<ul><li>14 people have lost their lives in the building collapse in <keyword id="6358070" type="LOCATION" weightage="20" keywordseo="mumbai">Mumbai</keyword>’s Dongri area. </li><li>More than 50 people are still feared to be trapped in the debris. </li><li>NDRF has deployed three teams to the site of the collapse and five people have been rescued from the debris. </li><li>Chief Minister <keyword id="6355042" type="PERSON" weightage="20" keywordseo="Devendra-Fadnavis">Devendra Fadnavis</keyword> said an investigation would be launched into the case to decide responsibility for the mishap. </li></ul>The death toll in <keyword id="389616" type="PERSON" weightage="20" keywordseo="Mumbai-building-collapse">Mumbai building collapse</keyword> has reached 14 while more than 50 others are still feared to be trapped in the debris of a 100-year old Dongri building that collapsed yesterday. The <keyword id="119446" type="COMPANY" weightage="20" keywordseo="National-Disaster-Response-Force">National Disaster Response Force</keyword> (NDRF), which is at the site of the collapse, has rescued five people so far, <a href="https://www.indiatoday.in/india/story/mumbai-building-collapse-dongri-list-of-similar-tragedies-1570019-2019-07-16">according to reports</a>. It had deployed three teams who are still looking for the survivors. As many as ten ambulances and fire brigade vehicles are stationed at the locality. The situation worsened as rains flooded the narrow lanes of the locality, making rescue tougher.  Even as the rescue efforts were on, various government departments have started the blame game. The housing authority Mhada claims that the building was illegal. But the victims have been claiming that <keyword id="53938" type="COMPANY" weightage="20" keywordseo="Brihanmumbai-Municipal-Corporation">Brihanmumbai Municipal Corporation</keyword> (BMC) has been negligent. A BMC official <a href="https://timesofindia.indiatimes.com/city/mumbai/blame-game-between-different-government-departments-begins-as-building-crash-in-heart-of-mumbai-kills-10/articleshow/70253182.cms">told Times of India </a>that Mhada has been collecting cess on it, and hence is not illegal. The Chief Minister of Maharashtra, Devendra Fadnavis had ordered an investigation into the case yesterday. Most of the buildings owned by the Maharashtra Housing and Development Authority, are dilapidated and in urgent need of repair and redevelopment. Residents of the locality say they have been reaching out to officials for redevelopment of the building for the last three years, but no action was taken. “We have been visiting the Brihanmumbai Municipal Corporation (BMC) for funds to repair the buildings. We are told that there are no funds,” a resident said. In December 2018, three people died and eight were injured when an under construction building came down in Mumbai’s suburbs of Goregaon. In September 2017, there a building collapsed in Bhendi Bazaar which took 33 lives and left two people injured. The building was reportedly 117-years old.

In the last three years, over 200,00 livestock perished in floods, <a href="http://164.100.24.220/loksabhaquestions/annex/171/AU4906.pdf">said the government. </a> About 12% of the land in India is prone to floods. Floods have displaced or wrecked lives of seven million people in India, Nepal, Bangladesh, and Pakistan in July alone, <a href="https://earthobservatory.nasa.gov/images/145335/monsoon-rains-flood-south-asia">said a report by NASA</a>. If the trend continues, in spite of heightened disaster management and rescue efforts, many Indians will continue to remain on the brink of death.

Floods killed five people per day for the last three years in India

Mumbai, Feb 25 () Toll road firm IRB Infrastructure Developers on Tuesday said it has bagged a contract for operating and collecting toll on Mumbai-Pune Expressway project under the toll-operate-toll model. The company has received a letter of acceptance (LoA) from Maharashtra State Road Development Corporation (MSRDC) for a period of 10 years and two months. The concession includes collection of toll and operation and maintenance activities on the expressway and old Mumbai-Pune highway NH-48 for the period up to April 30, 2030, the company said in a statement. As per the contract, IRB will have to pay Rs 8,262 crore to MSRDC for the rights for collecting toll, which would include an upfront payment of Rs 6,500 crore and a further staggered payment of Rs 850 crore each in second year and third year, and Rs 62 crore in fourth year. "The company will take possession of the project from March 1, 2020 and commence tolling and O&amp;M activities," IRB said. Commenting on the development, company's chairman and managing director Virendra Mhaiskar said, "We had managed this project for 15 years from 2004 to 2019 and hence we feel that it will help us in managing the project well and meet the expectations of all stakeholders." During the earlier concession period, IRB had paid Rs 918 crore to MSRDC for bagging the project. After the concession agreement lapsed in August last year, MSRDC had handed over toll collection on the stretch on temporary basis to Sahkar Global. Meanwhile, toll rates on the expressway are expected to increase from April 1 for three years after the appointment of new concessionaire. As per a government notification, the new toll rates for cars will increase from Rs 230 to Rs 270, while for mini buses it will go up from Rs 355 to Rs 420 for trucks, and it will rise from Rs 493 to Rs 580 for heavy axle vehicles. For buses, it will increase from Rs 675 to Rs 797, and for large trucks it will rise from Rs 1,165-1,555 to Rs 1,380-1,835. PSK RVK
