Education minister Ramesh Pokhriyal extends validity of Teachers Eligibility Test (TET) from seven years to lifetime

<p><a href="https://www.businessinsider.com/cost-of-inequity-how-inequity-persists-in-american-daily-life-2021-6"></a></p><div type="image" title="Person writing &quot;she&quot; overlapped with &quot;he&quot; on a piece of paper" height="2671" width="3562" msid="83989250" hostid="261"></div><ul class="summary-list"><li>It can cost $750 and take months for trans people to legally change their names and gender markers.</li><li>Some states prohibit legal gender changes or require proof of costly transition surgery.</li><li>In Maryland, a group helps trans people pay fees and jump through hoops, but many trans people still struggle.</li></ul><p>Darcy Corbitt, a graduate student in developmental psychology at Auburn University, hoped things would go smoothly when she swapped her North Dakota driver's license for an Alabama one. They didn't.</p><p>Corbitt, who is <keyword id="6358953" type="UNKNOWN" weightage="60" keywordseo="Transgender">transgender</keyword>, said the license clerk's courtesy faded as soon as she came across Corbitt's licensing records from having previously lived in Alabama. It listed her gender as male, and the clerk refused to change it. She began loudly discussing the issue with other employees, at one point referring to Corbitt as "it."</p><p>"She said, 'Well, you have to have surgery.' And I said, 'Well, how do you know I haven't had surgery?'" Corbitt recalled. "It's none of their business, No. 1, and, No. 2, it's stupid. What I have or don't have between my legs, it doesn't impair or enhance my ability to drive."</p><p>Not long after, Corbitt and her <keyword id="41930" type="COMPANY" weightage="60" keywordseo="Lawyers">lawyers</keyword> with the ACLU sued the state of Alabama. A federal judge <a href="https://www.aclu.org/legal-document/corbitt-v-taylor-opinion">found the policy unconstitutional</a> and Corbitt got a license that lists her gender as female. </p><p>She still had to pay for it. "That was the most insulting bit," she said.</p><p>Alabama isn't the only state in which trans people can struggle to change their names and gender markers on legal documents. When Corbitt and her co-plaintiffs filed a lawsuit, the ACLU said <a href="https://www.aclu.org/blog/lgbtq-rights/transgender-rights/how-alabamas-drivers-license-law-injures-transgender-people">nine states</a> required proof of gender-reassignment surgery before they'd change a driver's listed gender. As of last year, that was still the case, <a href="https://transequality.org/sites/default/files/images/Drivers%20License%20Grades%20May%202020.pdf">according to the website</a> of the National Center for Transgender Equality, or NCTE.</p><h2>More than a marker</h2><p>People who identify with the gender they were assigned at birth rarely have to think about how people will react to their official documents. But according to the 2015 US Trans Survey, more than two-thirds of trans people didn't have a single piece of identification with their preferred name and gender marker. (An updated survey is set to be released later this year, according to a spokesperson for the NCTE, which conducts the survey.)</p><p>Presenting an ID that doesn't match your outward appearance can be awkward, but sometimes it's worse than that. A quarter of trans people said they were verbally harassed after showing an ID that didn't correspond with their gender presentation, according to the survey. Smaller shares of respondents said they were denied service or even assaulted.</p><p>A name change is relatively easy, though it's not fast or cheap. It often requires paying court fees, document-copying fees, and sometimes the cost of putting a public notice in a newspaper. Most respondents to the 2015 survey who changed their names paid between $100 and $500. Sometimes the process can be done entirely on paper, but some courts require people to appear in person.</p><p>Some groups can offer advice or financial help for name changes. Trans Maryland has helped over 300 people navigate the process of changing their legal names and updating their Social Security cards or driver's licenses to match their names or gender markers, according to Lee Blinder, the group's executive director. The costs can run to $700 or higher, depending on how many documents a person seeks to update and whether they change their legal name, gender or both.</p><p>The costs vary widely. In California, filing a name-change action <a href="https://www.courts.ca.gov/documents/filingfees.pdf">costs $435</a> and comes with a six-week wait. In New York, the process takes a day in court and costs $65, plus $35 for an ad in the Irish Echo, the cheapest newspaper for public notices, plus $6 per copy of a court order, <a href="https://srlp.org/resources/namechange/">according to</a> the Sylvia Rivera <keyword id="6355470" type="UNKNOWN" weightage="100" keywordseo="law">Law</keyword> Project.