When it comes to the <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="Union-Budget">Union Budget</keyword>, the Government can go ahead with presenting it on February 1st even though elections will be held in five states over the next two months. 
 
However, the government will need to follow the Model Code of Conduct and not announce any scheme or incentive for the poll-bound states, a government official told ET. 
 
"Election code of conduct will have to be followed and there cannot be any announcement specific to the states that are going to polls,” the official said. 
 
On February 1st, the Government is likely to present a merged general and railway budget in line with a plan to complete the process before the new financial year starts on April 1st, so that spending starts immediately. 
 
Under the current timeline, spending starts almost after the first quarter of the financial year is over. 
 The <keyword id="40807" type="ORGANIZATION" weightage="20" keywordseo="Election-Commission">Election Commission</keyword>, while announcing the dates, said that it will review the decision to present the budget on February 1. Polls in some of these states start on February 4. 
 Political parties, including the Congress, the Left parties and the <keyword id="6354265" type="ORGANIZATION" weightage="20" keywordseo="samajwadi-party">Samajwadi Party</keyword>, have asked the Commission not to allow the Central government to present the budget as scheduled because sops that could be announced may influence voters. 
 "The Commission has received one representation sent by some political parties. This representation is with regards to presentation of the budget. The Commission is examining this representation and in due course of time will take a call on this,” Chief Election Commissioner <keyword id="141382" type="PERSON" weightage="20" keywordseo="Nasim-Zaidi">Nasim Zaidi</keyword> said. 
 "This is a constitutional requirement...There is no tradition like that,” said <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword>. 
 
He said if demonetisation was not so popular, political parties shouldn't be worried. He said the object of an early budget is so that spending can start from April 1.

 Along with the <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> election, three states — <keyword id="37102" type="COMPANY" weightage="40" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword>, Odisha and <keyword id="48118" type="CITY" weightage="40" keywordseo="Sikkim">Sikkim</keyword> — will also go to the polls. 
 
Assembly elections in Delhi will have to wait till a new government at the Centre has been formed. The nine days when polling will be held are April 7, 9, 10, 12, 17, 24 and 30 and May 7 and 12. The model code of conduct has kicked in with immediate effect.

 Announcing the schedule, chief election commissioner V S Sampath, flanked by election commissioners V S <keyword id="153539" type="PERSON" weightage="40" keywordseo="Brahma">Brahma</keyword> and <keyword id="141382" type="PERSON" weightage="40" keywordseo="Nasim-Zaidi">Nasim Zaidi</keyword>, appealed to all political parties and candidates to “uphold the peerless democratic traditions by maintaining high standards of political discourse and fair play in the course of their election campaigns”. Sampath said, “We appeal to the leaders of all political parties, especially their star campaigners , to refrain from using language that is against decorum and decency”.

New Delhi, Apr 23 () The Election Commission has taken note of changes made by South Korea in procedures while holding its parliamentary polls amid the coronavirus outbreak and said it will consider modifications as required and suited to the Indian context wherever elections need to be held in this kind of pandemic environment."Our people are studying the modifications made by South Korea in procedures while holding elections," Election Commissioner Ashok Lavasa told . The Election Commission, Lavasa pointed out, will take into consideration the modifications that have been necessitated where polls have taken place, or might have to be conducted "in this kind of pandemic environment". Responding to a question on how the poll campaign and conduct of elections will be affected if the coronavirus pandemic refuses to die down soon, the election commissioner said whatever measures are to be taken will be taken in consultation with the health authorities of the country and the stakeholders. He, however, added that much will depend on how long the present situation continues. "If this persists, some modifications of the existing procedures might be required," he said. However, he added that it was "too early" to say whether COVID19 would have a bearing on future Indian elections. "The Bihar Assembly polls are still some months away," an EC functionary pointed out. The term of the present Bihar Assembly ends in November. In March, the poll panel had deferred Rajya Sabha elections to 18 seats due to the coronavirus outbreak. No fresh dates have been announced yet. Former chief election commissioner O P Rawat was of the view that the virus would not have a bearing on future elections. He said in the past too, there had been outbreaks of virus but elections were held without making changes in the system. Nasim Zaidi, another former chief election commissioner, suggested that the poll panel should set up a task force to "review" standard operating procedures for holding elections. "In the light of the disease and depending on how things unfold, stakeholders, including political parties, the EC and health officials will have to apply their mind on SOPs relating to precautions to be taken in each step of holding elections right from filing nominations to actual voting," he said. The use of indelible ink by a single brush also needs to be considered during such virus outbreaks, he pointed out. According to media reports, voters in South Korea wore masks and disposable gloves and followed social distancing norms. After their temperature was taken, they were allowed to cast their ballot. "This can be done here too, if the need arises. A pencil-like object can be given a press button on the EVM to avoid direct contact. The object can then be disposed of," Zaidi suggested.
