The economic impact of an <keyword id="2074705" type="UNKNOWN" weightage="100" keywordseo="Expressway-network">expressway network</keyword> criss-crossing the country is all too obvious and the <keyword id="6404450" type="ORGANIZATION" weightage="100" keywordseo="Ministry-of-Road-Transport-and-Highways">Ministry of Road Transport and Highways</keyword> (MoRTH) has already recommended a total <keyword id="2074707" type="UNKNOWN" weightage="100" keywordseo="E-way-network">e-way network</keyword> of about 18,637 km in the country. Development work is being done in three phases and is scheduled to be completed by 2022. During the Interim Budget, <keyword id="6355261" type="POSITION" weightage="60" keywordseo="Finance-minister">Finance Minister</keyword> <keyword id="43940" type="PERSON" weightage="60" keywordseo="P-Chidambaram">P Chidambaram</keyword> also told the Parliament the road network in the country witnessed over sevenfold increase at 3.89 lakh km over the past decade. 
 Does that mean we may soon see an <keyword id="2074709" type="UNKNOWN" weightage="100" keywordseo="E-way-ecosystem">e-way ecosystem</keyword> similar to the interstate system in the US? It’s even better than chugging along the countryside in a train. You can stop any time you want – to sample some chatpati chaat and a steaming cuppa of chai at a roadside dhaba; to talk to people; to take a dekko at local interests or simply laze an hour or two in shine or rain with the greens around you and the fresh smell of soil floating in the air.

Infrastructure development in India has undergone a sea change over the past few years and the country currently boasts the <keyword id="2034191" type="UNKNOWN" weightage="100" keywordseo="Second-largest-road-network">second largest road network</keyword> in the world, with a road length of over 4,689,842 km, as per 2013 data from the <keyword id="6404450" type="ORGANIZATION" weightage="100" keywordseo="Ministry-of-Road-Transport-and-Highways">Ministry of Road Transport and Highways</keyword>. 
 Starting from FY2012-13, the <keyword id="44734" type="ORGANIZATION" weightage="80" keywordseo="Indian-Government">Indian government</keyword> will be also putting $17 billion over the next five years, being sourced through public-private partnership (<keyword id="6361580" type="COMPANY" weightage="100" keywordseo="PPP">PPP</keyword>) road projects. This will be used by the <keyword id="87432" type="ORGANIZATION" weightage="100" keywordseo="National-Highways-Authority-of-India">National Highways Authority of India</keyword> (<keyword id="49448" type="ORGANIZATION" weightage="100" keywordseo="nhai">NHAI</keyword>) for the planned series of <keyword id="174913" type="ORGANIZATION" weightage="100" keywordseo="BOT">BOT</keyword> (build, operate and transfer) highways. In spite of several bottlenecks, the NHAI has set up impressive targets and aims to develop 20 km/day, in a bid to fast-track the country’s <keyword id="2034194" type="UNKNOWN" weightage="100" keywordseo="Road-network-expansion">road network expansion</keyword>. 
 As of July 2013, <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">national highways</keyword> account for 79,116 km, connecting all major cities and state capitals. Expressways, however, differ a bit in the sense they are controlled-access highways like the <keyword id="610047" type="UNKNOWN" weightage="100" keywordseo="freeways">freeways</keyword> or <keyword id="1333990" type="UNKNOWN" weightage="100" keywordseo="motorways">motorways</keyword> or autobahnen in the US and Europe, essentially designed for high-speed traffic. As of now, most of the expressways in India are 6-8 lane <keyword id="120837" type="UNKNOWN" weightage="100" keywordseo="toll-roads">toll roads</keyword> and cover a total distance of nearly 1,208.19 km. India expects to add another 3,530 km of expressways by 2014 as projects under construction get completed. In North India That Fulfil Your Need For Speed