</p><p>Even small fees could be a deterrent to people with low incomes. About 38% of trans people had household incomes below $25,000 in 2014, and 35% of those who haven't gotten a legal name change said they did so for cost reasons, according to the 2015 survey.</p><h2>Gender-marker changes are harder</h2><p>It is a lot harder for trans people to change their gender markers. For all document types asked about on the US Trans Survey - driver's licenses, Social Security records, passports, school records, and birth certificates - fewer trans people had updated their gender than their name.</p><p>In some states, updating a <a href="https://transequality.org/sites/default/files/images/Summary%20of%20State%20Birth%20Certificate%20Laws%20Apr%2028%202020.pdf">birth certificate</a> or <a href="https://transequality.org/sites/default/files/images/Drivers%20License%20Grades%20May%202020.pdf">driver's license</a> is as simple as attesting that a person's <keyword id="1956017" type="PERSON" weightage="60" keywordseo="gender-identity">gender identity</keyword> has changed. But more states and the federal government require that a healthcare provider or other professional certify that someone has received "appropriate clinical treatment" before changing their gender marker. </p><p>The lack of a gender-neutral marker - like "X" - in most states and at the federal level can also cause difficulties with doctors and medical insurers, according to Blinder. Blinder, who uses the pronouns "they" and "them," said Social Security numbers are often tied to insurance and healthcare options.</p><p>"That means every time you go to the doctor's, you have to misrepresent yourself," they said.</p><p>Nine states require genital surgery to change a driver's license, and even more require such surgery for a birth certificate, according to NCTE tallies from 2020. Insurers often require six months to a year of hormone therapy and sign-offs by mental-health professionals beforehand. Surgeons' waitlists add at least another six months to the process, according to Carl Streed, a primary-care doctor in Boston who provides gender-affirming healthcare.</p><p>"We're talking about needing multidisciplinary care to access surgical care," he said. "I wish it were a lot faster."</p><p>At least three states besides Alabama - Tennessee, Ohio, and New York - face lawsuits over gender markers on driver's licenses or birth certificates, and the stakes for trans people are high. For several months, Corbitt said she couldn't drive because her license expired while the case was pending. Alabama has issued her a license with an "F" gender marker, but it has also appealed the court's decision.</p><p>"If we lose the appeal, heaven forbid, I won't drive," Corbitt said. "I believe that God has made me the way that I am."</p>

After a trial period that ended July 1, Secretary of <keyword id="6354810" type="ORGANIZATION" weightage="60" keywordseo="Defense">Defense</keyword> James Mattis delayed the full implementation of that policy for six months.</span></p><p><span>"Our military must be focused on decisive and overwhelming victory and cannot be burdened with the tremendous medical costs and disruption that transgender in the military would entail," Trump tweeted.</span></p><p><span>There are between 1,320 and 6,630 transgender personnel in the active component of the military (out of about 1.4 million) and about 1,510 in the reserves, <a href="http://www.rand.org/pubs/research_reports/RR1530.html">according to</a> a 2016 report from the think tank RAND Corporation. </span><span>It is not yet clear whether those in the military who came out as transgender after Obama lifted the 2016 ban will be discharged.</span></p><p><span>Regardless of what happens on a policy level, Trump's tweets have brought to light some common confusions and misconceptions about what it means to be transgender. Here's what to know.</span></p><h2><span>Sex versus gender</span></h2><p>Transgender is an umbrella term that describes people whose gender identity is different from the one they were assigned at birth.</p><p>Sex and gender, while often used interchangeably, are not one in the same. A person's sex refers to their biological classification of male or female - an assignment given at birth based on physical characteristics, including chromosomes and reproductive organs. A person's gender, on the other hand, refers to their internal sense of gender, which can fall on a spectrum. Most people identify with the gender that matches their sex (male or female). This is called cisgender.