A vacation bench of Justices Vikram Nath and SVN Bhatti also sought responses from the parties on separate pleas filed by the NTA seeking the transfer of some pending petitions from the high courts to the apex court. The bench posted these pleas for hearing on July 8. One of the petitions, filed by 20 students who appeared in the medical entrance exam, also sought a direction to the NTA and others to conduct the test afresh. While hearing separate pleas concerning the National Eligibility-cum-Entrance Test (Undergraduate)-2024 examination, the apex court had on June 18 said that even if there was "0.001 per cent negligence" on the part of anyone in the conduct of the examination, it should be thoroughly dealt with. The NTA conducts the all-India pre-medical entrance test. While hearing separate petitions raising grievances over the NEET-UG 2024, the apex court had last week sought responses from the Centre and the NTA on a plea for a Central Bureau of Investigation (CBI) probe into allegations of question paper leak and other irregularities in the exam. SC notice to govt, NTA on pleas for cancelling NEET-UG 2024

Tune into any bit of news these days, and you’re bound to come across the <keyword id="19978984" type="General" weightage="20" keywordseo="neet" source="keywords">NEET</keyword> controversy. With allegations of <keyword id="20118897" type="General" weightage="20" keywordseo="bribery" source="keywords">bribery</keyword>, paper leaks and a dozen other crimes making for some murky water ahead for India’s future medical aspirations, there is no wonder the <keyword id="20039944" type="General" weightage="20" keywordseo="scam" source="keywords">scam</keyword> has been plastered all over the news cycle over the past week. NEET, which stands for National Eligibility cum Entrance Test, is a mandatory test a student must attempt if they wish to pursue <keyword id="21099893" type="General" weightage="20" keywordseo="medical-courses" source="keywords">medical courses</keyword> in India and abroad. This extremely competitive exam is conducted once a year by the National Testing Agency (<keyword id="19985628" type="General" weightage="20" keywordseo="NTA" source="keywords">NTA</keyword>) in different locations all over the country, where students can score between -180 and 720 marks. Nearly 24 lakh aspirants participated from 4,750 centres this year. These papers were found burnt at an individual’s flat, who later confessed to the crime. "Photocopies of the question papers were given to the candidates and they were told to memorise the answers. Photocopied versions of the paper were given to around 30 candidates staying at a “safe house” in Patna. Earlier, amid the ongoing row over the NEET-UG exam, Bhartiya Janata Party (BJP) leader Shazia Ilmi on June 30 said that the Union Education Minister Dharmendra Pradhan has taken moral responsibility for the issue and that an investigation is being carried out. "Investigation is being carried out in this matter and we need to hold serious deliberations instead of political stunts or playing a blame game. This is a serious issue and we see that the student community and their parents are affected because of this," she said. NTA announces re-test results, revised rank list of 1563 candidates of NEET exam

