These subjects were done away with in 2022, in accordance with a Madras High Court directive. The revised curriculum under forensic medicine and toxicology also includes "describe legal competencies including Bharatiya Nagarika Suraksha Sanhita (BNSS), Bharatiya Nyay Sanhita (BNS), Bharatiya Sakshya Adhiniyam (BSA)" besides "Protection of Children from Sexual Offences Act (POCSO), Civil and Criminal Cases, Inquest (Police Inquest and Magistrate's Inquest), cognisable and Non-cognisable offences". "It was time to have a relook at all aspects of the various components in the existing regulations and guidelines, and adapt them to the changing demography, socio-economic context, perceptions, values, advancements in medical education and expectations of stakeholders," the NMC said in its Competency-Based Medical Education Curriculum (CBME) Guidelines, 2024. The result is an outcome-driven curriculum which conforms to global trends. Emphasis is laid on alignment and integration of subjects both horizontally and vertically while respecting the strengths and necessity of subject-based instruction and assessment, it said. The undergraduate medical education programme is designed with the goal of creating an "Indian Medical Graduate" (IMG) possessing requisite knowledge, skills, attitudes, values and responsiveness, so that she or he may function appropriately and effectively as a physician of first contact of the community while being globally relevant. "To achieve this, the following national and institutional goals for the learner of the Indian Medical Graduate training program are hereby prescribed. "The first contact physician needs to be skilful to perform duties of primary care physician and have requisite skills for promotive, preventative, rehabilitative, palliative care and referral services," the document said.

Around 3,0000 <keyword id="7803810" type="General" weightage="20" keywordseo="non-medical-teachers" source="Orion">non-medical teachers</keyword> are on the 'verge of losing their jobs' after the new guidelines of the <keyword id="3514079" type="General" weightage="20" keywordseo="national-medical-commission" source="Orion">National Medical Commission</keyword> (NMC) that has drastically reduced the post of non-medical MSc teachers in the medical colleges across the country. The National MSc Medical Teachers Association (NMMTA), the body representing non-medical teachers, has approached the Health Ministry seeking a rollback of the decision as nearly 3,000 non-medical teachers are feared to face a <keyword id="183112" type="General" weightage="20" keywordseo="job-crisis" source="Orion">job crisis</keyword> with the National Medical Commission reducing the posts for their recruitment. Seeking to revoke the guidelines, NMMTA said, in a letter submitted to the ministry, that the rollback will address the faculty crisis in the institutions and help the teachers. In the guidelines issued by the medical education regulator in October 2020, the permissible intake of non-medical faculty had come down from 30 per cent to 15 per cent in anatomy and physiology, from 50 per cent to 15 per cent in biochemistry, and from 30 per cent to 0 per cent in microbiology and pharmacology. The NMC has claimed that these guidelines would not affect the current faculties already in employment and would be applicable to new medical colleges, new appointments and colleges seeking MBBS seat enhancements. "The practice of involving non-doctors in medical education in non-clinical subjects is a global phenomenon. The erstwhile <keyword id="49468" type="General" weightage="20" keywordseo="medical-council-of-india" source="Orion">Medical Council of India</keyword> (MCI) had stated that the 'intellectual cross-fertilisation with diverse intellectual streams is vital for medical education' with respect to the participation of non-medical M.Sc/Ph.D teachers in medical education. There is no need to divert away from this wisdom," NAMMTA told IANS. The practice of appointing teachers in the non-clinical subjects of the MBBS education started back in 1960, when the MCI allowed these teachers in the medical colleges to bridge the gap of shortage of doctors. As per the Teachers' Eligibility and Qualifications guidelines of the MCI, up to 30 per cent (50 per cent in Biochemistry) of teachers in the non-clinical subjects of Anatomy, Physiology, Pharmacology &amp; Microbiology could be 'non-medical' subjected to unavailability of medical (MBBS/MD) qualified teachers. Sridhar Rao, president of the NMMTA, said while there has been an increase in MD seats in the non-clinical subjects, 40-50 per cent of them remain vacant each year, which would only mean that the faculty shortage is likely to continue. "The shortage are more pronounced in the colleges located in rural, remote or hilly areas, where the availability of medical teachers is generally poor. Introduction of the new MBBS curriculum isn't a concern as all teachers are being trained to implement it," Rao asserted. He also said that while rejecting a prior proposal to do away with the provision of appointing M.Sc./Ph.D. teachers, the Board of Governors in supersession of the MCI in January, 2020 had cited the shortage of faculty in the institutions. While talking to IANS, Rao said that as per the NMC Act, NMMTA had filed first appeal with the NMC, which was rejected without any consideration. A second appeal has been filed with the health ministry, which is under consideration. "We are not seeking a new policy direction that might warrant the constitution of a new committee. We seek the restoration of the erstwhile MCI rules. We are not even seeking reservation. We are asking for the restoration of what was snatched away from us," said NMMTA president, adding that, "it will create an artificial crisis of teachers and resultantly the medical education would become costlier in India." Around 3,000 non-medical teachers fear 'job crisis' after NMC guidelines

