The Centre on Thursday told the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords" meta.keywordsubtype="org" meta.entityname="Supreme Court" meta.hostid="261" meta.entityid="Supreme Court">Supreme Court</keyword> that the decision to give <keyword id="21375140" type="General" weightage="20" keywordseo="grace-marks" source="keywords">grace marks</keyword> to 1,563 <keyword id="20055256" type="General" weightage="20" keywordseo="NEET-UG" source="keywords">NEET-UG</keyword>, 2024 candidates for admission to <keyword id="19968296" type="General" weightage="20" keywordseo="MBBS" source="keywords">MBBS</keyword>, <keyword id="20007002" type="General" weightage="20" keywordseo="BDS" source="keywords">BDS</keyword> and others courses has been cancelled and they will be given an option to take a re-test on June 23. A vacation bench of justices Vikram Nath and Sandeep Mehta was told by the counsel for the Centre and the <keyword id="19904021" type="General" weightage="20" keywordseo="National-Testing-Agency" source="keywords" meta.keywordsubtype="org" meta.entityname="National Testing Agency" meta.hostid="261" meta.entityid="National Testing Agency">National Testing Agency</keyword> (NTA) that the students, who were given grace marks, will be given an option to take the re-test. The court said it will not stay the counselling process for admissions. If the candidates, out of the 1,563, do not wish to take up the retest then their earlier marks, sans the grace marks, will be given for the purposes of the results. The results of the re-test will be declared on June 30 and the counselling for admission in the MBBS, BDS, other courses will start on July 6, the Centre said. Taking note of the submissions, the bench said all the pleas, including the one filed by Alakh Pandey, the chief executive of EdTech firm Physics Wallah over the issue of award of grace marks, will be taken up for hearing on July 8. They also include the petitions seeking cancellation of NEET-UG, 2024 on account of allegation of question paper leaks and other malpractices. The examination was held by the NTA on May 5 across 4,750 centres and around 24 lakh candidates took it. The results were expected to be declared on June 14 but were announced on June 4, apparently because the evaluation of the answer sheets got completed earlier. The allegations such as question paper leak and the grant of grace marks to over 1,500 medical aspirants have led to protests and filing of cases in seven high courts as also the Supreme Court. As many as 67 students scored a perfect 720, unprecedented in the NTA's history, with six from a centre in Haryana's Faridabad figuring in the list, raising suspicions about irregularities. Scores of students protested in Delhi on June 10 seeking a probe into alleged irregularities. It has been alleged that grace marks contributed to 67 students sharing the top rank. The NEET-UG examination is conducted by the NTA for admissions to MBBS, BDS, AYUSH and other related courses in government and private institutions across the country. "They (Centre) are saying protocols will be followed. Following the same protocols that the Centre wants 28 lakh students to follow, lakhs of Indians have tested positive," Sisodia told reporters. "So many top leaders have got infected with COVID-19 despite taking all precautions. So, how can we take the risk of sending 28 lakh students to exam centre and be assured that they will not be infected," Sisodia asked. He said the Central government should immediately postpone the exams and work on "alternative methods" of admission. "I appeal to the government to not be adamant on admission only through these exams. We are not at all saying that the year be declared as a zero academic year. We are not in favour of admitting students just like that as we will need quality doctors and engineers but banking upon only a three hour exam and expecting it to work like a magic wand in identifying talent, is a very conservative thought," he added. The Joint Entrance Examination (Main) and the National Eligibility-cum-Entrance Test (NEET-UG) will be conducted in September as scheduled, the Ministry of Education officials had said on Tuesday, amid a growing chorus for postponing the crucial tests in view of the COVID-19 pandemic. On Tuesday, Swedish teen climate change campaigner Greta Thunberg also threw her weight behind postponing the exams in view of the pandemic. "It's deeply unfair that students of India are asked to sit national exams during the Covid-19 pandemic and while millions have also been impacted by the extreme floods. I stand with their call to #PostponeJEE_NEETinCOVID," she said in a tweet. Several opposition leaders in India including Congress' Rahul Gandhi, West Bengal Chief Minister Mamata Banerjee, her Odisha counterpart Naveen Patnaik and DMK President MK Stalin have demanded the exams be postponed. Sisodia had on Saturday also appealed the Centre to postpone or cancel the exams. The Supreme Court had last week dismissed a plea seeking postponement of the two exams amid a spurt in the number of COVID-19 cases, saying a "precious" academic year of students "cannot be wasted" and life has to go on. While a total of 9.53 lakh candidates have registered for JEE-Mains, 15.97 lakh students have registered for NEET. Increasing the number of examination centres, alternate seating plan, fewer candidates per room and staggered entry and exit are among the steps the National Testing Agency will take for safely conducting NEET and JEE in September. NEET and JEE exams can expose 28 lakh students to COVID-19, says Delhi CM Manish Sisodia

