A bench comprising Chief Justice of India (CJI) D Y Chandrachud and Justices J B Pardiwala and Manoj Misra on Thursday took note of the submissions of lawyer Anas Tanwir on the issue. The bench said the matter will be listed on Friday. The plea said many candidates have been allocated cities which are highly inconvenient for them to reach. It said the test cities were allotted on July 31 and the specific centres will be declared on August 8. While the allocation of the centres was done to curb malpractices, the plea said due to the paucity of time, it is difficult for the candidates to make arrangements for travel to specific cities. Supreme Court to hear plea seeking postponement of NEET-PG on Friday

New Delhi [India], June 23 (ANI): The Ministry of Health and Family Welfare postponed the National Eligibility cum Entrance Test Postgraduate (<keyword id="6361994" type="General" weightage="100" keywordseo="NEET" source="Orion">NEET</keyword> PG) Examination on Saturday, which was scheduled to be held on Sunday, and said that a fresh date will be announced at the earliest. The NEET-PG exams were scheduled to be held on June 23. "Taking into consideration, the recent incidents of allegations regarding the integrity of certain competitive examinations, the Ministry of Health has decided to undertake a thorough assessment of the robustness of the processes of the NEET-PG Entrance Examination, conducted by the National Board of Examination for medical students," the ministry statement read. "It has accordingly been decided, as a precautionary measure, to postpone the NEET-PG Entrance Examination, scheduled to be held on 23rd June, 2024. The fresh date of this examination will be notified at the earliest," the ministry added. "The Ministry of Health sincerely regrets the inconvenience caused to the students. This decision has been taken in the best interests of the students and to maintain the sanctity of the examination process," the health ministry said. The National Board of Examinations in Medical Sciences (NBEMS) was fully prepared to conduct the National Eligibility cum Entrance Test (NEET) Post-Graduate (PG) 2024. Speaking exclusively to ANI, Dr Rakesh Sharma, OSD to President and Member, Governing Body, NBEMS said, "All eyes of the nation are on NBEMS for the conduct of NEET PG 2024 and we will not let down the hope of the nation. We will conduct the test through a computer-based test (CBT) mode throughout the country." On Standard Operating Procedure (SOPs) for successfully delivering and maintaining transparency, he said, "NBEMS has robust SOPs for conducting exams because of which NBEMS has been successfully delivering the exams year after year. These SOPs are stringently followed. NBEMS has worked very hard on maintaining the secrecy of the question paper and there is no chance that there will be any leakage of the question paper." He further said that NBEMS is supported by medical colleges, faculty, MoHFW, Flying Squads, Deans and Principals, Vice-chancellor and other agencies, "NBEMS has support from various medical colleges, faculty, MoHFW and other agencies. NBEMS has already briefed the chief secretaries and DGP of all states for safe and secure conduct of the exam." New dates announced for NEET-PG 2024, exam to be held on August 11

The Centre on Thursday told the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords" meta.keywordsubtype="org" meta.entityname="Supreme Court" meta.hostid="261" meta.entityid="Supreme Court">Supreme Court</keyword> that the decision to give <keyword id="21375140" type="General" weightage="20" keywordseo="grace-marks" source="keywords">grace marks</keyword> to 1,563 <keyword id="20055256" type="General" weightage="20" keywordseo="NEET-UG" source="keywords">NEET-UG</keyword>, 2024 candidates for admission to <keyword id="19968296" type="General" weightage="20" keywordseo="MBBS" source="keywords">MBBS</keyword>, <keyword id="20007002" type="General" weightage="20" keywordseo="BDS" source="keywords">BDS</keyword> and others courses has been cancelled and they will be given an option to take a re-test on June 23. A vacation bench of justices Vikram Nath and Sandeep Mehta was told by the counsel for the Centre and the <keyword id="19904021" type="General" weightage="20" keywordseo="National-Testing-Agency" source="keywords" meta.keywordsubtype="org" meta.entityname="National Testing Agency" meta.hostid="261" meta.entityid="National Testing Agency">National Testing Agency</keyword> (NTA) that the students, who were given grace marks, will be given an option to take the re-test. The court said it will not stay the counselling process for admissions. If the candidates, out of the 1,563, do not wish to take up the retest then their earlier marks, sans the grace marks, will be given for the purposes of the results. The results of the re-test will be declared on June 30 and the counselling for admission in the MBBS, BDS, other courses will start on July 6, the Centre said. Taking note of the submissions, the bench said all the pleas, including the one filed by Alakh Pandey, the chief executive of EdTech