The Gordian knot enveloping the <keyword id="6362586" type="General" weightage="100" keywordseo="naga" source="Orion">Naga</keyword> peace talks could not be untied through the year gone-by, as a final agreement acceptable to all sides remained elusive with Naga rebels and the Centre agreeing to disagree on two key issues. The coming of Centre's new interlocutor for Naga Peace talks, A K <keyword id="6377546" type="General" weightage="50" keywordseo="mishra" source="Orion">Mishra</keyword> to Dimapur in <keyword id="50015" type="General" weightage="80" keywordseo="nagaland" source="Orion">Nagaland</keyword> earlier last year and holding parleys with representatives of various Naga groups and other stakeholders in an effort to resolve the vexed problem had spread hope that a solution to the decades long insurgency in the state would come as a welcome Christmas gift. Mishra met the leadership of National Socialist Council of Nagaland (Isac-Muivah) including veteran leader <keyword id="172954" type="General" weightage="50" keywordseo="th-muivah" source="Orion">Th Muivah</keyword> inside the group's headquarters in Hebron, a first in the history of such talks. A former special director of the Intelligence Bureau, Mishra succeeded the last Interlocutor and Nagaland Governor R N Ravi, who was transferred to <keyword id="20154" type="General" weightage="50" keywordseo="tamil-nadu" source="Orion">Tamil Nadu</keyword> as the Governor in September last year. After this, the negotiations continued in Delhi with Muivah and other leaders of the group for several rounds, but a final settlement remained elusive, as the NSCN-IM remained adamant on its demand for a separate flag and constitution for the Nagas. A demand, which till now has not favour with the Centre. However, while marking the 25th year of ceasefire with the Centre, the NSCN-IM has assured it will continue to uphold the ceasefire. The reassurance was made by the Ceasefire Monitoring Cell (CFMC) of the NSCN-IM on completion of 25 years of ceasefire agreement with the GoI entered on July 25, 1997. The Government of India has been holding separate dialogue with the NSCN-IM and the Working Committee of Naga National Political Groups (NNPGs) since 1997 and 2017 respectively. NNPGs comprise of at least seven Naga groups. It inked the Framework Agreement with NSCN-IM in August 2015 and the Agreed Position with NNPGs in November 2017. While NNPGs have agreed to accept a solution and continue the dialogue, the NSCN-IM has been rigid on its demand for a separate flag and constitution for the Nagas. "They (Naga negotiators) have come back from Delhi and nothing is likely to happen before Christmas as talks will resume only after the festive season," Nagaland Chief Minister Neiphiu Rio had said last month. On the other hand, the Centre heeded to the cry of the people of the State for removal of Armed Forces Special Powers Act (AFSPA) 1958 from Nagaland. On March 31, the Centre announced withdrawal of AFSPA 1958 from 15 police stations in 7 districts in Nagaland with effect from April 1, which was welcomed by the State government but rejected by Naga civil societies demanding complete repeal of the Act from the State. AFSPA was imposed in the entire state of Nagaland from 1958 to curb the Naga insurgency movement. A demand from people residing in six districts supported by the Eastern Nagaland People's Organisation (ENPO) for a separate state – 'Frontier Nagaland' – too remained a chimera. The ENPO, an apex body of the seven tribes from the six districts – Mon, Tuensang, Longleng, Kiphire, Noklak and Shamator, had started seeking a separate state from 2010 and in August this year announced a boycott of the Hornbill Festival held from December 1 to 10, to highlight the demand . Naga peace accord: A tale of so near, yet so far

The <keyword id="324324" type="General" weightage="20" keywordseo="Nagaland-government" source="Orion">Nagaland government</keyword> on Sunday announced an <keyword id="74892" type="General" weightage="20" keywordseo="ex-gratia" source="Orion">ex-gratia</keyword> of ₹5 lakh each to the families of the 13 people killed in firing by security forces in Mon district where Chief Minister <keyword id="337210" type="General" weightage="20" keywordseo="neiphiu-rio" source="Orion">Neiphiu Rio</keyword> will make a visit on December 6. The state government also decided to set up a High Level <keyword id="6367920" type="General" weightage="20" keywordseo="Special-Investigation-Team" source="Orion">Special Investigation Team</keyword> (SIT) led by an IGP level officer to probe the incident that took place on Saturday evening, according to an official statement. The state government has condemned the incident in Oting village area of Mon district that resulted in the death of 13 civilians, <keyword id="50015" type="General" weightage="20" keywordseo="nagaland" source="Orion">Nagaland</keyword> Chief Secretary J Alam said in the statement. He said an ex-gratia of ₹5 lakh will be paid to the next of kin of the 13 deceased while the state government will bear the cost of medical treatment of the injured persons. Thirteen civilians were killed and 11 others injured by security forces in two consecutive incidents of firing, the first of which was possibly a case of mistaken identity. Senior minister <keyword id="2933251" type="General" weightage="20" keywordseo="p-paiwang-konyak" source="Orion">P Paiwang Konyak</keyword> led a team of officers including the director general of police reached Oting village to monitor the situation, Alam said. He said two state government helicopters were pressed into service for emergency relief operations and four injured persons were airlifted from Mon to Dimapur for further medical treatment. Health and Family Welfare Minister S Pangyu Phom also visited the injured at the Referral Hospital, Dimapur. Deputy Chief Minister Y Patton who was in New Delhi rushed back and went to Mon directly from Guwahati, Alam said. Chief Minister Neiphiu Rio will be visiting Mon on Monday morning accompanied by his cabinet colleagues and senior government officers to take an on the spot assessment of the situation and pay respect to the deceased, he said. Rio will interact with state government functionaries and civil society organisation leaders in Mon. The state government once again assures people that no stone will be left unturned to ensure that justice prevails and appropriate actions as per the law of the land are taken, said Alam. Meanwhile, The NSCN(IM) which is holding peace talks with the Centre on the Naga political issue, condemned the killing of civilians by security forces and said it is a 'Black day' for the Naga people. "Such a barbaric act of killing innocent people is against humanity and those responsible for such heinous acts should be brought to justice," it said. Nagaland government announces  ex-gratia of ₹5 lakh each to the families of 13 people who died in firing by security forces in Mon district

