthcare workers and skilled tradespeople.Countries like Canada, New Zealand, and Australia use a point system with selection criteria such as education, professional skills, and language. Brightman believes the US can emulate this immigration model.One popular reform proposed by policymakers is to exempt immigrants with advanced STEM degrees from statutory limits on the number of green cards granted per year. According to an analysis by the Penn Wharton Budget Model (PWBM), such a proposal would boost the US population by 825,000 in the next 10 years and by over 2.5 million in the next 20 years.This proposal will not only fill gaps in the labor market but also significantly reduce the federal deficit in the next two decades, according to PWBM.An increased number of immigrants leads to increased tax revenues. PWBM estimates that if green card limits were lifted for immigrants with STEM degrees, the US government would see an extra $133 billion in revenues with only a $4 billion increase in outlays for a net deficit reduction of $129 billion.The effect would be even more dramatic by 2044, with $708 billion in tax revenue and $74 billion in outlays for a $634 billion reduction in the deficit.Immigration has a reputation for being a polarizing topic, but Brightman sees such a proposal as a necessary policy that'll tackle one of the biggest challenges facing the US economy.

"The circumstances of a country that's like what Russia is right now, the incentive to take risks, there is a strong disincentive".Other experts have noted that Russia looks to be <a target="_blank" class="" href="https://markets.businessinsider.com/news/currencies/russia-economy-ukraine-war-tech-reverse-industrialization-central-bank-finland-2023-3">drifting away</a> from a capitalist structure, particularly as it boosts public spending to fund its war efforts in Ukraine.Previously, Portes predicted that Russia was on its way to being reduced to a "<a target="_blank" class="" href="https://www.businessinsider.com/russia-economy-outlook-ukraine-war-worker-shortage-population-brain-drain-2024-8">natural resource economy</a>." The guidelines for "Early identification and intervention for <keyword id="24492" type="General" weightage="20" keywordseo="mental-health-problems" source="Orion">mental health problems</keyword> in school going children and adolescents" have been released by the <keyword id="440822" type="General" weightage="50" keywordseo="national-council-of-educational-research" source="Orion">National Council of Educational Research</keyword> and Training (NCERT) following a mental health survey among school children. The survey report launched last week cited exams, results and peer pressure among major factors for <keyword id="3873792" type="General" weightage="20" keywordseo="stress-and-anxiety" source="Orion">stress and anxiety</keyword> among school students. "Schools generally are seen as spaces where communities of learners have been expected to develop in a safe and secure environment. School management, principal, teachers, other staff, and students all spend around 1/3 of a day and around 220 days in a year in schools across the states and UTs in India. For residential schools, the time spent by a student in the school community is even more. Therefore, it is the school's responsibility to ensure the safety, security, health, and well-being of all children in schools and hostels," the guidelines read. According to the manual, every school or groups of schools should establish a mental health advisory panel. "It should be chaired by the principal and have teachers, parents, students and alumni as members. It will create awareness, and also plan and enforce an age and gender appropriate annual school mental health programme. The schools should have a provision for identifying behaviour, substance use and self-harm, depression, and developmental concerns, provide first aid and make appropriate referrals," it said. Noting that most of the time mental health issues emerge at an early stage of life as half of all mental health conditions emerge by the time individuals are 14 years old and three-quarters by the age of 25, NCERT has recommended that apart from families and parents, teachers need to be informed about early flag signs as they too are the primary caregivers. "Teachers must be trained in identifying early signs in students for attachment issues, separation anxiety, school refusal, communication issues, anxiety patterns, depressive states, conduct related issues, excessive internet use, hyperactivity, intellectual disability, and learning disabilities, it said. "Teachers should talk about bullying cases in class and empower students by educating them regarding bullying. They should provide a confidential way for students to report any incident which is of concern to them," the manual said. The <keyword id="20963740" type="General" weightage="20" keywordseo="UGC-chairman" source="keywords">UGC chairman</keyword> was here to attend a day-long conference of vice-chancellors of Northeastern and Eastern regions on 'Implementation of NEP 2020', hosted by Guwahati-based Pragjyotishpur University. Addressing a press conference, Kumar said, "Across the country, a major problem in state universities is vacancies in teaching positions. In some state universities, 50 to 80 per cent of teaching positions are vacant," urging universities to expedite the filling of these positions. He said implementation of NEP is a "journey", which cannot happen overnight, and state governments have been enthusiastically participating in implementing it. Kumar stressed that it is also essential for the universities to formulate an institutional development plan and their own roadmap for the future. With approximately 130 vice-chancellors and other academics participating, discussions at the conference focused on transforming <keyword id="19896809" type="General" weightage="20" keywordseo="higher-education" source="keywords">higher education</keyword> institutions to empower students in contributing to national development. Key topics include providing holistic education, integrating skill development with degree programs, and utilising digital technology to reach students from rural and economically weaker backgrounds. "We will be discussing how the NEP is being implemented and challenges colleges and universities are facing, so that we can collectively find solutions," he said. Kumar requested the universities to open more off-campus centres to make education accessible and equitable, while stating that UGC was also laying thrust on training teachers in the higher education sector. Highlighting the need to expose students to different parts of the country, he said the Northeastern region is home to many indigenous knowledge systems, whether it be a festival celebrated based on astronomical calculation, bamboo engineering or shifting cultivation. "These are parts of Indian knowledge system and there is a need to expose students to this from different parts of the country," he said. Kumar added that UGC is also working on promoting education in own language, especially with the country having numerous native languages. On implementation of NEP in this region, Kumar said the UGC is in regular touch with state higher education councils and VCs. "We are very happy to inform that state governments are very enthusiastically participating in implementing NEP. Implementation is a journey," he added. He reiterated that achieving the target of a Gross Enrollment Ratio (GER) of 50 per cent by 2035 requires sustained effort and cannot be achieved overnight. Among initiatives under NEP is the provision of biannual admissions to help students who fail to enroll during July-August to take admission in January-February. Universities with required infrastructure have been requested to implement it to maximise resource utilisation, Kumar said, adding that 90 varsities have also started biannual admissions for online programmes. The UGC chairman also said stress is being laid on strengthening research ecosystem in the universities and bring more young people into it. Though directly UGC funded-research has stopped now, funds for research projects are available through other agencies, like National Research Foundation and other schemes, he added. With focus on online education, internet connectivity and electrification has also received a boost across the country, with common service centres also set up for students in remote areas to access Net, Kumar added.