firm Physics Wallah over the issue of award of grace marks, will be taken up for hearing on July 8. They also include the petitions seeking cancellation of NEET-UG, 2024 on account of allegation of question paper leaks and other malpractices. The examination was held by the NTA on May 5 across 4,750 centres and around 24 lakh candidates took it. The results were expected to be declared on June 14 but were announced on June 4, apparently because the evaluation of the answer sheets got completed earlier. The allegations such as question paper leak and the grant of grace marks to over 1,500 medical aspirants have led to protests and filing of cases in seven high courts as also the Supreme Court. As many as 67 students scored a perfect 720, unprecedented in the NTA's history, with six from a centre in Haryana's Faridabad figuring in the list, raising suspicions about irregularities. Scores of students protested in Delhi on June 10 seeking a probe into alleged irregularities. It has been alleged that grace marks contributed to 67 students sharing the top rank. The NEET-UG examination is conducted by the NTA for admissions to MBBS, BDS, AYUSH and other related courses in government and private institutions across the country. According to the <a target="_blank" rel=" nofollow" href="https://ilostat.ilo.org/blog/assessing-the-current-state-of-the-global-labour-market-implications-for-achieving-the-global-goals/">International Labour Organization</a>, about a fifth of people between 15 and 24 worldwide in 2023 were considered NEETs — a level not seen in nearly two decades.NEETs are often financially supported by family and friends or by the state. However, many are still <a target="_blank" rel=" nofollow" href="https://www.cbsnews.com/news/men-workforce-work-companies-struggle-fill-jobs-manufacturing/">struggling</a> with money issues and facing a host of other challenges — such as disabilities and an incomplete education — that make it difficult for them to get back into employment.Research has found that the longer someone is out of the workforce, the <a target="_blank" rel=" nofollow" href="https://www.richmondfed.org/publications/research/economic_brief/2023/eb_23-10">more disconnected</a> from the workforce they can become and the greater the likelihood that they will suffer <a target="_blank" rel=" nofollow" href="https://bmcpsychiatry.biomedcentral.com/articles/10.1186/1471-244X-13-144#:~:text=Taken%20together%2C%20these%20results%20indicate,on%20unemployment%20is%20somewhat%20stronger.">mental-health</a> problems.However, there is a subgroup of NEETs who are out of employment voluntarily and believe that being idle isn't a bad thing.For these NEETs, taking a step away from the workforce can have an unexpected upside, according to a psychologist.<h2 id="b710582d-d86f-4469-80b4-706b32485616">The rise of the voluntary NEETs</h2>Ryan Warner, a psychologist and business consultant, told BI there's a "huge grind culture" in the US where people think working harder yields better results."However, the newer generation is starting to have a different spin on how they view success," he said.According to <a target="_blank" href="https://www.apa.org/pubs/reports/work-in-america/2023-workplace-health-well-being">the American Psychological Association's 2023 survey</a>, 77% of workers reported feeling stressed at work."A lot of people say, 'Hey, we'll just grind through it, get over with','" Warner said. "But some individuals are saying, 'No, I'm going to actually take the time for myself, reduce some stress, some anxiety, some depressive symptoms to protect my overall mental well-being.'"Mental health and a work-life balance are <a target="_blank" href="https://www.businessinsider.com/gen-z-managers-are-doing-things-differently-seems-to-be-paying-off-2024-6">huge priorities for many Gen Zers</a> and they are keen to work at organizations with <a target="_blank" href="https://www.businessinsider.com/gen-z-advocate-mental-health-flexibility-workplace-management-2023-7">empathetic values and flexibility</a>.However, some career and recruitment specialists told BI that being a voluntary NEET could be a "big mistake" and a result of "unrealistic views" creating a "false reality" about how career opportunities come about.They said big gaps on someone's résumé could be a red flag to potential employers, and that sometimes, fulfillment comes from putting yourself out there.However, if you're a voluntary NEET, according to Warner, waiting a bit longer to find a job that aligns with your values and identity creates fulfillment in life and can mitigate burnout and other "long-term psychological challenges." It can also boost confidence and psychological resilience, Warner said."When they take that time off for themself, they're able to reevaluate their values and what's important to them, and in turn, that strengthens their identity and self-worth," Warner said. "That actually provides a sense of autonomy and control over one's life."Warner added that, in contrast, being forced into a job that doesn't fit can lead to feelings of helplessness and a lack of agency.Overall, it's a risk-reward analysis individuals have to make.The reward for taking a job could be financial stability, but the risk could be feeling unfulfilled or experiencing anxiety and depression."A lot of individuals are recognizing the risks far outweigh the rewards, and in turn are choosing a different approach," he said.