The callousness of the painstakingly collected controversial data — which shows if a person is a bonafide Indian citizen or not — left people angry and amused. Users on social media have pointed out that individuals are more careful about renewing their Netflix and Amazon Prime subscriptions than the government is about <a href="https://www.businessinsider.in/assam-government-is-going-to-publish-the-full-nrc-check-your-name-in-nrc-list-at-www-nrcassam-nic-in/articleshow/70875982.cms">NRC data</a>. The government which seems to have forgotten to renew its cloud subscription however, doesn’t seem to think it’s a very big issue. According to the NRC State Coordinator Hitesh Dev Sarma, there’s nothing wrong afoot. He said that — the data only went offline only because the government didn’t renew their cloud storage with the Indian IT firm Wipro. The contract expired in October 2019 — five months back. "So, the data got offline from December 15 after it was suspended by Wipro. I assumed charge on December 24," Sarma told PTI, washing his hands off the issue. Two months down the line, the government still doesn’t have a new partner or a new contract with Wipro. However, Sarma promises that the data will be back online in another two to three days and available to the public.

 Something feels fishy Indians who are already protesting NRC — as well as the National Population Register (NPR) — do not believe in coincidences. The Leader of the Opposition in the Assam Assembly — Debabrata Saikia — has written to the Registrar General of India to look into the matter. According to him, this may have been a "malafide act" — a preemptive move with ill-intentions. "It is a mystery as to why the online data should vanish all of a sudden, especially as the appeals process has not even started due to the go-slow attitude adopted by the NRC Authority," Saikia wrote. "This act also violates the rules pertaining to the NRC, which stipulates various processes post-publication of the NRC," he added.

 Although the data is no longer visible online, it doesn’t mean that the data has disappeared altogether. Wipro is yet to reply to Business Insider’s request for more information on the issue. However, it is likely that the data is still saved on servers. It will be brought back online once the government renews its contract. Significance of the NRC The NRC was implemented for Assam in 2019 — although the allowance for the register was added to the Citizenship Act in a 2003 amendment. And, the central government has plans to <a href="https://www.businessinsider.in/india/news/nrc-process-to-be-carried-out-in-entire-country-amit-shah-in-rajya-sabha/articleshow/72142280.cms">implement it for the rest of the country</a> in 2021. However, <a href="https://frontline.thehindu.com/cover-story/article30431601.ece">protests</a> in different parts of the country — from the national capital to Tamil Nadu — have voiced their opposition to any such move. Citizens are disenchanted with the measure in anticipation of more detention centres and the skewed ratio of depriving Muslims of citizenship.

 Critics say the NRC combined with the Citizenship Amendment Act (CAA) is a way of <a href="https://www.indiatoday.in/india/story/expert-view-does-india-need-caa-npr-nrc-1635665-2020-01-10">stoking religious tensions</a>. In August 2019, 1.9 million people in Assam were excluded from the register, which means they won’t be considered as ‘legal’ citizens of the state. <a href="https://amnesty.org.in/news-update/uncertain-destiny-for-millions-in-assam-post-nrc/">Amnesty International</a> criticized the move which leaves millions with an uncertain future. "Assam is on the brink of a crisis which would not only lead to a loss of nationality and liberty of a large group of people but also the erosion of their basic rights – severely affecting the lives of generations to come," said Aakar Patel, head of Amnesty International India. The database going offline is not going to help the government’s cause to collect more data - especially when people are already wary of its possible misuse. New Delhi, Feb 12 () With Assam's NRC data going offline, IT major Wipro on Wednesday said authorities concerned did not renew the services contract for the project after it expired in October 2019.After a rigorous tender process, Wipro was appointed as the system integrator for the National Register of Citizens (NRC) project in Assam in 2014, as per the company.In an e-mailed statement, the Bengaluru-based company said it had continued to pay the hosting service fee until January end "as a gesture of goodwill" and that it is willing to continue providing these services if the agreement is renewed by the authorities."The project was commissioned by the Registrar General of India and the Ministry of Home Affairs, and was monitored by the Honourable Supreme Court of India."As an IT services provider, Wipro was tasked with providing the technical architecture and technology solutions for the project," it said.The company's statement comes hours after the central government said the NRC data in Assam is safe even though some technical issues were visible and that would be resolved soon."The IT Services Contract was not renewed by the authorities upon its expiry in October, 2019. However, as a gesture of goodwill, Wipro continued to pay the hosting service fee until January-end, 2020," Wipro said in the statement.However, Wipro did not comment on the quantum of dues or whether discussions were underway to resolve the issue. The complete details about the NRC exercise was uploaded on the official website 'www.nrcassam.nic.in' after the final list was published on August 31, 2019.However, the data is not available for the last couple of days and it has created panic, mostly among the people excluded from the list as the rejection certificates were yet to be issued."The NRC data is safe. Some technical issues are in visibility on cloud. These are being resolved soon," a home ministry spokesperson said.On Tuesday, NRC State Coordinator Hitesh Dev Sarma said the data has been made offline, but refuted the allegation of any "malafide" intent in it.The cloud service for the huge set of data was provided by Wipro and the contract was till October last year. However, this was not renewed by the previous coordinator. So, the data got offline from December 15 after it was suspended by Wipro, Sarma had said.He had said also the state coordination committee had decided to do necessary formalities in its meeting on January 30 and wrote to Wipro during the first week of February."Once Wipro makes the data live, it will be available for public. Assam NRC data: Wipro says IT services contract not renewed after October 2019