A sixth-grade social science textbook that I read described India as a piece of fabric, with countless threads coloured in a myriad of majestic shades, woven together. This metaphor holds exceptionally well when put into the context of our <keyword id="22706215" type="General" weightage="20" keywordseo="handloom-industry" source="keywords">handloom industry</keyword>. India has a rich history of handlooms and weaving cultures. The culture of handlooms is so intricately woven into Indian culture, that there are whole towns dedicated to the same: <keyword id="248532" type="General" weightage="20" keywordseo="Chanderi" source="Orion">Chanderi</keyword> in Madhya Pradesh to Pochampally in Telangana and a dozen more! Unfortunately, the handloom industry in India is dying. The struggle is multi-faceted, ranging from a declining workforce to fierce competition from <keyword id="20496028" type="General" weightage="20" keywordseo="power-looms" source="keywords">power looms</keyword>. Hence, five years ago, August 7 was proclaimed <keyword id="22677698" type="General" weightage="20" keywordseo="National-Handloom-Day" source="keywords">National Handloom Day</keyword> in response to this crisis and to heighten public awareness. This date holds special historical significance, commemorating the initiation of the Swadeshi Movement in 1905—a pivotal act of defiance against British colonial rule. <h2>When did this industry come into existence?</h2>According to archaeological findings, the origins of handloom in the Indian subcontinent may be traced back to the Indus Valley Civilization. The Mughal Empire was known to support and patronise <keyword id="20258864" type="General" weightage="20" keywordseo="weavers" source="keywords">weavers</keyword>. The support from the royal patrons resulted in the invention of new textiles such as ‘Mulmul’ and ‘Banarasi Brocade’ among others. This era witnessed a heightened worldwide demand for Indian textiles. In the 17th century, India produced 25% of the world’s textiles, with Bengal accounting for more than 50% of textiles and 80% of silks imported by the Dutch from Asia. <h2>What led to the decline of the <keyword id="19934660" type="General" weightage="100" keywordseo="Indian-handloom" source="keywords">Indian handloom</keyword>?</h2>The East India Company's entry fuelled the industry's initial decline, which started in the 1830s. The weavers were obliged to sell only to the British, and that too at exceedingly cheap prices, virtually putting them out of business. On the other hand, Indian cloth was taxed excessively to promote machine-made British clothing. The Industrial Revolution in Britain strengthened their indigenous textile industry, giving rise to new markets for cheaper textiles. In India, the collapse of the Mughal aristocracies meant no access to royal patronage. As a result, textiles like Khadi and muslin had little demand in the market. Circling back to the present, the industry is facing both similar and new challenges. Fabrics made on power looms are cheaper and faster to produce, in comparison to handloom fabrics. The industry is largely unorganised, and the wages are shockingly low. 67% of <keyword id="22706216" type="General" weightage="20" keywordseo="handloom-workers" source="keywords">handloom workers</keyword> are earning less than the minimum wage every month. Faced with economic challenges, the older artisans are thus forced to encourage the newer generation to choose an alternative career path. This migration of the workforce from a traditional sector is evident from the fall in the number of weavers less than 35 years of age- from 26.13 lakh in 2009-10 to 16.07 lakh in 2019-20. The majority of weavers do not have access to banking facilities, let alone institutional credit. Furthermore, if one manages to accumulate credit, there is a mismatch between the supply and demand forces due to the lack of awareness about handwoven textiles in the current generation. <h2>Initiatives for revival</h2>The cultural significance of the Indian handloom isn’t just limited to its beauty and extravagance, but it extends to our independence struggle as well. The Swadeshi movement immortalised the charkha and advocated for the use of indigenous goods. Following independence, the Indian government took many measures to revive the handloom industry. In 1953, India’s Parliament approved the Khadi and Other Handloom Industries Development Act. In 1955, the All India Handloom Fabrics Marketing Cooperative Society was formed to promote the sale of fabrics produced by handloom cooperatives across India. The National Handloom Development Programme (NHDP) aimed to provide financial assistance for marketing and production. The Handloom Weavers’ Comprehensive Welfare Scheme offers health and life insurance to weavers, to ensure social security. The organisation commenced a fortnight-long exhibition, “VIRAASAT” dedicated to celebrating the 10th National Handloom Day began at Handloom Haat in Janpath, New Delhi on Saturday, 3rd August 2024, and will conclude on 16th August 2024. The Handloom Mark scheme was introduced to authenticate handloom products, thus enabling weavers to gain better market access and ensuring that consumers get genuine products. Moreover, the India Trade Portal also mentions that the GOI plans to provide financial assistance of Rs. 30 crore to at least 10,000 handlooms. Various state governments also regularly conduct handloom expos and fairs, providing platforms for weavers to showcase and sell their products directly to consumers. <h2>Contemporary Brands and their love for Indian handloom</h2>Modern, popular designers such as <keyword id="8264" type="General" weightage="20" keywordseo="Sabyasachi" source="Orion">Sabyasachi</keyword> and <keyword id="21493890" type="General" weightage="20" keywordseo="ritu-kumar" source="keywords">Ritu Kumar</keyword> are known to work closely with weavers and have been doing their part by bringing worldwide attention to the handloom industries. Recently, <keyword id="1472101" type="General" weightage="20" keywordseo="Ajrakh" source="Orion">Ajrakh</keyword> was brought into the limelight when Alia Bhatt wore a custom Abu Jani Sandeep Khosla Ajrakh saree to Joy Awards in Riyadh. However, it’s not just the fashion moguls who are working towards the revival of this industry. Contemporary indie brands are partnering with local weavers, and creating awareness about their work. The emergence of such indie brands and their association with local artisans is beneficial for both entities. For instance, Joskai Studio derives its name from ‘Joskai’, a woven piece of cloth worn as a part of the traditional costume of the Tiwa community of Assam. They work with artisans in northeast India, specifically from the weaving village of Saualkuchi in Assam. Rouka by Sreejith Jeevan is a Kerala-based brand that works strictly with weavers from Kerala, specifically Chendamangalam and Kuthampally. <h2>Employment and Exports</h2>According to the Indian Trade Portal, the Indian handloom sector is the country’s second-largest employer after agriculture in rural areas. The Handloom Census 2019-20 mentions that the industry employs about 35,22,512 workers across the country, with women forming 77.29% of the workforce. India is the second largest exporter of handloom products in the world, with exports valued at $ 353.9 million in 2017- 18, as per EXIM bank's working papers. The major handloom export centres are Karur, Panipat, Varanasi and Kannur where handloom products like bed linen, table linen, toilet linen, floor coverings, and embroidered textile materials and curtains etc. are produced for export markets. During April 2021-February 2022, India exported handloom products worth 1693 crore, as per Indian Trade Portal. Indian silk scarves also form a sizable chunk of total handloom exports, in addition to home textiles like carpets, rugs and mats, which constitute over 13.6% of India’s total handloom exports. <h2>The Path Forward</h2>The mere existence of organisations and allocation of funds isn’t enough to sustain the legacy of India’s rich handloom industry. Big corporations working with local weavers ensure employment but don't protect them from exploitation and meagre wages, leaving them vulnerable. The people in power ought to come up with strategies that ensure the trickle-down effect of the schemes and funds. The new generation of buyers has a greater purchasing power than the one before them. Marketing focused on bringing Indian handloom practices into the limelight can do wonders in this case.