<h2 id="6ad35409-db3b-4040-9c63-505aa1b70f45">Most NEETs are not unemployed by choice</h2>It's worth saying that the vast majority of NEETs are not unemployed by choice.As BI previously reported, <a target="_blank" href="https://www.businessinsider.com/us-men-working-less-recessions-employment-productivity-2024-4">some NEETs suffer from disabilities</a>, which means they can't work. <ul class="summary-list"><li>Economic instability and rising costs have led many young people to rethink their career paths.</li><li>Some have become NEETs by choice — not in employment, education, or training.</li></ul>Youth unemployment around the world is rising to levels not seen in decades.According to the <a target="_blank" href="https://ilostat.ilo.org/blog/assessing-the-current-state-of-the-global-labour-market-implications-for-achieving-the-global-goals/">International Labour Organization</a>, about a fifth of people between 15 and 24 worldwide in 2023 were considered NEETs.The acronym stands for people who are not in education, employment, or training.Many NEETs are <a target="_blank" href="https://www.businessinsider.com/disconnected-youth-a-tale-of-2-gen-zs-in-america-2024-4">listless</a>, struggling through tough economic times, living off loans, and losing hope of retiring or buying a house.But not all of them are pessimistic about the future.Some young people reject the idea that being a NEET is a bad thing and want to reclaim the label by creating a subculture of the voluntarily dormant.Rather than jump on the first opportunities that come along, voluntary NEETs are holding back and hoping to witness an evolving workplace culture that they'll enter when it suits them better.<h2 id="27bcdc54-6a4d-4df1-974c-6a8c35562eff">Voluntarily idle</h2>Some Gen Zers struggle to find a job or stay in work or education, earning them the moniker <a target="_blank" href="https://www.businessinsider.com/gen-z-increasingly-no-income-cannot-retire-or-buy-houses-2024-3">"disconnected youth."</a>One Gallup survey found that Gen Zers are increasingly anxious <a target="_blank" href="https://www.businessinsider.com/gen-z-disconnected-youth-retirement-no-income-buy-home-anxiety-2024-4">about their education and career paths</a>. Another study by the St. Louis Federal Reserve's Institute for Economic Equity found that a third of young Americans between 18 and 24 have no income.Millennials are in a similar boat, <a target="_blank" href="https://www.theatlantic.com/ideas/archive/2020/04/millennials-are-new-lost-generation/609832/">being labeled the "lost generation"</a> and often being first in the firing line when companies <a target="_blank" href="https://www.businessinsider.com/millennials-won-great-resignation-now-losing-the-big-firing-2022-9">go through layoffs</a> or <a target="_blank" href="https://www.businessinsider.com/companies-are-unbossing-workplaces-and-millennials-are-at-risk-2024-5">ax middle-management positions</a>.But some Zoomer and millennial NEETs are happy to wait out unemployment for the right career path.Morgan Pitcher, for example, recently shared why he is happy to be "voluntarily idle" on TikTok.Pitcher, who was born in 1994 and lives in Vancouver, has been unemployed since the start of the COVID-19 pandemic when he got sick.He believes being a NEET by choice is "breaking one of the most accepted social norms that we have today."Pitcher told Business Insider his experience being a NEET has been "revealing."He worked in the automotive industry before the pandemic but became very ill and was in the hospital for weeks. When he recovered, he wasn't able to go back to his previous job, he said."It reveals how much shame in guilt is built into our every day lives," Pitcher told BI about being a NEET. "People are not happy for you. They actually despise you, seeing you as lazy and unmotivated. And dependent on the charity of others."Pitcher was making a good salary when he was employed, but he was "miserable" the whole time, he said in his TikTok.So, despite the struggles, he'd rather wait and find a job that matters to him than pick the first thing that comes along. <h2 id="734223d4-4bbd-46a6-8153-364e93e6cd07">Rejecting hustle culture</h2>Several NEETs who <a target="_blank" href="https://www.vice.com/en/article/y3weq5/neets-what-do-they-do">spoke to Vice</a> said they lived at home or had some inheritance or savings they could live off for the time being.Some said they basically "do nothing all day" except work on themselves through yoga, hobbies, creative projects, and seeing friends.Many NEET interviewees told Vice their experiences at work had contributed to their new lifestyle."In all these jobs, I wasn't treated well as a person, and they weren't fulfilling either," Leonie, 22, said. "I felt like a puppet, always having to do what I was told without being able to make decisions."Another NEET, Lukas, 21, said he started an apprenticeship in a car manufacturer's warehouse when he graduated from high school but quit because "it was so terrible.""I wasn't treated like a human being there, more like a tool that could be easily replaced," he said.