The air quality remained very poor on Sunday morning, authorities here said. The city recorded its air quality index (<keyword id="2578389" type="General" weightage="20" keywordseo="aqi" source="Orion">AQI</keyword>) at 382 at 9 am. The 24-hour average AQI was 374 on Saturday. "The environment department has directed to close all the schools with immediate effect till further orders of the <keyword id="10232702" type="General" weightage="20" keywordseo="commission-for-air-quality-management" source="Orion">Commission for Air Quality Management</keyword> in NCR and adjoining areas. Therefore, all government and private schools will remain closed till further orders," Additional Director of Education Rita Sharma said. "However, online teaching learning activities and the examinations for board classes would be conducted as per guidelines issued earlier," the official said. The Delhi government had on November 13 announced closure of schools and other educational institutions in view of the deteriorating air quality in Delhi. Schools had reopened for all classes from November 1, after nearly 19 months of closure due to COVID-19. Union Cabinet likely to approve on Wednesday bills for withdrawal of farm laws

Nagpur, May 6 () The Bombay High Court has directedthe Union government, Maharashtra government and the civicbody to respond to a petition against the lockdownrestrictions in Nagpur city. Justice A S Kilor passed the order after a lateevening hearing on Tuesday on the petition filed by advocatesPrakash Jaiswal, Kishore Lambat, Kamal Satuja, Manoj Sable andShreerang Bhandarkar.The petition challenged a notification issued by theNagpur Municipal Commissioner Tukaram Mundhe on Sunday,informing that the restrictions which were in place till May 3will continue during the extended lockdown till May 17.The court sought affidavits in reply from the Center,state and the NMC and adjourned the hearing to May 8.The petition said that the Union government on May 2issued guidelines under which all the districts were dividedinto red, orange and green zones depending on the severity ofcoronavirus spread, prescribing varying restrictions in eachzone.The Maharashtra government also issued guidelines,allowing stand-alone shops, liquor outlets and private officesto reopen in non-containment zones. This relaxation wasextended to shops in the red zone too, said the plea.Though Nagpur is in the red zone, the central andstate-level guidelines permitted liquor shops and stand-aloneshops to open and private offices to function with 33 per centstrength, the petition said."However, on the same day, the Nagpur civic bodythrough its commissioner altered the guidelines issued by theUnion government on the ground that considering the number ofCOVID-19 positive cases in Nagpur, it was necessary toimplementeven more strict measures during the lockdown periodtill May 17," it said. The "revised" lockdown in Nagpur is on par with thelockdown imposed in Mumbai, Pune and Malegaon (in Nashikdistrict), the plea said. "The notification issued by the Nagpur civic body isabuse of power and passed without any authority under law, andis illegal, arbitrary, unreasonable and perverse, whichdeserves to be quashed," the petition said.
