The resilient Mumbaikar is being tested again. The Mumbai-kar who has survived floods, bombs, landslides and bad administration will certainly put up with another round of bad deluge. After all, the administration bodies really know the Mumbaikar takes pride in himself, every time he resurfaces after a raw deal. He is flustered only when the locals run behind by a few minutes, or are being cancelled for the day. Else, all is fine with his world. The bombs can explode and the water can gush. 
 
 Really, the state of infrastructure in India’s financial capital is something that invites a feeling of abhor, for want of a better expression. It was exactly ten years ago when the city turned into a live sea just as the day progressed from morning to noon, and into the evening. By then, city had no place to send its people or water that was pouring from the grey clouds. Ever consistently, and continuously. All communication had broken down, and the city had literally turned into a giant water body. Locals rose to the occasion, welcomed strangers into their homes; kept them warm and fed them hot food. That was in 2005. Just about a decade ago. But the memory is so green in people’s minds that it is tough to forget the neck high dirty water and the taste of tablets one had to consume so as to protect oneself from infections caused by rat bites. This was announced on the radio. Yes, <keyword id="6358070" type="COMPANY" weightage="100" keywordseo="Mumbai">Mumbai</keyword> had literally returned to stone-age (well, almost) those days with radio being the only mode of mass communication. Because newspapers didn’t reach many areas and television sets wouldn’t work after power breakdown of hours. Landslides followed. Local trains returned on tracks and ran precisely on the minute schedule. 
	 The city sprang back on its feet. It was business as usual and everybody, including the <keyword id="53938" type="COMPANY" weightage="60" keywordseo="Brihanmumbai-Municipal-Corporation">Brihanmumbai Municipal Corporation</keyword> (BMC) went right back into sleep. Studies were conducted to understand the water drainage system in the city which failed miserably when faced with 944 mm of rain in just a matter of 24 hours on July 26, 2005. God-fearing locals understood their mother, water-fairy and carer – River Mithi which flows around Mumbai had gotten angry. She had to be calmed down. 
	 
	 

	A decade later, Mithi has roared again to expose the bad planning of authorities who have slept through a decade of infrastructure planning and making the city safe for its people. In the last 24 hours, Mumbai has received more than 283 mm of rain. And this has exposed the delicate situation the city has been in. 
	 What happened to all those surveys, studies and urban planning expertise serve the city which controls most part of the <keyword id="34412" type="ORGANIZATION" weightage="60" keywordseo="economy">economy</keyword> of the country? 
	 
	 

	Heavy rains that pummelled Mumbai have cost the lives of two people who have died of electrocution in the last few hours. But, the real number of those suffering from water-borne epidemics and endemics will never come to fore. They will never make it to the government’s statistics, because the new government would like to believe it needed time to prepare for the challenge. Now, who can challenge them with their own claim? Was it the same people who said city was ‘monsoon-ready’? 
	 
	 

	Though the authorities claim the city received unprecedented rainfall, the drainage system that has existed since ages lays exposed. Bad and worse days ahead. 
	 
	 

	As a response to the 2005 flooding, city authorities had formulated The Greater Mumbai Disaster Management Action Plan which was identify the risks the city would face including floods, earthquakes and cyclones, and suggest ways of tackling the water related challenges. Though one of the suggestions was to deepen and broaden Mithi river which drains into Arabian sea, the suggestion wasn’t considered well owing to environmental factors. 
	 
	 

	Mumbai remains vulnerable to flooding owing to dense population, bad drainage and inefficient garbage management system which leaves the waterways clogged with plastics. 
	 
	 

	Just recently, Intergovernmental Panel on Climate Change predicted rise in sea level and Mumbai being the second city in the world at a risk of receiving high rainfall and being subject to floods too. Though development of improved drainage for the city is underway, the works are not moving at a desired pace. Pity that the governments chose to risk people’s lives and property over speed of expediting the works since 2005 floods. 
	 
	 

	A decade later, Mumbai stands exposed and how! In the last decade or so, Mumbai has spent more than Rs 1000 crore on flood preparedness and meeting the challenges that rise alongside. But, looks like the picture was worth less than the money paid. Because, the city has now returned to the starting point. Now, it’s an uphill task all over again.