Fabric of a nation: Sustaining India's handloom legacy in modern times

The central government awarded a total of 322 projects for the construction of 12,413 km roads under the '<keyword id="3647232" type="PERSON" weightage="20" keywordseo="bharatmala-pariyojana">Bharatmala Pariyojana</keyword>' till August, said a statement issued from the Ministry of Road Transport and Highways on Sunday. Till August, 2,921 km road has been constructed under the project. The Ministry of Road Transport and Highways has taken up detailed review of National Highways network and has given overall investment approval for Bharatmala Pariyojana Phase I Scheme for development of about 34,800 km (including 10,000 km residual NHDP stretches) at an estimated outlay of Rs 5,35,000 crore. Bharatmala Pariyojana is an umbrella program for the highways sector that focuses on optimizing efficiency of freight and passenger movement across the country by bridging critical infrastructure gaps through effective interventions like development of <keyword id="1951475" type="PERSON" weightage="20" keywordseo="economic-corridors">Economic Corridors</keyword>, Inter Corridors and Feeder Routes, National Corridor Efficiency Improvement, Border and International connectivity roads, Coastal and Port connectivity roads and Green-field expressways. "PNC Infratech has been declared the L1 (lowest) bidder for a NHAI project of 70-km long four laning of Unnao-Lalganj section of NH 232 A...in the state of Uttar Pradesh under NHDP IVB, to be executed on Hybrid Annuity Mode for a bid project cost of Rs 1,602 crore," the company said in a regulatory filing. Four firms participated in the bidding and the price bids have been opened on Thursday with PNC's bid being the lowest, it said. The project is to be constructed in 30 months and operated for 15 years post construction. This is the tenth hybrid annuity highway project secured by the company so far. Shares of PNC Infratech were trading at Rs 201.80 in afternoon trade on the BSE, higher by 1.43 per cent over its previous closing price. SID DRR