</p><p>Some trans people, however, identify as neither male or female, or somewhere else on the gender spectrum, and typically describe themselves as non-binary or gender-queer.</p><p><span>Gender dysphoria<strong> </strong>is the distress that a person can experience when their assigned sex does not match their gender identity.</span></p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>YouTube/Screenshot</span></p><p class="caption">Evan Young, a transgender veteran who retired as an Army Major in 2013.</p></div><p></p></div></div></span></p><h2>How someone knows they are trans</h2><p><span>People can realize they are transgender at any point in their lives, <a href="http://www.transequality.org/issues/resources/frequently-asked-questions-about-transgender-people">according to</a> the National Center for Transgender Equality (NCTE). Some make this distinction at puberty or earlier, while others take years to understand their gender identity, sometimes due to fear, shame, or confusion.</span></p><p><span>There is <a href="http://www.amsa.org/advocacy/action-committees/gender-sexuality/transgender-health/">a consensus within the medical community</a> that transgender identity should receive a medical, rather than psychiatric, diagnosis.</span></p><h2><span>Healthcare for transgender people</span></h2><p><span>Trump's tweets suggest the president is concerned about "medical costs and disruption" from transgender people in the military. But it's important to note that not all transgender people want or pursue gender-related medical treatment. If they do, the medical care a trans person seeks can depend on their individual level of dysphoria. </span></p><p><span>Procedures can include hormone replacement therapy and/or gender confirmation surgery, <a href="http://www.amsa.org/advocacy/action-committees/gender-sexuality/transgender-health/">according to</a> the American Medical Student Association (AMSM).</span></p><p>RAND Corporation's analysis found that the financial costs of allowing trans soldiers to serve would be low considering the military's overall healthcare costs. By their<span> estimate, between 29 and 129 of the US military's 1.4 million soldiers would likely seek gender confirmation surgery annually. The procedure, which can include a hormone process, anesthesia, and a hospital stay, can <a href="http://www.cnn.com/2015/07/31/health/transgender-costs-irpt/index.html" target="_blank" rel="noopener noreferrer">cost upward of $100,000</a> without insurance.</span></p><p><span>On July 13, the House <a href="http://www.cnn.com/2017/07/13/politics/house-defeats-bid-block-pentagon-transgender-surgeries/index.html">defeated</a> a proposal that would have prevented the Pentagon from funding gender confirmation surgery and hormone therapy for service members. As a result, the RAND report said, military healthcare costs would have increased somewhere between $2.4 million and $8.4 million a year. At most, that would mean a 0.13% increase in medical spending by the DoD. </span></p><p><span>In the fiscal year of 2016, the Defense Department spent an approximate total of <a href="http://comptroller.defense.gov/Portals/45/Documents/defbudget/fy2016/budget_justification/pdfs/09_Defense_Health_Program/Vol_I_Sec_1_PBA-19_Introductory_Statement_DHP_PB16.pdf">$41.7 billion</a> on healthcare for active members. The Department of Veterans Affairs, which has a separate budget, seeks to spend an additional <a href="https://www.va.gov/budget/products.asp">$69 billion</a> on medical care in fiscal 2018.</span></p><h2><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters</span></p><p class="caption">Members of the 30th Heavy Separate Brigade of the North Carolina Army National Guard salute during playing of the National Anthem,</p></div><p></p></div></div>Serving in the military as a transgender person</span></h2><p><span>About one-fifth of all transgender adults are veterans, making transgender people approximately twice as likely as others to serve in the military, according to <a href="https://www.washingtonpost.com/world/national-security/hagel-policies-on-transgender-personnel-serving-in-the-military-should-be-reviewed/2014/05/11/a34618b8-d936-11e3-b745-87d39690c5c0_story.html">a 2014 survey</a> by the NCTE and the National Gay and Lesbian Task Force. </span></p><p><span><a href="http://journals.sagepub.com/doi/abs/10.1177/0095327x14545625">A 2014 UCLA article</a> published in the academic journal Medical Forces &amp; Society concluded that transgender service members are just as deployable and medically ready as their cisgender peers, with few exceptions.