 Just like the hopeless people of Gotham, every monsoon, Mumbaikars prepare for the eventuality that they may not return home as they leave for work.  Money that would put a smile on any face The mega city’s generous 24 million population has accepted the civic body’s indifference as its fate. This, even after contributing ₹30,000 crore ($4.2 billion) this year to the municipal budget. The Brihanmumbai Municipal Corporation’s budget has swelled nearly five times in the last 12 years but the plight of its people has only gotten worse. Even by the standards of commercial capitals in developing countries, Mumbai is a mess. Behind the veneer of its entrepreneurial spirit and a professional workforce, lies a city that has been plundered by the ruling elite at an unprecedented scale. Mumbai’s civic body is flushing billions down the drain Meanwhile, the cats at the BMC (which has 1.2 lakh personnel) are getting fatter every year. For instance, documents show that its Chief Engineer AS Yamgar of the Sewerage Operation Department made a monthly salary of ₹1,24,725 as of June 2018. This is nearly as much as <a href="https://www.news18.com/news/business/budget-2018-increases-salary-of-president-by-200-to-rs-5-lakh-per-month-1647855.html">the salary of the President of India before the hike last year</a>, or that of a mid-level corporate employee. However, for the BMC leadership and staff, the money seems to come without accountability.

 And the rot runs deep. <a href="https://www.indiatoday.in/india/story/mumbai-bmc-driver-makes-more-money-than-commissioner-216408-2013-11-04">An India Today story in 2013</a> exposed how a driver earns more than the municipal Commissioner he serves. He simply slept in the vehicle after being relieved of his duties and got paid for working overtime. Shiv Sena, the party ruled by the Thackeray family, controlled the corporation for most part of the last three decades. Therefore, the blame for the shortcomings of the civic body squarely falls on them. The poor quality of the pothole-ridden roads of Mumbai reveal the enormity of misused funds. People tend to believe without question when it is informally said that less than 20% of the money is actually used in the infrastructure projects, and the rest is siphoned off. The passivity of the voters can be disheartening. Almost 81% of the total of 1,491 kilometres of roads in the city are managed by the BMC. But, the four best-managed roads in the city – Bandra Worli SeaLink, New Airport Road, Eastern Freeway and Bandra Kurla Complex-- are under the supervision of Mumbai Metropolitan Road Development Authority (MMRDA), which is also in charge of the metro rail construction that is currently underway. The MMRDA is not without flaws as exposed by <a href="https://www.thehindu.com/news/cities/mumbai/mumbai-monorail-a-trip-to-nowhere/article29273282.ece">the colossal failure of the recent monorail project</a>. Yet, it has been slightly more efficient than the BMC in some cases. The devastating floods of 2005 that killed over a 1,000 people should have been a wake up call. At that stage, an honest leadership would have been embarrassed enough to pull themselves into action and resurrect the city to avoid a similar carnage in the future. Since then, there have been five Chief Ministers -- Vilasrao Deshmukh, Ashok Chavan, Sushil Kumar Shinde, Prithviraj Chavan, and now, Devendra Fadnavis-- but the people’s plight has got worse with every passing monsoon. One may expect the authorities to prepare and respond better given that an election is scheduled this year. However, the choice for the voters is between the devil and the deep sea as both Congress and the Bharatiya Janata Party (BJP) outfits have failed the people of the city over the years. In Mumbai, “<a href="https://www.pinterest.com/pin/393220611192996582/?nic=1">there are no heroes here, only survivors.</a>”

 Mumbai, India's financial capital, witnessed over above 200 mm rainfall in 24 hours on Friday. While the rest of the country is reeling through dry spell, the average rainfall in Mumbai in June was above its long-term average, according to Skymet. Heavy rains on Sunday night caused water logging and traffic snarls, slowing down one the metropolis on Monday (July 1). "A monsoon depression movement will be approaching near Maharashtra and the Konkan coast so we could get a little heavier spells, little respite in between before we have the next one again," GP Sharma, vice president of meteorology, <a href="https://economictimes.indiatimes.com/markets/expert-view/monsoon-gains-second-wind-after-driest-june-expect-heavy-downpour-in-july-gp-sharma/articleshow/70025756.cms" data-type="tilCustomLink" target="_blank">Skymet told a television channel</a> on Monday.