PNC Infratech emerges as lowest bidder for Rs 1,602 cr highway project in UP

New Delhi, Jan 15 () Highways sector allocation is expected to swell by about Rs 10,000 crore in the Budget for the next fiscal, a source said on Wednesday.
India has an ambitious highways building programme and under Bharatmala, the Road Transport and Highways Ministry has identified stretches for development of about 26,200 km length of economic corridors, 8,000 km of inter corridors, 7,500 km of feeder routes, 5,300 km border and international connectivity roads, 4,100 km coastal and port connectivity roads and 1,900 km expressways in near future.
"We expect the budgetary allocation for the highways sector to increase by Rs 8,000-10,000 crore," the source said.
The allocation for highways sector during the last budget was about Rs 83,000 crore.
In the last budget, the government had said that going beyond incremental growth, India has attained the fastest growth in highways building at 27 km a day and is all set for a quantum leap in transport infrastructure.
The road building pace has reached about 30 km a day at present.
The government had approved Bharatmala Pariyojana Phase-I in October, 2017 with an aggregate length of about 34,800 km (including 10,000 km residual NHDP stretches) at an estimated outlay of Rs 5.35 lakh crore.

Highways sector allocation may increase by Rs 10K cr in Budget

New Delhi, Dec 5 () Union Minister Nitin Gadkari expressed regret in the Lok Sabha on Thursday over hurdles like land acquisition and environment clearance faced by various road projects, saying the country must have a positive approach towards development.
Gadkari also asked all MPs to remain aware about road projects in their respective constituencies and help in resolving problems coming on the way of constructing roads and bridges.
"Everyone says 'stop the work'. No one says 'do the work'. The country has to have a positive approach and attitude towards development projects," he said during the Question Hour.
Describing the process of acquiring land and environment clearance as the major hurdles, the Union road transport and highways minister said environment and development have to go together.
"I am pro-environment. But environment and development have to go side by side," he said.
The minister said the government of India had approved Bharatmala Pariyojana Phase-I in October 2017 with an aggregate length of about 34,800 km (including 10,000 km residual NHDP stretches) at an estimated outlay of Rs 5,35,000 crore for development of various road projects.
The projects include about 9,000 km of economic corridors, about 6,000 km of inter-corridor and feeder roads, about 5,000 km of national corridors efficiency improvements, about 2,000 km of border and international connectivity roads, about 2,000 km of coastal and port connectivity roads, and about 800 km of expressways.
Gadkari said development of highway stretches is taken up post finalisation of alignment, cost estimates, land acquisition requirement etc., based on outcome of DPR/ feasibility study, project viability, inter-se-priority and availability of funds. ACB IJT

Against the backdrop of India’s promising growth story, compared to a flat global landscape, the Budget 2016-17 underscores the Government’s commitment to provide further impetus by way of a clear action plan for sustainable growth of India’s <keyword id="17408" type="PERSON" weightage="20" keywordseo="infrastructure">infrastructure</keyword> – the single largest investment opportunity in the world. 
	 
	In order to address a pressing backlog of infrastructure needs amid weak private sector appetite and global headwinds, the government takes the baton in its hand. Critically, sectors such as roads, shipping, power, renewable energy, ports have seen marked increases in allocations. 
	 Additionally, in a bid to encourage private sector participation, provisions for renegotiation of <keyword id="6361580" type="COMPANY" weightage="20" keywordseo="PPP">PPP</keyword> contracts have been spelt out and a Public Utility Resolution of Disputes Bill is also sought to be passed to solve problems in infrastructure contracts, PPP and public utilities. 
	 
	By continuing to maintain the delicate balance between the priorities for India and Bharat, Budget has created growth impulses for infrastructure sector and farmers alike. India’s extensive infrastructure needs are well known. Decades of underinvestment have created deficits in critical areas such roads, highways and railways. A combined budgetary allocation of Rs2.8 lakh crores for Roads and Railways will have an extremely positive impact on ensuring sustainable development of India’s infrastructure and encourage private participation. 
	 