</span></p><p><span>"As noted in other sections of this article, cross-sex hormone treatment and mental health considerations do not, in general, impede the deployability of transgender service members, and the public record includes instances in which transgender individuals deployed after having undergone transition," the researchers wrote.</span></p><p><span>Active transgender service members in the US forces have been able to seek gender-related care since 2016. But RAND found that less than 1% of the US military force has done so. The report also suggested that trans people have a "minimal likely impact" on force readiness, a measure that includes factors like unit cohesion and physical ability. </span></p><p><span>"We found that that transgender people serving in the military had a negligible impact overall," RAND senior economist Radha Iyengar told Business Insider. "Australia, the UK, Israel, and Canada allow openly transgender people to serve. Looking at the factual numbers, we don't think there's any evidence that allowing open service would be costly or affect military readiness."</span></p><p><a href="https://www.youtube.com/watch?v=oLIvcx2PSpY">Evan Young</a>, the director of the <span>Transgender American Veteran Association and a</span> former army major, told BI that hiding his trans identity during his 14 years of military service was emotionally draining. </p><p>"The ban [on transgender people in the military] impacted me a lot," he said. "I hid during 'Don't Ask, Don't Tell. As soon as that was lifted, I realized I was transgender, and I stayed in the closet. For my entire military career, I had been closeted. It affected me severely mentally. I couldn't bring my partner to any functions. And when I started taking testosterone, I could visibly see the changes, and I know my commander could too. I was a recluse. It was very tough."</p><h2><span><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Reuters</span></p><p class="caption">Rob Morris, a member of the Norwich University Lesbian, Gay, Bisexual, Transgender, Question and Allies Club (LGBTQA), stands in the university, the nation's oldest private military academy.</p></div><p></p></div></div>What happens now?</span></h2><p><span>The Pentagon appears to not have known about Trump's reversal on transgender military service before this morning. </span></p><p><span>"The tweet was the first we heard about it," a defense official familiar with the matter <a href="https://www.wsj.com/articles/trump-administration-to-ban-transgender-individuals-from-serving-in-u-s-military-1501075174">told</a> the Wall Street Journal.</span></p><p><span>Senior officials in each branch of the military had voiced opposition to integrating transgender people into troops in recent months, the Military Times <a href="http://www.militarytimes.com/news/pentagon-congress/2017/06/01/the-military-is-building-a-case-to-block-transgender-applicants-at-least-for-now/">reports</a>. But many </span><span>politicians and veterans strongly oppose Trump's reversal of the Obama-era policy. Rep. Dan Kildee, vice chair of the LGBT Equality Caucus, <a href="http://www.businessinsider.com/president-trump-tweets-us-military-will-not-accept-or-allow-transgender-people-policy-lgbt-2017-7">called</a> the decision a "slap in the face to the thousands of transgender Americans already serving in the military." </span></p><p><span>Senator John McCain, a veteran himself, also denounced Trump's decision.</span></p><p><span>"Any American who meets current medical and readiness standards should be allowed to continue serving," McCain said in a statement. "There is no reason to force service members who are able to fight, train, and deploy to leave the military - regardless of their gender identity."</span></p><p><span>When asked what will happen to currently deployed transgender military personnel around the world, White House press secretary Sarah Huckabee Sanders <a href="http://www.businessinsider.com/trump-transgender-ban-sarah-huckabee-sanders-briefing2017-7">said</a> it was "something that the Department of Defense and the White House will have to work together on as implementation takes place." </span></p><p><span>Aaron Devor, the chair of transgender studies at the University of Victoria, does not believe that Trump's ban on transgender people in the military will be upheld in court if it faces legal challenges.</span></p><p><span>"Trans military personnel serve bravely and loyally in 18 countries around the world," he told Business Insider. "Trump's rejection of trans troops in the US has no basis in objective evidence. This is bald faced and counterproductive reactionary bigotry. This ban will be overturned in the courts.