With the states divided on political lines over holding the NEET-JEE exams, BJP-ruled Madhya Pradesh is ready with a plan to go all out to conduct the exams on schedule in September. As a first step the government has offered to double the number of centres for the NEET test and has banned frisking of candidates. They will be expected to go through a metal detector. This year the expected number of NEET candidates is going to be 58,860 and the state plans to have 144 centres as compared to last year's 84 centres for 54,445 candidates. Sources said Bhopal will have 35 centres for about 18,000 candidates. There were 15 centres last year for 12,000 candidates. Among the steps taken for the candidates' safety, alternate seats have been arranged for the JEE (Main) and NEET examinees. There will be 12 NEET candidates in each room. Students will go through thermal scanning. There will be separate entry and exit gates. Document verification will be done in two rooms in batches of 15 candidates each. Face masks will be mandatory. Sanitisation of the centres will be carried out before each test. Isolation wards will be prepared for students with high fever. Facility for disposal of gloves and masks for both the candidates and invigilators will be arranged. Only masks, gloves, hand sanitisers, water in transparent bottles, admit cards and ID cards will be allowed in the centres. The Congress-led opposition is opposing the holding of the exams. Former state Education Minister Jitu Patwari on Wednesday wrote to the Chief Minister to cancel the exams in view of the pandemic. "Like the rest of the world our country is also facing the pandemic. Covid had started infecting the state when you took charge in March. You failed to control it," wrote Patwari. "Under these circumstances, I request you not to permit conducting of the JEE/NEET examination," he said. He asked the state government to write to the Centre to cancel the exams. A senior official in the Education Department said the postponement of the examinations would hamper the academic calendar and cost thousands of students a precious year. "Shifting of the examination would call for a massive logistical exercise. Thousands of centres are to be contacted again for their availability. Also availability of supervisors and invigilators, movement of tonnes of materials and equipment like jammers and CCTV cameras are involved. "It takes almost three months to prepare for the examination for the administration. For the students, it takes even longer to prepare for the tests. If it is postponed again, it will ruin an academic year," he said. During this time, she woke up at 4 a.m. and studied for at least 10-12 hours each day.Some prefer to take an easier route.The Journal found that several students had paid $15,000-20,000 to illegally look at the question paper before the exam. BI could not independently verify the figures.The police made multiple arrests related to exam cheating after results showed that 67 people received perfect scores in the NEET exams this year."Question papers are sold at extravagantly high prices," Ashok Rathore, a police officer who investigated cheating linked to India's medical school exam, told the Journal. "It's a nexus of desperate students, parents, tuition centers and printing presses."<h2 id="378edaf6-be36-458e-8847-661e66638c81">Leaked questions</h2>One student told BI that several Telegram channels dedicated to exam prep saw messages encouraging students "struggling with exams and don't have time for studies" to get in touch for "help.""My friend said he was asked to pay around 15,000 rupees ($180) to enter the private channel where they shared the questions," she said.BI reached out to the Telegram account offering "help". The person said they can provide next year's medical entrance exam questions for around 1 lakh rupees ($1,200).High ranks in these exams mean coveted "seats" in medical colleges operated by the state and national governments. Those with money can still legally obtain places in private medical colleges if they pay fees ranging from $115,000 to $145,000.However, some students with the financial capacity prefer cheating and getting a government seat instead."It makes very good economic sense," a senior medical advisor with knowledge of the matter told BI. "The question paper will be given for about 25 lakh rupees (around $29,000). For that much, they get a free seat in a government college where they only have to pay around 16,000 rupees ($190) per annum.""For the entire five-year degree, that still only comes to around one lakh rupees ($1191), so of course rich students would rather do that instead of paying their way into private medical schools."<h2 id="4ff61c3d-756d-47c9-8f47-2f6be9f1f6a0">Earning a 'merit' seat</h2>The advisor — who preferred to remain anonymous but whose identity is known to BI — also said there is a significant amount of respect that comes with having "earned" a merit seat instead of paying their way into a private "management" seat."Unfortunately, there are very few objective metrics that people have as outsiders to judge the competence of their doctors, especially at a time when everybody in India sits with an MBBS board outside their clinic," agreed Asish George, a doctor who cleared the entrance exam in 2014."For those people, the fact that someone cracked a highly competitive entrance exam and got in would inspire more confidence than someone who paid their way through the whole thing."According to the Journal, authorities in India have tried to install video cameras inside exam halls and increased their monitoring of social media to catch cheaters. But many are still finding ways to illegally gain the upper hand, at a high price. The NTA did not immediately respond to a request by BI for comment.