	In particular, along with Pradhan Mantri Gram Sadak Yojana, the Road Sector continues to be a focus sector, with a dedicated budget allocation of Rs97,000 crores for development of roads and highways. 85% of projects are now back on track. Increase of more than 30% over planned expenditure, with a target to build 10,000 km of National Highways, has created positive sentiments. In addition, upgradation of 50,000 km of State Highways to National Highways will ensure development of roads in line with NHDP program. 
	 
	Sensing the financing needs of NHAI, the FM has also announced issuance of Rs. 15,000 Crores worth of tax free bonds. The ambitious yet achievable target of building 30 km of road per day will be instrumental in bridging the developmental gap since 2012-14 during which only 5,100 Km of road projects were awarded. 
	 
	Further, abolition of permit-raj and amendments in the Motor vehicles Act to bring in the Private Sector will not only help in more efficient public transport facilities but also drive job creation, entrepreneurship and start ups in the sector as well as push the 55 State Transport Undertakings (STUs) to achieve operational excellence. 
	 
	The step up in budgetary support, coupled with a clearly laid out road map for all round development, supported by programs such as setting up of NHDP, Bharatmala Pariyojna, Special Accelerated Road Development Program in the North East, will send positive signals to investor and lenders who have been cautious in their approach to the infrastructure sector.

	Quality physical infrastructure is vital for business generation and youth employment in an emerging economy such as ours and provides deep impetus to establish industries and nurture the entrepreneurial zeal of a high growth economy. 
	 
	However, multiplicity of departments – roads and highways, railway, waterways and aviation, creates a systemic imbalance, hampering growth and implementation. I strongly believe that establishing a Unified Infrastructure Regulatory Authority with a clear mandate to formulate and implement development strategies in sync with dynamic economic environment is crucial to improve logistics and ensure balanced, long-term development, build consensus with all stakeholder and ensure effective Center-State relationship.

The country would now get to experience world-class express highways with the Government’s plans to upgrade eight <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">National Highways</keyword>, including Delhi-Jaipur, Delhi-Chandigarh and Delhi-Agra, Parliament was informed today. The stretches approved for upgradation into expressways include 249 km Delhi-Chandigarh section of NH-1 and NH-22; 334 km of Bangalore-Chennai section of NH-4; 261 km of Delhi- Jaipur section of NH-8, and 277 km Kolkata-Dhanbad stretch of NH-2, Minister of state for Road Transport and Highways Pon Radhakrishnan said to <keyword id="6355187" type="ORGANIZATION" weightage="100" keywordseo="Lok-Sabha">Lok Sabha</keyword> today. 

	The National Highways to be upgraded also include 66 km Delhi-Meerut section of NH-58; 200 km of Delhi-Agra section of NH-2 and 135 km length of Eastern Peripheral Expressway, he said.
 

	"Feasibility study of above projects is in different stages. The work shall be taken up after finalisation of feasibility study and completion of land acquisition activity," he said.
 The Minister said, "<keyword id="6377129" type="ORGANIZATION" weightage="100" keywordseo="Government-Of-India">Government of India</keyword> had earlier approved a plan for constructing 1,000 km of expressways under NHDP PHASE - VI at a cost of Rs 16,680 crore on DBFOT (design, build, finance, operate and transfer basis." 

	In a separate reply to the Lower House, he also said that construction of a six-lane expressway is envisaged at centre with 4-lane highways on both sides from Delhi/Uttar Pradesh border section of NH-24 for which bids have been invited on hybrid annuitymode.
 Last month, Road Transport and Highways Minister <keyword id="26680" type="PERSON" weightage="100" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> said work on 10 expressway projects will start soon and once completed they will not only reduce travel time between major cities but would also contribute significantly towards the economic growth. 

	"All these express highways are going to be world class matching the quality and specifications in advanced nations and once completed would result in huge savings in fuel cost," he had said.
 

	He also said most of the projects will be concrete cement expressways.
 

	The Indian road network of 33 lakh km is the second largest in the world and consists of 92,851 kms of National Highways, which constitute only 1.7 per cent of the road network but carry about 40 per cent of the total road traffic.