<a href="http://www.businessinsider.in/searchresult.cms?query=nagaland">Nagaland</a>, Namagese and tribal communities come together as a single identity to describe what this tiny state may be. But, that’s not all because there are more than 28 tribal groups in and around Nagaland. This tiny speck on the map of India has assumed a lot of significance since over last six decades owing to insurgency and demands of autonomy. Nagaland was not <a href="http://www.businessinsider.in/searchresult.cms?query=kashmir">Kashmir</a> that was mired in controversies, but it was equally restless and significant for India to ensure the state stayed together with its ethnic identity intact. 
 
The problem that haunted Nagaland was unaddressed for long. Or, the due diligence in the matter was perhaps not so much of a priority to government of India owing to the fact that this was a North Eastern State. Unrest hardly travelled to Delhi, till late. 
 
This must be <a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi">Prime Minister Narendra </a><a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi">Modi</a>’s greatest of achievements and in fact, a ‘swacch bharat aandolan’ in spirit and practice. <a href="http://www.businessinsider.com/r-india-signs-peace-accord-with-militant-tribal-separatists-2015-8?IR=T">Nagaland Peace Accord</a> means much more than an agreement, which was drawn up on an issue that was raging since long. And, it has been cleaned up for good, at least for the time being. Though the peace accord needs to be taken with a pinch of salt, as mentioned by the experts, there are more reasons to cheer this homecoming. For, Nagaland can breathe easy now, and so can the rest of India. 
 
Caution would be that the peace agreements in the past have been reduced to nothing. For instance, the nine-point agreement of 1947, and 16-point agreement of 1960 and Shillong Accord of 1975 did raise hopes of peace, whenever they came by. 
 
The most recent Naga Peace Accord is something that brings cheer out on the streets. It is considered positive. There is a sense of optimism, for it puts to an end decades of violence and draining of resources. Nagaland is a state that’s crucial for India’s security along the international borders for the state has Myanmar and China well within its reach. Though India has a clear understanding with Myanmar, China has always been a friend who India would rather tread cautiously about. 
 Just a few days ago, the NDA government announced its historic peace accord with the <keyword id="389347" type="ORGANIZATION" weightage="100" keywordseo="National-Socialist-Council-of-Nagaland">National Socialist Council of Nagaland</keyword> (Isak-Muivah). This has created great amount of curiosity within the ethnic communities of Nagaland who have a stake in the peace accord, and among the people of Manipur as to what are the contents of the document. 
 
What came by as truce between the government and rebel groups? Will the terms of the agreement tread further path from Shillong Agreement that came by in 1975? NSCN was formed right after that peace agreement was signed between rebel groups and Indian government. 
 
In fact, NSCN was the body that started demanding for ‘greater Nagaland’ or ‘Nagalim’ a sovereign Naga territory that would exist between Indian and Myanmar. It rejected the national or state boundaries and set out to mark areas that were inhabited by Nagas in Manipur, Assam, Arunachal Pradesh and Myanmar. Hence, the agreement between NSCN and Government has raised quite a bit of curiosity. 
 
News is rife that government of India has promised that there would be no altering of borders or territorial boundaries of the states. Greater security and cultural integration of Nagas living in other parts of the country would be done seamlessly, so as to ensure they are absorbed into the mainstream without having to stand out in separate identity. 
 
Would this soon complicate situation further in states such as Assam, Meghalaya, Mizoram and Manipur which somewhat share the identity and seem to have more or less typical problems such as Nagaland? Time would hold a key to this answer because if India has indeed succeeded in creating peace in Nagaland, tribal states that come under sixth schedule of Indian constitution for their identity as ethnic states, there would be some changes in the power structure in the days to come. 
 
If the central government reduces its interference in NE states, thus granting them an uncertain autonomy, the financial structure will have to be planned out well since in the given situation, Imphal is the sole breadwinner for Manipur, including some of the pockets that Nagaland wanted to be part of its larger ‘Nagalim’. 
 
Naga political groups have been playing a crucial role in making the dream of Nagalim, a tangible one. Will they be satiated with the promises that are made in the Peace Accord? Only time can tell. As of now, truce has settled in Nagaland, and India is happy about having secured its borders without fearing Chinese insurgency.