Expressing concerns over the <keyword id="301436" type="ORGANIZATION" weightage="20" keywordseo="NRC">NRC</keyword> exercise in <keyword id="6354915" type="LOCATION" weightage="20" keywordseo="assam">Assam</keyword>, the United States Commission for International Religious Freedom (<keyword id="1279363" type="COMPANY" weightage="20" keywordseo="USCIRF">USCIRF</keyword>) has said that close to two million long-time residents of the northeastern state in India may soon be deemed stateless and alleged that they are being stripped of their citizenship "without a fair, transparent, and well-regulated" process. The National Register of Citizens (NRC) is a register containing names of all genuine Indian citizens.The process to update the register in Assam began following a Supreme Court order in 2013, with the state's nearly 33 million people having to prove that they were Indian nationals prior to March 24, 1971. The updated final NRC was released on August 31, with over 1.9 million applicants failing to make it to the list. In a report on the religious freedom implications of the NRC, the USCIRF noted that 1.9 million names of residents of Assam have been left off the updated list and expressed concerns about how the exercise is being used to target and disenfranchise the Muslim population. "Close to two million long-time residents of Assam may soon be deemed stateless. They are being stripped of their citizenship without a fair, transparent, and well-regulated NRC process," USCIRF commissioner Anurima Bhargava said on Tuesday. "Worse yet is that Indian political officials have repeatedly conveyed their intent to direct and use the NRC process to isolate and push out Muslims in Assam. And now, across India, political leaders are seeking to expand the NRC and implement different citizenship standards for Muslims altogether," said Bhargava, who testified before a congressional commission on the issue last week. USCIRF chair Tony Perkins said the updated NRC and subsequent actions of the Indian government are essentially creating "a religious test for citizenship" to target the vulnerable Muslim community, and urged the Indian government to protect the rights of all of its religious minorities as enshrined in the Constitution. In its 2019 Annual Report, the USCIRF classified India as a "Tier 2" country for engaging in or tolerating religious freedom violations that meet at least one of the elements of the "systematic, ongoing, egregious" standard for designation as a "country of particular concern," or CPC, under the International Religious Freedom Act. The India chapter of the report expressed concern that the NRC is "an intentional effort to discriminate and/or has the effect of discriminating against Muslims." Assam has seen a huge influx from other places, particularly Bangladesh, since the early 20th century. It did not stop even after Independence, with a large number of illegal immigrants from Bangladesh, both Hindus and Muslims, settling there. Updating of NRC is a statutory, transparent, legal process mandated by the Supreme Court of India. This is not an executive-driven process, the Ministry of External Affairs has said in response to questions on the NRC. "The process is being monitored by the Supreme Court directly and the government is acting in accordance with the directives issued by the court. The apex court of the land has itself set the deadlines for all steps that have been taken so far," it said in a detailed statement in September. The statement also said that the NRC is a fair process based on scientific methods. "It is a non-discriminatory process, which leaves no room for bias and injustice. As can be seen from the application form for data entry in NRC, there was no column in the application asking for religion of the applicant," the statement said, adding that anyone excluded from the list has a right to file an appeal within 120 days of receiving a notification exclusion, to the designated Tribunal.