As it strove to address the allegations of malpractices in the conduct of the <keyword id="20170306" type="General" weightage="20" keywordseo="examination" source="keywords">examination</keyword>, a bench headed by Chief Justice D Y Chandrachud said any order for conducting it afresh has to be on concrete conclusion that the sanctity of the entire process was affected. The top court will resume hearing the arguments on July 22 on a batch of pleas seeking <keyword id="20343552" type="General" weightage="20" keywordseo="cancellation" source="keywords">cancellation</keyword>, re-test and a court-monitored probe into the allegations of large-scale malpractices in the prestigious test held on May 5. In Patna and Hazaribagh, the question papers allegedly got leaked, while in Godhra there were claims that a person involved in holding the test took money for filling up the OMR sheets of certain candidates. Questioning the claims about leak of question paper on social media platform 'Telegram', the bench said, "You have to bear in mind that the idea of somebody doing this was not to make a national charade. People did it for money. So, it was not to bring disrepute to the exam and somebody was doing it to make money which is evident. Mass leakage requires contacts also at that level so that you connect to all such key contacts in different cities." The bench, also comprising Justices JB Pardiwla and Manoj Misra, which commenced the crucial hearing on a batch of petitions related to the controversy-ridden medical entrance exam, said it has "social ramifications". The top court adjourned the cases listed ahead of the NEET-UG pleas, saying "We will open the case today. Lakhs of young students are waiting for this, let us hear and decide." The bench asked the petitioners to show that the paper leak was "systemic" and affected the entire examination, warranting cancellation. "Re-examination has to be on concrete footing that the sanctity of the entire test was affected," the CJI said. On the issue of the ongoing probe, the bench said, "The CBI probe is on. If what the CBI has told us is revealed, it will affect the investigation and people will become wise." The bench is hearing more than 40 pleas, including those filed by the NTA, which conducts NEET-UG, seeking transfer of cases pending against it in various high courts over alleged irregularities to the Supreme Court to avoid multiple litigations. On July 11, the top court had adjourned till July 18 the hearing of the pleas, including those seeking cancellation of NEET-UG 2024, re-test and a probe into alleged malpractices, as the responses of the Centre and the NTA were yet to be received by some parties. More than 23.33 lakh students had taken the test on May 5 at 4,750 centres in 571 cities, including 14 overseas. During this time, she woke up at 4 a.m. and studied for at least 10-12 hours each day.Some prefer to take an easier route.The Journal found that several students had paid $15,000-20,000 to illegally look at the question paper before the exam. BI could not independently verify the figures.The police made multiple arrests related to exam cheating after results showed that 67 people received perfect scores in the NEET exams this year."Question papers are sold at extravagantly high prices," Ashok Rathore, a police officer who investigated cheating linked to India's medical school exam, told the Journal. "It's a nexus of desperate students, parents, tuition centers and printing presses."<h2 id="378edaf6-be36-458e-8847-661e66638c81">Leaked questions</h2>One student told BI that several Telegram channels dedicated to exam prep saw messages encouraging students "struggling with exams and don't have time for studies" to get in touch for "help.""My friend said he was asked to pay around 15,000 rupees ($180) to enter the private channel where they shared the questions," she said.BI reached out to the Telegram account offering "help". The person said they can provide next year's medical entrance exam questions for around 1 lakh rupees ($1,200).High ranks in these exams mean coveted "seats" in medical colleges operated by the state and national governments. Those with money can still legally obtain places in private medical colleges if they pay fees ranging from $115,000 to $145,000.However, some students with the financial capacity prefer cheating and getting a government seat instead."It makes very good economic sense," a senior medical advisor with knowledge of the matter told BI. "The question paper will be given for about 25 lakh rupees (around $29,000). For that much, they get a free seat in a government college where they only have to pay around 16,000 rupees ($190) per annum.""For the entire five-year degree, that still only comes to around one lakh rupees ($1191), so of course rich students would rather do that instead of paying their way into private medical schools."<h2 id="4ff61c3d-756d-47c9-8f47-2f6be9f1f6a0">Earning a 'merit' seat</h2>The advisor — who preferred to remain anonymous but whose identity is known to BI — also said there is a significant amount of respect that comes with having "earned" a merit seat instead of paying their way into a private "management" seat."Unfortunately, there are very few objective metrics that people have as outsiders to judge the competence of their doctors, especially at a time when everybody in India sits with an MBBS board outside their clinic," agreed Asish George, a doctor who cleared the entrance exam in 2014."For those people, the fact that someone cracked a highly competitive entrance exam and got in would inspire more confidence than someone who paid their way through the whole thing."According to the Journal, authorities in India have tried to install video cameras inside exam halls and increased their monitoring of social media to catch cheaters. But many are still finding ways to illegally gain the upper hand, at a high price. The NTA did not immediately respond to a request by BI for comment.

The bench also noted that the incoming students are permitted to approach the state governments concerned for relaxations in quarantine periods. The counsel argued that many students abroad intended to sit in both the NEET and Joint Entrance Exams (JEE). The petitioners said that only 6-day gap between JEE (September 1-6) and NEET exam (September 13) was also an issue. The petitioners had moved the apex court to challenge a Kerala High Court order to dismiss their plea to set up examination centres abroad, or postpone the exams due to the pandemic. The Centre has already decided not to postpone the NEET and JEE exams.