<h2 id="005d41ce-8fe6-4e25-b188-8e49cbf88667">The benefits</h2>Though career experts agree that being unemployed for too long can negatively impact someone's trajectory and make them "unmarketable," there are benefits to being more selective and patient in a job search.James Watts, a career coach and the founder of the community platform Teach.io, told BI that a corporate culture that prioritizes profits over employee well-being is a "turnoff" to young people.He said Gen Zers and young millennials favor organizations with ethical values, a commitment to diversity, and a transparent culture. They have witnessed the burnout that hustle culture can cause and aspire to something different."The NEET mindset highlights how young people today are looking for work that truly inspires and fulfills them, not just jobs that pay the bills," Watts said. "It's a wake-up call for workplaces to change."Laurie Cure, who has a Ph.D. in industrial and organizational psychology and is the CEO of the management-consulting firm Innovative Connections, told BI that people who entered the workforce during a period of economic instability, such as after the Great Recession or the COVID lockdown years, "bore witness to many lows and very few highs.""They are living in a time when wealth is concentrated, home ownership feels out of reach, and rental prices and cost of living are skyrocketing," she said.For generations that are already <a target="_blank" href="https://www.businessinsider.com/gen-z-rack-up-credit-card-debt-faster-millennials-genx-2023-3">contending with mounting debts</a>, <a target="_blank" href="https://www.businessinsider.com/gen-z-hustle-generation-jobs-work-side-hustle-freelance-2023-5">side hustles</a> can be more appealing than a traditional career path.<h2 id="8f344a76-b237-400e-95bc-fd4908067b05">It's not about avoiding work</h2>Darrin Murriner, the CEO and cofounder of the team-coaching platform Cloverleaf, told BI that the NEET label is not a retreat from work but "perhaps a call for meaningful and fulfilling employment.""Perhaps it's only articulating the demand for purposeful work that aligns with individual strengths and passions," he said. "It's not about avoiding work; it's about finding work that lights a person up."The long-term impact may be that more people are in the right positions."When people are engaged in work that truly matters to them, they are more productive, innovative, and committed," Murriner said.Pitcher's family doesn't understand his decision to be a NEET by choice, but he's found security and support with his friends, who've given him places to stay. This gives him faith that things will be OK, he told BI."I just stopped caring about finances and stopped worrying," he said. "It was the hardest thing I've ever done, but also the best thing I've ever done."

The Directorate General of Health Services (<keyword id="6430867" type="General" weightage="100" keywordseo="dghs" source="Orion">DGHS</keyword>) has informed the <keyword id="6354977" type="General" weightage="20" keywordseo="Supreme-Court" source="Orion">Supreme Court</keyword> that four rounds of online counselling for <keyword id="11196228" type="General" weightage="20" keywordseo="NEET-PG-2021" source="Orion">NEET-PG 2021</keyword> have been already conducted and 1,456 medical seats have remained vacant, as the software stands closed. The DGHS said since the software is closed, further rounds of counselling could not be conducted to fill up the medical seats. The DGHS in an affidavit, submitted the software, which was used for online counselling of NEET-PG 2021, is closed and refund of security deposit for participating in PG counselling has been initiated. It also added that the petitioner has made the plea at a belated stage and it may impact the whole process for upcoming counselling session for <keyword id="12826212" type="General" weightage="20" keywordseo="NEET-PG-2022" source="Orion">NEET-PG 2022</keyword>, and it is also difficult to run concurrently counselling for two academic sessions. A vacation bench comprising Justices M.R. Shah and Aniruddha Bose on Wednesday sought response from the Central government on petitions seeking a special stray round of counselling for the 1,456 vacant seats. The DGHS said it has acted in a bonafide manner and complied with the direction of the apex court in full letter and spirit, and no further rounds apart from four online rounds of counselling could be conducted. It added that NEET-PG 2021 counselling was delayed due to third wave of the Covid-19 pandemic. The DGHS said as per the direction of the top court it conducted four rounds of online counselling for the PG course and the last date of admissions for the PG course was May 7. These rounds of counselling also included an additional online