The database will have details including name, relationship with the household head, father and mother’s names, spouse’s name if married, sex, gender, marital status, place of birth, nationality as declared by the individual, present address, duration of stay in the given address, address of the permanent residence, educational qualification and occupation. The center has confirmed that the information given under the NPR just presents what the person has to say about himself or herself. No supporting documents of proof and bio-metric will be needed for this purpose. NPR is different from census and NRC NPR and Census are not the same. NPR will present only the demographic information about every resident. Census is more comprehensive giving details like literacy and education, housing details, economic activity, and amenities owned in addition to man others. Data gathered for census is useful to the government to decide the nationwide growth and the various inputs required for the several policies by the government. NRC or National Register of Citizens is the database of Indian citizens which will demand proof of residence from the individuals entered in the database, whereas NPR does not. NPR has got nothing to do with citizenship. It is used by the government only to help the government design the different welfare projects.

The government is all set to carry out two mega exercises -- the Census and the update of the <keyword id="101292" type="ORGANIZATION" weightage="20" keywordseo="National-Population-Register">National Population Register</keyword> (NPR) across the country involving every resident next year. Below are the objectives, characteristics and differences between the NPR and the Census. The National Population Register (NPR):
 The NPR is a register of usual residents of the country. It is being prepared at the local (village/sub-town), subdistrict, district, state and national level under provisions of the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.
 A usual resident is defined, for the purposes of the NPR, as a person who has resided in a local area for the past six months or more, or a person who intends to reside in that area for the next six months. The law compulsorily seeks to register every citizen of India and issue a national identity card.
 The NPR exercise will be carried out between April and September 2020 in all states and UTs, except Assam, along with the house listing phase of the census exercise.
 Assam has been excluded because the National Register of Citizens (NRC) exercise has already been conducted in the state.
 The objective of the NPR, being carried out under the aegis of the Registrar General and ex-Officio Census Commissioner, India, is to create a comprehensive identity database of every usual resident in the country. The database would contain demographic as well as biometric particulars.
 The demographic details of every individual are required for every usual resident: name, relationship to head of household, father's name, mother's name, spouse's name (if married), sex, date of birth, marital status, place of birth, nationality (as declared), present address of usual residence, duration of stay at present address, permanent residential address, occupation, educational qualification.
 The data for NPR was last collected in 2010 along with the house listing phase of the Census 2011. Updating of this data was done during 2015 by conducting door to door survey.
 A gazette notification for the forthcoming NPR has been published by the central government in August.
 On Tuesday, the Union Cabinet approved funds to the tune of over Rs 8,500 crore for the NPR exercise. 
 The Census:
 The decennial census is the largest single source of a variety of statistical information on different characteristics of the people of India conducted on the basis of the Census Act enacted in 1948.
 The census, 2021 will be done in two phases. In the first phase, the work of house-listing or housing census will be conducted from April to September, 2020. In the second phase, the enumeration of population will be done from February 9 to February 28, 2021 with reference moment as 00:00 hours of March 1, 2021.
 For snow-bound areas in Jammu and Kashmir, Himachal Pradesh and Uttarakhand, the reference date will be October 1, 2020.
 The census is the basis for reviewing the country's progress in the past decade, monitoring the ongoing schemes of the government and plan for the future.
 The census provides detailed and authentic information on demography, economic activity, literacy and education, housing and household amenities, urbanisation, fertility and mortality, scheduled castes and scheduled tribes, language, religion, migration, disability besides others.
 The enumerators also collect data related to cultivators and agricultural labourers, their sex, occupational classification of workers in non-households industry, trade, business, profession or service by class of worker and sex.
 There will be detailed survey on gender and literacy rate, number of towns, slum households and their population.
 Information is also collected on sources of potable water, energy, irrigation, method of farming, whether a house is concrete, thatched or others.
 With a history of more than 130 years, this reliable, time tested exercise has been bringing out a veritable wealth of statistics every 10 years, beginning from 1872 when the first census was conducted in India non-synchronously in different parts.
 The government of India decided in May 1949 to initiate steps for developing systematic collection of statistics on the size of population, its growth, etc., and established an organisation in the Ministry of Home Affairs under Registrar General and ex-Officio Census Commissioner, India.
 This organisation was made responsible for generating data on population statistics including vital statistics and census. Later, this office was also entrusted with the responsibility of implementation of Registration of Births and Deaths Act, 1969 in the country.