special round for 146 seats, following March 31 order of the apex court, it added. The Supreme Court is scheduled to take up the matter on Thursday. The Supreme Court on Wednesday slammed the <keyword id="1873824" type="General" weightage="50" keywordseo="medical-counselling-committee" source="Orion">Medical Counselling Committee</keyword> (MCC) on the 1,456 vacant medical seats in NEET PG-2021, saying if students are not given admission, then it will pass orders and also grant them compensation. The vacation bench told the MCC Counsel, "Even if a single course has remained vacant.....It's your duty to see that they don't remain vacant." The bench got angry to see that 1,456 seats have remained vacant in medical colleges during the 2021-22 session. It said the MCC and the Central government are playing with the life of students by not conducting a mop up round of counselling for students. "You're playing with the future of students....," said the bench, adding that in May, the authorities learnt that seats were vacant, why didn't they conduct a mop up round? The MCC Counsel submitted that orders in the matter would lead to cascading effect and requested the court to allow him to place an affidavit on record to explain the matter. The top court allowed the Central government to file a response in the matter. NEET-PG 2021: DGHS tells SC no further rounds of counselling can be conducted, software closed

The Centre on Tuesday again urged the <keyword id="6354977" type="General" weightage="80" keywordseo="supreme-court" source="Orion">Supreme Court</keyword> to urgently hear the matter connected with the validity of <keyword id="11939755" type="General" weightage="100" keywordseo="ews" source="Orion">EWS</keyword> quota in postgraduate courses in medical colleges. Solicitor General Tushar Mehta, after failing to get the matter listed on Tuesday, requested a bench headed by Chief Justice N.V. Ramana to list the matter for hearing. Mehta emphasized that the matter needs to be considered on priority since resident doctors are protesting. The Chief Justice told Mehta that he has to constitute a special bench. Justice Ramana said: "Let me see tomorrow. This entire week is a miscellaneous week..." Mehta said the resident doctors are protesting and their concerns are genuine. The bench said: "If it is a three-judge bench matter, then it will be listed before a three-judge bench tomorrow". On Monday, Mehta asked a bench led by Justice D.Y. Chandrachud to advance the hearing on the matter to Tuesday from January 6. The Centre has told the top court that Rs 8 lakh income criterion for determining the EWS is much more stringent than the one for the OBC creamy layer. The Centre has accepted the report of a three-member panel constituted to revisit the EWS criteria. The panel, in its report, said: "Firstly, the EWS's criteria relates to the financial year prior to the year of application whereas the income criterion for the creamy layer in OBC category is applicable to gross annual income for three consecutive years." The panel added, "Secondly, in case of deciding the OBC creamy layer, income from salaries, agriculture and traditional artisanal professions are excluded from the consideration whereas the Rs 8 lakh criteria for EWS includes that from all sources, including farming. So, despite being the same cut-off number, their composition is different and hence, the two cannot be equated". The panel comprised Ajay Bhushan Pandey, former finance secretary; Prof V.K. Malhotra of ICSSR; and Sanjeev Sanyal, principal economic advisor to the government. The panel was set up on November 30. On November 25, the Centre informed the Supreme Court that it has taken a decision to revisit the criteria of Rs 8 lakh annual income limit for EWS criteria and added that a fresh decision will be taken within a period of 4 weeks. On October 21, the Supreme Court had questioned the Centre over adopting the criteria of OBC creamy layer of Rs 8 lakh annual income for granting reservations under the economic weaker section (EWS), despite the latter not suffering from social and educational backwardness. The top court told the Centre's counsel "You just cannot pull out eight lakh from thin air. You are making unequal equal by applying the Rs eight lakh limit". In an affidavit, the Centre had told the Supreme Court that its decision to fix Rs 8 Lakh income limit for OBC and economically weaker section (EWS) is not arbitrary in the <keyword id="6361994" type="General" weightage="20" keywordseo="neet" source="Orion">NEET</keyword> All India Quota, and it was finalised after considering diverse economic factors in different states. The top court is hearing writ petitions challenging 27 per cent reservation for Other Backward Classes (OBC) and 10 per cent reservation for EWS in all-India Quota seats for postgraduate medical courses. As many as 15 per cent seats in <keyword id="48426" type="General" weightage="20" keywordseo="mbbs" source="Orion">MBBS</keyword> and 50 per cent seats in MS and MD courses are filled through All India Quota from the candidates selected through NEET.
